[스포츠세계대전 제3라운드, IOC에 제시한 스포츠 개혁 토의 대상 안건 20개 항목공개]

 

 

 

 

수그러들 것 같았던 IOC-SportAccord수장 간의 힘겨루기가 아직도 현재 진행형 인 것 같다.

 

 

 

지난 4월20일 Marius Vizer회장의 SportAccord컨벤션 개회식에서의 IOC및 Thomas Bach IOC위원장에게 정면 도전한 폭풍 발언 후 연일 국제 스포츠 연맹들의 SportAccord이탈(exodus)현상이 벌어지고 있는 가운데 위기 수습을 위해 제안한 Vizer회장의 IOC위원장 면담 요청이 거부된 바 있다.

 

 

 

 

 

  

 

 

 

하지만 Vizer회장은 IOC위원장의 명분 있는 면담거부통보라는 위기국면 봉착 상황임에도 불구하고 Thomas Bach IOC위원장, Ricci Bitti ASOIF회장 및 모든 국제연맹회장들에게 자신이 제안한 20개 항목의 세부 어젠더 리스트를 발송하였으며 이는 당초 Thomas Bach IOC위원장과 끝장 토론을 겨냥하여 준비한 내용임을 만천하에 공개함으로 자신의 소신을 밝히고 다시 3라운드를 벌이고 있는 인상을 주고 있다.

 

 

 

 

 

 

 

 

 

 

 

 

Vizer회장은 Bach IOC위원장으로부터 접수한 최종 회신에 대한 답장과 함께 아래 20개 항목의 리스트를 공개함으로써 IOC위원장과의 항전을 계속하고 있는 것 같은 분위기다:

1.  Increase in revenue sharing model with International Federations from current levels to 25% of Olympic revenues.(현 IFs수입금 배분 제시 모델 수준을 올림픽 수입금 25%로 증액)

        
      a. Out of this amount, 5% to be paid directly to National Federations.(동 금액 중 5%는 NFs로 직접 지급)

 

2.  Establishment of an Athlete Support Fund that will act as a pension scheme for all Olympians based upon carefully designed qualification criteria.( 선수지원 기금을 설립하여 엄격한 자격판단기준에 근거하여 모든 올림피안들에게 연금방식 혜택 창출 모색)

 

3.  Introduction of prize money for athletes at the Olympics.(올림픽에서 선수들을 위한 상금제도 도입)

 

4.  Clear rules, criteria and principles for(다음 제도에 대한 명확한 규칙과 원칙 제시):

         a. IOC Membership(IOC위원 멤버십)
         b. IOC System(IOC 시스템)
         c. Selection and addition of sports and disciplines into the Olympic  Programme(올림픽 정식종목채택 및 추가 방식)
         d. Recognition process for all IFs(모든 IFs를 위한 인정 종목 과정관련)

 

5.  Complete independence of the Court of Arbitration for Sport (CAS).(스포츠중재재판소의 온전한 독립)

 

6.  Olympic TV channel to be owned 50% directly by all IFs.(올림픽 TV채널 50%지분, IFs 직접 보유)

 

7.  No discrimination against sports that are not in the Olympic Programme.(올림픽 정식종목 미포함 종목에 대한 차별 금지)

 

8.  Inclusion of all non-Olympic sports in all development programs and opportunities initiated by the IOC.(비 올림픽 종목들에 대한 IOC가 진행하는 모든 개방 프로그램과 참여기회 수혜 대상에 포함)

 

9.  Clear definition of roles and responsibilities of stakeholders in the Sports Movement to avoid duplication of efforts and agendas.(노력과 안건 중복 피하기 위하여 스포츠 운동조직 안에서의 이해당자들에 대한 역할과 책임소재의 명확한 정의)

 

10.                        Guarantee of accreditation or ticket access for all National Federations' presidents with competing athletes.( 각국 NFs 회장들에게 해당 국내연맹 소속 선수들이 참가하는 경기종목 참관을 위한 신분증 또는 입장권 보장)

 

11.                        Allowing all non-Olympic IFs a slot to demonstrate their sport before or after each Olympic Games, in each Olympic city.(매 올림픽에, 매 올림픽 개최도시에서 올림픽 전 또는 후에 비 올림픽 종목 IFs에 대하여 종목 소개 시간대 허용)

 

12.                        IOC Membership for an elected representative from each Olympic IF without discrimination.(각각의 올림픽종목 관장 IF선출 대표 한 명 씩에게 차별 없이 IOC위원직 부여)

 

13.                        Right to IF Presidents to present medals to athletes during the presentation ceremonies at the Games.(올림픽 시상식에서 선수들 메달 시상에 IF회장들에게도 올림픽메달수여 권 부여)

 

14.                        Greater inclusion of Ministries of Sport in the Olympic Movement, since they are major financial supporters of sport and sport competitions, at national and international levels.(국내외를 망라한 스포츠대회에 주요 재정 지원자 격인 스포츠장관들에게 올림픽운동 체계에 보다 광범위한 관여 역할 포함)

 

15.                        Allow bidding cities to present to Olympic and non-Olympic IFs. Also, clear ethical principles to be established to allow voting members to visit bidding cities.(올림픽 유치도시들로 하여금 올림픽 및 비 올림픽 IFs에게 공히 유치설명기회 허용 및 투표권 있는 IOC위원들에게 유치도시들 방문 허용에 따른 명확한 윤리원칙 설정)

 

16.                        Representation in the IOC voting process to be fair, representative and equal.(IOC투표 과정에서 공명정대하고 대표성과 공평 성이 반영되도록 대표 권 설정)

 

17.                        Complete transparency regarding consultants, wages and contracts.(컨설턴트, 임금 및 계약 관련 철저한 투명성)

 

18.                        Encouragement and full support for multi-sport events outside the Olympics to increase exposure and opportunities for all sports, while ensuring complementary development for the Games.(올림픽을 위한 보완적인 개발을 확고히 하기 위하여 모든 종목들로 하여금 표출기회 확대를 목적으로 올림픽 장외 종합 스포츠 이벤트에 대한 장려와 전폭적 지원)

 

19.                        Clarification of points for collaboration on projects and responsibilities between IOC and SportAccord.(IOC와 SportAccord간의 프로젝트들과 책임소재들에 대한 협업을 위한 제반 현안문제들 정리)
