[Bach IOC위원장 정부의 행위로 인해 해당 NOC에 대한 재제 조치 없음을 천명하다]
Thomas Bach IOC위원장은 러시아의 우크라이나 침공에 대한 논의와 관련하여 해당국 정부의 행위로 인한 영향에 대하여 IOC가 해당국가 올림픽위원회(NOCs)에게 어떠한 제재조치도 하지 않겠노라고 언급하였습니다.
Bach IOC위원장은 5월3일 피지(Fiji)에서 열린 오세아니아올림픽위원회 총회에서 행한 기조연설 중 그러한 코멘트를 하였는데 IOC는 국제연맹 들에게 러시아와 벨라루스 선수들 출전금지조치와 두 나라에서 해당종목 국제대회개최를 금하도록 촉구한 바 있습니다.
러시아와 벨라루스 올림픽위원회는 현재까지 우크라이나 전쟁과 관련한 제재조치를 피하고 있는 상태이며 러시아 출신 IOC위원들 역시 자격정지조치를 받지 않고 있는 상황입니다
Bach IOC위원장은 IOC의 대응은 우크라이나 사람들을 돕고 보호하는데 전념하고 있는 것이라고 언급하였습니다.
그는 우크라이나 사람들의 판단이 결정적 요인(the decisive factor)이지 미디어나 정치인들의 견해가 아님을 분명히 하였습니다.
Bach IOC위원장은 “우리는 그 어떤 것에 책임 있는 사람들에 대하여만 제재조치를 취할 것이며”(We will only sanction the people {that} are responsible for something) “우리는 해당 정부의 행위에 대하여 NOCs지도자들이 이러한 행위에 동조하지 않는 한 해당국 올림픽위원회를 제재하지 않을 것이므로”(We will not sanction a National Olympic Committee for the actions of its Government, as long as the NOCs leading individuals do not support these actions) “여러분 아무도 여러분 정부의 행위에 대하여 책임을 지는 반응을 해서는 안되는 것임”(None of you, none of you, should be held responsible for the actions of your Government) “이것은 정부들을 상대하는 것은 정부들에게 달려 있음”(This is up to the Governments to deal with Governments) “우리의 사명 달성을 존중하고 수호하고자 하는 것이 우리의 자치 성에 대한 사명이자 요청 사항인 바 이 순간 이러한 보호조치로 인해 우리는 온전히 자치 성을 달성할 수 없는 것임”(It is our mission and the request of our autonomy to respect and uphold to accomplish our mission, which at this moment - because of these protective measures - we cannot fully accomplish) “이것이 우리가 당면한 딜레마임”(This is our dilemma) “우리는 국제사회공동체와 당사자들인 우크라이나 친구들로부터 막강한 지지를 받고 있음(We have great support from the international community and from the ones this concerns, our Ukrainian friends) “관건은 그들은 보호해 주고 돕는 손길 임”(It is about protecting them, helping them) “그들의 판단이 결정적인 것임”(Their judgement is the decisive one)이라고 IOC의 입장을 기조연설을 통하여 강조하였습니다.
Bach IOC위원장은 Vladimir Putin러시아대통령으로부터 박탈한 IOC가 수여한 올림픽훈장을 철회한 첫 번째 조치를 포함한 가능한 모든 제재조치를 취했다고 주장하였습니다
그는 보호조치(protective measures)가 反 러시아 및 反 벨라루스 정서(feelings)로 인한 것인 바, 이는 선수들의 안전을 보장할 수 없음을 의미하는데 IOC가 조치를 취하지 않았다면 정치인들과 정부들이 국제대회출전자격심사를 자기들의 잣대로 결정하기 시작 했었을 것(had the IOC not taken action, politicians and Governments would have begun deciding who is eligible to take part in international competitions)이기 때문이라고 주장하였습니다.
Bach IOC위원장은 이것이 몇몇 국제대회의 상황인데 현재(currently)그리고 잠재적으로(potentially) 영국정부의 지침 하에 윔블던(Wimbledon) 테니스 대회 주최측이 두 나라 선수들 출전을 금지시키자는 결정사항이 참고가 될 수 있음을 시사하였습니다.
그는 “우리가 이러한 것을 허용하게 될 때 언제 이러한 사태가 끝날 지 상상해 보라”(Imagine where this ends, if we are allowing this) “여러분이 개최국정부로 하여금 정치적 이유로 참가대상가능선수들을 결정하게 한다면, 지금은 러시아와 베라루스지만, 이러한 일을 방치할 경우 다음엔 B 또는 Z나라로 귀착될 수 있음”(If you allow host Governments to decide who can participate for political reasons, yes, now it is Russia and Belarus, but if we let this go it could be country B or country Z) “우리는 우리가 행하고 있는 것에 대하여 말하고 있는 NOCs로부터 논쟁을 해 왔는데 이번 상황이 뭐 그렇게 특출 나며 아프가니스탄, 시리아, 예멘, 말리, 이디오피아 등지에서 전쟁이 났을 때 이러한 행동이 어디에 있었냐는 주장에 마주치고 있음”(We have had many arguments from NOCs who are saying what are you doing there, what makes this situation so unique, where have these actions been when it was the war in Afghanistan, Syria, Yemen, Mali, Ethiopia and wherever) “그렇게 많은 위기가 있는 상황임”(There are so many crisis) “답은 이러한 사태가 올림픽휴전의 노골적인 위반이라는 것과 다른 전쟁들에 대한 세계적 반응 때문에 우리가 취해야 하는 보호조치가 러시아의 우크라이나 침공과는 같지 않다라는 것임”(The answer is that this is a blatant violation of the Olympic Truce and that these are protective measures that we had to take because of the worldwide reaction to other wars was not like it was to Russia’s invasion of Ukraine) “ 우리는 올림픽 가치의 온전 함과 대회 경기의 온전함을 지켜내는데 주의를 집중해야 함”(We have to pay attention to safeguard the integrity of our Olympic values and integrity of competitions)”우리가 간직하고 있는 올림픽가치는 모든 NOCs로부터 출전하는 모든 선수들이 있는 가운데 평화로운 경기를 치르는 것을 의미하며 이러한 식으로 극복의 사례를 제시하고 어떠한 차별고도용납하지 않는 것을 의미하기도 함”(Our Olympic values mean peaceful competition among all athletes of all NOCs, and in this way giving an example of overcoming and not accepting any kind of discrimination) “평화의 메시지란 평화로운 상태에 놓여 있지 못하거나 분쟁에 처해 있을지도 모르는 사람들로부터 나오는 메시지라야만 참된 가치를 지니고 있는 것임”(A message of peace only has real value if it is a message coming from people who may not be at peace or may have disputes)이라고 역설하였습니다.
