2월17일(수) Kyodo뉴스에 따르면 Tokyo2020조직위원회 신임 위원장 후보선발위원회(Candidate Selection Committee)가 여성비하발언으로 2월12일 사퇴한 Yoshirō Mori 후임위원장으로 일본올림픽장관 직을 수행하고 있는 올림픽 여자 스피드스케이팅동메달리스트 출신 Hashimoto Seiko(56세)를 제안 및 낙점하였다고 보도하였다.
조직위원장 역할에 여성을 지명한 것은 Mori전임 조직위원장의 성차별 코멘트로 인해 노도와 같은 반발 이후(following uproar caused by his sexist comments) 사태를 진정시키기 위한 매우 중요한 처세(a highly significant move)가 될 것으로 보인다.
하지만 7차례 올림픽에 출전했던 Hashimoto Seiko는 정착 조직위원장 직 수행을 꺼려하고 있다(reluctant to take s post)고 하는데, Kyodo뉴스 소식통에 따르면 그녀 역시 Sochi2014동계올림픽 후 성희롱 혐의에 직면한 바(faced allegations of sexual harassment )있기도 한 것으로 알려지고 있다.
2014년 당시 일본 빙상연맹 회장이었던 그녀는 Sochi2014직후 열린 파티에서 한 선수를 포옹하며 키스한 장면이 포착되었으며(seen kissing and embracing an athlete at a party), 나중에 자신이 한 행동이 부끄러운 짓이었다고 사과(to describe her conduct as "shameful" in an apology)하였지만 처벌 조치는 면한 바(avoided disciplinary action)있다
후임조직위원장 후보선정위원회(위원장 Fujio Mitarai Tokyo2020명예조직위원장 겸 Canon기업 회장)는 2월18일까지 모두 세 차례에 걸쳐 회의 후 Tokyo2020조직위원회 집행위원회에 최종제안하는 절차가 남아 있는데 통과의례성이 될 것으로 전망하고 있다.
신임 조직위원장지명을 위한 한 후보자에 대한 5가지 자격요건(five criteria)이 합의되어 결정되었는데 다음과 같다:
(1) 올림픽 및 패럴림픽 그리고 전반적인 스포츠에 대한 상당한 식견(Profound knowledge of the Olympics, the Paralympics and sport in general)
(2) 양성평등-다양성-포용성을 포함하여 실제로 대회 기간 중 실천하고 그러한 가치들을 Tokyo2020대회 유산의 핵심적 근본 원리로 놓고 실행할 수 있는 능력을 겸비하여 Tokyo2020대회와 올림픽 헌장에 대한 폭 넓은 이해도(Deep understanding of the principles of the Tokyo 2020 Games and the Olympic Charter, including gender equality, diversity and inclusion; ability to actualise them during the Games and as keystones of the Tokyo 2020 legacy)
(3) 국제적 인지도와 지각력이 주축이 되는 글로벌 마인드와 세계무대 경험(Experience on the global stage; international profile and sense of awareness)
(4) Tokyo2020대회 및 현 조직위원회의 준비상태에 대한 전반적인 배경지식 이해도(Understanding of the overall background of the Tokyo 2020 Games and their current state of preparation)
(5) 대회 관련 다양한 이해당사자들을 모두 아우를 수 있는 조직관리 용병술과 능력Organisational management skills and ability to bring together diverse stakeholders)
