국민대 박사학위논문 표절스캔들에 휘말려 새누리당을 탈당한 문대성 국회의원당선자 겸 IOC위원(선수자격)에 대한 향후 거취문제가 수면 아래에 머물고 있다.

Korea Times지의 보도에 따르면 IOC는 문대성 IOC위원에 대하여 '조사를 시작하고 있다'(It is starting an investigation.)이라고 하면서 또 구체적인 언급도 자제하면서 원론적인 입장표명으로 추이를 지켜보고 있는 듯하다.

"시일 내에 해당 대학당국과 접촉하겠다."(We will contact the university in due time.)고 Andrew Mitchell IOC대변인은 Korea Times지의 이 메일 문의에 답변하였다고 한다. 국민대 측은 90일 이내에 표절 건을 완전하게 마무리 질 위원회를 구성할 것으로 알려졌다.  

"IOC윤리위원회 논의는 대학당국의 확실한 결정이 내려지고 IOC윤리위원회가 해당 정보를 입수한 후에라야만 가동될 것이다. 그리 되어야 그 이슈자체를 논의 할 수 있을 것이다."(The IOC Ethics Commission will only be active, once there is a definitive decision by the university and only after the commission has received all the information, will it be able to discuss the issue.)라고 언급한 것이 Mitchell IOC대변인이 밝힌 IOC의 현재 입장이다. 

Korea Times지 최근 보도에 의하면 이와 관련 대한체육회(Korean Olympic Committee)나 대한태권도협회(Korea Taekwondo association)와는 관련논평을 딸 수가 없다는 이야기다.

스포츠 및 올림픽 전문 인터넷 외신은 최근 문대성 국회의원당선자의 탈당 및 향후 IOC거취처리 세부문제에 대하여서는 보도관망 중으로 보인다.

이래저래 IOC는 4월 들어 IOC위원 논문 표절에 따른 IOC명예실추 파문을 IOC윤리규정과 결부하여 어떤 해법을 제시할 지 궁금해 진다.

차제에 국제 스포츠 계에 "논문표절 방지 특별위원회"(Anti-Plagiarism Ad-hoc Commission)를 설치하는 방안도 고려대상이 될 수 있을까?

IOC는 "부패 무관용주의"(Zero Toloerance Policy against Corruption)및 "약물복용 무관용주의"(Zero Tolerance against Doping)정책을 고수하여 왔다.

작년부터 IOC는 "부정 베팅"(Illegal Betting)과 "경기시합 조작"(Match-fixing)등을 방지하기 위한 국제회의개최를 거쳐 이를 철저히 금하고 있다.

IOC의 핵심 가치는 "정정당당, 공명정대 정신"(Fair Play Spirit)이 근간이다.

IOC ethics panel to probe Moon case

The International Olympic Committee (IOC) said Saturday that it will study a plagiarism case of IOC member Moon Dae-sung and consider whether any action needs to be taken, one day after the suspicion of plagiarism in his doctoral thesis was confirmed by Kookmin University.

“We will contact the university in due time,” IOC spokesperson Andrew Mitchell told The Korea Times via e-mail.

“The IOC Ethics Commission will only be active, once there is a definitive decision by the university and only after the commission has received all the information, will it be able to discuss the issue.”

The Korean university, where the 2004 Olympic gold medalist in taekwondo did his doctoral work in 2007, announced Friday that the 35-year-old lawmaker-elect had committed plagiarism in his doctoral thesis, following a preliminary investigation.

Right after the announcement, Moon quit the ruling Saenuri Party, issuing a statement of apology, but he didn’t mention whether he will give up his seat.

On the back of his rock star status thanks mainly to his impressive victory at the Athens Olympics in 2004, he was elected as a member of the IOC in 2008.

Moon’s case is the second plagiarism issue swirling around the IOC of late. Earlier this month, the IOC said it would examine Pal Schmitt, the former Hungarian president and IOC member, over his plagiarism scandal involving a doctoral dissertation he wrote 20 years ago.

Due to the scandal, he gave up his presidency on April 2.

Currently, Korea has two IOC members ― Samsung Electronics Chairman Lee Kun-hee and Moon.

IOC Set to Have to Confront New Plagiarism Case Involving Korean Member Moon

The International Olympic Committee looks set to have to confront a second plagiarism case involving one of its members, after Korea’s Moon Dae-sung, who won a taekwondo gold medal at the 2004 Athens Olympics, was accused of plagiarising his doctoral thesis.

The accusations were made as Moon, an aspiring lawmaker in his home country, contests the Saha-A constituency in next month’s parliamentary elections, and follow the recent resignation of Pal Schmitt, the Hungarian IOC member, as president of his country in a similar academic thesis plagiarism row.

Moon’s thesis, ‘Effect of Proprioceptive Neuromuscular Facilitation (PNF) on Flexibility and Isokinetic Muscle Strength in Taekwondo Player,’ “copied dozens of pages, even including typos, belonging to someone else,” according to an editorial in the Korea Times newspaper.

The IOC told Sportcal today that it could not "comment on allegations reported by the media." However, it added: "Should we receive concrete information we will of course study it."

The Korea Times editorial argues: “Moon should withdraw his [parliamentary] candidacy. Coincidentally or not, Hungarian fencing hero-turned-President Pal Schmitt, possibly Moon’s role model, quit his job for exactly the same reason Monday, citing his nation’s unity.”

Schmitt, the former head of the Hungarian Olympic Committee, resigned as president of Hungary after being stripped of his doctorate on the subject of the Olympics over allegations of plagiarism.

Budapest's Semmelweis University revoked his 1992 award after finding that much of his thesis, “The Analysis of the Program of Modern Olympic Games,” had been copied from the work of two other academics, with neither receiving credit.

Asked about whether the revelations had put Schmitt's 29-year IOC membership at risk, the IOC told Sportcal: "The IOC will ask to receive the reports related to this case, study them and then consider whether any action needs to be taken."

The 38-year-old Moon was elected an IOC member in 2008. He is also a member of the executive board of the organising committee for the 2018 winter Olympic Games in PyeongChang, having participated in the Korean city's victorious final bid presentation in front of his fellow IOC members in Durban last year.

The Korea Times’ editorial on Moon, who won his gold medal with a famous roundhouse kick, concludes: “The plagiarism was a roundhouse kick to those who love his fair play and sportsmanship.” Moon also won a fair play award at the Athens Olympics.

On Friday, the legislator-elect withdrew as a member of the ruling Saenuri Party after Kookmin University determined “much of Moon's [doctoral thesis] matched another person's work, including some parts of the research subject and purpose, and descriptions in the preface and the theoretical background,” according to Korean news agency Yonhap.

The agency quoted Moon saying in a statement: "Everything is my fault. I made up my mind after I was asked by the party (to quit)."

Yonhap also reports the scandal could hurt the party, which “has been trying to shake off its corrupt image.”
