[2022년 제139차 IOC총회(5월20일) 주요내용 및 Highlights]
5월20일 Online으로 진행된 제139차 IOC총회에서는 여러 가지 이슈가 논의 되었습니다.
Bach IOC위원장은 특히 UN올림픽휴전 결의안이 러시아의 일방적인 우크라이나 침공으로 위반된 것에 대하여 공개적으로 규탄하며 러시아에 대한 포문을 열었지만 러시아 선수들과 임원들이 자국의 침공 행위 후 자칫 많은 국가들로부터 파생된 反 러시아, 反 벨라루스 정서로 인해 안전이 보장받지 못할 까봐 취한 불가피한 출전 금지 조치였음을 설명하였습니다.
“우리는 러시아가 우크라이나를 침공하는 날 노골적인 위반애대하여 규탄하는 바임-우리는 전쟁에 책임이 있는 러시아와 벨라루스 국가와 정부에 대하여 제재조치를 단행하였음-그러한 조치로 러시아와 벨라루스에서 국제스포츠행사가 개최되지 못하도록 권고하였음: 그 일환으로 두 나라 심볼 표기를 금하였고 사상초유의 조치로 러시아 대통령(Putin)과 부총리(Dmitry Chernyshenko)에게 수여되었던 올림픽훈장까지 철회하도록 하였음”(We condemned the blatant violation of the Olympic Truce on the day of the invasion. We sanctioned the Russian and Belarusian states and governments that are responsible for this war. We did so by recommending that no international sporting events be held in Russia and Belarus; by not allowing national symbols to be displayed; and even for the first time in our history by withdrwing Olympic Orders that had been awarded to the President and the Deputy Prime Minister of the Russian Federation)
“동시에, 우리는 국제스포츠경기를 온전하게 보존하기 위해 방어적 조치를 취해야만 했음-이를 위하여 우리는 러시아와 벨라루스 선수, 임원들이 국제경기에 참가하는 것을 불허하거나 최소한 그들 국가 식별 표식을 금지 것을 권고하였음”(At the same time, we also had to take protective measures to ensure the integrity of international competitions. For this we had to recommend not to allow Russian and Belarusian athletes and officials to take part in international competitions, or to at least prohibit any identification of their nationality)

The safety of the Russian and Belarusian athletes and officials could not be guaranteed because of the deep anti-Russian and anti-Belarusian feelings in so many countries following the invasion) “우리는 각국 장부들이 어떤 국제대회에 누가 참가하기를 원하는지를 결정하는 것이 자명하기 때문에 신속한 조치를 취해야 했음-이것은 국제대회 개최국 정부 뿐만이 아님-러시아와 벨라루스 선수들이 출전하는 국제대회에 자국 선수들의 참가를 금지하는 정부들도 있음-그러한 국제대회에 자국 선수들이 출전할 경우 기금지원철회로 위협하는 정부들도 있음-그러한 대회에 선수를 출전시키는 국가올림픽위원회나 종목별경기단체에 대한 대중적이고 정치적인 압력을 행사하는 정부들도 있음”(We had to move quickly because it was evident that governments wanted to decide who can take part in which international competitions. This is true not only for governments of host countries of such competitions. There are governments who prohibit athletes from their country to take part in any competition with Russian or Belarusian athletes. There are governments who are threatening to withdraw funding from any athlete who would participate in such a competition. There are governments who are putting public and political pressure on National Olympic Committees and national sports federations) “우리는 끝자락에서부터 이러한 상황을 지속적으로 고려해야 했음-오늘은 러시아와 벨라루스지만 우리가 행동에 옮기지 않는다면 내일은 A라는 국가 정부가 B라는 국가출신 선수들이 A국가 주최 국제대회에 출전하는 것을 탐탁치 않게 여기게 될 것임-또는 C라는 정부가 D라는 국가출신 선수들과 경기를 갖지 못하도록 요구하는 경우 등등이 생길 수 있음”(We had to and continue to have to consider this situation from the end. Today it is Russia and Belarus, but if we do not act, tomorrow it will be the government from country A not wanting athletes from country B to participate. Or government C demanding its athletes not to compete against athletes from country D and so on and so forth) “이것은 우리가 기초하고 있는 모든 원칙들에 반하는 상황이 되는 것임-만일 국제대회 참가여부를 결정하는 것이 정치인들 손에 달려 있다면, 그때는 우리가 추구하고 있는 비 차별 정책을 기조로 하는 글로벌 시스템이 무너지는 것임-이것은 스포츠의 전면 정치화를 의미하게 되는 것임-이것은 스포츠와 선수들이 정치적 제재 시스템의 단순한 도구로 전락하게 되는 것을 의미하게 될 것임(This would be a situation that is contrary to all the principles we are based on. If it is in the hands of politicians to decide who can take part in which competition, then the nondiscriminatory foundation of our global sports system is gone. This would be the full politicisation of sport. This would mean that sport and the athletes would become just a tool of the political sanctions system) “왜 우리가 취한 제재조치가 해당 정부와 해당국 표식에만 국한되고 러시아올림픽공동체 모든 멤버들에게 확대되고 있는 않을까요” (Why are our sanctions limited to the government and national symbols and not extended to all members of the Russian Olympic community?) “대답은 다음과 같음: 국제사법규칙에 따르면 제재조치라는 것은 어떤 사안에 책임소재가 있는 당사자들에게만 부과될 수 있고 부과되어야 한다는 것임-이번 전쟁은 러시아 국민, 러시아 선수, 러시아올림픽위원회 또는 러시아 IOC위원들이 일으킨 것이 아님”(The answer is: according to international rule of law, sanctions can and should only be imposed on those who are responsible for something. This war has not been started by the Russian people, the Russian athletes, the Russian Olympic Committee or the IOC Members in Russia) “우리가 그러한 법 규칙을 위반한 전례가 어디로 향하는 지를 상상해 봅시다-모든 개개인, 모든 선수, 모든 스포츠 임원, 모든 스포츠 기구가 해당국 정부의 그 어떠한 불법적이고 정치적인 행위로 인해 모두 처벌대상이 될 수 밖에 없을 것임”(Imagine where the precedent of such a breach of the rule of law by us would lead to. Every individual, every athlete, every sports official, every sports organisation would have to be punished for any illegitimate political action of their governments) “같은 붓으로 모든 사람을 똑같이 색칠한다면 정의는 없는 것임-이것은 제재조치가 그들 국가를 겨냥한 거대한 음모의 일부라고 주장하는 사람들의 선전도구로 전락할 것이기 때문에 오히려 비생산적이고 역효과를 불러오게 될 것임”(There is no justice if you paint everyone with the same brush. This would even be counterproductive because it would play into the propaganda of those who are claiming that sanctions are just a part of a wider conspiracy directed against their country) “그런데 말입니다. 우리의 접근방식은 그들이 취하는 제재조치와 연관 지으면 이러한 법 규칙에 규제를 받는 정부들과 맥락을 같이 하고 있음-또한 그들이 소지하고 있는 단지 그 여권 때문에 개인들에게 직접 관련이 없는 부당한 제재를 가할 수 없는 것임”(By the way, our approach is in line with the governments who are also bound by this rule of law when it comes to their sanctioning measures. Also they cannot sanction individuals only because of the passport they hold) “그러므로, 우리는 해당 사람들의 발언이나 행동을 가지고 이번 전쟁을 지지하고 있는 사람들이 누구인지 면밀히 모니터링하고 있으며 그에 맞춰 필요한 조치 결과 적용여부를 이끌어 내어 왔고 그리할 것임”(Therefore, we are monitoring closely who is supporting this war with their statements or actions and have drawn and will draw the necessary consequences) 그것이 바로 러시아와 벨라루스에 대한 Bach IOC위원장의 입장인데 곧 대회출전자격획득 예선 경기가 임박한 가운데 Paris2024 올림픽에 러시아와 벨라루스의 참가 여부에 대한 질문에 대하여 Bach IOC위원장은 “우리는 이 문제에 대하여 단계별로 접근해야 할 것임”(We have to take this step-by-step)이라고 답변하였는데 상황은 향후 벌어질 사태와 이벤트에 달려 있으며 지금으로는 금지 및 제한조치가 이어지고 있는 모양새 입니다. Bach IOC위원장의 연설 가운데 그는 “러시아 정치적 리더십과 우리의 관계는 최근 몇 년간 극적으로 악화일로에 처해 왔음-도핑 스캔들, 사이버공격 및 심지어는 IOC와 올림픽 운동 전반에 걸쳐 관련 인사들에 대한 개 개인적 위협까지 닥쳐오면서 관계가 악화되었음”(During the speech, Bach noted that “our relationship with the Russian political leadership has dramatically deteriorated over the past years. It deteriorated following the doping scandal, cyber-attacks and even personal threats to individuals from the IOC and Olympic Movement)을 주목하며 언급하였습니다. 제139차 총회 종료 후 가진 기자회견에서 여러가지 초미의 관심사(hot topics)에 대하여 다음과 같이 답변하였습니다: 1) 국제복싱협회(IBA)의 최근 회장 선거 소동을 포함한 상황과 관련하여 |
| (1)“우리는 이러한 상황을 주도면밀하게 모니터링하고 있으며 어떻게 이야기 할지 모르겠으나 우리가 그러한 회장선거 전개 상황과 스포츠중재재판소(CAS)에 선거과정 등이 제소되어 있는 사태에 대해 유쾌하게 보고 있지는 않다고 본인은 생각함-이것은 우리가 바람직한 지배구조로 상상하는 것과는 동 떨어지지만 우리는 각각의 사안에 대한 CAS의 판결을 기다려야만 할 것임-이것이 CAS앞에서 처리될 현안이기에 사실에 대하여 입장을 내지는 않고 있으며 우리는 이러한 결정이 곧 내려지고 그리고 나면 좀더 명백하게 실상을 알게 되기를 희망하는 바임”(We are monitoring this very closely, and – how can I say – I think we are not amused to see the circumstances of such an election, and now the election being challenged in [the Court of Arbitration for Sport]. This is not what we imagine as good governance, but we will now have to wait for the respective CAS decision. This is the financial dependency on a state-owned company [Gazprom]; these are other concerns. While we have to also acknowledge that during the Women’s World Championships that we did not get any reports about manipulation of the refereeing and judging system. So all this, then, at the appropriate moment in time has to be taken into account to make the decision) 1) 국제역도연맹(IWF)관련 Bach IOC위원장은 IWF 선거가 아직 미 개최 상황이어서 보고할 내용이 없음을 언급함 2) 근대5종(UIPM)관련 LA2028올림픽에 근대5종의 정식종목 진입과 관련하여, Bach IOC위원장은 “해당종목 국제연맹(UIPM)과의 접촉이 있으며 IOC내 스포츠 국과 근대5종 선수 위원회 간의 직접적인 접촉이 상존하고 있으며 그들의 결정과 계획에 대한 보고서를 기다리고 있는 와중에 있음-그리고 나면 IOC 프로그램위원회가 그 내용을 검토하게 되고 검토 후 권고사항을 IOC집행위원회에 보고할 예정임”(There is contact with the International Federation [UIPM], there is also direct contact between our Sports Department and the Athletes Commission of Modern Pentathlon and, and we are now waiting for their decisions and their plans, and then our Program Commission will look at it and will then come with a recommendation to the IOC Executive Board) 이러한 코멘트는 사실상 PenUnited선수그룹으로선 달갑지 않는 뉴스인데 왜냐하면 Bach IOC위원장이 LA2028올림픽 정식종목에서 근대5종 5개 세부종목 중 승마세종목을 교체할 대체 종목을 권고하는데 편을 들고 있는 제5종목UIPM선수위원회를 참고로 하고 있고 자신들에 대하여서는 거론하고 있지 않기 때문입니다. 3) 중국 여자 테니스스타인 Peng Shuai선수의 Beining2022동계올림픽기간 동안 IOC위원장과의 만남 이후 이뤄질 Lausanne방문을 둘러싼 최근 동향과 관련한 질문에 대하여 (1) “Beijing2022동계올림픽 이후 Peng Shuai와 함께 IOC선수위원회 특히 위원장인 Emma Terho(핀란드)와 노르웨이 Astrid Jacobsen을 포함한 여러 선수 위원들이 상호 접촉 중임-본인이 알기로는 최근 접촉은 2주전에 이루어 졌는데 이것이 Beijing이후 두 번째 또는 세 번째 접촉이며 그녀는 유럽으로 와서 Lausanne를 방문하기를 학수고대하고 있는바 특히 올림픽 박물관을 보고 싶어함-이것이 접촉 결과로 나온 이야기이지만 그때는 아마도 테니스 토너먼트 한 경기 또는 다른 테니스 토너먼트도 관전하게 될 것임”(With Peng Shuai, our Athletes’ Commission and in particular, the Chair, Emma Terho [FIN], there also with other members – Astrid Jacobsen [NOR] and others – they are in contact, also after the Winter Games in Beijing. If I am well informed, then the last contact was about two weeks ago. It was the second or third after Beijing, and she is looking forward to be able to come to Europe and to visit Lausanne, apparently in particular, the Olympic Museum. This is what I have been told from the calls, but then also maybe to watch one or the other tennis tournaments) (2) “하지만 지금 이순간 중국에서는 아주 엄격한 코로나19조치와 방역요구사항에 대하여 시행 중임을 여러분도 알고 있을 것임-따라서 이러한 상황이 어떻게 전개되는지 지켜보아야 할 것이지만 우리가 말했듯이 그녀와의 접촉은 지속되고 있음”(But for this moment in time, you know about the very strict anti-Covid measures in China and about also the quarantine requirements, if ever you can leave at all. So we have to see how this develops, but the contact, we always said, is ongoing) 4) 러시아 여자 피겨선수 Kamila Valieva의 도핑 관련과 Beijing2022동계올림픽 피겨스케이팅 단체 종목 메달수여여부에 다하여 (1) “우리는 이러한 사안에 대하여 WADA 국제검사기구(ITA) 와 연락을 취하고 있는데, WADA와 ITA가 동 사안에 대하여 후속조치를 취하고 있음-따라서 동 사안은 도핑방지당국의 소관사항인데 이들 기구들은 IOC와 별개의 독립단체들이지만 우리는 신속하고 빠른 해결방안을 희망하고 있다고 우리 입장을 명백하게 밝혀 왔으며, 해결책이 나오면 가능한 빠른 시일 내에 메달수여식을 거행할 것임”(We are in contact with the [World Anti-Doping Agency] and the [International Testing Agency] on this, and WADA and ITA are following up on this. This is in the hands of the anti-doping authorities; this is independent from the IOC, but we have made it over clear to them we are hoping for a fast and quick resolution of the issue and then, once this is resolved, as soon as possible we will have this ceremony) (2) 그리고 이 문제는 우리가 어림짐작으로 다를 사안이 아니므로 가능한 빠른 시일 내에 일어 나도록 그 방법을 모색하기 이해 모두 합심해야 할 것임”(And this is not something we should be guessing about, we should all work in a way that it’s happening as soon as possible) 6) 2030년 동계올림픽개최선정관련 질문에 대하여 (1) “우리는 내년인 2023년에 결정이 날 것으로 보고 있음-세상에서 가장 좋은 곳에서 내년 5월 인도 Mumbai개최 제140차 IOC총회에서 그리 될 것임-그러려면 우선 IOC집행위원회아 어느 후보 도시가 타깃 대회 상대가 될 지 금년 12월에 결정해야 할 것임”(We are looking to a decision next year. In the best of the worlds, it would happen during the IOC Session in Mumbai in May next year.
