[Bach IOC위원장, 전쟁지지하지 않는 러시아와 벨라루스 선수들 국제대회출전 허용 발표 후 러시아 반발]
Thomas Bach IOC위원장은 10월 초 발언을 통하여 러시아의 우크라이나 침공을 지지하지 않는 러시아 선수들은 국제경기에 출전이 허용될 수 있다고 힌트로 인해 러시아 정치인들과 스포츠 계 임원들이 분노의 반응을 촉발(sparking an angry reaction from Russian politicians and sports officials)하였다고 합니다.
러시아가 우크라이나를 침공하면서 IOC는 지난 2월 국제스포츠 기구들에게 러시아 및 벨라루스 선수들이 국제대회출전금지 가이드라인을 발행한 바 있지만 Giorgia Meloni 새로 부임하는 이태리총리면담을 위해 로마를 방문한 Bach IOC위원장은 Corriere della Sera이태리 신문과의 인터뷰에서 다른 접근방식을 설명하였는데 그는 “러시아인들의 복귀가 필요하다는 이야기는 아님”(It is not about necessarily having Russia back) “그것은 전쟁을 지지하지 않고 있는 러시아 여권을 소지한 러시아 선수들이 국제경기에 출전하는 것에 대한 이야기임”(It's about having athletes with a Russian passport who do not support the war back in competition) “우리의 딜레마는, 이 전쟁이 러시아선수들이 도발한 것이 아니라는 것임”(Here comes our dilemma - this war has not been started by the Russian athletes) “하지만 우리는 몇몇 정부들이 국제스포츠의 자치 성을 더 이상 존중하지 않고 있는 것을 목격한 바 있음” (But we saw that some Governments did not want to respect anymore the autonomy of international sports) “그러한 이유로 우리는 이러한 보호책을 강구함으로 최소한 능동적으로 움직여서 모든 자치 성을 잃지 않게 하려고 하는 것임” (This is why we've had to take these protective measures to be at least still a little bit in the driving seat and not lose all autonomy) “그리고 이러한 영유로 다른 한편으로는 우리가 다시 모든 사람들이 정상적으로 복귀하도록 하는 임무를 완수할 수 있도록 하는 방법과 시기에 대하여 살펴보고, 연구하고 모니터링도 해야 함” (And this is why, on the other hand, we also have to see, and to study, to monitor, how and when we can come back to accomplish our mission to have everybody back again, under which format whatsoever) 이라고 언급하였습니다.
이러한 Bach IOC위원장의 발언은 러시아관영매체인 TASS에 따르면 Chernyshenko(Sochi 2014동계올림픽조직위원장 역임)로부터 즉각적인 반응을 불러 일으킨 것으로 알려졌습니다.
Chernyshenko는 “러시아 선수들은 애국자들이며 조국을 매도하지 않음”(Russian athletes are patriots and do not sell their homeland) “몇 년간 우리 선수들은 IOC를 포함한 국제스포츠기구들이 자행한 편파적인 태도를 경험해 왔는데 러시아선수들을 국제스포츠경기에서 추방하는 것이 이제 절정에 달했음”(For several years our athletes have experienced the prejudiced attitude of international sports organizations, including the IOC, their removal from competitions has become the apogee) “그래서 우리의 적들이 성취한 것이 무엇인가?” (What have our opponents achieved?) “우리는 세계스포츠가 객관성과 건전한 경기와 연예 적인 요소들을 빼앗았다고 여기는 바임”(We have deprived world sport of objectivity, healthy competition and entertainment)이라고 반박하였습니다.
Chernyshenko는 Sochi 2014 동계올림픽 조직위원장을 역임하였으며 러시아의 우크라이나 침공 이후 그에게 수여했던 올림픽훈장을 박탈당한 바 있습니다
러시아체육장관인Oleg Matytsin 역시 Bach IOC위원장의 코멘트를 비판하면서 “올림픽원칙과 모순됨”(contradicted Olympic principles)이라고 공격하였는데 “Bach IOC위원장의 최근 발언은 올림픽원칙과 모순되는 이야기인데 왜냐하면 국제올림픽운동의 핵심 임무가 선수들이 자신들의 견해와 전통과 신앙과 시민권과 관계 없이 올림픽대회에 공평하게 참가하도록 해주는 것이기 때문임”(Bach’s latest remark contradicts Olympic principles, for the key task of the international Olympic movement has been to ensure equal access of athletes to Olympic Games regardless of their opinions, traditions, faith or citizenship) “우리는 IOC와의 대화를 계속 진행할 것이고 희망 하건대 IOC도 입장 변화가 있기를 바람”(We will continue our dialogue with the IOC, and hopefully their position will change) “그리 된다면 국제스포츠 계도 이익이 될 것인데, 왜냐하면 러시아가 빠지면 성공적인 스포츠발전이 가능하지 않을 것이기 때문임”(That would benefit international sport, for it will not be able to develop successfully without Russia)이라고 자신의 견해를 피력하였습니다.
Stanislav Pozdnyakov러시아올림픽위원회(ROC: Russian Olympic Committee)위원장 역시 Bach IOC위원장의 언급 내용에 대하여 비판적이었는데 그는 “오늘 Bach IOC위원장의 성명서 내용을 미루어 볼 때 러시아 선수들이 국제스포츠경기대회에 출전하여 경기를 펼치려면 굴욕적인 중립국 지위로서 자신들의 소속과 민간 신분을 바꾸도록 권고 받고 있음” (Russian Olympic Committee President Stanislav Pozdnyakov was also critical of Bach's remarks saying: "We can conclude from today’s statement of IOC President Thomas Bach that Russian athletes are being invited to exchange their national affiliation and their civic stand for the humiliating neutral status in order to perform in the international arena) “러시아에 개한 제재조치는 아직도 효력을 발생하고 있는 상황임” (The sanctions against Russian sport are still in effect) “IOC집행위원회의 권고사항에 의해 인위적으로 만들어진 이러한 상황에서 우리 선수들은 사실상 자국의 법과 올림픽 헌장까지 위반하도록 종용 받고 있음” (In this situation, which was artificially created by the IOC Executive Board’s recommendations, our athletes are in fact being coerced into breaching the laws of their country and the Olympic Charter)이라고 불만족을 표시하였습니다.
Bach IOC위원장은 러시아선수들에 대한 현행 가이드라인이 아직 유효한 상태지만 IOC가 장래에 취할 주치에 대하여 생각할 필요는 있다고 덧붙이며 강조하였습니다.
Paris 2024 올림픽 출전자격 부여 종목 별 경기시합 중 일부는 이미 시행 중입니다.
Bach IOC위원장은 “권고사항내용이 변화된 것은 없으며 IOC권고사항을 준수해 주고 있는 종목 별 국제연맹에게 고마움 마음 임” (There is no change in the recommendations... We are very grateful to the International Federations that they are following them) “올림픽 운동은 평화에 기여할 사명을 가지고 있으며 따라서 평화에 기여하기 위하여 어떻게 해야 하는지 살펴보아야 할 것임”(The Olympic Movement has as a mission to contribute to peace, so we have to see how we can contribute to peace) “생각 하건대 우리가 기여하기위해 실행하고 있는 것은 전반적으로 는 스포츠를 실행하면서 올림픽대회를 치르는 것이며 그것은 여전히 사람들과 인류를 한데 통합시켜주는 그 무언 가로서 작동하고 있음”(I think our major contribution is to have the Olympic Games, and to have sport in general, as something that still unifies people and humanity)이라고 설명하였습니다.
