독일올림픽스포츠총연맹(DOSB: German Olympic Sports Confederation)회장단(Presidium)은 최근 회동에서 인권자문평의회(Human Rights Advisory Council)를 설립 추진할 계획임을 확인하였습니다.

UN인권평의회(United Nations Human Rights Council) 전임위원장인 Dr Joachim Rücker가 설립추진준비를 총괄주도하도록 위임 받았다고 합니다.
DOSB 인권정책을 개발하기 위한 자문 단(Advisory Board)이 곧 발족될 것이며 이와 관련 “스포츠와 인권”(Sport and Human Rights)라는 토픽으로 원탁회의(roundtable)가 열릴 예정이라고 합니다.
Thomas Weikert DOSB회장은 “Joachim Rücker박사는 이 분야에서 타의 추종을 불허하는 솔직함이 돋보이는 전문가임”(Dr. Joachim Rücker is indisputably an outspoken expert in this field) “따라서 우리는 이 임무에 그분을 영입하게 되어서 기쁨. 우리는 다음단게수순을 신속하게 추진하고 싶으며 그리 해야 함”(Therefore, we are very pleased to have won him for this task. We want to and must take the next steps quickly)이라고 언급하였습니다.
Rucker박사는 “DOSB에 인권자문평의회를 설치하고자 하는 계획은 DOSB와 DOSB집행위원회와 가맹경기단체들이 일심동체로 ‘스포츠와 인권’이란 토픽을 고착화 하여 제도화를 지속하려는 의지를 보여주는 것임”(The planned establishment of a Human Rights Advisory Board at the DOSB shows the consistency with which the DOSB, its Executive Committee and the member organisations continue to anchor and institutionalise the topic of ‘Sport and Human Rights) “본인은 이렇게 중차대한 임무에 기여할 수 있게 되기를 학수고대하는 바임”(I am very much looking forward to contributing to this important task)
DOSB 최고의사결정기구인 회장단(Presidium)은 에너지수급위기기간 동안 (during the energy crisis)스포츠클럽문제에 대하여 언급하였는데 Weikert DOSB회장은 “체육관과 수영장은 가능한 오랫동안 개방되어야 한다”(sports halls and swimming pools must be kept open for as long as possible)고 하면서 “스포츠는 단순한 여가활동보다 훨씬 더 중요하며 일반대중의 사회적 서비스의 필수불가결한 부분으로 사회전반에 중요한 사회적이고 건강증진기능을 충족시켜주고 있음”(Sport is much more than just a leisure activity, it is an indispensable part of social services of general interest and fulfils important social and health-promoting functions for society) “이러한 배경으로 우리는 체육 장관들 회의에서 에너지 위기극복을 위해서 조직화된 스포츠활동을 지지한다고 한 결정사항을 환영하는 바임”(Against this background, we welcome the decision of the Conference of Sports Ministers to support organised sport in overcoming the energy crisis)이라고 첨언하였습니다.
오는 12월3일 Baden-Baden에서 개최키로 예정된 DOSB총회를 앞두고 DOSB는 최고의사결정권 회장단회의가 그동안 1개월단위로(monthly in the build-up) 회동할 것이라고 발표하였습니다.
DOSB최고의사결정기구인 회장단(Presidium)구성원지명울 위한 후보자명단제출 마감시한은 10월29일이며 아울러 후보자들은 DOSB정관규정(DOSB’s statutes)내에 명시된 가치와 목표 준수를 서약하는 각자선포서에 서명하도록(invited to sign a self-declaration where they commit to following the values and goals that are within the DOSB’s statutes)하는 과정을 거치게 될 것이라고 합니다.
Weikert DOSB회장은 “우리는 스포츠와 연합을 위하여 청렴도와 신뢰도를 담보하는 명백한 신호를 보내기를 원함”(We want to send a clear signal for the integrity and credibility of the sport and the association) “추가로 지난해부터 추진된 정관 규정의 새로운 버전 마련 또한 그러한 단계를 요구하고 있음”(In addition, the new version of the statutes from last year requires such a step)
DOSB는 회장단(Presidium)구성원후보리스트를 선거 3주전에 작성하여 공표 및 배포할 것이라고 합니다.
DOSB회장단차기회의는 Magdeburg에서 9월23일 개최키로 예정되어 있습니다.
前任 국제탁구연맹(ITTF)회장을 역임한 Weikert는 재임 8년 후 사임한 전임 DOSB회장인 Alfons Hörmann 의 뒤를 이어 2021년 12월 DOSB회장으로 선출되었습니다.
Hörmann 직전 DOSB회장은 2021년 6월 사임하였으며 그 사임 배경은 DOSB임원들에게 익명 서한이 발송되었는데 그 서한내용에는 전임회장휘하(Hörmann’s leadership)의 DOSB조직 내에 “공포 문화”(a culture of fear)가 조성되어 있으며 그 여파로 몇 명의 사무처 직원들이 “정신적으로 그리고 심리적으로 견딜 수 있는 한계점을 넘어 섰음”(mentally and psychologically over the limits of what they could take)이라는 요지가 담겨있었다고 합니다
의혹들(allegations) 중에는 Hörmann 前회장이 코로나19규칙을 위반하여 회의 중 추정컨대 마스크를 착용하지 않은 것에 대하여 비난을 받는(criticised for having allegedly not worn a mask at meetings in breach of COVID-19 rules) 동안 직원들에게 물건을 집어 던졌다(objects were thrown at employees)는 이야기도 전해 집니다.
