남자 FIFA월드컵축구대회 참가허용국이 2026년 월드컵대회부터 32개국에서 48개국으로 16개국이 이미 늘어났다.
여자 FIFA월드컵 토너먼트의 경우 2023년 대회부터 24개국에서 32개국으로 8개국이 늘어나도록 되어있다. 더 많은 참가국(more countries)이란 ‘축구 경기력 상대적 취약국”(weaker countries)을 의미하는데 유럽축구연맹(UEFA)은 이를 두고 더 많은 국가들이 재미를 볼 것(to get on the fun already)이라고 묘사하고 있다.
지난 5월 온라인으로 진행된 제17차 FIFA총회에서 Gianni Infantino FIFA회장은 “전세계 축구팬들이 덜 의미 있는 시합보다는 더 많은 의미 있는 시합을 원하고 있는지 모른다”(Fans, maybe they want more meaningful games, less meaningless games)고 일갈 하면서 4년주기 대신 2년주기대회로 가는 것이 옳은 길이라고 진정으로 생각하는지 여부에 대하여 화두를 던졌다.

Infantino FIFA회장은 FIFA의 간판축구대회(FIFA’s signature tournament)인 FIFA월드컵대회개최주기를 4년대신 2년으로 단축하는 것에 대한 질문을 던진 것이다.
동 제안은 사우디축구연맹이 2년주기에 대한 타당성을 검토하자(to study the feasibility)고 한 것인데 총회에서 166-22로 승인된 바 있지만, 4개월 후 대규모 반격이 시작되었다(the pushback has been epic)
유럽축구연맹(UEFA: 55개 회원국) 및 남미축구총연맹(COMMEBOL: 10개회원국))소속 개별 축구클럽, 개별축구연맹 및 축구 총연맹 등이 총망라되어 최근 2년주기개최에 대하여 반기를 들고 나섰다(have come out against the idea).
그들의 반대 명분과 불평리스트는 다음과 같다:
“There are real dangers associated with this plan: 동 계획과 연계된 진짜 위험요소들이란:
● “the dilution of the value of the No.1 world football event, whose quadrennial occurrence gives it a mystique that generations of fans have grown up with; (4년주기 개최로 세대별 팬들 증가 일로의 비결 되어 온 세계 1등 축구대회의 가치에 대한 물타기)
● “the erosion of sporting opportunities for the weaker national teams by replacing regular matches with final tournaments; (정규축구시합을 결선토너먼트로 대체함으로 경기력 취약국가들에 대한 스포츠 적 기회 침식)
● “the risk to sustainability for players, forced to engage in summer high intensity competitions every year instead of longer recuperation breaks in alternate years; (축구선수들의 지속가능성에 대한 위험성, 보다 여유 있는 격년제 회복 휴식 대신 매년 강요된 하계 고강도 축구경기)
● “the risk for the future of women’s tournaments, deprived of exclusive slots and overshadowed by the proximity of top men’s events. (배타적 스케줄 공간 박탈 및 남자최고축구경기와의 근접성으로 그늘에 가려짐으로 향후 여자축구 토너먼트에 대한 위험성)
“이러한 것들은 한눈에 FIFA제안사항이 유발하는 심각한 우려사항들의 일부 징후이며 결승 토너먼트에 따른 더 빡빡해진 캘린더로 인한 추정 상의 혜택으로 보이는 근거 없는 홍보성 슬로건으로는 불식시킬 수 없는 것”(These are just some of the serious concerns that the FIFA proposal provokes at first glance and they cannot be dispelled simply with unsubstantiated promotional slogans on the supposed benefits of a thicker calendar for final tournaments)이라는 주장을 내세우고 있다.
한편 북중미축구총연맹(CONCACAF: (North and Central America/41개 회원국)과 아시아축구총연맹(AFC: Asia Football Confederation/47객 회원국)과 아프리카축구총연맹(CAF: Confederation of Africa Football/56개 회원국) 및 오세아니아축구총연맹(OFC: Oceania Football Confederation/14개 회원국)등 나머지 대륙 축구총연맹에서는 이렇다 할 이견은 들리지 않고(not as much has been heard)있다.
2년주기개최에 대한 반대 명분을 근거할 이유는 또 있는데:
● Both UEFA and CONMEBOL already host highly-popular, highly-profitable area tournaments: the European Championship and the Copa America, both held earlier in 2021. Why should they want their premiere regional events to be forced to change? ● Moreover, these two confederations dominate the existing World Cup and the financial return it brings. Consider that in the 21st Century, there have been five FIFA World Cups and that European and South American teams have combined for 35 of the 40 quarter-finalists? That’s 87.5%.
