The Olympic Charter is the codification of the fundamental principles of Olympism, rules and bye-laws adopted by the International Olympic Committee. It governs the organisation, action and operation of the Olympic Movement and sets forth the conditions for the celebration of the Olympic Games.
2019년 IOC총회에서 개정된 향후 올림픽대회 개최지 선출관련 올림픽헌장 개정내용 33조 관련조항입니다.
특히, 기존 후보도시(Host City)개념이 후보지(Host)로 전환되면서 한 개 도시가 아니라 복수의 도시, 지역, 심지어 복수의 나라까지 포괄적으로 지칭한다(“Host” does not necessarily refer to a single city, but can also refer to multiple cities/regions/countries)는 것이 특이합니다.
올림픽헌장 제33조 1항4절에는 “IOC집행위원회는 매회 올림픽대회의 틀(구조), 올림픽개최지선출시기/년도, 해당국 NOC, 공공관할 당국이 준수할 제반 규칙 등을 결정한다”로 되어 있어 기존의 대회 개최 7년 전 개최지 의무선출 시기/년도 조항을 삭제하였습니다.

올림픽헌장 제33조 2항 5절에는 “IOC집행위원회는 미래 올림픽개최지 선별위원회가 제출한 보고내용과 그 어떤 권고사항에 대하여서도 검토할 것이며, 통과될 경우, 관심대상의 단수 개최지 또는 복수 개최지에 대한 보고내용과 권고사항을 특정올림픽대회 개최지선출 IOC총회개회 1개월 전까지 선출지명 IOC총회 투표 부의용으로 제출하여야 함—해당 권고사항내용에 IOC집행위원회는 각 관심대상 개최지의 지속가능 성과 유산을 비롯하여 기회와 위험요소들 평가내용을 포함하여야 함”을 명시하도록 개정되었습니다.
따라서 올림픽개최도시 선출시기가 기존 7년전이라는 문구가 삭제되어 ‘IOC미래올림픽개최지선별위원회’(Future Host Commissions)가 사전 조사, 검토, 검증 후 IOC집행위원회에 보고하고 해당 보고서가 IOC총회에서 검토된 후 IOC가 적절하다고 판단되는 어떤 시점에서든지 해당 지역의 기회와 상황 및 필요성에 따라 강화된 책임성과 탄력적인 시간대 타이밍조정을 통하여 올림픽개최도시를 선출할 수 있도록(More responsible and flexible timing, adjusted to local opportunities, context and needs)업무지침적 핵심원칙(key principles to guide the work)을 마련한 점 또한 특이합니다.
IOC가 신설한 ‘미래 올림픽개최지 선별위원회(Future Host Commission)이 생성하는 정보내용에 근거하여 다음과 같이 업무지침 핵심원칙(Based on input from these Host Commissions, the key principles to guide the work will be)은 다음과 같습니다:
1) 각 올림픽대회 별 특징에 근거한 접근방식구사(An edition-based approach)
2) 해당 상황에 보다 현실적이고 수용성 있는 접근방식구사(A more contextualised approach)
3) 예비 올림픽개최지들 접근에 있어서 보다 선 순환적인 방법모색(A more proactive manner to approach prospective hosts)
4) 예비 올림픽개최지들이 제시한 혁신적인 제안들에 대한 보다 포용적이고 유연한 사고지향(A more open and flexible mind to innovative proposals by prospective hosts)
5) “올림픽개최지”라 함은 단순히 한 개의 도시에만 국한하지 않고 필요에 따라 복수의 도시/복수의 지역/복수의 국가를 지칭할 수 있음을 염두(“Host” does not necessarily refer to a single city, but can also refer to multiple cities/regions/countries)
6) 해당개최후보지에 대한 기회와 상황과 필요성에 적절하도록 보다 책임성 있고 유연한 타이밍 반영(More responsible and flexible timing, adjusted to local opportunities, context and needs)

Election of the host of the Olympic Games* (올림픽대회 개최지 선출)
1.
The election of any host of the Olympic Games is the prerogative of the Session.(올림픽대회 개최지 선출은 IOC총회의 권한임)
2.
The IOC Executive Board determines the procedure to be followed until the election by the Session takes place. (IOC집행위원회는 IOC총회가 개최지 선출 시까지 집행될 제반 절차에 대하여 결정함)
3.
The national government of the country of any candidature must submit to the IOC a
legally binding instrument by which the said government undertakes and guarantees that the country and its public authorities will comply with and respect the Olympic Charter.(올림픽개최후보지 관할 국가정부는 올림픽헌장준수실행 법적 구속력 구비한 보장문서 등을IOC에 제출하여야 함)
4.
The election of the host of the Olympic Games takes place in a country having no candidature for the organisation of the Olympic Games concerned. (개최지결정장소는 올림픽개최후보지가 없는 나라에서 실시)

Candidature Procedure to host Olympic Games:(올림픽개최지 후보 관련 절차)

Any candidature to host the Olympic Games requires the approval of the NOC of the country concerned. (올림픽개최지 후보는 해당국 NOC승인 필요)
1.2
Should there be several potential candidatures in the same country for the same
Olympic Games, only one candidature may apply, as decided by the NOC of the
country concerned.(해당국 내 동일한 올림픽에 대하여 복수의 잠재적 후보지가 산재할 경우, 해당국 NOC결정대로 단 한 건의 통일된 후보지만 신청이 허용됨)

The NOC of the country concerned shall supervise and be jointly responsible for the candidature-related actions and conduct of the public authorities of its country and other parties involved in the candidature to host the Olympic Games.(해당국 NOC는 올림픽개최후보지 관련 행위와 공공당국의 행동에 대해 감독하고 책임짐)

As part of the procedure referred to in Rule 33.2, the IOC Executive Board will
determine the framework for each Games edition, the timing of the election of the host of the Olympic Games, as well as the rules to be followed by the NOC of the country concerned, its public authorities and other parties involved in the candidature. The IOC Executive Board shall further determine the guarantees and other commitments to be provided in support of a candidature to ensure that the
organisation, financing and staging of the Olympic Games respect the Olympic

Future Host Commissions:
2.1
The President appoints two Future Host Commissions to explore, create and
oversee interest in future Olympic Games following an edition-based approach:
one for Games of the Olympiad and the other for Olympic Winter Games.
2.2
The Future Host Commissions shall each include IOC members who are not
members of the IOC Executive Board, as well as representatives of the IFs, NOCs,
IOC Athletes’ Commission and International Paralympic Committee (“IPC”). No
member of a Future Host Commission shall be a national of a country of an
interested host.
2.3
All regulations and procedures of the Future Host Commissions shall be adopted by the IOC Executive Board and shall enable the commission members to fulfil their mission in a flexible, pro-active and contextualised manner, taking into account geographic, strategic, technological, economic and societal developments and opportunities. These may include the framework and timing of elections by the
Session of any candidature of a particular edition of the Olympic Games.
2.4
The Future Host Commissions shall report to the IOC Executive Board on all those interested in hosting the Olympic Games.
2.5
The IOC Executive Board shall study the reports and any recommendations of the
Future Host Commissions and, if endorsed, submit a report and recommendations
of any interested host or hosts to be submitted to the vote by the Session for election, not later than one month before the opening date of the Session to elect the host of the particular edition of the Olympic Games. In its recommendations, the IOC Executive Board shall include its assessment of the opportunities and risks of each interested host, as well as of sustainability and legacy. Election of the host of the Olympic Games(올림픽개최지 선출)
The election of the host takes place after the Session has considered the report
and any recommendations and assessment mentioned in BLR 33.2.5.(IOC총회는 해당보고서와 33조 부칙 2.5항에 명시된 권고사항과 평가사항들을 고려/참작한 후 개최지 선출에 임함)
