WADA 회장Witold Bańka, WADA부회장 Yang Yang 및 WADA사무총장 Olivier Niggli 3명의 WADA지휘부가 지난 주 미국 Washington DC를 방문하여 여러 명의 핵심 파트너들과 회동하였다고 합니다
‘매우 생산적”(very productive)이라고 WADA측이 묘사한 회동에는 미국 백악관 약물통제정책청(Office of National Drug Control Policy (ONDCP) at the White House)이 들어 있습니다.
미국 방문일정에는 국가약물남용연구원(National Institute on Drug Abuse), 미국 올림픽 및 패럴림픽 위원회(USOPC) 및 미국 도핑방지위원회(United States Anti-Doping Agency)등과의 논의 회동도 있었다고 합니다.

미국은 글로벌 감시차원에서 지배구조개혁에 대한 우려로 인해 약정기금납부을 보류한 후(after it withheld the funding due to its concerns over governance reforms at the global watchdog) US$290만불(약 37.7억원)상당의 약정 연회비기여금 중 US$130만불(약 17억원)이 여전히 WADA측에 미납 상태(still owes WADA US$1.3 million)라고 합니다.
이전에 WADA 수뇌부 임원들은 WADA조직의 지배구조변혁후 미국측이 기여금을 완불할 것(would pay the full amount)이라며 신뢰감을 표명한 바 있습니다.
2021년 11월, ONDCP(약물통제정책청/Office of National Drug Control Policy at the White House)청장인 Rahul Gupta는 WADA측의 개혁노력에 고무(encouraged)받았지만 미국이 해당 연회비 잔액(the remainder of its annual dues))을 완불하기 전에 더 많은 협의가 필요하다고 언급한 바 있습니다.
지난 부Washington DC에서의 회동에서 논의된 토픽들 중에는 WADA의 광범위한 지배구조개혁방안 실행계획내용(the implementation of WADA's wide-ranging governance reforms)이 포함되어 있었다고 합니다.
WADA는 토의 내용 중 “특히 미주지역에서 미국과 다른 나라들 간의 보다 활발한 협력 촉진을 고무시킴”(encouraging further active cooperation between the United States and other nations, particularly in the Americas region)으로 도핑방지공동체가 “효과적인 협업과 동일한 목표달성추진을 위한 공조”("collaborating effectively and working together towards the same goal)체제를 굳건히 하자는 건의사항도 포함되었다고 언급하였습니다.
Banka WADA회장은 “초기부터 미국은 WADA의 중차대한 파트너 역할을 담당하여 왔으며 그 결과 1999년 WADA기구결성성사에 지대한 기여를 해 준 선도 국가들 중 하나(From the very start, the United States has been a crucial partner for WADA and one of the leading countries whose efforts brought about the creation of the agency in 1999)라고 하면서 “미국의 리더십과 참여가 전세계에 걸쳐 정정당당한 스포츠를 보호해 주는데 얼마나 결정적인지 알고 있으며”("I know how critical US leadership and engagement has been to protecting fair sport around the world) “특히 깨끗한 스포츠 보호 실천을 위한 강력한 약속과 WADA사명에 대한 지원을 천명해준 미국 약물통제정책청과 청장인 Dr. Rahul Gupta에 대하여 감사를 표하고 싶고”(In particular, I would like to thank the Office of National Drug Control Policy and its director, Dr Rahul Gupta, for demonstrating a strong commitment towards protecting clean sports and support of WADA’s mission) “깨끗한 선수들이 도핑이 없는 환경에서 맘껏 경기할 수 있는 세상을 만들어 가는 WADA의 비전을 지향하는 진정한 돌파 길을 마련하고자 하는 연합된 목표달성은 오직 협력적 공조에 의해서만 가능한 것” (It is only by working collaboratively towards a united goal that we can make real inroads towards WADA’s vision of providing a world where clean athletes can compete in a doping-free environment)이라고 설파하였습니다.
WADA사무총장인 Niggli 는 “워싱턴 DC에서의 회동은 미국내 우리의 파트너들에게 WADA의 급선무 과제와 활동에 대하여 주지시킬 수 있었던 동시에 그들의 견해와 제안사항들을 경청할 수 있었던 훌륭한 기회였음”(These meetings in Washington have been a great opportunity to update our partners in the US on WADA's priorities and activities and to listen to their views and suggestions) “WADA의 시각에서 볼 때, 이번 미국 회동은 매우 생산적이고 감사가 절로 나오는 계기였음”("From WADA’s perspective, they were very productive and much appreciated) “(WADA측)참가한 사람들의 긍정적 평가를 기반으로 볼 때 그들도 같은 느낌을 공유하고 있다고 봄”(Based on positive feedback received from those who participated, they feel likewise) “WADA지휘부가 이해관계자들과 만나 지속적으로 그들의 시각과 견해를 청취하고 각국 및 국제적인 법적 틀을 한층 더 강화시키는 방법에 대하여 논의를 확대해 가는 것이 중요함”(It is vital that WADA leadership continues to meet with stakeholders to hear their perspectives and discuss how to further strengthen the national and international legal frameworks)이라고 첨언하였습니다.
회동에서 논의 된 다른 분야의 토픽으로는 WADA의 우선처리과제와 개발과 혁신을 도모하기위한 과제였다고 합니다.

이러한 안건에는 선수 참여(athlete engagement), 교육(education), 첩보(intelligence)와 탐문수사(investigations), 준수여부 모니터링(compliance monitoring) 및 과학적 연구(scientific research) 내용도 포함되었다고 합니다.
러시아의 우크라이나 침공 이슈는 또 다른 토픽으로 다루어졌는데 WADA와 다른 기구들의 우크라이나 선수들과 도핑방지공동체 지원 방식을 살펴 보고 방안 모색도 포함되었다고 합니다.
그밖에 러시아도핑방지기구(RUSDA)의 WADA도핑법규 준수여부(Russian Anti-Doping Agency (RUSADA)’s compliance with the World Anti-Doping Code)에 대한 이야기도 공유하였다고 합니다.
RUSDA는 모스크바 실험실에서 도핑조작사실이 판명된(found to have manipulated data at the Moscow Laboratory)후 러시아는 2019년 12월 세계 도핑방지법규 비 준수 국(non-compliant with World Anti-Doping code)으로 선언된 바 있습니다.
WADA는 당초(initially)러시아에 대하여 4년짜리 징계 패키지(a four-year package punishments)를 부과하였지만, 2020년 12월 스포츠중재제판소(CAS)의 3명으로 구성된 패널에 의해 2년짜리 징계로 삭감된 바 있습니다.
이후 러시아 국호, 국가 연주 등이 세계선수권대회와 올림픽에서 사용이 금지되고 있으며 “유치된 대회가 2022년 12월16일까지 다른 곳으로 개최지가 법적으로 또는 실제적으로 옮겨지는 것이 불가능하지 않는 한”(unless it is legally or practically impossible" for them to be moved elsewhere until December 16 of this year)주요국제대회개최권한이 상실되어 있습니다
벨라루스의 지원 하에 러시아는 2월24일 Beijing2022동계올림픽이 폐막된 지 단 4일 만에 우크라이나를 침공한 바 있습니다.
