Bach IOC위원장은 Paris2024올림픽폐회식 전날(8월10일) 속개된 제142차 IOC총회 후반부 회의에서 새로 선출된 4명의 선수IOC위원 선출과 더불어 IOC위원장 임기연장요청을 수락하지 않겠으며 자신의 임기를 예정대로 2025년 6월24일 차기IOC위원장에게 위원장 직을 인수 인계하겠다(would not accept any extension of his term and would conclude his term in June 2025)고 공언한 바 있습니다.

8월12일(월) IOC는 오는 2025년 3월18일~21일 그리스 Olympia개최 제143차 IOC총회기간 중 실시예정인 차기IOC위원장선거를위한 제반 규정을 IOC윤리위원회 규정을 근간으로 발표하였다고 합니다.
핵심 내용은 다음과 같습니다:
1)“The IOC Members must declare their intention to be a candidate in a letter to the IOC President by no later than 15 September 2024. (IOC위원들은 2024년9월15일까지 IOC위원장에게 차기위원장후보의향을 선언하여야 함)
2)“The candidature campaign will start on the date decided by the IOC Executive Board, that is to say on 16 September 2024.(위원장 후보캠페인은 IOC집행위원회가 결정한 날에 시작될 것인바 2024년 9월16일부터 시작됨)
3)“On 16 September 2024, the IOC will publish a press release to officially announce the names of the candidates running for the IOC presidency. This list will include information on each candidate’s IOC membership status, as well as any other positions held in the Olympic Movement. (2024년 9월16일, IOC는 차기 IOC위원장 참여 후보자 명단을 보도자료를 통하여 공식적으로 발표할 것임. 이 리스트는 각 후보자 IOC위원들의 올림픽운동계에서 맡고 있는 다른 직위는 물론 IOC위원 지위에 대한 정보가 포함될 것임)
4)“This text will be shared with all the candidates shortly ahead of publication.” (이 텍스트는 발행되기 바로 직전에 모든 후보자들과 공유될 것임)
자, 이제 IOC의 공식입장이 발표되었으니 차기 IOC위원장의 신상정보공개는 한 달도 남지 않았습니다.
IOC의 지침 사항(IOC’s directives)은 선거캠페인에서 “해야 할 것(the do’s)과 “하지 말아야 할 것”(don’ts)에 구체적으로 초점을 맞추고 있는데 다음과 같은 사항이 포함됩니다:
● “The promotion of a candidature shall be conducted with dignity and moderation, and shall be done exclusively by the candidate.” (후보자 홍보는 품위와 절제로 행해져야 하며 후보자가 독자적으로 실시해야 함)
● “The promotion of a candidature for the IOC presidency shall exclude any form of advertisement (including but not limited to a paid advert in any type of media, regardless of the person/entity financing the advert).” (IOC위원장후보를위한 홍보는 어떤 형태든 광고 행위는 배제되어야 함<광고행위에 따른 지불자금출처가 개인이든 단체든 상관 없이 어떤 종류든 미디어형태로 돈을 지급하는 광고행위 하는 것을 포함 및 그 범주 이외도 불가함>
● “Any type of promotion undertaken by the candidate shall respect the other candidates and shall in no way be prejudicial to any other candidate, in particular by avoiding comparisons.” (후보자가 착수하는 어떠한 형태도 타 후보를 존중해야 하며 특히 비교 행위를 탈피하되 다른 후보자에 대하여 어떤 방식이라도 편견 적이 되어서는 안됨)
● “The use of a communications agency shall be limited to the production of the Candidature Document.” (소통업체이용의 경우 후보자문건제작에 한함)
따라서 이러한 지침의 목표는 스포츠 업계에서 영향력이 강력한 PR업체이용을 제한하자는 것(to limit the use of high-powered public relations firms)이며 다음에는 더 많은 제약조건(more restrictions)을 달고 있습니다:
● Limits on visits: “The candidates shall limit the number of their personal trips related to the election campaign, in order to avoid excessive expenditure, which could be a factor of inequality amongst them. (후보자들은 후보자들 간에 불공평 요인이 될 수 있는 과도한 지출을 피하기 위해 선거 캠페인과 관련된 개인적 여행 횟수를 제한하여야 함.)
“The candidates are encouraged to contact their fellow IOC Members via virtual means.” (후보자들은 가급적 온라인수단을 통하여 동료 IOC위원들과 접촉할 것을 권고하는 바임)
“The cost of any such trips shall be at the candidate’s personal expense. The CECO must be notified of any trip planned in relation to the promotion of a candidature 10 days beforehand, so that it can be formally registered in advance.” (그러한 개인 여행비용을 후보자의 개인비용으로 충당하여야 함. 후보자 홍보관련으로 계획된 그 어떤 여행도 여행 10일전에 IOC윤리위에 통보됨으로 그러한 여행계획이 사전에 공식적으로 등록되어야 함)
● Ban on public rallies(공식집회금지):
“No public meeting or gathering of any kind may be organised in the framework of promoting a candidature.” (어떤 종류의 공공미팅이나 모임도 후보출마홍보의 틀에서는 조직될 수 없음)
이것은 예를 들어 대륙 별NOC연합회 중 아시아올림픽평의회(OCA)집행위원회기간 중 OCA를 축하한다는 미명하에(under the guise of saluting the Olympic Council of Asia during an OCA Executive Board meeting <or any other confederation>)해당 IOC위원들에게 오찬 또는 만찬 행사를 배제할 수도 있는 것입니다.

● Ban on funding(자금이나 기금 관련 금지조항):
“No assistance, whether financial, material or in kind, be it direct or indirect, shall be given to candidates by an IOC Member or by any other person or entity. (직간접적으로 재정적이든 물질적이든 어떤 종류든 동료 IOC위원이나 혹은 다른 부류의 개인이나 단체에 의한 지원도 모두 금지됨)
“If such assistance is proposed, the candidate concerned has a duty to refuse it and to inform the CECO [IOC Ethics Commission].” (만일 그러한 지원 제안이 들어올 경우, 관련 후보는 지체 없이 거절하고 IOC윤리위원회에 알려야 함)
● Ban on gifts(선물 금지)
“Candidates shall not, under any circumstances and under any pretext, give presents, offer donations or grant advantages of any nature or value to any IOC Member or any other person or entity. (어떤 상황이나 어떤 구실로도 후보자들은 그 어떤 성격이나 어떤 가치의 기부행위나 이익을 어떤 IOC위원이아 다른 사람이나 단체에 주어서는 안됨
*under any pretext: 어떤 핑계나 구실로
“The candidates shall not invite IOC Members to any event organised by their NOC or IF, any other person or entity, or the national embassies of their country. If such an invitation is received, the invited person has a duty to refuse it and to inform the CECO.” (후보자들은 자국 NOC나 국제연맹이 조직하는 어떤 이벤트에도 IOC위원들을 초대해서는 안됨. 만일 그러한 초대장을 받을 경우, 초대된 사람들은 그것을 거절하고 IOC윤리위에 고지할 의무가 있음)
● Ban on promises (약속 금지):
“Candidates shall not make any promise or commit to any undertaking, whatever the timing of the action promised, for the direct or indirect benefit of an IOC Member, group of IOC Members, organisation, region or partner. (후보자들은 IOC위원, IOC위원그룹, 조직, 지역 또는 파트너에 직간접적으로 혜택이되도록 약속된 행위의 타이밍을 불문하고 어떤 사업에 대하여서도 약속이나 공약을 해서는 안됨)
“Any such promise or undertaking would be perceived as an attempt to adversely affect the integrity of the institution.” (그러한 약속이나 사업은 그 어떤 것이라도 기관의 청렴도에 악영향을 끼치는 시도로 감지될 수 있음)
*adversely: 불리하게. 반대로
더 나아가 토론 행위도 허용되지 아니하지만(no debates are allowed), Lausanne에서 2025년 1월20~24일 사이에 IOC위원들을 대상으로 하는 프레젠테이션은 허용될 것이라고 합니다.
상기 규정을 살펴보면 매우 폐쇄된 과정이라고 볼 수 있겠습니다.
지금 IOC위원장 후보예상자들을 예견하는 것은 너무 이르지만 그래도 Bach IOC위원장이 선택한 개별 IOC위원들로 중요도가 높은 자리에 배치된 명백한 후보자들은 다음과 같이 손 꼽을 수는 있겠습니다.

세계육상(World Athletics )회장Sebastian Coe (GBR영국)은 미미 공공연하게 IOC위원장 직에 관심을 시사(publicly indicated his interest in the position)하였지만 국제연맹회장으로IOC위원장에 도전하는 유일한 국제연맹회장출신 후보로 상류를 향해 거슬러 올라갈 것(swimming upstream, as only one IOC President has previously been an International Federation chief)이라고 합니다.
하지만 과거 육상연맹출신으로 Sigfrid Edstrom(스웨덴) IOC위원장(1942~52)은 제2차 세계대전기간 동안 중립국(neutral country)이라는 부분적인 이점 때문에 선택된 케이스가 있다고 합니다
* swimming upstream: 상류로 거슬러 유영하는 것
떠오르는 중진(a rising executive)으로 국제승마연맹(FEI: Federation Equestre Internationale)회장으로 2017년에 IOC위원으로 선출된 Ingmar De Vos (BEL/벨기에) 겸 하계올림픽국제연맹연합회(ASOIF: Association of Summer Olympic International Federations)회장 차기 내정자도 과소평가할 수 없다(not to be underestimated)고 합니다.
그는 파리올림픽개막 전 열린 제142차 IOC총회 전반부회의석상에서 2019년 발의된 Rodchenkov도핑방지법에 대하여 불평하는데 동원된 발언자(designated speaker to complain about the Rodchenkov Anti-Doping Act of 2019)였다고 합니다
물론 그밖에 IOC위원장후보 물망에 오를 가능성을 가진 IOC위원들이 더 많을 수 있습니다. 그 명단은 9월16일에 공개될 것입니다.
*분석:
1) IOC위원장 후보자들이 선거로비목적 동료IOC위원 방문 여행에 대하여 10일 전까지 IOC에 신고하라고 했는데 9월16일부터 시작되는 공식선거캠페인규정 적용을 피하려면 벌써 오래전부터 시작한 잠재 후보도 있을 것이며 지금부터 9월15일까지 근 한 달간 IOC위원장선거로비 목적의 여행을 조기에 실행 할 수 있어서 자금력이 풍부하거나 직위를 이용하여 공식출장여행을 할 수 있는 후보에게 유리할 수 있음.
2) 또한, 9월16일 선거홍보개시 전에 여러 명의 동료 IOC위원들을 모임에 수시로 그룹별로 명분을 내건 행사에 초대하여 사전선거로비활동을 할 수 있는 여지가 허용됨
3) 선거는 총성 없는 전쟁이라 교묘하고 은밀하게 진행되는 편법 행위는 근절하거나 통제할 수 없는 것이 작금의 실정임.
4) 따라서 보다 현실적이고 통제 가능한 규정으로 보완하여야 바람직할 것임
5) 특히 중요한 것은 아무리 뛰어난 후보자라도 최소 8년 IOC위원장 첫 임기를 채우기 위한 잔여 IOC위원 임기(연령제한 70세 해당자)도 중요변수로 후보자격여부의 잣대가 될 수도 있는 개연성이 확실히 있음
