[IOC집행위원회 아프리카 세네갈(Senegal)을 2022년청소년올림픽(YOG)개최지로 결정한 배경 스케치]
2018년 9월7일 IOC집행위원회는 세네갈(Senegal)을 2022년 제4회 청소년올림픽(YOG)개최지로 10월 IOC총회에 제안하기로 결정한 바 있습니다.
2022년 YOG개최지는 제133차 Buenos Aires IOC총회에서 선출될 예정이라고 합니다.
이러한 제안은 Uğur Erdener IOC부위원장이 위원장으로 있는 IOC평가위원회의 보고서 내용에 근거한 것이라고 합니다.
다음은 Uğur Erdener평가 위원장의 평가에 따른 보고 발언 내용입니다:
“The IOC was fortunate to have four quality partners representing the African continent in the YOG 2022 Host Selection Process. All four candidates have the capability of delivering successful Youth Olympic Games and offer many opportunities: (IOC는 다행히도 2022년 YOG대회개최지 선출과정에서 아프리카대륙을 대표하는 4개의 품격 있는 파트너들을 만날 수 있었습니다. 모두 4개 후보들은 성공적인 YOG대회를 치를 수 있는 능력을 보유하고 있었으며 많은 기회를 제공한다고 생각합니다)
1) 보츠와나 (Botswana), the smallest of the four candidate countries, proposed a compelling project based in the capital Gaborone that would help achieve the country’s long-term vision for young people and sport.7(4개 후보들 중 가장 작은 나라며 수도인 Gaborone을 근거지로 -청소년과 청소년스포츠를 위한 해당국의 장기 비전달성에 도움이 되는 강력한 프로젝트를 제안하였음)
2) 나이지리아 (Nigeria), the most populous country in Africa, proposed a very solid and compact project in the capital Abuja, a project also fully aligned with the national sports and youth strategy. (아프리카 대륙에서 가장 인구가 많은 나라로써 수도인 Abuja에서 해당국 스포츠와 청소년 전략이 함께 충분히 전열이 갖춰진 매우 탄탄하고 조밀한 프로젝트를 제안하였음)
3) 튀니지 (Tunisia) presented a robust project involving Tunis, La Soukra, -` Radès and the seaside tourist resort of Yasmine-Hammamet. The project’s vision is in line with the government’s goal to empower young people.” (Tunis, La Soukra, Radès와 Yasmine-Hammmet 해변가 관광 리조트를 아우르는 막강한 프로젝트를 제안하였는데, 동 프로젝트의 비전은 청소년에게 힘을 실어주는 정부의 목표와 일치하고 있음)
IOC집행위원회는 개최지 결정을 함에 있어서, 세네갈이 강력한 프로젝트와 함께 이 순간에 시기 적절하게 가장 위대한 기회를 제공하고 있다(Senegal offers a strong project and the greatest opportunities at this moment in time)고 평가와 인정을 하였다고 합니다.
세네갈 개최후보지는 수도인 Dakar, 신도시인 Diamniadio 및 해안 리조트(coastal resort)인 Saly 등 3개 지역을 중심으로 프로젝트를 구성하였는데 (the candidature is centred on three locations) 세네갈의 프로젝트는 서아프리카 국가의 무엇보다 중요한 개발전략과 맞물려 있으며 특히 세네갈 정부가 주도하는 주요 경제 및 인프라 개선 정책을 마음에 그리는 “부상하는 세네갈” 계획과 걸맞게 되어 있다(is tied in with the West African country’s overarching development strategy, notably the national government’s “Emerging Senegal’’ plan, which envisions major economic- and infrastructure improvements)고 합니다.
Thomas Bach IOC위원장은 “이제 아프리카의 시기가 찾아 왔으며, 아프리카는 수 많은 성공적이고 탁월한 올림픽선수들의 보금자리이고 청소년의 대륙임—그것이 바로 우리가 2022년 YOG대회가 아프리카 와 세네갈에서 치러지기를 원하는 이유임—세네갈은 청소년과 스포츠를 지향하는 강력한 비전에 근거를 둔 프로젝트를 제공하였음—수 많은 기회가 열려 있으며 우리는 강력한 파트너십, 비전제시지향, 책임이 뚜렷하고 감동을 주는 청소년올림픽의 일환으로 대회를 함께 치르고자 노력할 것임” (It is time for Africa…Africa is the home of many successful and prominent Olympic athletes. Africa is a continent of youth. That is why we want to take the Youth Olympic Games 2022 to Africa and to Senegal. They have offered a project based on a strong vision for youth and sport. There are many opportunities, and we will endeavour to deliver together, as part of a strong partnership, visionary, responsible and inspiring Youth Games)이라고 언급하였다고 합니다..
평창에서 금년 2월 열린 IOC총회에서 2018년에는 2022년 차기 청소년올림픽대회가 아프리카대륙에서 개최되는 것을 만장일치로 결정한 바 있다(unanimously decided that the next edition of the Youth Olympic Games in 2022 would be awarded to the African continent)고 합니다.
유치후보 평가과정은 협력적이었으며 IOC는 후보들의 탁월성과 각 후보지가 제출한 내용의 철저한 준비성에 감명을 받았다고 합니다.
IOC는 참여한 4개 모든 후보지 NOCs와 관계당국들의 관여수준과 긍정적 반응에 대해 각별한 찬사를 보내고 싶다(IOC would like to particularly praise the level of involvement and positive response of all four NOCs and the public authorities concerned 고 하였다고 합니다.
아프리카에서 열리는 2022년 청소년올림픽대회는 아프리카 대륙에서 열리는 최초의 올림픽행사로써 역사적인 일이 될 것(make history as the first Olympic event on the continent)이며, 개최지 선정과정은 이전에 행했던 과정 시간보다 더 짧았다고 하였으며 해당관계 당국과 후보당사자들의 소요경비절감 및 복잡성 단순화를 기하였다(The Host Selection Process was shorter than previous processes, and reduced cost and complexity for the Interested/Candidate Parties)고 합니다
대회의 응집력을 고려하여 IOC는 4개 후보지 관계당사자들이 IOC의 결정사항에 대하여 승인하기로 약속하였으며 선택된 개최지에 대한 전폭적 지지를 다짐한 것에 대하여 기쁘게 기대하였다(pleased to count on the four parties, which all promised to endorse the decision of the IOC and pledged full support to the selected host)고 합니다.
Buenos Aires개최 IOC총회의 승인과 개최도시협약서 서명에 이루어지고 난 후(following the IOC Session’s endorsement and the signing of the Host Contract in Buenos Aires), 세네갈은 IOC와 함께 세부 세네갈2022대회계획을 구축하기 위하여 공동건설 단계로 돌입할 것(enter a Co-construction phase with the IOC to build the detailed Senegal 2022 Edition Plan)이라고 합니다
2018년에는 평창2018기간 중 제132차 IOC총회에 이어 두 번 째 제133차 IOC총회가 열리는데 오는 10월8일~9일 양일 간 아르헨티나 Buenos Aires에서 열리게 됩니다.
