[호주 역대 최고스포츠외교관 IOC위원 John Coates 호주올림픽위원회(AOC)위원장 은퇴 에피소드 1편]
32년 간이나 호주올림픽위원회(AOC)위원장 직을 역임한 John Coates가 자신의 마지막 임기를 마치고 은퇴하였습니다.

후임에는 Tokyo2020올림픽 호주대표선수단장을 맡았던 Ian Chesterman이 신임 AOC위원장으로 선출되었습니다.
Coates는 Sydney2000올림픽유치전이 한창이던 1990년대에 혜성과 같이 등장하여 조국 호주에 Melbourne1956올림픽이후 44년 만에 올림픽이 유치되도록 혼신의 노력을 경주함으로 유치에 성공하는데 일익을 담당하였으며 2021년에는 또 다시 Brisbane2032올림픽유치성공에 일등공신으로 견인차 역할을 다 하였습니다. 그래서 그는 호주 최고의 스포츠외교관으로 기억될 것입니다.
오랫동안 소문으로 회자되었던(long rumored)호주 Sydney2000올림픽유치성공달성을 위한 득표지향 재정적 인센티브(engineered votes with financial incentives)제공 이야기가 나오기도 하였습니다.
Guardian지는 ‘최근 발견된 2008년 Coates와의 한 시간 분량장문의 일요일 스토리 코멘트’(a long Sunday story comments from Coates from a “recently discovered hour-long interview in 2008”)에서 다음과 같이 보도하였습니다:
A.“Coates explained the offer to [IOC member Charles] Mukora [Kenya] and [IOC member Francis] Nyangweso [Uganda], made by him as the president of the Australian Olympic Committee. ‘Clearly the Ugandan and Kenyan members, I think, were very nervous about having to deal with me because I sat at their table at a big banquet the night before,’ he remembered. ‘So I just went over and said to them, ‘Look if, you know, if you vote for us and we get up, then there’s $50,000 US [a different figure to the $35,000 that has been reported] for each of your two National Olympic Committees, 10 a year for the next five years or whatever, you tell them it’s to be spent on sporting purposes. B.“‘That subsequently, and it was quite open about it, it was all audited. But subsequently one of those members was seen to have directed the 10 into his own bank account and there was an inquiry into all of that and so it’s suggested we bought the Games. Coates에 따르면 그 당시 그러한 조치는 규칙위반이 아니었는데 그 이유는 특히 제안된 기금이 해당국 올림픽위원회(NOC)에 귀속되어 선수훈련용도로 사용되기 때문이었다(Such arrangements, Coates noted, were not against the rules at the time, especially as the funds were to be given to their National Olympic Committees for training)고 합니다.
하지만 그러한 관행적 기금제공제안 행위는 1998년 폭로된 Salt Lake City 2002동계올림픽유치 스캔들 발생 이후에는 금지되었습니다(They were prohibited after the Salt Lake City bid scandal for the 2002 Winter Games exploded in 1998.)
대회개최 7년 전인 1993년 Sydney2000유치위원회가 Beijing2000유치위원회를 최종 라운드에서 45:43으로 승리하였는데 2표의 중요성이 실감나는 대목입니다.
