과연 그럴까?
물론 평창과 뮌헨의 2파전이란 분석에 토를 다는 사람은 거의 없다.
그러나 투표란 뚜껑을 열때까지 알 수 없는 묘한 것이기도 하다.
2020년 올림픽유치를 준비하고 있는 유럽 도시들로는 이태리 로마, 스페인 마드리드 그리고 안시가 탈락할 경우 프랑스의 파리 등으로 압축될 수 있다.
특히 2016년 올림픽이 남미대륙 리오 데 자네이루로 갔기 때문에 2020년 올림픽은 이변이 없는 한 유럽으로 회귀하는 것을 기정사실화 할 정도다.
만일 뮌헨이 2018년 동계올림픽개최도시로 선정될 경우 2020년 올림픽도 연이어 유럽에서 개최된다는 부담감이 생길 수 있어 겉으로만 보면 이태리(IOC위원 4명), 스페인(IOC위원 2명), 프랑스(IOC위원 2명/안시가 1차 투표에서 탈락할 경우)등 8명 그리고 2022년 동계올림픽을 노리는 스위스(IOC위원 5명) 등 총 13명이 비유럽 후보도시인 평창을 지지하게 될 것이라고 전망할 수 있고 또 그렇게 될 가능성도 없지 않다.
그러나 만약 안시2018이 탈락하게 되면 Chantal Jouannou 프랑스 체육장관 발표대로 프랑스도시(파리가 확실시 됨)가 2020년 올림픽유치 후보도시로 나설것이다.
파리는 1900년 제2회 올림픽 및 1924년 제8회 올림픽을 개최하였고 최근들어 1992년(바르셀로나에게 석패), 2008년(베이징에 석패), 2012년(런던에게 석패) 등 세 차례 모두 유치당시 선두주자로 명성을 날리다가 결선투표에서 석패한 전력이 있다.
따라서 IOC발상지(근대 올림픽 주창자 겸 IOC창설자:<파리 소르본느대학>쿠베르탱 남작의 조국)이며 올림픽운동의 중심국가인 프랑스의 자존심은 뭉게져 있는 상태라고 볼 수 있다.
따라서 파리가 2020년 올림픽유치를 위해 다시 출사표를 던질 경우 2020년 올림픽유치 가상 선두주자이며 가장 막강한 전력을 보유한 것으로 알려진 이태리의 로마가 긴장하게 되어 있다.
실제로 파리가 2020년 올림픽유치후보도시로 나설 경우 IOC수뇌부는 물론 대다수의 IOC위원들의 심리적 파리 지지율은 그 어느때 보다 높을 것으로 예상되며 이 경우 로마의 유치 가능성은 파리의 그것 보다 상대적으로 열세가 될 것이 자명하다.
물론 투표결과가 반드시 그렇게 되란 법은 없지만 심리적 차원에서 보면 분명히 파리가 여러가지 측면에서 로마보다 우위에 있다.
그렇다면 로마 2020(유치위원장: Mario Pescante IOC부위원장)을 염두에 둔 이태리 IOC위원 4명의 표심은 어디로 갈까?
마드리드유치를 염두에 둔 스페인 IOC위원 2명도 오월동주의 심정이 될 수 있다.
여기서 음모론(conspiracy theory)이 나올 수 있다.
동계올림픽은 유럽이 모태이므로 연이어 유럽에서 개최되어도 별 다른 저항이 없다는 것이 유럽중심 IOC위원들의 심리상태라고 한다.
따라서 "공통의 강적 파리2020"을 미연에 방지하는 방법으로 안시2018을 지지하여 2018년 동계올림픽 개최도시로 만들면 파리2020은 올림픽유치를 반드시 포기할 수 밖에 없질 않는가?
그래서 안시2018은 다크 호스(dark horse)가 되는 것이다.

만일 안시2018가 1차 투표에서 의외의 표(아프리카 프랑스 식민지 국가 IOC위원들 포함)를 많이 얻을 경우 안시가 2차투표에 진출할 수도 있다는 시나리오를 배제할 수 없다.
표 계산이 복잡해 질 수도 있다.
평창의 승부수는 2차투표를 약속받는 전략을 펼쳐야 안전하다.
1차 투표에서 평창이 승리 한다면 금상첨화겠지만...
꼴찌로 쳐지 있다는 안시2018에 대한 외신보도내용을 살펴보자.
<안시, ‘진정성"(Authenticity)을 캐치프레이즈로 사용>
- 안시가 슬로건처럼 자주 사용하는 ‘진정(Authenticity)’이란 단어가 또 사용되었다.
- 프랑스 알프스 도시는 뮌헨과 평창에 대항하기 위한 무기로 알프스 그 자체를 꺼내들었다.
- Charles Beigbeder는 Chamonix에서 1924년에 첫 번째 동계올림픽이 열렸으며, 동계올림픽과 젊은 세대들을 연계하기 위한 새로운 비전이 필요하다고 강조하였다.
- PT 영상도 진정성(authenticity)이 가득한 땅, 진정한(authentic) 환영 등으로 구성하였다.
- Denis Masseglia NOC 위원장은 프랑스의 올림픽에 대한 염원을 말하며, 알프스를 재창조하기 위해 동계올림픽의 힘을 빌려야한다고 설명하였다.
- Jean-Luc Rigaut 안시 시장은 올림픽 반대자들을 의식한 듯, 안시 주민의 약속을 강조하였다.
- Beigbeder는 어제 환경단체와 건설적인 대화를 가졌다고 말하며, 대중적 지지를 확인하기 위해 5월 하순에서 6월초에 여론조사를 다시 할 것이라고 말했다.
- Chantal Jouanno 체육장관은 항상 선두가 승리하지는 않으며, 모든 후보도시들은 스포츠가 직면한 도전을 이해할 필요가 있다며, 진정한 글로벌 비전이 필요함을 역설하였다.

<'Authenticity' the Watchword again in Annecy 2018's Presentation at SportAccord>
'Authenticity' was once again the most-used term in Annecy 2018’s presentation of its bid to host the 2018 winter Olympic Games at the SportAccord convention in London this morning.
The French Alpine city appears to have decided that its most potent weapons in the battle against Munich in Germany and PyeongChang in Korea to stage the games are the Alps themselves, the cradle of winter sports, and France’s track record of having hosted the inaugural winter Olympics in Chamonix (also one of the centres of the Annecy bid) in 1924 and subsequent well-received
games in Grenoble in 1968 and Albertville (also located close to Annecy) in 1992.
However, perhaps mindful of appearing backward-looking, Charles Beigbeder, the bid’s president, told the delegates: “Chamonix staged the first games in 1924, but the world was very different then. The winter games and winter sports have grown incredibly, and now we need a new vision, reinvigorating the connection between the winter games and young people worldwide.”
Yesterday, when looking ahead to the presentation, Beigbeder told reporters: “We want to show how spectacular the bid is, but not too much. We have only 20 minutes. We want to use the scenery, show some of that, but we don’t want the presentation to be a tourist advertisement.”
The presentation made use of two videos, one introducing and describing the games locations and venues, and the other a more evocative one featuring the sun rising over Annecy’s lake, ethereal piano music and descriptions of the area as “a land of sports and champions,” and “a land rich in authenticity” that will offer “an authentic welcome” to visitors, if Annecy is chosen to stage the games.
Beigbeder introduced Denis Masseglia, the president of the French national Olympic committee, and raised a laugh when he said that Masseglia would speak in French, the second of the IOC’s official languages, because it’s “good practice for you in London as you prepare to host the Olympic family” for next year’s Olympic Games.
Masseglia spoke of the ambition of France to host another Olympics (the memory of Paris’ defeat by London to host next year’s games still rankles), saying: “We want to mobilise the formidable power of the winter Olympics to reinvent the mountains.”
Masseglia was followed onto the podium by Annecy’s mayor, Jean-Luc Rigaut, who, perhaps in an effort to dispel the actions of a small group of local protesters opposed to the games, spoke of “the commitment of the residents of Annecy” to hosting the games.
Beigbeder said yesterday that the bid has had “constructive dialogue” with green activists, but added that there is another group that is “against globalisation,” and that “we don’t share their view.”
He added that the bid plans a new poll of residents to gauge the level of public support, saying: “We’re trying to assess the best time – probably the second half of May or early June.”
Last on stage was Chantal Jouanno. The French sports minister, who also raised a laugh with a reference to London’s victory over Paris in the race to host the 2012 Olympics. She said: “London taught us two things: that favourites don’t always win, and how to resolve the challenges facing
sport.”
She assured delegates that the French government “totally supports” the bid, a claim that was underlined yesterday by Beigbeder, who said of Nicolas Sarkozy, the French president: “He loves sport, he’s really a fan. He strongly believes in the bid.”
Jouanno, concluded with a commitment that France would “use our winter sports experience to stage games that connect the world through tradition and innovation.”

The French presentation – a vast improvement on previous efforts – was led off by IOC member and former Olympic champion Guy Drut who insisted on his country’s “lasting commitment to serve the Olympic movement.”
Bid ceo Charles Beigbeder preached the message of “authentic Games at the heart of the mountains,” recalling the legacy link that secondary hub Chamonix had hosted what is now considered the first Winter Games back in 1924.
Subsquently French Olympic president Denis Masseglia and Annecy Mayor Jean-Luc Rigaut – viewing the Games as “a catalyst for regional development” - were supported by an excellent graphics video setting out the map of the bid with a clarifying English-language voice-over.
Annecy’s filmic efforts provided a pleasant and informative contrast to Munich’s high-speed videos which had gone before. But the focus of the bid was lost in an over-long tourism film and had to be regained by Chantal Jouanno, the Sports Minister.
Jouanno had played a crucial role in putting the Annecy bid back on track but the presentation dipped dramatically again when she introduced former Olympic champion and IOC member Jean-Claude Killy . . . who appeared only on screen.
At least Annecy had a high-profile supporter in the audience in Arsenal manager Arsene Wenger. Afterwards, he praised the bid and its presentation as “good, modern, dynamic, with movement and energy.”
Annecy’s bid has come a long way but is still running to catch up. Jouanno, challenged on a complex history, Jouanno responded defiantly: “It’s never too late.”
