11월29일(수) IOC집행위원회가 러시아에서 프랑스로국적을 바꾼 사이클 선수 Valeriia Liubimova, 러시아에서 세르비아로 국적을 변경한 레슬링선수 Georgi Tiblov 및 러시아에서 이스라엘로 국적을 옮긴 사이클 선수 Mikhail Yakolev등 3명을 포함한 9명의 개인들의 국적(충성서약)전환(transfer of allegiance)을 승인하였다고 합니다.
11월30일(목), 러시아올림픽위원회 Stanislav Pozdnyakov는 격노하면서(went ballistic) 자신의 텔레그램 페이지에 쓴 내용을 TASS통신이 다음과 같이 전했다고 합니다:
“러시아올림픽위원회 집행위원회는 IOC성명서에 언급된 러시아국적을 다른 국가위원회로의 변경에 동의하지 않았음. 우리는 그것에 대해 임의대로 그리고 선택적으로 올림픽 헌장을 해석하는 것이므로 인정 불가하다고 간주하는 바임”(The Executive Committee of the Russian Olympic Committee did not consent to the transfer of the Russian nationals mentioned in the IOC statement to the jurisdiction of other national committees. We consider it inadmissible to indulge in arbitrarily and selectively interpreting the Olympic Charter.)
“올림픽 운동에 파괴적인 요소들로 공격적인 반 러시아 자세는 국제스포츠를 정치적 중립성에서 계속해서 고사시키고 있는 것이지만 대가로 관련 직원들로 하여금 국제법과 그들 스스로 만든 규정과 상식을 무시하고 위반하도록 허용하는 것임”(The aggressive anti-Russian stance of destructive elements in the Olympic Movement keeps sterilizing international sports from political neutrality, but in return ‘allows’ functionaries to ignore and violate international law, their own regulations and common sense.)
“생각해 보건대, 하나의 스포츠 조직이 자신의 법적 영역을 넘어 주권국가들에 대하여 제재조치부과권을 행사하게 되는 지점에 이르게 된 것인 바 그들은 정식적인 지위나 국제관계시스템대상이 되는 상징성조차 가지고 있지 않고 있음”(Just think about it, a single sports organization has come to the point where it assumes the right, beyond its own jurisdiction, of imposing sanctions against sovereign countries, while possessing neither formal status nor even some signs of being a subject of the system of international relations.)
“견강부회적인 구실로 러시아올림픽위원회에 대한 자격정지조치를 내리는 경우에서처럼 그것은 올림픽 헌장을 우롱하는 또 다른 것으로 우리는 법적으로 정당화 된 해명을 요구할 것이며 설립된 규범선상에서 우리의 권리를 계속 보호해 나아갈 것임”(Just like in the case of the ROC’s suspension under a far-fetched pretext, another mockery of the Olympic Charter, we will demand legally justified explanations and will keep protecting our rights in line with established norms.)
국적 변경은 해당 선수의 해당종목국제연맹과 해당국 NOC선수가 사전 승인을 득하고 옮기고 싶은 새로운 국가의 올림픽위원회가 요청해야 하는 것이긴 하지만 IOC는 러시아올림픽위원회가 자격정지 중이므로 협의 대상이 아님을 시사한 것(The changes of nationality must be requested by the National Olympic Committee of the athlete’s new country, approved by the International Federation concerned and the NOC from which the athlete is transferring. However, the IOC noted that the Russian Olympic Committee is suspended, implying that it was not consulted)으로 풀이됩니다.
러시아에 더 나쁜 소식은, 이번에는 배드민턴인데 배드민턴 세계연맹(BWF: Badminton World Federation)은 11월11일자로 러시아배드민턴연맹에 대하여 자격정지(suspension)조치를 발표한 것이라고 합니다.
이러한 자격정지조치는 우크라이나 영토인 Donetsk, Kherson, Luhansk 및 Zaporizhzhia 점령지(the occupied areas)내 우크라이나 스포츠조직들을 접수한 것에 대한(for the takeover of Ukrainian sports organizations in the occupied areas of Ukrainian territories of Donetsk, Kherson, Luhansk and Zaporizhzhia) IOC의 자격정지와 맥을 같이 하는 것(on the same grounds as the IOC’s suspension)으로 보입니다.
자격정지조치는 2024년 4월 중국에서 개최예정인 BWF연례총회에서 확정되던지 혹은 해제되던지(confirmed or lifted by the BWF Annual General Meeting)결정될 것으로 보입니다.
러시아 출신 개인 “중립”선수들의 대회 출전자격허용여부는 아직 미정 상태(still to be allowed into competitions)입니다.
러시아연맹은 “우리는 물론 모든 법적수단을 강구하여 이러한 결정의 부당성을 증명할 것임”(We will, of course, prove the injustice of this decision by all legal means)이라고 언급하였다고 합니다.
