IOC에서 공개한 3/4분기 IOC집행위원회(스위스/Lausanne Palace 호텔) 제2일차(7월19일)에서는 핵심 주요 사안들이 집중 논의 되었습니다.

1. IWF 및 AIBA 그리고 ICSD 및 IFI관련
1) IWF관련
IOC집행위원회는 국제역도연맹(IWF)가 지난 2017년 12월 IOC집행위원회가 구체적으로 열거하여 언급한 행동조치연계 확실한 처리내용(concrete steps)과 IWF의 반 도핑 프로그램 강화 및 고 위험국가들에서의 도핑관련 문화적 태도 변화(change cultural attitudes towards doping in high-risk countries)에 대해 인지하였다고 합니다
그러한 강력 이니셔티브조치에는 IWF의 새롭게 디자인된 도핑위반 전과에 따른 NOC별 가능 쿼터 수 및 심도 깊게 강화된 IWF반 도핑 프로그램 실행과 연계되는(which links the number of quota places available per NOC to their history of doping offences, and the implementation of a greatly strengthened IWF anti-doping programme )Tokyo2020 자격취득 시스템(Qualification System)이 포함된다고 합니다.
이러한 조치들은 전향지향 긍정적 움직임을 대변하고 있는 반면(While these measures represent a positive step forward) IOC집행위원회는 이러한 변화내용 완전실행에 대해 모니터를 지속적으로 실시한다는 것과 역도종목에서 도핑적발사례 사건 수 감소에 대한 긍정적 영향을 입증할 태세를 갖춘다는 것(to monitor the full implementation of these changes and verify their positive impact on reducing the incidence of doping cases in weightlifting)은 중대한(critical) 사안으로 사료되고 있습니다
결과적으로(consequently) IOC집행위원회는 역도종목에 대하여 Paris2024올림픽 정식종목(sports programme)에 조건부 포함 지위상태로 유지하는 것과 Buenos Aires2018 청소년 올림픽 및 11월 열리는 IWF세게역도선수권대회 포함하여 금년 전반에 걸쳐 반 도핑 프로그램 효과 성 평가에 대한 상세 검토에 근거하기로 결정하였다(decided to maintain the status of conditional inclusion of weightlifting in the sports programme of the Olympic Games Paris 2024 and base further review on the assessment of the effectiveness of the anti-doping programmes throughout this year)고 합니다.

OC 집행위원회는 오는 11월30일~12월2일 Tokyo 개최 2018년도 마지막 4/4분기 IOC집행위원회 회의에서 IWF의 자격지위에 대하여 다시 한번 논의 할 예정이라고 합니다.
2) AIBA관련
IOC집행위원회는 국제복싱연맹(AIBA: International Boxing Federation)상황에 관하여 보고내용을 청취하였으며 더 상세한 정보와 확인절차가 요구되는 지배구조, 윤리적 및 재정적 관리운영을 포함한 많은 핵심분야들에 대한 진행 중인 중차대한 우려 점에 대하여 집중조명(highlighted its significant ongoing concern with a number of key areas, including governance and ethical and financial management, which require further information and confirmation)하였다고 합니다.
이러한 이슈들을 규명하는 방향에서 강력하고 긍정적 조치확립 긴급함으로 인해(Due to the urgency of ensuring strong and positive steps towards addressing these issues), IOC집행위원회는 IOC가 AIBA에 주는 재정적 기여금 동결조치를 계속 유지한다는 기조와 Tokyo2020올림픽 복싱종목의 공식경기프로그램 포함여부 검토 권을 포함한 IOC의 기존입장을 유치하기로 결정하였다(decided to maintain its position, which includes the continued suspension of financial contributions from the IOC to AIBA and the right to review the inclusion of boxing on the programme of the Olympic Games Tokyo 2020)고 합니다.
IOC 집행위원회는 11월30일~12월2일Tokyo개최 IOC집행위원회 회의에서 오는 11월2일~3일 열릴 AIBA총회 추이를 지켜본 후, AIBA 자격지위에 대한 상세검토조치를 실행할 예정이라고 합니다.
3) ICSD관련
국제청각장애인 스포츠 관장기구이며 동 하계 청각장애인 올림픽 이벤트 주체인 국제청각장애인스포츠 위원회(ICSD: International Committee of Sports for the Deaf)위원장에 대한 횡령혐의의 중대성을 주목하면서(Noting the importance of the embezzlement allegations against the President of the International Committee of Sports for the Deaf), IOC집행위원회는 ICSD대상 모든 재정지원금지불조치와 ICSD위원장을 Buenos Aires개최 Olympis in Action포럼 초청을 유예조치를 현재상황이 IOC집행위원회가 충분히 만족할 만한 수준에 이를 때까지 실행하기로 결정하였다(decided to withhold all financial payments to the ICSD and any invitations to the ICSD President to the Olympism in Action Forum in Buenos Aires until the situation is appropriately addressed to the full satisfaction of the EB)고 합니다.
동 건에 대한 추가 상세보고는 10월3일~4일 열리는 차기 3/4분기 IOC집행위원회에서 청취할 예정(A further report on the case will be heard)이라고 합니다.
4) IFI잠정 IOC인정종목 승인관련
국제 Ice Stock 스포츠연맹(IFI: International Ice Stock Sport Federation/일명 Bavarian Curling)이 IOC집행위원회에 의해 IOC잠정인정종목으로 승인(granted provisional IOC recognition by the EB) 받았다고 합니다.

따라서 IFI는 IOC재정지원금 수령이 가능해 질 것(able to receive funding from the IOC _이며 개발프로그램을 신청할 수 있게(can apply for development programmes) 되었다고 합니다.
완전한 IOC인정은 사후관찰기간이 경과한 후 IOC총회가 승인해야 정식인정단체가 된다(Full IOC recognition must be granted by the IOC Session after the probation period)고 합니다.

2. NOC최근 동향(Update on NOCs)
1) 쿠웨이트 NOC및 NFs 관련
IOC집행위원회는 또한 Pere Miró IOC 사무부총장으로부터 현재까지도 발효 중인 쿠웨이트 NOC자격정지관련 보고를 청취하였다고 합니다.
지난 주 IOC, ASOIF 및 OCA대표들로 구성된 IOC주도올림픽운동대표단의 쿠웨이트 방문 후, 쿠웨이트 정부대표 및 기타 이해관계자들과 긍정적인 교류가 있었다(positive exchanges with the representatives of the Kuwaiti government and other stakeholders)는 보고가 청취되었다고 합니다
합의된 바로는 올림픽헌장과 전체적으로 확고하게 부합되도록 현 쿠웨이트 국내 스포츠 법령관련 몇 가지 점을 명확히 하고 쿠웨이트 NOC 및 쿠웨이트 종목 별 가맹경기단체 집행부 새로운 선거가 해당 국제연맹 감독 하에 치러지도록 하는 로드 맵에 합의하기 위하여 새로운 교류가 이루어 질 것(new exchanges will be made to clarify certain points concerning the current sports law in Kuwait in order to be sure that it is totally in line with the Olympic Charter, and to agree on a roadmap that must lead to fresh elections in the Kuwait National Federations (under the respective IFs' supervision) and the Kuwait NOC)이라고 합니다.
IOC 집행위원회는 이러한 점들에 착안하여 상황을 점검하기로 합의하였는바(agreed to review the situation with regard to these points), 만일 성공적으로 명백히 의문점이 해소될 경우 쿠웨이트 NOC에 대한 자격정치조치가 잠정적으로 해제될 수 도(if successfully clarified, could lead to the provisional lifting of the suspension of the NOC) 있다고 합니다.
이런 상황이 전개되고 합의된 로드맵이 완전히 실행될 경우(once the agreed roadmap has been fully implemented), 궁극적으로 자격정지조치가 완전 해제되는 문이 개방될 것(eventually open the door to a full lifting of the suspension )으로 예상된다고 합니다
쿠웨이트는 정부가 스포츠관련 법령 도입(the introduction of the sports la)이 쿠웨이트 내 스포츠의 자치 성을 위협하는 것(to threaten the autonomy of sport in the country)으로 판단하여 2015년 이래 3년 이상 IOC로부터 자격정지처분을 받음으로써 쿠웨이트 선수단은 Rio2016에 자국기와 국가대신 올림픽기와 올림픽찬가를 사용해 오고 있는 상황입니다
IOC는 해당국 정부의 스포츠에 대한 간섭으로부터 지켜내도록 엄격한 규칙을 고수하고 있습니다
2) Kosovo관련
IOC는 Kosovo대표단이 2018년 5월 Serbia개최 유럽 성인 가라데 선수권대회 (the European Senior Karate Championships )참가와 관련 직면했던 어려운 상황에 대하여 보고 받은 바 있습니다
동 이벤트 준비에 직접 관여된 모든 스포츠 기구들은 Kosovo대표단이 동 이벤트에 참가할 수 있도록 확실히 하기 위해 모드 최선을 다하였다고(All sports institutions directly involved in the preparation of this event did their best to ensure that the delegation of Kosovo would be able to participate in this event)합니다.
이러한 관점에서 대회개최 전에 Servbia정부와 합의점에 도달하였지만(An agreement was reached prior to the event with the Serbian government in this respect)불행하게도 마지막 순간에 운영 및 절차상의 이슈들로 인해 Kosovo의 참가가 좌절되었다(due to last-minute operational and procedural issues, the participation of Kosovo was not made possible)고 합니다.
실제적으로 합의내용이 왜 파기되었는지 그 이유를 범주 별로 밝히는 것은 어려운 일(difficult to categorically determine the reason why the practical implementation of the agreement failed )이라고 합니다.
이번 사태로 모든 당사자로부터의 선의에도 불구하고(in spite of good intentions from all sides concerned) Serbia와 Kosovo사이에 얽힌 정치적 상황은 당사자 양국이 이 지역 선수들이 연관된 국제스포츠대회를 개최하는 실제 현실에선 지극히 어렵게 된다(extremely difficult in practice for both countries to host an international sporting event involving athletes from this region)는 사실을 보여주고 있는 것이라는 분석입니다.
결과적으로 IOC는 이 지역에서 어떠한 스포츠 이벤트 개최권 부여 전에 이러한 상황을 조심스럽게 고려하도록(to carefully consider this before allocating any sporting events in the region) 모든 국제스포츠 경기단체들에게 통보할 것이라고 합니다.
Kosovo출신 선수들이 경기 출전이 불가해 짐에 따라 IOC는 그들의 불참으로 야기된 부정적 결과를 어떻게 최소화할 것인지에 대해 검토할 것(examine how the negative consequences of their non-participation can be minimized)이라고 합니다.
3. ICAS(국제스포츠 중재 평의회/International Council of Arbitration for Sport)위원들 관련
IOC집행위원회는 4명의 ICAS 위원을 임명하였는데 그들은 IOC와는 완전 독립적인 지위9 fully independent from the IOC )라고 합니다.
IOC집행위원회가 임명한 그들 4명의 판사/재판관 명단은 다음과 같습니다:

4. Buenos Aires에서의 ITA(국제 <도핑>검사 기구/International Testing Agency)
IOC집행위원회는 오는 10월 열리는 Buenos Aires2018 청소년올림픽(YOG) 대회 적용 반 도핑 규칙을 승인하였는데 Lausanne소재사무소를 벗어나 업무운영을 시작해 온 ITA에게 도핑관련 전권이양을 확인하였다(confirmed the transfer of authority to the International Testing Agency (ITA), which has started operating out of its offices in Lausanne)고 합니다..
ITA는 Buenos Aires YOG에서의 검사활동 시작 및 착수를 포함하는 반 도핑규칙에 명시된 많은 책무를 위임 받아(delegated with a number of responsibilities set forth in the Anti-Doping Rules, which include initiating and undertaking testing activities in Buenos Aires) 반 도핑 규칙위반(ADRV: Anti-Doping Rule Violation) 발생 여부판단 결정권한과 그러한 경우, 스포츠중재재판소에 해당 케이스를 회부하도록 권한(determining whether or not an Anti-Doping Rule Violation (ADRV) has occurred and, in such case, bringing the case before the Court of Arbitration for Sport (CAS))을 위임하였다고 합니다.
5. 올림픽운동 참여와 소통(Olympic Movement engagement)
Kirsty Coventry(짐바브웨) IOC집행위원 겸 IOC 선수위원장은 선수권리헌장 및 책무진척사항 관련 프레젠테이션을 실시하였다(gave a presentation about the development of the Athlete Charter of Rights and Responsibilities (Athlete Charter))고 합니다
전 세계에 걸쳐 거의 200명가량의 선수대표들의 의견이 반영되어 다듬어진(shaped by the input of almost 200 athlete representatives from across the world) 선수헌장 첫 번 째 초안이 지난 6월 배포된 바 있다고 합니다.
제2단계 조사(the second-phase survey)가 지난 주 출시되어 전 세계 엘리트 수준의 선수들로부터의 반응을 수집하고(launched last week to collect feedback from elite-level athletes worldwide) 있으며, 첫 번째 주 내에 이미 550개의 기여의견을 접수하였다(already received more than 550 contributions)고 합니다
ANOC, ASOIF, AIOWF 및 국제연맹들을 포함한 다양한 이해당사자 그룹들과의 협의를 거쳐 작업을 선도하는 운영위원회는 선수들과 직접 소통을 계속할 것이며 실행과 관련하려 이해당사자들과 연락하여 대화를 유지할 것(the Steering Committee leading the work will continue to engage directly with athletes and reach out to stakeholders to maintain dialogue around the implementation)으로 보고 되었습니다.
동 문건 최종 본(the final version of the document)은 오는 10월 Buenos Aires IOC총회에 제출될 예정이라고 합니다.
동계올림픽국제연맹연합회(AIOWF) 측은 6월 초 Beijing개최 평창2018 Debrief에서 더 많은 이해당사자들을 포함한 개체군 합류를 허용한 새로운 IOC의 접근방식에 대해 격찬하였다(commended the new IOC approach of including more stakeholders in the Debrief of the Olympic Winter Games PyeongChang 2018)고 합니다
7개 동계종목국제연맹 전체가 적극적으로 관여(highly involved)하였으며 동시에 Beijing2022동계올림픽 준비 진척사항에 대한 검토할 기회도 함께 누렸다(enjoyed the opportunity to review the progress of preparations for the Olympic Winter Games Beijing 202)고 합니다.
또 다른 Debrief는 ANOC가 실시하였는데, 조사항목문건을 각 회원국 NOCs들에게 배포하여 최근 동계올림픽 준비와 참가에 따른 설문조사에 임하였다(circulated a survey to its members about the preparations for and participation in the recent Olympic Winter Games)고 합니다.
6. 국적변경 관련(Changes of nationality)
다음의 2명 선수들에 대한 국적 변경의 건이 승인되었다(their changes of nationality approved)고 합니다:
(1) Benjamin Fletcher (judo): 유도선수/영국에서 아일랜드로 이적(switched from Great Britain to Ireland)
(2) Nikita Glasnovic (taekwondo): 태권도선수/스웨덴에서 크로아티아로 이적(from Sweden to Croatia)
두 건 모두, 해당 NOCs와 해당 국제연맹(IFs)가 국적변경에 대하여 동의 하였다고 합니다(agreed with the changes).
