[IOC위기의 계절 2026년동계올림픽유치도시들 주민투표로 연달아 줄줄이 또 발목 잡히나?]

 

안녕하십니까?

IOC는 2026년 동계올림픽유치 활성화를 위하여 증도퇴장사태를 미연에 방지하기 위하여 여러 가지 회유 책을 마련하여 최근 발표한 바 있습니다.

 

유치단계도 딱 두 단계인 (1)대화단계 및 (2) 후보단계로 단순화하였으며 US$5억불(약 5,700억원)까지 개최비용 절감방안 목하 마련 중이라고 합니다 

 

또한 일찌감치 IOC지원금도 US$9억 2,500만불(약 1조 500억원)을 내 걸었습니다.

 

아래 내용은 Yannick Cochennec이 쓴 Sport Intern지 10월23일 자 특집기사(제목: For the IOC, action is on the agenda, but will it save Sion?)를 발췌 및 50가지로 정리한 것입니다.

 

 

1)   On June 10, 2018, the day of the French Open men’s final and four days before the opening of the World Cup in Russia, all eyes of the Olympic movement will probably be focused on the canton of Valais (or Wallis in German), one of the 26 cantons of Switzerland. (2018년 6월10일은 프랑스 오픈 남자<테니스/Roland Garros>결승전이 치러지는 당일 날이자 2018년FIFA러시아 월드컵 개막 4일을 앞둔 시점에서 전 세계 올림픽운동 구성원들의 모든 시선이 스위스 26개 캔톤/州(주)들 중 하나인 발레 주<독어로는 Wallis주>로 집중 될 것으로 예상됨)

 

 

                   

 

 

2)   That day, through a referendum called votation or Abschtimmig in that part of the country which speaks French and Swiss German, locals will decide if they back the bidding of the city of Sion for the 2026 Winter Olympic Games. (바로 그날 불어 권 및 스위스 독어 권 스위스국가의 votation<불어> 또는 Abschtimming<독어>라고 칭해지는 주민투표를 통하여 시옹 市(시)2016동계올림픽유치 지지여부를 결정하게 될 것임)

 

 

3)   At this stage, it is dubious to see the vote extended to the whole nation or other cantons, but it’s not ruled out yet. Indeed, the Sion project also includes proposed events in neighboring Vaud--home to the International Olympic Committee in Lausanne--and other German-speaking regions. (이 단계에서 주민투표가 스위스 전국 또는 다른 캔톤 주들까지로 확대되어 실시될 것으로 보기에는 모호하지만 아직 완전히 배제된 상황은 아님-사실상 시옹 프로젝트는 IOC본부가 위치한 인접 캔톤 州(주)인 Vaud와 다른 독어 권 지역들 소재지에서도 일부 종목 경기개최 제안내용이 포함되어 있는 상황임)

 

4)    After Innsbruck and the Tirol region, in Austria, said ≪nein≫ to those 2026 Winter Olympics by 53% of the votes, the IOC knows that the risks of another ≪non≫ or ≪nein≫ are still very high. Over the past few years, referenda have become its nightmare after several cities’ withdrawals due to negative results of the polls. (오스트리아 인스부르크와 티롤 지역 주민투표에서 53%가 2026년동계올림픽유치에 대해 반대의사를 표명한 후, IOC는 또 다른 반대의사표명이 나올 것이라는 위험요소가 아직 팽배하다 라는 것을 인지하고 있음-지난 몇 년 간 여론조사의 부정적 결론으로 인해 투표주민투표는 IOC에게 악몽으로 자리매김하여 왔음)

 

 

 

5)   ≪The referendum, it is not a question for the Olympic Games. People never answer the question being asked - if you don't want to do something, then have a referendum≫, Thomas Bach said in 2015 just after the people of the city of Hamburg killed the dream of hosting the 2024 Summer Olympics in Germany. (“주민투표란 올림픽이 대한 질문은 아니며 주민들은 결코 질문에 응답하지 않고 있는 상황임- 만일 무언가 하고 싶지 않을 경우 그때 주민투표를 하게 되는 것임”이라고 Thomas Bach IOC위원장은 2015년 독일의 함부르크 시가 2024년 하계올림픽개최의 꿈을 주민들이 짓밟았던 후 언급한 바 있었음)

 

 

 

 

 

 

 

6)   Thomas Bach may be right though more democracy is always better than less - or no- democracy. And votations are a long tradition in Swiss democracy. (비록 민주주의가 항상 다수결 의사결정원칙이긴 하지만 Thomas Bach IOC위원장의 발언이 옳을지도 모름)

 

7)   So, it’s a normal process in Valais. Before that, the Swiss parliament has also to show that it is convinced that the whole package is fairly attractive for the taxpayer. (따라서 Valais 캔톤 주의 결정과정은 정상적임-그 전에 스위스 의회 역시 올림픽유치 전체꾸러미가 납세자들에게 상당히 매력적인 것임을 스스로 확신하고 있다고 솔선수범하여 보여 주어야 할 것임)

 

8)   In an ideal world, with four IOC members, including Rene Fasel and Gian-Franco Kasper, both presidents of an international winter sports federation and with the IOC enjoying its headquarters in Lausanne, Switzerland should be an Olympic heaven. (이상적인 세상에서는, Rene Fasel 국제아이스하키연맹회장, Gian-Franco Kasper 국제스키연맹회장 등 동계올림픽종목 국제연맹회장 겸 IOC위원을 포함하여 4명의 IOC위원들이 포진하고 있고 IOC 본부가 로잔느에 자리 잡고 있는 상황에서 스위스는 올림픽천국임에 틀림없는 현실임)

 

9)   If there is a country that should always say ≪yes≫ to the Olympic movement, it would be this one. (만일 올림픽운동에 관한 한 항시 “예스” 라고 말해야 하는 나라가 지구상에 존재한다면 그것은 이 나라 스위스라야 될 것임)

 

10) But in a more and more disturbing Europe, insularity looks trendier every day. (하지만 점점 더 혼란이 가중되고 있는 유럽에서, 고립무원이란 현상이 날마다 점점 더 유행이 되어 가는 것처럼 보임)

 

11) See what’s happening in Poland and Hungary where democracy seems sometimes literally at stake and look at the elections in Austria and Czech Republic not forgetting Brexit in 2016 and the developing Spanish crisis in Catalonia. (민주주의가 때때로 문자 그대로 위태로운 듯 보이는 폴란드와 헝가리에서 무슨 일이 벌어지고 있는 지 보라 그리고 2016년 영국의 EU탈퇴를 선포한 Brexit과 스페인 카딸루냐 지방에서 발전 국면에 처해 지고 있는 독립운동으로 인한 스페인 위기를 포함해서 오스트리아와 체코공화국에서의 선거결과를 주목해 보라)

 

12) If the Olympics are an invitation to the world, more and more countries think that they will escape from their fears only by themselves. (만일 올림픽이 세계를 초대하는 것이라면, 점점 더 많은 국가들이 단지 스스로 만이 자신들의 두려움으로부터 도피할 것이라고 생각하는 것임)

 

13)              In this context, Olympics are seen as an unnecessary and maybe dangerous luxury. Wealthy Switzerland might think this way knowing that voters in the Graubunden canton rejected, last February, by 60%, a proposal regarding the same 2026 Games from Saint-Moritz and Davos populations. (이러한 문맥에서, 올림픽은 불필요하고 아마도 위험한 사치성 행사로 비춰지고 있는 것임-지난 2월 생모리츠-다보스 주민들이 똑 같은 2026년 동계올림픽유치와 관련한 제안에 대하여 60%반대투료행사로 거부했던 Graubunden 캔톤 주 유권자들의 행태를 인지하고 있는 상황에서 부유한 스위스조차 이런 식으로 생각하고 있는 것인지 모르는 일임)

 

 

 

 

 

 

14) After the Innsbruck debacle, Richard Peterkin, an IOC member from Saint-Lucia, and one of the very few members - with the Canadian Richard Pound - who has the guts to express publicly his own opinions and sometimes doubts about the Olympic movement, shared some observations on Twitter: (오스트리아 인스부르크 유치 와해 이후, Richard Peterkin 세인트 루시아 출신 IOC위원가 극소수의 IOC위원들 가운데 자신의 견해를 공공연하게 표현하기도 하고 가끔은 올림픽운동에 대하여 미심쩍어 하기도 하는 배짱을 가진 Richard Pound 캐나다 IOC위원은 트위터에 다음과 같은 관찰의견들을 공유하였음:

 

 

A.  ≪Would financial inducements have helped Innsbruck win the referendum? Can it help Sion? (재정적 유인 책이 과연 인스부르크로 하여금 주민투표를 찬성으로 이끌었었을까? 그런 재정지원 발표가 시옹에 도움이 도리 수 있을까?)

 

 

B.  ≪While negative perceptions about the IOC do not help when referenda are held, economic fears and insecurity are often the main concerns. (IOC에 대한 부정적 인식이 주민투표들이 행해질 때 도움이 되지 않는 반면, 경제적 두려움과 불안감은 종종 주요 우려사항이 되는 것임)

 

 

C.  ≪ It's a setback for the Olympic Games. Not unsurmountable, and somewhat understandable, but new initiatives and responses to issues affecting public unease and displeasure with sports organizations (doping, corruption) need urgent closure. Dual award now looking possible for 2026 if two strong bids remain in the running. It worked once, and could work again. Horses for courses in these troubled times. ≫ (그러한 현상은 올림픽대회에 좌절감을 주는 요소임-뛰어 넘을 수 없는 것은 아님-그리고 어느 정도 이해할 만한 것이긴 하지만 대중적 불안감과 스포츠관련 단체들로 인한 불쾌감<도핑 및 부패>으로 인해 영향을 주는 이슈들에 대한 새로운 주도권과 대응방안을 제시함으로써 부정적요소 긴급 종료의 필요성이 절실함)

 

 

15) With the US Olympic Committee now exploring a possible Salt Lake City bidding, likely for the 2030 Winter Games, another dual award, after Paris and Los Angeles locked the 2024 and 2028 Summer Games, might be in the cards. But questions are still pending for 2026. (미국올림픽위원회가 이제 솔트 레이크 시티 유치 가능성에 대해 탐구 중인 가운데, 2030년쯤, Paris2024와 LA2028이후 또 다른 올림픽개최도시 복수동시부여 카드가 재 작동될 여지가 보이지만 2026년 동계올림픽의 경우 아직 계류 중임)

16) It is clear, as Mr. Peterkin underlined, that it’s time to shake things up again. (Peterkin IOC위원이 강조했듯이, 다시금 흔들어 뒤섞기가 필요한 시점임은 명백함)

 

17) At the moment, if you except Sion, there is no firm bidding, but there is still plenty of time ahead. (당분간 시옹을 제외할 경우, 탄탄한 유치후보도시는 없는 상황이긴 하지만, 아직 앞으로 남은 시간을 충분함)

 

18) After one year dedicated to discussions in 2018, potential candidates will be asked to submit a single candidature file, due in January 2019. (2018년 내내 숙의하는 시간이 경고하고 나면, 잠재적 후보도시들은 한 건으로 구성된 유치파일을 2018년 1월까지 제출하도록 요청 받게 될 것임)

19) But, for Sion, the next eight months will be decisive. (하지만 시옹의 입장은 향후 8개월이 결정적 시기가 될 것임)

 

20) Let’s tell the truth: in Lausanne, and if no other European city expresses its will to put its hat into the ring, Sion is probably considered as a perfect candidate as Switzerland is a paradise on earth for winter sports and has not welcomed the Games since 1948. (진실을 이야기 할 시간임-로잔느에서 그리고 만일 유럽도시들 중 그 어떤 다른 도시도 유치후보로 출사표를 던지 않을 경우, 시옹은 동계스포츠에 관한 한 지구상에서 파라다이스인 스위스 대표로써 완벽한 후보도시로 간주될 전망임)

 

21) Like Paris in 2024, it would be a return to a traditional European comfort zone after the 2014 and 2018 Winter Games and before Beijing in 2022. (2024년 파리와 같이, 2014년, 2018년 동계올림픽 그리고 2022년 베이징동계올림픽 이전에 전통적 유럽안심지대로의 회귀가 이루어 질 것임)

 

 

22) Will the Swiss listen to all of the assets of their bid which, in case of success, would secure $925 million coming from the IOC and $1 billion from the Swiss federal council? (시옹 2026이 유치에 성공할 경우 IOC로부터 US$9억 2,500만 불<약 1조 500억원>과 스위스연방이사회로부터 US$10억불<약 1조 2,350억원>이 확보될 것임을 인식하고 시옹 2026유치의 모든 이점에 대해 스위스가 귀를 기울일까요?)

 

23) Virtually, the budget is almost set up. (사실상, 예산도 거의 세워져 있음)

 

24) Anyway, it is obvious that it won’t be enough to persuade those who don’t feel any special love for sport or big parties, preferring their own alpine tranquillity. (아쨌든, 이러한 설명도 스위스 알프스의 평안한 적막강산을 선호함으로 인해 스포츠라든지 거창한 축제에 대해 별 특별한 애착을 못 느끼는 사람들을 설득하기에 역부족임은 명백함)

 

25) On Twitter, again, Terrence Burns, one of the most respected consultants in the Olympic family spoke his truth: ≪Innsbruck is out. IOC still believe it’s a functional issue. It’s not. Winning is emotional so is rejection. Focus on the ≪why≫, Olympics. ≫ (올림픽 구성원들 사이에서 가장 존중 받는 컨설턴트들 중 한 명인 Terrence Burns는 트위터 상에서 자신의 진실을 역설함: “인스부르크는 탈락. IOC는 아직 이러한 중도탈락이 기능적인 이슈로 믿고 있음. 그렇지 않음, 승리는 감성적인 것이며 거절도 마찬가지임. ‘왜’ 올림픽인지에 대해 집중해야 함”

 

26) The whys, if the IOC wants to really look at them, are multiple and not easy to put into categories, but the perception, right or wrong, that the Games are way too costly - a bottomless pit - is still number one, more than the IOC scandals that mostly captivate people very well informed about those issues or coming from the Olympic inner circles even if IOC general public perception is not great. (여러 가지 이유들은, IOC가 정말로 이유들에 대해 직면하고 싶다면, 복합적이며 범주로 분류하기 쉽지 않지만 대회가 그렇게까지 너무 비싸서 밑 빠진 독에 물 붓기라는 그 인식이 옳든 그르던 간에 첫 번째로 손 꼽는 이유임- 그러한 천정부지 고가의 비용이 든다라는 인식은 올림픽내부 서클로부터 파생되기도 하는 각종 그렇고 그런 이슈에 대해 정통한 사람들의 마음을 사로잡곤 하는 IOC스캔들 파장보다 더 영향을 끼치고 있는 것임)  

 

27) Carlos Nuzman, Papa Massata Diack, how many Austrians, whoㅡvoted October 15, had a clue about these names? (Rio2016조직위원장 Carlos Nuzman, IAAF전임회장의 아들인 Massta Diack 등의 부패 스캔들이 일어 났지만, 과연 지난 10월15일 투표에 참여했던 얼마나 많은 오스트리아사람들이 이들의 이름을 듣고 <반대투료권행사의>실마리로 삼았을까요?)

 

28) And how many of them had heard of the ≪Agenda 2020≫, a barbarism for insiders? (그리고 그들 중 얼마나 많은 사람들이, 내부자들에게는 미개상태인, Agenda2020에 대해 듣고 알고 있었을까요?)

 

29) People say ≪no≫ because they have the sentiment that the bidders never tell the truth and that, in the end, they will pay the bill and the extras - there are always extras. And they also have irrational reasons in a more and more irrational world -look at Donald Trump, President of the United States.(사람들은 유치관계자들이 결코 진실은 털어 놓지 않고 있다가 종국에 가서 비싼 대가와 나머지 계산서까지, 언제나 기타 추가 비용은 발생한다라는 인식으로,  갑을 치르게 될 것이라는 정서가 만연되어 있기 때문에 ‘반대’라고 말하는 것임-그리고 그들은 점점 더 비이성적으로 변모해 가는 세상에서 비이성적인 이유들로 무장되어 있음-도날드 트럼프 미합중국대통령을 보시라)

 

30) The IOC wants to help future bidders. The last few days have shown its desire to be at the permanent service of the potential cities and to improve the members’ credibility by asking them to sign-up a document enforcing their ethics and obligations though it does not erase human frailties. (IOC는 향후 올림픽유치 관계자들을 지원하고 싶어함-최근 지난 며칠 간 IOC는 잠재적 올림픽유치도시들을 상대로 상설적 서비스 제공의욕과 비록 그러한 서명행위가 인간본성적 연약함을 삭제하지는 못할 지라도 어쨌든지 IOC위원들로 하여금 윤리강령과 책무를 종용하는 서류에 서명하게 함으로써 IOC위원들의 신뢰도 개선의욕을 천명해 오고 있음)

 

 

31) On October 19, Christophe Dubi, IOC executive director for the Olympic Games, claimed IOC is currently completing a process to draw-up 200 measures designed to make Games management ≪more efficient and less costly≫ in order to reduce the cost of Winter Olympics by $500 million. (지난 10월19일 Christophe Dubi IOC올림픽대회 수석국장은 IOC가 동계올림픽개최비용을 최대 US$5억 불<약 5,700억 원>까지 절감할 수 있도록 하기 위해 대회관리운영을 보다 더 효율적이고 저 비용지향적으로 만들기 위한 200가지 조처를 작성하는 과정을 현재 완료하고 있다고 주장하였음) 

 

 

32) But until June 2018, many unforeseen developments will happen with the 2018 PyeongChang Games, the decisions linked to Russian doping, the ≪Diack affair≫, that tarnished the Rio Games and that may threaten the reputation of the Tokyo Games, and that will keep going to be a sword of Damocles. (하지만 2018년 6월까지, 평창2018문제, 러시아 도핑 연관 결정사항들, Rio2016올림픽에 먹칠을 하였으며 Tokyo2020올림픽의 평판까지 위협할지 모르고 언제 몰아 닥칠지 모를 위험천만의 다모클레스의 칼이 될 수도 있는 계속 진행중인 ‘Diack 사건’ 등과 함께 수 많은 예측불한 상황전개가 발생할 것임)

 

33) Average voters of Valais will mainly be focused on the possible bill. They have to be reassured not twice, but endlessly with a better communication and by really targeting the disciples of the ≪ no ≫. (스위스 Valais캔톤 주의 일반적 평균수준의 투표권 자들은 가능성이 다분한 비용지출 계산서에 주로 집중하게 될 것임-<따라서>그들에 대해 두어 번이 아니라 끝 없이 더 나은 소통과 함께 반대론자들을 정조준 타깃으로 삼아 안심시키는 방안을 마련해야 할 것임)

 

34) Overall, the IOC communication is very academic, distant and defensive. In the age of social media, it is time to sell the Olympics with more ingenuity and more courage. (전반적으로, IOC소통방식은 매우 학구적이며, <현실과> 동 떨어져 있고 방어적임- 쇼셜미디어 시대를 맞이하여 좀더 확실한 창의력과 두둑한 배짱을 가지고 올림픽 판촉에 임해야 할 시점임)

 

35) The Olympics are not sufficient by themselves anymore. (올림픽은 그 자체만으로는 더 이상 필요충분조건이 되지 못하고 있음

 

36) The IOC knows that. (IOC는 이러한 것을 인지하고 있음)

 

37) And it’s not only up to future bidders to explain the ins and the outs of the ≪Agenda 2020≫. (그리고 Agenda 2020의 시시콜콜한 세부내용들을 설명하는 것은 향후 올림픽유치관계자들에게만 달려 있지 않음)

 

38) Why not buy ads in local newspapers to explain what is all about? (이러한 세부내용에 대해 로컬 신문에 광고지면을 구입해서라고 설명하고 홍보해야 않을 까요?)

 

39) Why not work hard on TV and radio, in the media environment of each bidder, to debunk misconceptions? (TV와 라디오를 통해서 그리고 각 유치후보도시 관계자들 각자 각자들이 미디어 환경을 통하여 잘못된 인식을 불식시키도록 철저히 매진해야 하지 않을까요?)

 

40) Why not send messengers more often, including Thomas Bach, in the field hard to believe that he has no official Twitter account yet? (그 방면에서는 믿기 어렵겠지만 아직껏 공식 트위터 계정을 가지고 있지 않은 Thomas Bach IOC위원장을 포함하여 더 자주 메신저들을 보내야 하지 않을 까요?)

 

41) Why not fight a so-called mediocre reputation through an open dialogue with critics? (비평가들과의 열린 대화를 통하여 소위 구태의연한 평판을 놓고 한 판 붙어야 하지 않을까요?)

 

42) Why not start with Sion, the only official bidder at the moment? (당분간 유일무이한 2026년 동계올림픽유치도시인 스위스 시옹과 함께 시작해야 하지 않을까요?)

 

43) In June 1999, on the eve of the 108th IOC session in Seoul, Sion thought that they would host the 2006 Winter Olympics. Seen as the favorites, they finally lost to Turin after a succession of events. (1999년 서울개최 제108차 IOC총회 전날 밤. 시옹은 2006년 동계올림픽 개최도시가 될 것으로 생각한 바 있음-선두주자로 보였지만 결국 사태 연속 진전과 함께 이태리의 토리노가 최종 승자가 된 바 있음)

 

44) In December 1998, the late Marc Hodler, a Swiss IOC member and head of the International Ski Federation (FIS) for almost half a century, had created a controversy by suggesting that the Olympic Games could been bought after local media in Utah had uncovered the bribes offered to IOC members by Salt Lake City's bid committee in return for their vote. (1998년 12월, 2002년 솔트레이크시티 동계올림픽 유치 과정에서 IOC위원들과의 매표를 위한 뇌물공여 사실을 미국 유타 주 로컬 미디어가 폭로한 후, 스위스 IOC위원 겸 거의 반 세게 동안 FIS회장으로 장기 집권한 故(고)Mark Hodler는 올림픽이 거래대상이 되었을 수 있었다라는 암시를 함으로써 논란의 소지를 만들고 말았던 적이 있었음)

 

45) It was the beginning of a big scandal that rattled the IOC. (그것은 IOC를 뒤 흔들어 놓은 커다란 스캔들의 전조였음)

 

46) Time for revenge? (복수혈전의 시간이 다가온 것 이었을까요?)

 

47) Six months later, the Swiss bid was easily beaten by its Italian opponent and Denis Oswald, then a member of the Sion delegation and an IOC member since 1991, lost his nerves. (이로부터 6개월이 경과한 시점에서 스위스의 동계올림픽 유치는 너무 허무하게 손쉽게 이태리 경쟁상대에게 무너지고 말았으며 당시 시옹 유치대표단 일원이었던 Denis Oswald스위스 IOC위원(1991년~)은 주눅이 들고 말았음)

 

A.  ≪Sion wasn't the loser, Sion was a victim≫, he told reporters. (그는 기자들에게 이렇게 말하였음 “시옹이 패배자가 아니라 시옹은 희생자였음”)

 

B.  ≪Today, the IOC was the loser. ≫ (오늘 IOC가 패배자인 것임)

 

48) Some hours after the verdict, vandals defaced a statue with the word ≪mafia≫ at the Olympic museum. (승리자 발표 수 시간 후, 공공기물 파손 자들이 올림픽박물관에 있는  ‘마피아’란 단어로 동상을 훼손하였음

 

49) If Sion loses in June, the IOC will be a loser for sure. How to make Valais or Wallis pass 50% of approval when the canton voted by 67%, in June 1997, the Sion bidding for the 2006 Olympics ? (만일 내년 6월에 시옹이 실패한다면, IOC가 확실한 패배자가 될 것임- 시옹2006년 유치 당시인 1997년 6월 캔톤 주민들이 67%의 지지투표로 유치승인을 해 준 것처럼 어떻게 하면 Valais<불어> 또는 Wallis<독어>로 하여금 50%이상으로 유치승인을 이루어 낼 수 있을까요?)

 

50) It should not be that complicated, but it is. (방법이 복잡해서는 안되겠지만 복잡한 사안임)
