[유럽의회(European Parliament), FIFA 및 Qatar2022 월드컵조직위원회 관계자들에게 월드컵 건설에 동원된 이주노동자들(Migrant Workers)보상책 마련 촉구하다]
유럽의회(European Parliament)는 FIFA와 Qatar 2022 월드컵 조직위원회관계자들에게 현재 진행 중인 FIFA월드컵 스타디움과 인프라 건설에 동원되는 동안 학대에 시달려온 이주노동자들에게 보상책을 마련해 주도록(to provide compensation for migrant workers who suffered abuses)촉구 대열에 합류하였다고 합니다.
유럽의회는 국제사면단체(Amnesty International)와 인권감시단체(Human Rights Watch)와 노동자 가족(workers’ families), 축구협회(football associations) 및 정치 지도자들(political leaders)의 이러한 압력에 가세하고 있다고 합니다
유럽의회에서의 투표 전 토론에서 의회 정치인들은 최근 금지된 케팔라 시스템(kefala system)과 같은 카타르의 인권문제(Qatari human rights record), 노동권 문제(labors rights) 및 표현의 자유제한(restriction on freedom of expression) 등에 대하여 비판적인 분위기였다고 합니다
유럽의회는 성명서를 통하여 “유럽의회의원들은 중동 국가가 FIFA 월드컵유치과정에서 제기된 뇌물과 부패 관련 믿을만한 의혹이 난무한 가운데 개최권을 획득하였음”(MEPs highlight that the Gulf state won the FIFA World Cup bidding process amidst credible allegations of bribery and corruption) “그들은 카타르가 FIFA월드컵축구대회준비를 주로 건설부문에서 도왔던 수 천명에 달하는 이주노동자들의 죽음과 그 과정에서 부상당한 사람들에 대해 개탄하고 있음”(They deplore the deaths of thousands of migrant workers primarily in the construction sector who helped the country prepare for the tournament, as well as all those injured) “카타르 경제와 2022 FIFA월드컵에 이주노동자들의 중요한 기여도를 인정하면서, 유럽의회는 카타르 당국에게 카타르내 이주노동자들의 죽음의 진상에 대해 철저한 조사에 임하고 이주노동자들이 근무 상황과 조건의 결과로 사망한 노동자들의 경우에는 그 직계가족들에게 적절한 보상책을 마련해 줄 것을 촉구하는 바임”(Acknowledging the important contribution of migrant workers to Qatar’s economy and the 2022 FIFA World Cup, Parliament urges the Qatari authorities to conduct full investigations into the deaths of migrant workers in the country and to compensate to families in cases where workers died as a result of their working conditions) “유럽의회는 국제공동체들이 제기해온 노동자들의 근무조건과 권리 증진에 대하여 애쓴 노력에 대하여 지지하는 바이지만 채택된 개혁안을 철저히 이행하도록 촉구하는 바임”(It also supports Qatar’s recent efforts to improve the conditions and rights of workers, which the international community has raised, but calls for the full implementation of the adopted reforms) “유럽의회의원일동은 동성애자그룹 공동체에 대하여 카타르 당국이 자행한 학대 행위를 개탄하는 바임”(MEPs deplore the abuse perpetrated by the country’s authorities on the LGBTQ+ community)이라고 견해를 밝혔습니다.
이어지는 유럽의회 성명서에는 “이러한 촉구내용에는 동성애자그룹구성원들 혐의나 기소 없이 최대 6개월 간 잠정 구류/감금을 허용하는 카타르국내법도 포함되어 있음”(This includes the use of domestic laws that allow for LGBTQ+ persons to be provisionally detained without charge or trial for up to six months) “결의안에는 카타르가 여성보호자임무를 명시한 잔재 유물 폐지를 포함한 양성평등조치를 강화하고 공식 노동시장에서 여성들이 대표하도록 권한을 증대시키는 노력 경주를 촉구하는 바임”(The resolution also urges Qatar to strengthen gender equality measures, including abolishing the remnants of the women's guardianship, while stepping up efforts to increase the representation of women in the formal labour market)이라고 명시하였다고 합니다.
카타르는 인프라공사에 참여한 노동자들과 관련된 대부분의 죽음을 “자연사”(natural deaths)라고 기입하여 직계가족들을 위한 보상이 부적격하다고 명시하고(making compensation ineligible for families) 있다고 합니다
이러한 죽음에는 열사로 인한 열악한 근무조건과 연관된 호흡기질환 사망(respiratory deaths related to poor working conditions in heatwaves)도 포함된다고 합니다
카타르는 “노동자들 지원 및 보험 기금”(Workers' Support and Insurance Fund)을 통하여 이주노동자들에 대하여 미지불 임금(unpaid wages to migrants)조로 US$ 3억 2,000만불(약 4,480억원)을 배상하여 왔다(reimbursed)고 합니다
유럽의회의원들(MEPs: Members of the European Parliament)은 이러한 보상책은 노동자들의 죽음과 기타 인권위반에 따른 희생사례뿐만 아니라 카타르 노동자들과 직계 가족들에게도 확대되어야 한다고 이야기하였다고 합니다.
유럽의회는 FIFA에게도 보상책의 형태로(as a form of compensation) 노동자들의 가족들을 지원하는 프로그램을 만들어 기여하도록 요구하고 있다고 합니다.
2022년 FIFA월드컵은 2010년에 개최국에 결정되었는데 FIFA집행위원회내부로부터 부패와 뇌물수수의혹이 표면화되어온 바 있습니다.
