2001년 제112차 모스크바 IOC 총회에서 제8대 IOC 위원장으로 선출된 벨기에 출신 Comte Jacques ROGGE의 신상명세는 다음과 같다.

[Jacques Rogge 제8대 IOC위원장(향년79세) 세계스포츠계 큰 별을 추모하며 그분과의 추억을 기리면서(Cherishing Memories of the late Jacques Rogge IOC President with Respect and Affection)]
제8대 IOC위원장(2001~2013)으로 재직하면서 “Mr. Clean”이란 별명으로 불리울 만큼 도덕적이고 청렴을 강조했던 Jacques Rogge IOC명예위원장이 2021년 8월29일 사망하였다. 고인의 명복을 빈다.
38년 간 스포츠외교활동 중 각종국제회의석상에서 약방의 감초 격으로 공식 발언을 가장 많이 한 사람들 중 한 명으로 꼽히기도 하였다.
많은 활약 뒤에는 지원 세력과 함께 안티 세력도 함께 공존하는 것이 인생사인가 보다. IOC집행위원회와 NOC연석회의에서 꺼내기 힘든 사안에 대해 거침 없는 하이 킥을 선보인 끝에 성사된 결실 중 '김치(Kimchi)올림픽선수촌 공식메뉴선정'과 '카페인(Caffeine) 약물금지리스트에서 삭제' 등 2 가지를 들 수 있겠다.
Jacques Rogge 직전 IOC위원장과의 인연은 남달랐다. Samaranch IOC위원장과의 인연이 가장 다채로웠으며 Thomas Bach 현 IOC위원장과의 인연 역시 스포츠외교인생에 있어서 밀접하고 친숙하고 존경 대상의 세계 스포츠 대통령이었는데 그에게 보낸 4행시 3편이 제가 마음으로 전달한 선물이었는데 감사 편지와 함께 출간 예정 책 (대한민국스포츠외교실록)추천사까지 손수 보내주어 개인적으로 영광이다.
Rogge IOC위원장과는 인간적이고 실무적으로 가까웠던 관계라고 정의할 수 있겠다. 그분 역시 저의 Role Model 이다. 그는 IOC명예위원장이었다. 그와의 에피소드 몇 가지만 소개해 드린다.
Jacques Rogge IOC 위원장은 제3대 Comte Henri de Baillet-Latour IOC 위원장에 이은 벨기에 출신 두 번째 IOC 수장이다. 영어, 불어, 스페인어, 벨기에어 등 다국어에 능통하고 스포츠 행정에 박식한 스포츠 및 올림픽 관련 업무의 달인이기도 하였다. 외과의사 출신인 관계로 일단 추진 방향이 정해지면 한 치의 망설임도 없이 불도저같이 밀고 나가는 행동파이며, 원리 원칙 주의자였다. 부패와 약물복용에 관한 한 무조건적 「인정사정 볼 것 없다」식의 추종자이다.따라서 그의 정책은 “Zero Tolerance on Corruption and Doping"(부패와 도핑/약물복용에 대한 무관용 주의)이란 한마디로 함축된다.

따라서 Jacques Rogge IOC 위원장의 별명은 “Mr. Clean"(청렴 결백의 표상)으로 자리매김함으로써, Salt Lake City2002 동계올림픽유치 스캔들로 얼룩졌던 올림픽운동의 위상을 재정립하고자 한 IOC의 투명성(Transparency)과 일맥상통하는 이미지를 지닌 IOC 개혁의 주도 자로서 각인되었다.
그는 1991년 유럽올림픽위원회(EOC)의 회장 재직 시 유럽 내 40개국을 대상으로 국가별 15~18세 사이의 동계종목 청소년들이 참가하여 기량을 겨루고 친선을 도모하는 유럽청소년올림픽축제(The European Youth Olympic Festival: EYOF)개최 아이디어의 창안자이기도 하다. 이 대회는 2001년부터 격년제로 개최되고 있으며, 2007년 2월 중순경 제4차 EYOF가 스페인 하카(Jaca)에서 열린 바 있다.
그의 이러한 노력은 2010년(싱가포르개최)부터 청소년올림픽(YOG: Youth Olympic Games)이 새롭게 창설되어 현재에 이르고 있다. 2005년 2월 초순 2010년 동계올림픽 개최도시인 캐나다 밴쿠버를 방문한 로게 IOC 위원장은 현지 기자들의 이상 기온 예보(temperature expected to remain much warmer than normal)에 대해 질문을 받자 “나는 날씨 걱정을 하지 않으며 당신들이야말로 자나 깨나 날씨 이야기만 하는 유일한 친구들이군요. (I'm not worried about Vancouver's weather. You're the only guys that would talk about the weather all the time.)”라고 하면서 “나는 올림픽대회에 참가한 지 오래되었기 때문에 어느 한 해의 날씨가 몇 년 후 까지 예보해 주지 않는다는 것을 잘 알고 있소.(I'm an old timer in the Olympic Games. I know that weather in one year does not predict anything in the future.) 2002년 솔트레이크시티(SLC)대회 개최 1년 전에도 눈이 안 와서 어쩔 수 없이 모든 행사가 취소된 적도 있었소.(The year before the Salt Lake City Games in 2002, all the events had to be cancelled because there was no snow.) 그래서 의례히 신들께서는 올림픽만은 보호해 주는 모양이오.(So usually the Gods are with the Olympics.)"라고 응수한 이야기는 유명한 일화가 되었다. Jacques Rogge IOC 위원장과 필자의 만남은 1988년 서울올림픽대회 개최에 즈음하여 방한한 벨기에 NOC 부위원장 겸 선수단장으로 그가 김종하 KOC 위원장과의 오찬 회동 시 배석했을 때가 첫 번째였다.

그 후 그가 유럽올림픽위원회(EOC) 회장 재직시절 EOC 총회에 초청받아 필자가 김종하 KOC 위원장을 모시고 EOC 관계자들과 회동할 때 다시 만났다. 특히 그가 IOC 집행위원으로 선출되면서 ANOC 총회 마지막 날 개최되는 IOC 집행위원회와 NOCs와의 연석회의석상에서 주로 필자가 태권도, 카페인, 도핑, 올림픽 표어(Olympic Motto) 등 예민한 주제에 대해서 공식 발언을 함으로써 Rogge IOC위원장의 머릿속에 인상이 남기 시작되었던 것으로 알고 있다.
Jacques Rogge 박사가 IOC 위원장으로 선출되기 1년 전인 2000년 제12차 리우데자네이루 ANOC 총회 시 필자가 당시 Samaranch IOC 위원장에게 1998년 제11차 세비야 ANOC 총회 시 이미 제기 했었고 상세한 공식서한까지 제출한 바 있었다. 그 내용은 IOC 금지약물리스트(IOC Prohibited Substance List)의 제1등급으로 분류되어 있던 카페인(Caffeine: IOC 제1등급 스폰서 그룹에 속해있던 ‘「코카콜라」에 농축 함유되어 있는 성분)논란에 대하여서’ 였다. Jacques Rogge 당시 IOC집행위원은 IOC 의료부문 전문가 자격으로 Samaranch IOC 위원장의 요구에 의해 이와 관련한 대리 답변을 필자에게 하였던바 그 답변 내용은 「카페인의 경우 선수들에게 주사로 인체에 주입되지 않는 한 도핑 검사 시 검출되지 아니한다.」였다.
필자가 다시 발언권을 얻어 “Then, What about ethical and moral relativity of contradictory Olympic values between marketing and doping?"(그러면, 마케팅과 도핑 사이에서 상충되는 올림픽 가치와 연관된 윤리적, 도덕적 연관성은 어찌되는 것이냐?)이라고 반문하였다.
이에 대하여 당시 Jacques Rogge IOC 집행위원은 “I'm not in charge of Marketing.” (마케팅은 소관 분야가 아니다.)이라고 대답하였다. 잘 들어맞지 않는 답변이었지만 곤란한 상황을 피해가는 노련하고 절묘한 회답으로 여겨졌다. Jacques Rogge 박사가 IOC 위원장으로 선출되고(2001년) 다음 해(2002년) 콸라룸푸르 ANOC 총회 시에 필자가 1998년, 2000년 지속적으로 제기한 바 있는 카페인(Caffeine)의 논란에 대한 IOC 위원장으로서 견해를 집요하게 물고 늘어졌지만, 답변은 조금도 변함이 없었다.“Unless otherwise injected, athletes will not be tested positive."(주사기로 주입되지 않는 한, 선수들이 카페인 양성반응이 나오지 않는다.)
그러나 필자의 6년여에 걸친 집요한 문제제기가 계속되고 얼마 지나지 않아 카페인(Caffeine)은 구체적인 배경 설명 없이 어느 날 조용히 IOC 금지약물 리스트에서 흔적도 없이 사라져 버렸다. 이로써 「코카콜라」는 마케팅과 윤리적 갈등의 굴레에서 해방되었으며, 필자는 그 일등공신이 된 셈이다.
지난 2002년 5월20일부터 25일까지 말레이시아 콸라룸푸르에서 개최된 제13차 ANOC 총회 마지막 날 5월25일 개최된 IOC 집행위/NOC 연석회의가 끝난 후, 호텔 엘리베이터 안에서 마주친 Michael Payne IOC 전 마케팅 국장(현 Formula1 회장 특보)은 필자 더러 “질문 및 의견제시 횟수를 보면 귀하야말로 기록 보유자입니다.”(You have a new record in the number of interventions)라고 평가해 주었다.
ANOC 총회 전야제 겸 환영 리셉션에서는 여흥 시간에 총회 개최국 Sieh Kok-Chi 말레이시아 올림픽위원회 사무총장이 사회자에게 미리 추천을 하는 바람에 아시아 대륙 대표로 등 떠밀려 무대로 나가서 Jacques Rogge IOC 위원장 내외, Mario Vazquez Rana ANOC 회장 내외, 80여 명의 IOC 위원, 20여 명의 국제연맹회장, 202개국 NOC 위원장 및 사무총장 등 1,000여명의 관중들 앞에서 노래 한 곡조를 부르게 되었다. 평소 즐겨 부르던 노래 중에서 밴드 연주가 가능하고 노태우 전 대통령 겸 서울올림픽 조직위원장의 애창곡이기도 한 「베싸메무쵸/Besame Mucho」를 감정을 살려서 부르고, 「앙코르(Bis)」을 받아 「아리랑」을 이어서 뽑았다. 노래는 국제 공용어인가 보다. 모두 흥겨워 보였다.
ANOC총회 마지막 날 NOCS-IOC집행위원회 연석회의 석상에서 필자가 한국 NOC 대표로서 Rogge IOC 위원장에게 여러 가지 질문을 던졌다. 기타 사항에서 또다시 발언권을 신청하니까 로게 IOC 위원장은 농담조로 “Rocky, if you promise to sing one more song, I will give you the floor!”(로키, 노래 한 곡조 더 부를 것을 약속하면, 발언권을 드리겠소!)라고 하면서 발언권을 주었다.
필자의 질문 내용은 “현재 IOC 헌장에 명시되어 사용되고 있는 올림픽 표어(Olympic Motto)인 「Citius, Altius, Fortius」(Faster, Higher, Stronger/보다 빠르게, 보다 높게, 보다 강하게)는 현대 스포츠가 진화하여 온 결과 그대로 사용하는 데는 무리가 따르니 조율(Fine Tuning)이 필요할 것 같다. 예를 들면 사격(Shooting), 양궁(Archery), 체조 종목의 평균대, 피겨스케이팅 등에 고전 표어 대로 적용하면 잘 어울리지 않으므로(사격할 때 보다 높이, 보다 빠르게, 보다 강하게 쏜다면 좋은 기록은커녕 예선탈락 감이다), 새로운 대안을 제시하고 싶다.
필자의 대안 표어는 V. I. P.인데 풀어 쓰면 「More Vividly, Impressively, Precisely」 즉, ‘보다 생동감 있게, 보다 인상 깊게, 보다 정확하게’인데 IOC에서 연구하여 채택할 의향이 없느냐?”였다. Rogge IOC 위원장은 가만히 경청하고 나서, “Rocky, if you promise not to demand your intellectual property rights, then IOC will positively consider it.”(로키, 그것과 관련한 지적재산권을 요구하지 않는다면 IOC로서는 긍정적으로 고려하겠다.)고 답변하였다. 물론 IOC가 100년 넘게 사용해 온 올림픽 표어를 바꾸기가 쉬운 일은 아닐 것이다. 그래서 필자는 국제스포츠외교연구원(ISCI)을 2004년 초 설립하고 운영하면서 ISDI(International Sport Diplomacy Institute)의 표어를 VIP(More Vividly, Impressively, Precisely)로 정하고 사용하고 있다.

스포츠 외교는 단순히 올림픽 대회 및 국제스포츠기구총회 유치나 국제기구임원피선을 위한 로비활동에만 국한되어 행해지는 것이 아니다. 필자는 2004년 아테네 올림픽대회(2004년 8월13일~8월29일)에 Jacques Rogge IOC 위원장의 특별 게스트(IOC Distinguished guest)자격으로 정식 초청받아 IOC 본부인 힐튼호텔에 체류하면서 VIP AD 카드(Gi)를 발급받고, 차량도 신청만 하면 언제든지 이용할 수 있는 혜택(T3)을 누리고 IOC 총회 및 올림픽 대회 기간 동안 지속적인 한국스포츠외교활동을 전개한 바 있다.
IOC 본부 호텔에 숙박하다 보니 매일 IOC 위원장을 포함한 전 세계 IOC 위원들, 국제경기연맹(International Federations: IFs)회장들, 전 세계 스포츠 지도자들과 번갈아 가면서 만나고 자연스럽게 조찬도 같이 하고, 경기장도 같이 가고, 저녁식사도 함께 하고 늦은 저녁 무렵에는 칵테일도 한잔하면서 각종 정보와 근황 및 동향에 대하여 소중하고도 신빙성 있는 교감을 갖는 기회를 많이 맞이하게 되었다.
아테네 공항에 도착하여 AD 카드(Accreditation Card) 발급을 위하여 IOC 본부 호텔인 아테네 힐튼 호텔에 가보니 테러경계태세가 이만 저만이 아니었다. IOC 위원장 초청장 사본을 보여 주고 나서야 힐튼 호텔 뒤편 지하1층에 위치한 등록 센터로 안내되었다.

그곳에는 세계 각국에서 온 많은 사람들이 AD 카드 발급을 위하여 대기하고 있었다. 마침 30분 후에 IOC 총회 개회식이 예정되어 있어, 그곳 책임자에게 IOC 위원장 초청장 서한을 제시하자 곧바로 IOC 위원장 집무실 책임자에게 확인하더니 IOC 총회 개회식에서 IOC 위원장이 필자를 기다린다는 전갈이 왔다고 했다.
통상적으로는 인터폴(Interpol) 등에 문의하는 등 안전 확인절차를 위해서 최소 3일간의 대기시간이 소요되지만 예외 경우(exceptional case)로 분류하여 10여 분만에 그야말로 초고속 수속절차를 거쳐 그것도 애초 배정예정카드보다 격상된(upgraded: IOC 위원장의 특별 지시라고 함) ‘Gi’ 카테고리(IOC 특별 게스트)로 발급받게 되었다.
아무튼 서둘러 힐튼 호텔 건너편에 위치한 IOC 총회개회식장으로 향했다. IOC 위원들조차도 정식초청장을 지참하여야 출입이 가능했으나 조직위 의전 요원에게 IOC 위원장 초청장 서한을 보여 주자 워키토키(Walkie-Talkie)로 누군가와 교신을 한 후, 필자를 직접 에스코트(escort)까지 하면서 총회 개회식장 2층 좌석으로 안내했다. 마침 올림픽 찬가(Olympic Hymn)가 울려 퍼지면서, 개회식이 시작되고 있었다.
주최국 그리스 대통령을 비롯한 주요 정부요인들과 IOC 위원들, 및 국제스포츠계 거물들이 모두 총 집결되어 있는 이 곳은 그야말로 “세계 스포츠정상회담”(World Sports Summit)장을 방불케 하였다. 개회식 직후 베풀어진 리셉션(Reception)장에서 많은 IOC위원들과의 해후가 이루어졌다.
북한의 장웅 IOC 위원은 큰 키에 국제 매너가 세련된 국제 스포츠외교통이다. 반갑게 인사를 나누고 많은 이야기를 나누었다. 그 사이 Jacques Rogge IOC 위원장이 리셉션 장에 모습을 드러내고, 마침 필자가 제일 먼저 맞이하게 되었다. "Mr. President, thank you most awfully for your kind invitation and for upgrading my accreditation!"(위원장님, 초청해 주셔서 정말 감사 드립니다. 그리고 본인 AD 카드를 VIP급으로 격상시켜 주신 배려에 정말 감사 드립니다.) 필자가 이렇게 말을 건네자, IOC 위원장은 간단하게 한마디로 압축해서 응답하였다.
“Rocky, you are always our friend!"(로키, 귀하는 늘 우리의 동지일세!”) 필자는 2004년 초 자의 반 타의 반으로 22년간 스포츠외교활동을 통해 청춘을 불살랐던 보금자리 대한체육회/대한올림픽위원회(KOC)를 국제담당사무차장(1급)을 끝으로 떠났다. 직원으로서는 끝까지 올라간 셈이었으니 후회는 없었다. 「시원섭섭」개인 1명이 아무리 방어를 잘해도 여러 명으로부터 계속 모함과 질시와 질투를 받게 되면 결국에는 견디기 힘든 것이 세상의 이치다. 그런 와중에 몽골에선 필자에게 Bagabandi 몽골 대통령 등 저명인사들이 배석한 가운데 울란바토르로 초청해서 명예박사학위도 수여해주었다.

게다가 몽골 NOC 위원 겸 국제 관계 자문역이란 직위도 부여해주고, 2004년 2월 아테네 개최 ANOC 총회에 각국에 2명씩만 주어지는 몽골국가회의 대표 자격도 정식으로 부여해 주어 ANOC총회에 몽골 대표로 참석하는 기네스북에 기록 될 만큼 특이한 일도 경험한 바 있었다.
유병진 관동대학교 전 총장은 필자를 관동대학교 겸임 교수로 임명해 주었고, Jacques Rogge IOC 위원장은 필자가 처한 상황을 잘 알고도 필자의 박물관 활동 등에 전폭적 지지(You have my full support)를 보낸다는 공문까지 보내준 바 있다.
2004년 아테네 올림픽 대회에 IOC 위원장 특별 게스트로 정식 초청하여 VIP AD 카드(Gi) 차량 및 각종 의전 혜택까지 고루 배려해주어, 대회기간 내내 100여명 이상의 IOC 위원들과 지속적으로 친분을 나눌 수 있었다.
그 동안 오랫동안 활동에 동참해왔던 많은 IOC 위원들, 국제연맹 회장들, 각국 NOC 위원장 및 사무총장들 등이 격려와 축하 메시지를 필자에게 보내주는 등 눈물겨운 성원을 아끼지 않았다. Torino2006 동계올림픽기간 중 필자는 장웅 북한 IOC 위원의 주선으로 김진선 강원도지사와 함께 Jacques Rogge IOC 위원장과 개인 면담을 하게 되었다.
필자는 2014 평창동계올림픽 유치위원회 집행위원장 직도 겸하고 있는 김진선 지사의 평창동계올림픽 유치준비관련 내용 설명을 Rogge IOC 위원장에게 차분히 영어로 통역해 준 바 있었다. 그리고 나서 그 동안 항간에 필자에 대하여 몰지각한 어떤 국내스포츠인사가 퍼뜨린 터무니없는 모함 등에 대하여 필자의 입장과 근황을 피력하는 신상발언을 하였다.
Rogge IOC 위원장은 필자의 설명을 듣고 나서 빙긋이 웃으면서, “Rocky, you don't have to worry about it. There are no such rumors, and you are our friend."(로키 걱정 마시게. 그런 소문은 없다네. 귀하는 우리 동지일세.)라고 하였다. Rogge 위원장의 사진촬영제의에 김 지사와 필자는 함께 개별사진촬영의 기회를 가지기도 하였다.
2006년 4월 초 대한민국 서울 삼성동 COEX 컨벤션센터와 인터콘티넨탈 호텔에서 개최된 제15차 ANOC 총회와 IOC 집행위원회 그리고 국제연맹들이 총출동한 가운데 열린 SportAccord 회의에 참석하기 위해 세계 스포츠지도자들이 모두 방한하였다. ANOC 총회 사상 처음 실시한 ANOC 환영 식(Welcome Ceremony)은 KOC가 제일기획에 의뢰해 실시한 것으로 다채롭고 수준 높고 감명 깊은 프로그램을 통하여 참석한 전 세계 올림픽 가족들의 마음을 사로잡았다.
감동의 환영 식 피날레가 끝나자 모든 이들이 기립박수로서 답례하였다. 그러나 김명곤 문화관광부 장관 옆에 자리한 단 한 명의 VIP는 앉은 채 아무런 반응도 하지 않았다. 바로 Jacques Rogge IOC 위원장이었다. 모두 의아하게 생각할 수밖에 없었다. 왜 그랬을까?
필자를 비롯한 많은 이들은 그 환영 식 프로그램 내용이 IOC 윤리규정 테두리 안에서 구성되었지만 콘텐츠는 분명히 2014평창동계올림픽유치를 염원하고 지지를 호소하는 맥락이 은연 중 흐르고 있었다. 마케팅으로 말하자면 「Ambush Marketing」(매복마케팅)이라고나 할까. 이러한 평창에 대한 캠페인 성 프로그램이 Rogge 위원장의 심기를 불편하게 한 것이었다. 「옥에 티」
환영 식 다음날 제15차 ANOC 총회 개회식에 앞서 노무현 대통령께서 라냐 ANOC 회장, 로게 IOC 위원, 이건희 IOC 위원을 비롯하여 김명곤 문화관광부장관, 김정길 KOC 위원장, 조정원 WTF 총재, 강영중 국제 배드민턴연맹 회장, 도영심 관광 스포츠 대사와 ANOC 및 IOC 수뇌부(부위원장 급) 임원들을 초청하여 간담회를 가졌다. 필자는 VIP 접견행사 공식 MC로서 지정되어 참석자들 안내와 진행을 맡았다.
전날 밤 심기가 불편한 것으로 알려졌던 Rogge IOC 위원장에게 필자가 다가가 필자의 역할에 대해 간략히 설명하자 “That's good"이라고 응수하면서 미소 지었다. 밤새 안녕(?)해 지셨던 모양이었다.
아무튼, 노무현 대통령과의 간담회가 화기애애한 분위기 속에서 끝나고 필자의 영어 안내에 따라 참석자들이 총회 개회식장으로 이동하였다.
ANOC 서울 총회, IOC 집행위원회, SportAccord 컨벤션이 모두 끝나고 서울을 떠나는 날인 2006년 4월 8일 아침 코엑스 인터콘티넨탈 호텔 조찬 장에서 만난 Jacques Rogge IOC 위원장은 아침 뷔페 식단 중 김치를 접시 가득 담고 있었다. 필자가 다가가 “김치가 인류 5대 최고 건강 음식 중 하나이며 20여 년 동안 올림픽 공식메뉴로 이미 자리매김해왔다.”(Kimchi is one of 5 Best Human Health Foods and has been positioned as an official food item in the Olympic Games Menu for the past 20 plus years.)고 말을 건넸다.
이어서 그 전날 조정원 WTF 총재로부터 부여 받은 태권도 명예 10단에 대한 축하 인사를 전하자 Rogge IOC 위원장은 “Thank you, my friend." 고 미소 지으며 필자와 악수를 나누기도 했다.
식탁에 함께 앉아 식사를 하고 있던 Rogge 위원장 부부에게 "Bon Apetit et Bon Voyage."(식사 맛있게 하시고 좋은 여행 되시기를 바랍니다.)라고 작별인사를 한 후 ANOC 서울 총회에 참석한 IOC 수장과의 서울 만남을 결산하였다.
올림픽대회 유치와 관련 「대륙 별 순환 원칙」이란 말이 종종 회자되곤 하여 필자는 Jacques Rogge IOC 위원장에게 확인 차 질문한 적이 있다. Rogge 위원장은 이 질문에 대하여 한결같이 다음과 같은 답변을 한다. “If a bid is strong enough, the idea of rotating the Games between continents will not come into play."(유치 자체가 막강 하다면 올림픽대회 대륙간 순환 원칙은 성립되지 않는다.)
그렇다. 만일 올림픽대회 개최 대륙별 순환 원칙이 적용된다면, IOC는 FIFA처럼 대륙 별로 제한된 유치신청을 받아야 하는데 이는 올림픽운동의 근간을 뒤흔드는 일이 될 것이므로 기대하지 말아야 한다.
다만, IOC 위원들 간에 심리적인 잣대로서 작용할 수도 있으나, 이 역시 「case by case」라고 볼 수 있다. Jacques Rogge 박사가 IOC 위원장으로 선출된 2001년 이후, 첫 번째 올림픽인 Salt Lake City2002 동계올림픽대회에 앞서 개최된 제113차 IOC 총회에서는 국제유도연맹(IJF)회장 자격으로 IOC 위원에 피선된 한국의 박용성 IOC 위원을 비롯하여 Ndiaye 세네갈 IOC 위원, Chamunda 잠비아 IOC 위원, Al-Thani 카타르 IOC 위원, Abdul Aziz 사우디 IOC 위원, Holm 덴마크 IOC 위원, Wiberg 스웨덴 IOC 위원(선수자격) 등 7명의 신임 IOC 위원을 선출하였으나, 이들은 2001년 Samaranch IOC 위원장 시절 이미 내정된 것이었다.

자크 로게 IOC 위원장의 신임 IOC 위원 선출 관련 지침은 간결, 명확, 투명하였다. NOC 자격 후보든 국제연맹(IF)자격 후보든 개인 자격 후보든 간에 IOC 위원 후보 지명 전형위원회(IOC Nominations Commission: 위원장-Elizalde 필리핀 IOC 위원)의 관련 규정에 입각한 1차 서류심사를 통과한 후보군에 대하여 다음과 같은 최종 후보선발기준이 적용되었다.
1) 먼저 203개 NOCs 중 IOC 위원을 1명이라도 보유하고 있는 NOC는 78개에 불과한 바, 올림픽운동 확산을 위하여 우선 지명 대상자는 나머지 IOC 위원이 전혀 없는 125개국 NOC 출신 후보라야 함.
2) IOC의 여성 인사 점유비율 20% 목표치 달성을 위해 1항 해당 후보 중 여성 후보를 우선 고려 대상에 편입함.
3) 가능한 대륙별 안배를 고려함.
상기 선발 기준에 의거 5명의 신임 IOC 위원 후보가 2005년 10월 말 스위스 로잔 개최 IOC 집행위원회에서 최종 내정되었다.
1)아프리카 1명(감비아 NOC 여성 부위원장: Beatrice Allen)
2)아시아 1명(말레이시아 NOC 위원장: Prince Tunku Imran)
3)미주 1명(아루바 NOC 여성 사무총장: Nicole Hoevertsz)
4)유럽 2명(국제사이클연맹. UCI 부회장: Hein Verbruggen 네덜란드 및
국제테니스연맹. ITF 회장: Francisco Ricci Bitti 이탈리아)
이들 5명은 2006년 2월 제118차 토리노(Torino) IOC 총회 시 모두 출석 IOC 위원 과반수를 획득하여 신임 IOC 위원으로 선임되었다.
2006년 정년 퇴임하는 IOC 위원은 3명(아르헨티나 Rodriguez IOC 위원, 나이지리아 Adefope IOC위원 및 국제승마연맹회장 Borbon 스페인 IOC 위원)이므로 2007년 7월 제119차 과테말라 IOC 총회에서는 3명의 신임 IOC 위원이 추가로 선출될 예정이었다.
이같이 로게 위원장은 정확하고 보편 타당성 있고 객관적인 잣대로 전 세계 올림픽운동을 운영하고 있다고 볼 수 있다.
「옥에 티」라면 「너무 맑은 물에는 많은 물고기가 모이지 않는다」 또는 「물이 맑으면 고기가 없다」(A man with no faults is not to easy to get along with.)라는 것이다.
필자는 세계스포츠계의 교황이라 일컫는 IOC 위원장 자리는 「하늘이 내린 자리」라고 생각한다. 올림픽운동에 평생 뼈를 묻고자 하는 필자로서는 자크 로게 IOC 현 위원장의 특화된 많은 장점을 존경하고 싶다.
끝으로 2004년 아테네올림픽을 성공적으로 주도한 자크 로게 IOC 위원장의 총괄 결산 인터뷰 내용을 소개한다.
2005년 을유년에 바라본 2004년도 총결산 IOC 위원장 인터뷰
1) 2004년 아테네 올림픽에 대한 평가는? - 아테네 대회는 탁월한 성공작이었고(outstanding success), 이에 대해 전체 올림픽 가족과 그리스 친구들에게 고마움을 표하는 바임. 대회는 아테네를 변모시켰고(The Games transformed Athens.) 그리스에 괄목할만한 스포츠와 변모된 도시유산을 남겨줄 것임.(The Games will leave Greece with a remarkable sporting and urban legacy.)- 새천년에 들어와서 시드니, 솔트레이크시티 후, IOC 조정위원회의 능숙한 조정 작업과 조화를 이루어, 3번째로 완벽하게 펼쳐진 이번 대회는(these third perfectly-staged Games of the new millennium) IOC와 올림픽 운동을 굳건하게 지켜주었음(have strengthened the IOC and the Olympic Movement).
2) 2004년 아테네 장애인올림픽의 평가는? - 장애인올림픽대회(the Paralympic Games)를 엄청난 성공작으로 이끌어준 우리 국제장애인올림픽위원회 파트너들에게 축하 드리고 싶음.(I wish to congratulate our IPC partners for the tremendous success of the Paralympic Games.)
3) 향후 올림픽 대회에 대한 고조된 관심사(heightened interest) 란? - 2012년 대회 개최도시 정에 나설 5개 후보 도시의 명성 덕분에, 여론이란 관점에서, 대회의 중요성과 존중 성이 한껏 부각되었으며(The candidates of the five prestigious cities from which we shall choose the host city for 2012 demonstrate the importance and esteem the Games enjoy in terms of public opinion.), 이러한 후광에 힘입어 올림픽 대회의 명성뿐만 아니라 대회 규모와 복잡한 다기능의 원활한 조정을 통한 완벽한 대회 개최와 대회개최 후 훌륭한 스포츠 및 변모된 도시 유산을 남기려는 IOC의 정책도 빛을 발하고 있음.(This success reflects not only the prestige of the Games, but also the IOC’s policy aimed at perfecting their organization, controlling
their size and complexity and leaving an excellent sporting and urban legacy.)- 몇몇 후보들은 벌써 2014년과 2016년 대회를 준비하고 있음.
4) 올림픽 운동의 건전성은? - 올림픽 운동은 확고하게 건전하며(The Olympic Movement is in very robust health), 전 세계 금융계와 방송계는 물론 정치계로부터도 공신력을 인정받고 있음.(It enjoys the confidence of the political world, as well as the worlds of finance and broadcasting.)- IOC는 훌륭한 올림픽대회개최(high quality Games), 치열한 경쟁을 보이고 있는 많은 수의 전세계유치도시들(numerous candidatures), 상당히 규모가 큰 재원(considerable financial resources), 그리고 국제연맹, NOC, 선수 및 대회 조직위 파트너들과의 환상적인 단합(great unity) 등 모두가 자랑스러움.
5) IOC와 EU 간의 협력체계의 성과는? - 올림픽운동의 주동 하에(at the instigation of the Olympic Movement) EU는 신규 유럽조약내용에 스포츠 관련조항(an article on sport)을 포함시키는 등 상호 적극적인 협력관계임.
6) IOC와 기타 국제기구와의 관계는? - UN과 유엔 산하 각종전문기구(various specialized agencies), 세계은행(World Bank), 적십자(Red Cross), 및 Red Crescent 등과 IOC는 2004년도에 다양한 공동사업(joint actions)을 이끌어냄.
7) IOC의 재무/재원 상태는(status of the IOC’s financial resources)? - IOC의 재무상태는 건전하며(healthy), 2001년 말 설정한 올림픽 대회 수입금이 결여된 4년간 IOC 조직이 정상기능 작동을 위한 IOC 재정 보유고 (IOC’s financial reserves) 2배 달성이란 목표가 완수되었음.- 이는 IOC를 안전하게 운영하는데 필수적인 것(indispensable)일 뿐만 아니라 상당한(considerable) 규모의 재원 임.
8) 국제연맹(Ifs)과 올림픽 솔리다리티(Olympic Solidarity)는 할당된 배당금(allocations)에 증액(increase)이 있었나? - 아테네 올림픽의 성공적 개최에 따라, IFs는 2억 4천만 불 (2600억원), Olympic Solidarity도 2005-2008프로그램 운영비용조로 비슷한 금액의 기여금을 받게 될 것임.- 이 금액은 지난 4년간보다 상당히 증액된 것임.(These are considerable increases over the previous quadrennium)- 2003년 미국 NBC TV와의 성공적인 협상에 이어, IOC는 EBU와 이전 계약에 비해(compared with the previous contract) 40% 이상의 증액이 된 총 6억 1,400만 유로(7,000억원)에 달하는 아주 유리한 유럽지역 TV 중계권(2010년 및 2012년)료 계약을 종결하였음.
9) IOC의 임무는 스포츠 운영(sports management)에만 국한되나? - IOC의 임무는 단순히 올림픽 대회와 스포츠를 운영하는 것 훨씬 그 이상 임.(far beyond simply managing the Games and Sport)- 109년에 걸쳐 꾸준히 형성된 IOC 전체의 조직구조(the whole edifice patiently constructed over 109 years)는 IOC와 스포츠에 대한 공신력(credibility) 그리고 그러한 가치 수호(defense of its values)에 근거하여 설립된 것임. - 따라서, IOC는 올림픽 솔리다리티의 사회적 가치(social values), 여성의 역할(the role of women), 발전(development), 문화와 교육(culture and education), 환경과 인도주의적 행위(environment and humanitarian action) 등을 계속 지향하며 발전시켜나갈 것임. - IOC 해당 분과위들은 2004년도에 이러한 모든 분야에 걸쳐 괄목할만한 성과를 이룩함(a remarkable job).
10) 반 도핑(anti-doping)에 대한 IOC의 정책은? - 올림픽운동은 약물과의 전쟁(fight against doping)에서 상당한 진전(good progress)을 이룩하였으며, IOC, IFs 및 NOCs의 전폭적인 지원(full support)을 누리고 있음.- 이제 2006년 토리노(Torino) 동계올림픽 개회 전에 반 도핑 규약(Anti-Doping Code)을 채택할 수단을 발굴해 내고 해당 법령을 적절하게 입법화(adapting their legislation)하는 것은 각국 정부들의 몫 임. - IOC는 아테네 올림픽 당시 이에 대한 무관용 정책(zero-tolerance policy)이 단순히 수사적(rhetoric) 제스처가 아니라는 것을 입증한 바 있으며, 향후 올림픽 대회 시에도 계속 배가의 노력을 다할 것(step up efforts)이라는 의향을 분명히 했음.
11) 윤리에 대한 IOC의 정책 방향은? - IOC가 윤리(ethics)와 투명성(transparency)을 수호해야 한다는 것은 지상과제 임.- 불행히도, 2004년도에는 1명의 IOC 위원(Bob Hasan 인도네시아 IOC 위원)을 제명 처분 했고 2명의 IOC 위원(한국의 김운용 IOC 부위원장 및 불가리아의 Ivan Slavkov IOC 위원)에 대해 자격정지조치를 취한 바 있음.- IOC 위원들에 부과된 윤리 요구사항 및 기준(ethical demands and standards imposed on IOC members)은 엄격함(strict).- 우리는 스포츠의 교육적 가치(educational value of sport)를 신봉하며, 선수들로 하여금 페어플레이(fair play)의 가치와 정직성(honesty), 규정준수(respect for the rules) 그리고 우애와 친목(fraternity)도모를 권장하고 있음. - 따라서, 우리는 똑같은 가치기준을 우리 스스로에게도 적용해야 하며(we must apply the same values to ourselves), 모두 함께 라면 우리는 엄격한 윤리적 접근방법(rigorous ethical approach)을 유지할 수 있을 것임.
12) 2005년도 IOC의 설정 목표(objectives)는? - IOC는 기존 활동(traditional activities)뿐만 아니라, IOC의 2005년도 목표는 올림픽 정식 종목(Olympic programme) 재검토(reviewing)와 흥미진진(exciting)하지만 어려운 선택을 하게 될 1012년 하계 올림픽 개최도시 선정 임. - IOC는 향후 올림픽대회(2006, 2008, 2010, 2012)의 원활하면서도 이미 전도 양양한 조짐을 보이고 있는(which already look highly promising) 조정 작업(coordination)에 집중(full attention)할 것임. - 우리는 2010년 및 1012년 대회를 위한 TV 및 새로운 미디어 중계권 협상을 계속할 것이며, 이미 활발한 진척 일로에 있는(already well advanced) 2012 Top 프로그램을 가능한 한 조기에 종결시키기 위하여 해당 스폰서들과의 접촉을 한층 더 강화할 것임. - IOC 마케팅 분과위와 대행사인 Meridian사는 2012년 이후를 대비한 새로운 전략을 구상(study a new strategy for after 2012)하게 될 것임.

It is with great sadness that the International Olympic Committee (IOC) announces the passing of former IOC President Count Jacques Rogge. He was 79 years old.
Rogge was the eighth President of the IOC, from 2001 to 2013, after which he became Honorary President.
He was married to Anne, and leaves a son, a daughter and two grandchildren.
Rogge was an orthopaedic surgeon with a degree in sports medicine.
A life-long sports fan and an accomplished athlete, Rogge was a Belgian rugby champion and represented his country on the national team. He was a 16-time Belgian national champion and a world champion in sailing. He also competed in sailing at three editions of the Olympic Games, in 1968, 1972 and 1976, in the Finn class.
After his career as an athlete he became President of the Belgian and European Olympic Committees, and was elected President of the IOC in 2001. After his IOC Presidency, he also served as a Special Envoy for Youth, Refugees and Sport to the United Nations.
Remembering his life, IOC President Thomas Bach recalled: “First and foremost, Jacques loved sport and being with athletes - and he transmitted this passion to everyone who knew him. His joy in sport was infectious.
“He was an accomplished President, helping to modernise and transform the IOC. He will be remembered particularly for championing youth sport and for inaugurating the Youth Olympic Games. He was also a fierce proponent of clean sport, and fought tirelessly against the evils of doping.
“Since we were elected as IOC members together we shared a wonderful bond of friendship, and this continued until his last days, when the entire Olympic Movement and I could still benefit from his contribution, in particular on the Board of the Olympic Foundation for Culture and Heritage.
“The entire Olympic Movement will deeply mourn the loss of a great friend and a passionate fan of sport.”
As a mark of respect, the Olympic flag will be flown at half-mast for five days at Olympic House, at The Olympic Museum and at all IOC properties, and the IOC invites all National Olympic Committees and International Federations to join in this gesture of remembrance and honour.
The family has asked that their privacy be respected at this time whilst they grieve for their loss, and that any communication during this period be made through the IOC.
Following a private family ceremony, a public memorial service will take place later in the year, where members and friends of the Olympic Movement will be able to remember his life and his great contribution to sport.

In retrospect, I would like to once again express my special thanks to the late Comte Jacques Rogge, former IOC president, without whose help it would not have been possible to attend the 2004 Athens Olympic Games and the 2005 Singapore IOC Session. I was respectively given an Accreditation as IOC President’s Special Guest (“Gi” Category)
In 2008 at the Beijing ANOC General Assembly, IOC President Jacques Rogge was kind enough to present to me the Korea’s first-ever ANOC Merit Award and plaque together with the late Mario Vazquez Rana, ANOC President and IOC EB Member.

The 10 Episode during his term of office with IOC President Jacques Rogge are as follows;
#Episode 1(Caffeine as Prohibited Substance):
In Sevilla, Spain in May 1998, the joint meeting between IOC EB and NOCs at the ANOC General Assembly held, customarily resumed without fail.
When I asked the question about the pertinence of then-prohibited substance Caffeine and caffeine-contained beverage(Coca-Cola) as TOP Marketing Partner, then-IOC President Samaranch seemed to be perplexed.
Dr. Jacques Rogge as IOC EB member at that time was asked by President Samaranch to answer my question. He clearly answered, “Unless otherwise injected, athletes will not be tested positive”.
I asked for the floor once again, “Then, what about ethical and moral relativity of contradictory Olympic Values between marketing and doping?”
Dr. Jacques Rogge replied. “I'm not in charge of marketing”. This was an exquisite answer. In 2002 one year after he was elected IOC President, I asked again about the clarification on my 6-year long question about caffeine issue at the joint meeting between IOC EB and NOCs during the ANOC General Assembly in Kuala Lumpur. His answer remained unchanged, “Unless otherwise injected, athletes will not be tested positive.”
#Episode 2(Caffeine vaporized from the IOC Prohibited Substance Doping List)
Sometime later after my 6-year long persistent intervention on caffeine issue, “Caffeine” which used to be on the category I of the IOC prohibited substance List suddenly disappeared from the Doping List.
That was how “Caffeine” was released from the bondage of the controversy related to doping issue. And that was how “Coca cola” survived as IOC TOP Marketing Partner. The credit should be given to Rocky YOON, as he was the one who raised this issue and made “Caffeine” eventually deleted from the doping list.
After the joint meeting of IOC EB and NOCs at the 13th ANOC General Assembly in Kuala Lumpur, Mr. Michael Payne who served the Olympic Movement for a long time as IOC Marketing Director told me “You have a new record in the number of interventions.”
On the eve of the 13th Kuala Lumpur ANOC General Assembly, the welcome reception was given in honor of all delegates of 200 NOCs in the presence of IOC President Jacques Rogge, ANOC President Mario Vazquez Rana, IOC Members, IFs President, and other dignitaries. With the kind arrangement of Mr. Sieh Kok-Chi, Secretary General of Malaysian NOC, I was requested to sing a song as Asian representative on the stage to the music played by the live band. I sang “Besame mucho” in Spanish followed by another Korean folk song “Arirang”. Songs are common international languages. Everyone looked happy and amused.
At the joint meeting, I took the floor several times for questions to the IOC President. When I asked for the floor once again telling him “I am afraid I am talking too much today, but I would like to say one more thing”
IOC President Jacques Rogge was generous enough to give me another floor saying, “Rocky, if you promise to sing one more song, I will give you the floor.”
My last intervention in that meeting was that the current Olympic motto (Citius, Altius, Fortius; Faster, Higher, Stronger) would require fine-tuning as modern sports were evolved from 8 sports in the 1st Athens Games to 28 sports. I continued to explain to him, “If the current Olympic Motto is applied to shooting, Archery, Gymnastics (Balanced Beam), Figure skating, and many other sports, it does not fit well. Therefore, with your kind permission, I would like to make a suggestion on the new possible Olympic Motto.” He asked me, “What is your suggestion?” I told him, “My recommendation is V. I. P. “More Vividly, Impressively, and Precisely”, and I hope that the IOC would study my suggestion.”
He smiled and said, “Rocky, if you promise not to demand your intellectual property rights, then IOC will positively consider it.”
Of course, it would not be so easy to replace the tradition-honored Olympic Motto used for more than 100 years. That is why I currently use it (V.I.P) as an official motto of the International Sports Diplomacy Institute(ISDI) that I established early spring in 2004.
Sport diplomacy is not simply limited to the lobbying activities aimed at bidding for the Olympic Games, IOC Session, International Sporting Events, or promoting elections for their own candidates as office bearers of the International Sporting Organizations.
#Episode 4(Special Guest of IOC President Jacques Rogge)
With the blessings of President Jacques Rogge, I was able to attend the 2004 Athens Olympics at his invitation as IOC Distinguished Guest with “Gi” category Accreditation staying in the IOC Hotel (Hilton). With due accreditation and access privileges including T3 transport services, I was given an opportunity to meet with many international sports leaders including IOC Members during the whole length of the Games period. I was also invited to the opening ceremony of the IOC Session. After the Session, reception was given for all sports leaders from around the world. It was like “World Sports Summit.”
I met with so many IOC members including Prof. Ung CHANG who is IOC member in DPR Korea and ITF President. In the middle of the reception, IOC President Jacques Rogge was seen to walk into the reception hall. I happened to be the first one to encounter him as I stood nearby entrance. I received him saying, “Mr. President, thank you most awfully for your kind invitation and for upgrading my accreditation.” then, he shook hands with me smiling “Rocky, you are always our friend.”
#Episode 5(Sport Museum Movement)
When I was graduated from the KOC as staffer (Deputy Secretary General). I established the International Sports Diplomacy Institute in Seoul, and opened a first-ever private Pyeongsan Sport Museum in in the outskirts of Seoul.
President Jacques Rogge sent his message encouraging my activity to promote the Olympic Movement through sport museum movements saying, “You have my full support”.
Soon after I became Professor at large at Gwandong University, received an Honorary Doctor's Degree from the Mongolian National Olympic Academy, and attended the 2004 ANOC General Assembly held in Athens as Distinguished Guest of ANOC President. Many esteemed IOC members including IOC President Jacques Rogge and Honorary IOC President Juan Antonio Samaranch congratulated me on my honors. I would like to take this opportunity to reiterate my special thanks to all of them who encouraged me.
In 2005, I became Guest Professor at Renmin University of China together with Prof. Ung CHANG, IOC Member in DPR Korea and ITF President. The same faculty members now include Dr. C. K. WU, IOC Member / Chinese Taipei and AIBA President, and Mme. Anita DeFrantz, IOC Member in the U.S and Chairperson of IOC Women and Sport Commission as Guest Professors.
#Episode 6(Torino2006 Winter Games)
During the 2006 Torino Winter Games, Governor Jin-Sun KIM of Gangwon Province and myself were given an opportunity to meet with IOC President Jacques Rogge at his office at IOC Hotel. I told him about what I was doing, and tried to clarify some groundless stories about me which seemed to have been viciously fabricated and spread by one local sports related person at that time. After listening to me, he smiled and said, “You don't have to worry about it. There's no such rumors, and you are our friend.”
#Episode 7(Seoul2006 ANOC General Assembly and Kimchi)
Early in April 2006, the 115th ANOC General Assembly took place in Seoul together with IOC Executive Board and the 2006 Sport Accord Convention. Many other meetings related to the International Federations (GAISF, ASOIF, AIOWF, ARISF, etc.) were also held on the same occasion.
On the morning of 8 April, the last day of all those events, Comte Jacques Rogge, IOC President, walked along at the restaurant of the COEX International Hotel holding a dish full of “Kimchi” for his breakfast. I approached him and said “Kimchi is one of the 5 Best Human Health Foods, and has been positioned as an official food item in the Olympic Games menu for the past 20 plus years.” And I also congratulated him on his honor of receiving ‘Honorary 10th Dan’ (Grand master's degree) of Taekwondo by Dr. Jung-won CHOUE, President of World Taekwondo Federation (WIF) one day before.
IOC President Jacques Rogge said to me, “Thank you, my friend”, smiling and shaking hands with me. I also bid farewell to President Rogge and his wife (Annie) who enjoyed their last breakfast in Seoul before departure, saying to then “Bon Apetit et Bon Voyage.”
#Episode 8(Olympic Bid and Continental Rotation)
As far as the Olympic Games bidding is concerned, “the principle of Continental Rotation” was always a much-talked-about subject in the international sports circle.
However, IOC President Jacques Rogge's views always remain unchanged saying, “If a bid is strong enough, the idea of rotating the Games between continents will not come into play.”
Yes. I agree with him. If the principle of continental rotation is applied to the selection of host city at every edition of the Olympic Games, the IOC should set the rule of accepting the applications of candidatures only from the rotated continent. It would, then, overturn the flow and the basis of the Olympic movement.
However, this rotation principle might influence the psychology of the IOC members on a case-by-case basis when electing the host city of the Games which would never be the IOC rule, though.
#Episode 9(IOC Membership Quota)
Since the election of Dr. Jacques Rogge as IOC President in 2001, the first co-option of new IOC members took place at 113th IOC Session in 2002 prior to the Salt Lake City Winter Games.
7 New IOC members were co-opted:
-Yong-Sung PARK (Korea / IJF President)
-Youssoupha NDIAYE (Senegal)
-Patrick S. CHAMUNDA (Zambia)
-Sheikh Tamim Bin Hamad AL-THANI (Qatar)
-Nawaf Faisal Fahd ADDUL AZIZ (Saudi Arabia)
-Kai HOLM (Denmark)
-Pernilla WIBERG (Sweden / Athlete)
In accordance with the IOC Reform program, the IOC membership quota is limited to 115 members (70 Individual members, 15 IFs capacity 15 NOCs capacity, and 15 Athletes capacity). That's why the new IOC President Jacques Rogge decided to stop increasing new IOC membership on 2003-2005 period considering that it would be difficult to be on maximum number of 115 due to many existing IOC members whose mandates were still effective until they reach 80 years old (for those co-opted before the year 1999).
As no additional IOC membership was co-opted for 3 consecutive years (2003-2005), questions were raised about “why not” at the Press Conference of the IOC Session.
IOC President Jacques Rogge answered saying, “I would like to quote the expression used by former IOC President Juan Antonio Samaranch.” And he quoted it saying, “The bus is full. If nobody gets out, nobody gets in.”
At the time of the 118th Torino IOC Session in 2006, 5 new IOC members were co-opted thanks to 5 out-going IOC members who reached the age limit of 80.
The guidelines by IOC President Jacques Rogge in relation to co-option of new IOC members are brief, clear, and transparent. Any candidate for new IOC membership is subject to screening of related document based on regulations by the IOC Nominations Commission (Chairman: Mr. Francisco Elizalde / IOC member in Philippines).
For those who passed the document-screening, final candidates selection standard and criteria are also supposed to be applied:
1. Selected candidates by IOC Nominations Commission preferably come from countries where there are no incumbent IOC members.
2. Top priority is given to women-candidates in order to reach 20% occupancy by women in the IOC
3. Continental balance is to be considered.
#Episode 10(Characteristics of IOC President Jacques Rogge)
IOC President Jacques Rogge is an accurate, transparent, and competent CEO of the entire Olympic Movement.
As he used to be orthopedic surgeon, he never tends to be distracted, nor confused, nor bewildered, nor overwhelmed by any groundless rumors or biased opinions from outside when making judgement and decisions. He is a clean-cut world sports leader.
”Mr.Clean” became his “Trade mark” with “Zero Tolerance on Corruption and Doping” policy in the Olympic Movement.
There is always a flaw even in a precious stone, and there is also a fly in the ointment.
We have a Korean saying, “Not many fish come along in the too-clean and too-transparent water” (A man with no faults is not so easy to get along with)
Nevertheless, I respect him as a true leader of the Olympic Movement with a clear vision and clean concept.
IOC President is often referred to as “Pope” of the sport world. The position of IOC President would only be made available with the blessings from GOD in the Heaven.
He is an exemplary role-model as IOC President for the entire Olympic Family members in this present mixed-up world.
Once again, I pay homage to the late Comte Jacques Rogge, former IOC President for all his dedication and contribution as World Sport President. “Rest in Peace!”
