[지구촌 선수(Global Athlete) 단체, 중국수영선수들 건으로 WADA에 대한 공개 서한]
금지약물 성분인 trimetazidine 검사결과 양성으로 판정된 이후에 조차 Tokyo2020/2021올림픽출전이 허용됨으로 세계스포츠계에 논란의 대상이 되어온 23명의 중국수영선수들이 연루되어오고 있는 관점에서 ‘글로벌 선수’(Global Athlete)란 단체가 세계도핑방지기구(WADA)에 공개서한을 보내서 WADA조직에 대한 불신을 언급하면서(stating their mistrust in the organization)중국선수들의 사례에 대하여 취해진 조사결과와 모든 선수들을 위한 정정당당한 경기장 질서를 확고히 하기 위해 취해진 행동에 대한 투명성을 요구(and requesting transparency on the investigations taken on the swimmers’ case and actions to be taken going forward to ensure a fair playing field for all athletes)하였다고 합니다.
Global Athlete는 Witold Bańka WADA회장 수신으로 발송된 서한을 통해 WADA와 세계수영연맹(World Aquatics)이 보여준 조치 미흡과 투명성 결여9 lack of action and transparency)에 대하여 소리 내어 외치고 있다고 합니다
동 서한은 WADA가 지속적으로 WADA에 반하여 자행한 은폐된 의혹에 대하여 명백히 밝히는 것을 회피해 왔으며(continuously evaded clarifying the cover-up allegations made against the organization) 대신에 책임을 중국 도핑방지기구(CHINADA)로 비껴가게( instead deflecting responsibility to the Chinese Anti-Doping Agency (CHINADA)) 하면서 글로벌 규제 자(global regulator)로써의 WADA자신의 책임을 회피하고9 evading its own accountability as the global regulator) 있다고 구체적으로 적시하고 있으며 누구든 나서서 털어 놓을 만큼 용감한 사람을 겨냥한 법적 위협을 가해 왔다(has made threats of lawsuits aimed at anyone brave enough to speak out )고 합니다.
2024년 6월24일자 아래 내용은 Athlete Group이 Bańka WADA회장에게 보낸 서한을 통하여 선수들의 신뢰회복을 위해 즉각적인 행동에 돌입하고 도핑 은폐의혹이 드러난 이래 회피해온 의문사항에 대하여 대답하라고 요구하고 있다고 합니다.

동 서한에 동조하고 있는 그룹들의 면모를 살펴보면 (1)Athleten Deutschland e.V., (2)Athletics Association, (3)Pentathlon United, (4)Global Athlete 및 (5)BSSF 등인데 그들은 중국수영선수들과 관련한 사안에 검사 기구가 조치를 취해 줄 것과 향후 이러한 사례를 방지하기 위하여 향후 적용할 프로토콜을 장착하도록(for future protocols to be put in place to prevent any future cases) 계속해서 정식으로 요청하고(go on to formally request the testing agency for actions to be taken) 있다고 합니다.
요구사항들 중에는 WADA가 검사결과 양성반응을 보인 23명의 중국수영선수들이 잠정적이라도 자격정지조치를 전혀 받지 않은 이유를 설명하는 CHINADA보고서9 report explaining why the 23 athletes who tested positive were never provisionally suspended)와 WADA와 World Aquatics로 하여금 이러한 사례들에 대하여 어필하지 않기로 결정을 내리도록 한 내부 이메일과 문자교환내용(and the internal email and text exchanges that led WADA and World Aquatics to decide not to appeal these cases)을 배포하여 공개하라는 것이 포함되어 있다고 합니다.
게다가 상기 그룹들은 WADA가 도핑방지투쟁에서의 절차 강화를 위해 중국수영선수들의 사례로부터 배우고 향후 진정으로 독립된 다각적인 징계 조사 팀을 외부 선수 그룹으로부터 승인을 받아 지명할 것(and to appoint a truly independent multi-disciplinary investigation team with the approval and sign-off from external athlete groups)을 요구해 오고 있다고 합니다.
공개서한에는 요청사항등이 스포츠 계 전반에 걸쳐 지배구조 범위 내에서 강력하게 공유되고(the requests are shared strongly across the sporting world and within governments) 있으며 이러한 사례에 대하여 진정한 투명성과 구제방법을 확실히 하기 위하여 선수들, 선수옹호조직과 정부들이 총망라되어 있다(athletes, athlete advocacy organizations and governments are invested in getting true clarity and remedy on this case)고 언급하고 있다고 합니다
WADA라는 기구 하에서 이러한 것이 실패할 경우, 도핑방지대체시스템을 강구하도록 로비활동을 벌여 새롭게 조직하도록 것(Should this fail under WADA, lobbying for an alternative anti-doping system will mount)이라고 엄포를 놓고 있는 것 같습니다.
도핑방지시스템에서 선수들의 믿음과 신뢰가 계속적으로 손상되고 있는 가운데(As athletes’ trust and confidence in the anti-doping system continuously erode) 해당 그룹들은 WADA가 적절한 시간대에 사례에 대하여 적시함으로 WADA조직이 엘리트 경기를 공평하고 깨끗한 시합장이 되는 완전한 요소를 회복하도록 요청하였다(request that WADA address the case in a timely manner and for the organization to restore an integral element of elite competition – an even and clean playing field)고 합니다.
