[Bach IOC위원장의 Paris2024올림픽을 1년 앞두고 기자들과의 진솔한 만남 이야기]

 

 

Thomas Bach IOC위원장(10년 차)이 7월18일(화) 대회 1년을 앞둔 시점에서 기자들과 만나 Paris2024올림픽에 대하여 “새로운 시대를 점화할 첫 대회”(Paris 2024 will ignite the first of a ‘new era’)로 지칭하면서 열광적으로 자신의 견해를 이야기하였다고 합니다.

그는 이어서 러시아와 벨라루스 선수들에 대한 IOC의 입장을 옹호하였으며 경제적 압박(economic pressures)이 스포츠이벤트 개최에 계속 걸림돌이 될 것이며 오직 “필수적인”(essential) 이벤트와 요소들이 접목된 대회만이 안전할 것(only those events and elements which are essential are safe)이라고 진단하기도 하였다고 합니다

 

Paris2024올림픽에 대하여 Bach IOC위원장은 2014년에 대대적인 Olympic Agenda 2020개혁안 패키지 통과 이래(since the passage of his massive “Olympic Agenda 2020" reform package in 2014) 조직되는 사실상 첫 올림픽이라고 주목하면서 “Paris2024대회는 올림픽과 패럴림픽 대회의 새로운 시대를 점화시켜 줄 것”(Paris 2024 will ignite a new era of Olympic and Paralympic Games)이라고 기염을 토하였다고 합니다.

 

그는 자신의 즐겨 인용하는 주제로서 (1)경기장 재활용(venue re-use), (2)양성평등(gender equality), 및 (3)균형 예산(balanced budgets) 3가지를 집중 조명하였다고 합니다.

 

1)  그는 러시아와 벨라루스의 참가 이슈를 주목하는 의도로 던진 프랑스 정부의 지지 정도에 대하여 얼만큼 든든하게 생각하느냐(about how secure he felt about the support of the French government)는 질문을 받고 한 순간도 머뭇거리지 않았다(He did not waver for a moment)고 합니다

 

다음은 이 질문에 대한 답변 발언입니다:

 

A.  “We are fully aligned in our approach [with the French government]. ...(IOC와 프랑스 정부가 접근 방식에서 공동 전선 구축)

 

B.  “We feel the great support and encouragement to accomplish our mission, to get the world together and to be a unifying factor and not add to the too many divisions we have already now. (세계를 하나로 묶는 임무 완수를 위한 지지와 격려와 협업 체계 구축)

 

C.  “And because of this, we are confident that in one year from now, we can accomplish this mission, and, again, we are doing our best. Right now, it is more to monitor the situation on the field of play, whether the rules are respected, the conditions are respected by everybody. Then at a later stage, we can take further decisions. ...(공동임무완수를 위한 최선 노력 경주, 규칙준수여부 확을 위한 경기장 상황 모니터링 강화, 모든 선수들에 대한 존중 조건 준수 등 협업)

 

D.  “We have as a mission, to unite all the athletes of the world in a peaceful competition. We have the responsibility not to punish athletes for the acts of their governments, and this is something, you know, what the athletes around the world who support our approach are also expressing that they do not want to be held responsible for the actions of their governments.” (세계의 모든 선수들에 대하여 평화로운 경기로 단합 시키며 해당정부들의 행위에 대하여 선량한 선수들이 처벌 받지 않도록 하는 책임 준수하고자 함)

 

2)  Bach IOC위원장은 파리지역에서 최근 벌어진 10대 소년에 대한 총격으로 인한 소요 사태에 대한 질문에 대하여(about the recent rioting in the Paris area over the shooting of a teenager):

 

A.   “We are very sorry for the victims, and in particular, the victim of this riot. We are feeling with everybody affected. At the same time, we are can note that these riots were not related to the Olympic Games in any respect, and that we can feel a great support of the French people for this Olympic Games.

 

B.  “We are very confident that the Games can, and will, happen in a peaceful environment, and that the sports-loving French people will celebrate the best athletes of the world as they have just celebrated the best cyclists of the world – and are still celebrating – during the Tour de France.”

 

3)  최근(7월18일) 호주 Victoria주가 2026년 영연방 대회 개최취소사태와 인도 Bali에서 열릴 예정이었던 2023년 ANOC세계비치게임 취소 사태 등 재앙적 대회 붕괴(calamitous collapse)이슈가 불거지면서 향후 올림픽대회 자체의 안전성여부에 대한 질문에 대하여:

 

A.   “I don’t have any concerns for the Olympic Games, because with our Games Optimization model, we are showing new ways of financing Olympic Games in a solid way, coming up with balanced budgets and very sustainable solutions. ...(올림픽은 이미 최적 모델이기 때문에 우려가 전혀 없음. 우리는 올림픽 재정을 탄탄하게 하는 균형 잡힌 예산과 지속 가능한 해결방안이 마련된 새로운 방식을 제시하고 있음.)

 

B.  “What we have, on the other hand, said from the beginning of the pandemic, that after the pandemic – when once the health crisis is over – that the world will see economic and financial crises and challenges and this has been exacerbated by the Russian invasion in Ukraine and all the consequences. (코로나19발발부터 종료까지 우리의 건강에 대한 위기 요소가 사라질 즈음 세계는 경제적, 재정적 위기와 도전 과제에 직면하게 될 것이며 이러한 사태는 러시아의 우크라이나 침공과 그로 인한 모든 결과로 더욱 악화시켰음)

 

C.  “There, everybody is affected, and, of course, also sport, and I think all International Federations, all sports events organizers are called upon, and we have called upon them several times, to look very carefully which events to organize under which circumstances, and whether every event is really necessary, or it’s just nice to have. (그로 인해 모든 사람이 영향을 받고 있으며 물론 스포츠도 예외는 아님. 국제연맹과 모든 스포츠 이벤트 조직 당사자들도 포함되는 바 우리는 여러 번 모든 이해당사자들에게 상황 별로 모든 이벤트가 정말로 필요한 것인지 또는 그냥 그리 되면 좋은 건지 여부를 주의 깊게 살펴 볼 것을 촉구하여 왔음)

 

 

D.  “You know, we are not living in a time where you can look so much at the ‘nice to haves.’ We have to concentrate on the essentials. This is what we are doing with the Olympic and Paralympic Games.” (우리는 좋은 게 좋은 거라는 시각으로 볼 수 있는 시점에 살고 있지 않음. 우리는 필수적인 것들 것 집중해야 함. 이것이 우리가 올림픽과 페럴림픽을 바라보고 치르는 방식임)

 

 

Bach IOC위원장은 최근 ANOC세계비치게임 개최 자체가 붕괴된 것과 취소사유가 재정 부족이라는 갓에 대하여 별도의 시간을 내서 견해를 피력하였는데(took some extra time to weigh in on the implosion of the ANOC World Beach Games and the supposed lack of financing that required their cancellation)그는 “곁 말 한마디를 한다면, ANOC세게비치게임취소사유가 정말로 재정적 이슈인지 여부에 대해서 임. 이스라엘이 그러한 대회에 참가하는 것에 대하여 이전에 논의가 있었음을 상기하면 Bali에서 20세 이하 FIFA월드컵대회또한 취소된 이력이 있는 것도 함께 감안해 보면 이러한 재정 이슈 운운에 심각한 의혹을 제기할 수 있는 것임”(Allow me a side remark, whether the cancellation of the ANOC Beach Games was really a financial issue. There, one can have some serious doubts about this given the history there in Bali with the FIFA [U-20] World Cup and the discussion before about the Israeli participation in such Games.)이라고 언급하였다고 합니다.
