[청각장애인 스포츠위기심화 50개 회원국 신임 ICSD회장 임명반대 "소리 없는 함성"배경 스케치]

 

 

최근 한 외신 기사제목은 “청각장애인 스포츠위기 심화-50개회원국 ICSD신임회장 임명 반대하다”(Deaf sports crisis deepens after almost 50 countries oppose appointment of new ICSD President)였습니다.

 

 

 

 

 

국제청각장애인 스포츠위원회(ICSD: International Committee of Sports for the Deaf)를 둘러싼 위험수위(crisis levels)가 46개 회원국이 IOC에게 ICSD집행위원회에 의해 자행된 “용납할 수 없는 쿠데타”(unacceptable coup)라고 묘사하며 IOC의 개입을 요구한 후 8월1일 현재 격렬해지는 양상을 보여주고 있다(intensified)고 합니다.

 

이러한 사태는 ICSD집행위원회가 회원국의 폭 넓은 협의 없이 독단으로(in a decision made without consultation with the wider membership) 7월 말 향후 3년 임기의 ICSD회장으로 호주출신 Rebecca Adam을 임명 결정한 후부터 발생하였다고 합니다.

 

 

 

 

4개 지역 총연맹소속 46개국 그룹은 공동체를 위한 중차대한 국면에서(at a "critical juncture" for the community) IOC사무처 및 윤리위원회가 ICSD자체 헌장을 지지해 주는 쪽으로 개입 및 중재해 줄 것을 호소하였다(appealed to the IOC administration and Ethics Commission to intervene in "supporting the ICSD's own constitution")고 합니다

 

 

논란의 발단은 2018년 5월 ICSD회장인 러시아의 Valery Rukhledev가 체포되고 2개월 간이나 가택연금 상태였던(arrested and placed under house arrest for two months in his home country of Russia) 상황에서 증폭되었다(Controversy escalated)고 합니다.

 

 

Valery Rukhledev(70세)는 1969~1977(8년)사이 당시 소련대표로 청각장애인올림픽(Deaflympics) 6관왕(a six-time champion)이었으며 2013년 이래로 그레코 로망 및 자유형 레슬링 세계연맹회장 직을 맡아 왔었는데, 모스크바소재 러시아 청각장애인 협회로부터 US$803,800불(약 8,200만원)을 횡령한 혐의로 러시아 범죄규정 하에 기소되었다(charged under the Russian Criminal Code and accused of embezzling over RUB50 million (£604,000/$803,800/€690,000) from the All-Russian Society of the Deaf in Moscow)고 합니다.

 

 

7월30일 Kang Chen 회장대행이 주재한 Yerevan개최 집행위원회 회의 후 이와 관련한 ICSD성명서에서 Valery Rukhledev회장이 5년 간의 충실한 의무를 마치고 즉시실행발효의 중대한 결정을 내렸다(took the "serious decision to retire with immediate effect" after "five years of faithful duty")고 밝힌 것으로 알려졌습니다

다음은 계속되는 성명서 내용입니다:

 

A.  "The ICSD Executive Board wishes to thank Dr. Rukhledev for taking this step and hopes that all matters against him will be resolved in his favour." (ICSD집행위원회는 Rukhledev회장이 이러한 수순을 밟은 것에 대해 감사하고 싶으며 전임회장에 반하는 모든 사안들은 동인에게 유리하도록 해결방안을 마련할 것임)

 

B.  "Following the statement of Dr. Rukhledev, there was a unanimous decision by the ICSD Executive Board members to appoint Mrs. Rebecca Adam as the new ICSD President from the August 1, 2018 until the next ICSD Congress scheduled for 2021." (Rukhledev회장의 성명서 취지에 따라 ICSD집행위원회위원들은 Mrs. Rebecca Adam을 2018년 8월1일부터 2021년 예정된 차기 ICSD총회시까지 신임 ICSD회장으로 임명할 것을 만장일치로 의결하였음)

 

 

ICSD집행위원회는 이러한 결정이 깨끗한 길이 이어지도록 길을 마련해 주는 것으로 그들의 임무이며 동시에 국제사회에서 신뢰도를 회복하는 것(their duty to "provide a clear path to follow and to regain the confidence of the international community")이라고 덧붙였다고 합니다.

 

 

이러한 성명서 내용은 폭 넓은 회원국들로부터 격렬한 반발을 촉발하였는데(prompted a fierce reaction from the wider membership) 그들은 가능한 조속한 시일 내에 임시총회를 열라는 요구가 빗발치는 결과를 불러 온 것(with calls intensifying for an Extraordinary Congress to be held as soon as possible)이라고 합니다

 

 

현재 직면하고 있는 다른 문제제기로는 2019년 동계청각장애인올림픽 개최지 미확인을 포함하고 있는데(Other problems currently being faced including a failure to confirm hosts for next year's Winter Deaflympics) 현재로서는 2019년 12월 이태리 북부지방에서 열릴 것으로 예상되고 있으며 2021년에는 하계청각장애인올림픽이 다가 오고 있다(currently expected to take place in northern Italy in December 2019 - and the 2021 summer edition)고 합니다.

 

 

다음은 항의를 주도하고 있는 인물로 알려진 Frouke van Winsum 네덜란드 청각장애인 스포츠연맹(The Netherlands Deaf Sport Federation)회장의 발언내용입니다:

 

A.  "We remain hopeful of resolving issues like financial and anti-doping irregularities, the absence of hosts for the Deaflympics and the continued lack of support for deaf athletes in many countries, but for this to happen the ICSD has to show partners that it can be trusted to follow the rules," (우리는 재정 및 반 도핑 불법행위, 청각장애인올림픽개최지 결정부재 및 많은 나라에서 청각장애인선수들에 대한 지속적 지원부족 등과 같은 현안들을 해결하기를 희망하고 있지만, 이러한 상황이 일어난 것에 대하여 ICSD는 규칙을 준수할 수 있도록 신뢰할만한 파트너가 누구인지 밝혀야 할 것임)

 

B.  "For the ICSD Board to continue to overlook the demands of its members, the needs of its athletes, the trust of its partners and the clear message of the IOC are simply unacceptable. (ICSD집행위원회가 회원국들의 요구와 회원국 소속선수들의 필요사항들과 파트너에 대한 신뢰 및 IOC의 명백한 메시지를 계속 간과하고 있는 것은 용납할 수 없는 것임)

 

C.  "Far more countries than are required by the ICSD constitution have already called for an Extraordinary Congress. (ICSD헌장 상에 요구되는 정족수보다 훨씬 더 많은 회원국들이 ICSD임시총회개최를 이미 요구해 온 바 있음)

 

D.  "I have no doubt we will prevail because those are the rules of our organisation. (나는 이러한 내용들이 우리조직의 규칙이기 때문에 우리가 우세하게 판을 펼쳐 나갈 것에 추호의 의심도 없음)

 

E.  "It is deeply unfortunate that it seems the ICSD's Executive Board deny its commitments to these rules in an attempt to hold on to power, and for us to have to ask the IOC to intervene." (ICSD집행위원회가 집권시도에서 이러한 규칙 준수를 부인하고 있는 듯한 것과 우리가 IOC로 하여금 개입하도록 요구할 수 밖에 없도록 만드는 이러한 상황은 심히 불행한 일임)

 

 

ICSD규칙에 따르면 2개 지역총연맹으로부터 소속회원국 최소 38개국이 임시총회 개최 요구에 필요한 정족수(a minimum of 38 countries from two regional Confederations is required for an Extraordinary Congress to be held)라고 합니다.

지금까지 2017년 하계청각장애인올림픽(Summer Deaflympics) 대회 다음 최상위성적거양국가들(top nations)은 비판세력에 가담하고 있지 않다(none of the top nations have so far joined the critics)고 합니다:

보도자료에 인용된 ICSD집행위원회에 반대하는 다른 인물들로는 포르투갈 청각장애인 스포츠 연맹 회장 Susanna Lourenco, ICSD선수위원장인 호주의 Dean Barton-Smith 등이 있다고 합니다.

 

 

Lourenco는 대회 개최지 결정 실패를 집중 조명하였으며(highlighted the failure to find hosts for events) 청각장애인올림픽의 미래의 확실성 부재에 대하여 비판하였다(criticised the absence of certainty on the future of the Deaflympics)고 합니다.

 

 

Barton-Smith는 “권력에 매달리는 것이 집착하고 있는 수치스러운 집행위원회”(the "disgraceful Executive Board that is focused...on clinging to power")를 공격하였으며, ICSD조직이 청각장애인 스포츠를 전 세계적으로 재 시동하고 회복할 수 있도록 적재적소에 지배구조 조정능력과 올바른 경륜을 가진 사람들로서 새롭게 일신할 것(organisation to "start afresh, with the right people, with the right governance skills and the right experience to reboot and restore deaf sport globally")을 요구하였다고 합니다.

 

 

IOC집행위원회는 지난 7월 Rukhledev회장의 계속되는 횡령혐의 때문에 ICSD로 가는 모든 지불 금을 유보한다고 발표한 바(withholding all payments to the ICSD because of the continuing allegations of embezzlement against Rukhledev) 있다고 합니다

 

IOC와 ICSD대표들은 오는 9월12일 만날 예정이라고 합니다

 

오는 9월 회동은 지난 2016년 두 기구 간에 양해각서 체결 이후 만남이 될 것이라고 합니다(It followed the signing of a Memorandum of Understanding between the two bodies in 2016).
