10월28일 한 외신 기사 제목은 “Calgary시장, 자금조달합의 불이행 시 2026년 동계올림픽유치 취소 으름장 놓다”(Calgary Mayor threatens to cancel 2026 Winter Olympic bid unless funding agreement reached)였습니다.

1.   2026년 유치경쟁후보도시 세 곳의 난형난제(難兄難弟) 위기봉착 정황

2026년 동계올림픽 및 패럴림픽 개최도시 선정(2019년 6월 Lausanne개최 제134차 IOC총회)을 8개월 앞두고 그나마 남아 있는 3개 경쟁도시(Calgary-Stockholm-Milan/Cortina d’Ampezzo) 중 가장 바람직할 것으로 간주되어 왔던 캐나다의 Calgary2026유치후보도시 상황이 그리 녹록하지 않아 보입니다.

스웨덴의 Stockhom2026의 경우, 국내정치상황 상 시의회 후원이 결여된 상태가 지속되면서 정치적 지원이 고갈된 상태로 일촉즉발의 유치경쟁 막판 퇴장위기를 시한폭탄처럼 누란지계에 놓여 불안하게 느껴지지만 아직 최종 결말은 유보 중입니다.

이태리 연합유치 팀은 당초 2006년 동계올림픽개최도시인 토리노(Turin)와 1956년 동계올림픽개최도시인 Cortina d’Ampezzo와 Milan까지 가세한 막강 전선을 구축하여 시작하였지만 밀라노의 이태리유치 맏형 노릇 자체사태로 Torino는 중도 퇴장하여 현재 Turin-Contina 2026 연합 유치 팀으로 불씨를 살리고 있는 처지입니다.

이태리 정부와 해당 정부 역시 경비부담에 난색을 표명하고 있어 그 귀추가 우려되고 있는 상황입니다.

따라서 IOC로서는 최악의 시나리오를 감안하여 Plan B를 가슴 속에 간직하고 있을 지도 모를 정도는 아닌가 우려되는 마음입니다. 

이 3개 유치후보도시들 중 하나라도 살아 남아 단독유치로 무혈 입성할 수 있는 가능성도 없지 않으며 만일 이마저도 여의치 않을 경우 IOC는 Plan B 카드를 꺼낼 수 밖에 없을 것으로 사료됩니다. 

2.   Calgary2026유치추진과정 반대세력가시화 정황 및 경과

9월24일 한 외신이 전하는 기사 제목은 “올림픽반대그룹이 Calgary2026 동계올림픽유치위원회가 주민투표연계 공약사항준수에 실패하였으며 요구사항 이슈가 언급되어야 한다”(Opposition group claim Calgary 2026 have failed to meet plebiscite commitments and demand issues be addressed)였습니다.

(1) “NoCalgaryOlympics’이란 동계올림픽유치반대그룹은 유치위원회가 개최계획 및 비용 등에 과한 충분한 정보제공을 하지 않았다고 주장하면서 (claiming they have not provided full information on the plan and costs) Calgary2026유치위원회가 11월 유치여부를 결정하는 주민투표 전에 이행해야 할 약속 이행에 실패하였다고 비판하였다(accused Calgary 2026 of failing to meet commitments prior to November’s plebiscite)고 합니다.

(2) 반대그룹관계자들은 Calgary 시의회로부터 6월까지 확고한 시민공동체 참여약속을 주장하였는데 역시 지켜지고 있지 않다고 역설하였다(also alleged the commitment to providing a robust community engagement from June by the City Council has not been met)고 합니다.

(3) Calgary 2026은 9월초 공공연하게 제안내용의 윤곽을 발표하였는데(outlined their proposal publicly earlier this month) 유치위원회는 2026년 대회 경비가 US$40억불(약 4.64조원)가량 소요될 것이라고 단언하였다(asserting the Games would cost CAD$5.3 billion /£3.1 billion/$4 billion/€3.5 billion)고 합니다.

(4) 이 비용에는 Calgary 시, Alberta주, 캐나다 연방정부 지원기금(city, provincial and federal funding) US$23억불(약 2.61조원)이 포함될 것이라고 합니다.

(6) 확정된 것으로 여겨지는 컬링 경기장이 제안내용에 포함되어 있지 않은 것(A confirmed venue for curling was not included in the proposals)도 동계올림픽반대그룹으로부터 비판을 불러 일으켰다(led to criticism from NoCalgaryOlympics)고 합니다

(7) 반대그룹은 공개된 유치계획서가 하루 만에 만들어진 졸속 안으로 지칭된다(referred to as a draft within a day of the plan being unveiled)고 하며 주장하고 있다고 합니다.

(10) 더 나아가 또 다른 주장(a further claim)으로는 Calgary시의회가 자신들이 가장 최근 실시한 브리핑에서 시 정부 추가 경비가 유치계획서에서 소외되었다(고 공개한 사실을 인정하고 있다라는 것(acknowledged their most recent briefing revealed additional City costs left out of the bid plan)인데 반면, 몇 몇 시의원들은 토지복원관련 추가경비가 있을 수 있다고 암시하고 있다고 덧붙이기도 했다(while adding some Councillors are suggesting there could be further costs related to the remediation of land)고 합니다.

(11) 반대그룹관계자들은 일반시민들이 Calgary2026으로하여금 “온전한 상세경비내역, 경비분담약속, 예산초과 분에 대한 부담 계획 및 세부 경기장배치계획 등이 담긴 실제 계획서를 10월13일 까지 공개할 것” (required to detail the actual plan with full costs, cost sharing commitments, cost overrun coverage and plans, and detailed venue plans by October 13)을 요구하도록 촉구하여 왔다고 합니다.

(12) 그들은 “공개항목에 유치과정에는 기술적으로 요구되지 않을지도 모르지만 올림픽개최에 사용될 추가예정 프로젝트들과 경비내역도 포함시켜야 한다”(disclosure must include additional projects and costs that may not be technically required for the bid, but would be used in hosting the Olympics)고 주장하면서 유치위원회가 이러한 요구사항을 10월13일까지 산출해 내도록 촉구하고(urged the Bid Committee to produce this by the same date) 있다고 합니다.

(1) Bach IOC위원장은 IOC에 대하여 감지된 신뢰부족이 설득력 있는 요소라는 관념에 대하여 일축하였다(dismissed the notion that a perceived lack of trust in the IOC was a contributing factor)고 합니다

(2) 오는 11월13일 예정된 Calgary2026 동계올림픽 및 패럴림픽 유치여부를 묻는 국민투표(plebiscite)가 기다리고 있는 상황에서 유치반대편에 선 사람들의 73%가 개최비용에 대한 우려라고 지난 8월 실시된 여론조사 결과(a recent poll revealing 73 per cent of those opposed to the candidacy are concerned about costs) 나타났다고 합니다

(3) IOC가 주장하고 있는 지난 2월에 공개된 ‘신규범’(New Norms)개혁내용의 요지는 소요비용절감 지원방안(help reduce spending )이라고 합니다.

5.   Calgary2026유치의 가장 최근 최대 걸림돌 Calgary 시장의 으름장

(1) Calgary 시장인 Naheed Nenshi 은 10월29일까지 자금조달합의 협약이 이루어지지 않을 경우 Calgary2026동계올림픽유치자체를 취소할 것이라고 위협하고 있다(threatened to cancel the city's 2026 Winter Olympic bid unless a funding agreement has been reached by tomorrow /October 29)는 외신보도내용입니다.

(2) The Calgary Herald 현지신문은 Naheed Nenshi 캘러리 시장이 Justin Trudeau캐나총리에게 동 자금조달합의가 반드시 성사되어야 한다고 주장하는 서한을 발송한 것(Mayor wrote to Canadian Prime Minister Justin Trudeau claiming a agreement must be reached )으로 보도되고 있습니다.

(3) 다음은 상기 서한 중 보도된 내용 일부 입니다:

A.  "If we cannot come to a mutually agreeable conclusion by Monday, I deeply regret that I will have no choice but to request that Calgary City Council cancel the plebiscite and thus terminate the bid; an event none of us want." 6.   Calgary2026동계올림픽 및 패럴림픽 대회예산규모 및 조달계획 전모

(1) 예산과 조화를 이루는 계획(The dollar matching plan)은 캐나다에서 열리는 주요대회에 대해 적용되어 온 전형적인 정책(typical of major international events held in Canada)이 되어 왔다고 합니다

(2) 이러한 정책은 Vancouver2010동계올림픽 및 Toronto2015 범 미주대회(Pan American Games)에도 사용되어 온 것으로 알려지고 있습니다

(3) 이러한 정책 하에서(under the policy) 캐나다 연방정부는 대회 자금조달목표금액의 50%를 제공하고 있다(the Federal Government provide 50 per cent of funding for events )고 합니다

(8) Calgary2026가 필요로 하고 있는 US$23억불(CAD$30억불/약 2.76조원)의 예산조달금액으로는 캘거리 시 합동(the combined city), 주정부 및 연방정부가 제시하고 있는 금액숫자로는 총 요구금액에 훨씬 못 미칠 것(significantly short of the total required )으로 예상된다고 합니다
