[Bach IOC위원장의 러시아선수들의 중립선수자격 국제경기 참가에 따른 단호한 입장 표명한 ASOIF총회 현장 스케치]

 

 

최근 Bach IOC위원장은 “거부하고 반대하는 사람들”(naysayers)은 러시아와 벨라루스 선수들이 중립자격으로(as neutrals) 글로벌국제경기대회에 참가와 관련 그릇된 판단을 했다는 것이 증명되고 있는 상황(being proven wrong over the participation of Russian and Belarusian athletes as neutrals in global sporting competition)이라고 주장하였다고 합니다.

 

 

 

 

Bach IOC위원장은 국제연맹들이 러시아와 벨라루스 출신 선수들이 등장하는 대회를 “성공적으로” 개최하고 있음에(successfully delivering events featuring athletes from Russia and Belarus) 찬사를 보냈으며 그는 이러한 현상이 “해낼 수 있음”(it can be done)을 천명하고 있는 것이라고 주장하였다고 합니다.

 

 

그의 이러한 공식 발언은 스위스 Lausanne 개최 올림픽하계종목국제연맹 연합회(ASOIF: Association of Summer Olympic International Federations)총회에 참석하여 행한 연설에서 언급된 것이라고 합니다.

 

Bach IOC위원장은 그의 연설 중에 스포츠의 자율성(the autonomy of sport)이 “몇몇 정부들에 의해 서서히 손상되어 오고 있으며”(being undermined by some Governments) “일부 세력은 우리의 글로벌 스포츠 운동 시스템을 분열시키기를 원하고”(some forces want to divide our global sports movement)있는데 그는 러시아와 벨라루스 선수들의 중립적 자격으로 복귀(readmission-reentry-reinstatement-return)에 대하여 “단합”(unity)이라고 지칭하였다고 합니다.

 

다음은 Bach IOC위원장의 ASOIF총회 연설문 내용 중 핵심 사항입니다:

 

A.  “I would like to thank the ASOIF Council for its very clear declaration, emphasising the necessity to separate sport and politics” (ASOIF이사회의 스포츠와 정치 분리 필요성 강조하는 아주 명명백백한 선언에 감사)

 

B.  “Everybody knows that such extremely complex political problems cannot have an easy solution, only populists pretend to have easy solutions to solve the most complex problems in the world.” (복잡한 정치적 문제에는 손쉬운 해결방안이 있을 수 없음을 누구나 잘 알고 있으며 세상에서 가장 복잡한 난제를 쉽게 해결하는 척하는 사람은 오직 대중영합주의자들 뿐임)

 

C.  “Unfortunately, we can see every day where such simple solutions are leading to.” (불행히도 우리는 그러한 종류의 단순한 해결책들로 우리를 선동하고 있는 그런 나날을 볼 수 있음)

 

D.  “So this complex situation presents one or the other challenge, like when it comes to applying the recommendations and strict conditions but many of you have proven that it can be done.” (따라서 이러한 복잡미묘 다단한 상황으로 인해 권고안과 엄격한 조건들을 적용함에 있어서 이런 저런 도전과제가 대두하고 있지만 여러분 중 많은 분들이 해낼 수 있음을 증명해 오고 있음)

 

E.   “Many IFs have organised international sports events and even World Championships, applying the recommendations and very successfully delivering these competitions and you are doing so against the backdrop of the many, I may say naysayers, who want to make people believe that it would never work.” (많은 국제연맹들이 종목별 국제경기대회와 심지어 세계선수권대회를 권고안을 적용하여 매우 성공적으로 대회들을 개최하여 오고 있으며 결코 가당치 않아 이루어질 수 없다고 믿는 발상으로 부정적으로 거부하고 있는 많은 사람들 앞에서 보란 듯이 수행하고 있는 것임)

F.   “From the very first moment we are and we will be in this together because at the end it is about the unity of our Olympic Movement.” (처음 순간부터 우리는 이러한 권고 내용에 함께하고 있으며 앞으로도 함께 할 것인데 그 이유는 종국에 이것이 우리 올림픽 운동의 단합으로 귀결되기 때문인 것임)

 

G.  “In the end, it is about the true universality of your competition and in particular it is about the universality of your World Championships in the truest sense of the word.” (결국 여러분이 치르고 있는 종목별 경기대회의 보편타당성과 특히 세계선수권대회라는 단어의 진정한 의미에서의 보편타당성이 함축되어 있다라는 사실이 이를 여실히 보여주고 있는 것임)

지금까지 IOC의 권고안에 따라 적용하고 있는 국제연맹들로는(1)archery, (2)canoeing, (3) cycling, (4)fencing, (5)golf, (6)judo, (7)modern pentathlon, (8)shooting, (9)skateboarding, (10)table tennis, (11)taekwondo, (12)triathlon 및 (13)wrestling 등 13개 국제연맹들인 반면 (1)athletics, (2)badminton, (3)equestrian(승마), (4)sport climbing 및 (5)surfing 등 5개 국제연맹들은 자신들의 입장을 완화하기를 거부하고(refused to ease their stance) 있는 상황입니다

 

 

지금 현재 열리고 있는 아제르바이잔 Baku 개최 세계태권도선수권대회에는 러시아와 벨라루스 선수들이 중립선수자격으로 출전하고 있는 상황이며 이전에 카타르 Doha개최 세계유도선수권대회에도 이와 같이 출전한 바 있다고 합니다.

 

우크라이나 선수들은 러시아와 벨라루스선수들이 참가하도록 허용 결정을 내린 두 대회에 모두 보이콧하였다고 합니다.

 

Bach IOC위원장은 러시아와 벨라루스에 대하여 “국제스포츠공동체의 압도적 다수가 IOC의 중도적 접근방식” 지지 사실("overwhelming majority" of the international sporting community backed the IOC’s "middle ground approach" to Russia and Belarus)을 주장하였다고 합니다.

 

그는 G7지도자들의 최근 히로시마 개최 정상회담에서의 최근 성명서에서 우크라이나 전쟁에 대하여 IOC입장을 옹호한 사실을 집중 조명하기도 하였다고 합니다.

 

G7국가이면서 향후 올림픽 개최국들인 프랑스(Paris 2024)-이태리(Milan Cortina 2026)-미국(LA2028)은 물론 영국-캐나다-독일-일본 및 유럽연합은 “러시아와 벨라루스 선수들이 자신들의 국가를 대표하여 등장하지 않도록 하는 것을 확고히 하여야 하고 공명정대한 스포츠 경기 개최에 집중”(focused on fair sporting competition as well as on ensuring that Russian and Belarusian athletes are in no way appearing as representatives of their states)하는 것으로 발표된 바 있다고 합니다.

 

이와 관련하여 Bach IOC위원장은 “이것이 정확히 우리의 입장임”(This is exactly our position) “이것이 스포츠의 자율성을 수호하는 우리의 입장임”(This is our position defending the autonomy of sport) “이것이 국제스포츠경기대회에 러시아와 벨라루스 여권을 소지한 선수들의 중립성을 확고히 하기 위하여 확립한 이러한 권고안을 제시한 우리의 입장임” (This is our position to establish these recommendations to ensure the neutrality of athletes with a Russian or Belarusian passport in international competitions.) “이러한 선언문은 우리에게 또 하나의 강력한 토대를 마련해 주는 것으로 따라서 우리가 평화로운 스포츠경기대회 안에서 전세계를 진정으로 단합시키고자 하는 우리의 사명이 결집되는 이러한 강력한 토대를 바탕으로 함께 합심하도록 해 주는 것임”(This declaration gives us another strong foundation so let us stand together on this strong foundation united in our mission to truly unify the entire world in peaceful competition.)이라고 덧붙였다고 합니다.

러시아와 벨라루스의 내년 Paris2024올림픽 참가에 대한 결정은 IOC가 아직 내리고 있지 않은 상태(yet to be made by the IOC )입니다.

 

 

Francesco Ricci Bitti ASOIF 회장은 ASOIF총회에서 Paris2024올림픽관련 사항이 아직 회부되지 않고 있는 이유에 대하여 언급하면서(addressed the reason why a call had yet to be made on Paris 2024) “본인 견해로는 앞으로 뭔가 현장에서 벌어져 변화될 수 있는 상황이 생길지도 모른다는 희망에서 Paris2024올림픽에 대한 최종 결정이 연기되어 오고 있는 것임”(In my opinion, it is clear that the final decision on the Paris 2024 Olympics has been postponed by the IOC in the hope that something will change on the field) “우리는 향후 몇 개월 내에 또는 어떤 특정 기한 내에 상황이 변화되기를 희망하고 있으며 그때 훨씬 더 나아진 입장에서 IOC도 2024년 올림픽에 대하여 최종적인 결정을 내릴 수 있음”(We hope that within the next months or a certain period of time the situation will change and the IOC may then be in a much better position to make a final decision about the 2024 Olympics.)이라고 전망하였다고 합니다.

 

ASOIF총회에서는 이사회 이사진선출이 있었는데 국제승마연맹(FEI: International Equestrian Federation0회장인 Ingmar De Vos와 국제체조연맹(FIG: International Gymnastics Federation)회장인 Morinari Watanabe 두 명이 재선에 성공하였다고 합니다

 

Marisol Casado(스페인) 세계트라이애슬론(World Triathlon)회장은 자신의 3번째이자 마지막 임기를 종료하였으며 스웨덴 출신 Petra Sörling 국제탁구연맹(ITTF: International Table Tennis Federation)회장이 단독출마 및 선출된 후(after being elected unopposed by members) Casado대신 그 자리를 차지하였다고 합니다.
