Paris 시가 발행하는 뉴스레터에 따르면 오는 7월26일 2024년 올림픽개회식장으로 예정된 Seine강변으로의 접근과 출입 마감과 관련한 세부 사항을 이미 시행 중인 통제 계획의 근간인 테러방지 프로그램과 함께 적시하였다(details on the access and closures close to the Seine River for the Olympic Opening Ceremony on 26 July, with an already-in-place anti-terrorism program as the base layer of the control plan)고 합니다.

● 6월중순(6월17일): Seine강 하단부 플랫폼 조립 개시(“mid-June (June 17): start of assembly on the lower platforms);
● 6월 말(6월26일): Seine강 상단 플랫폼조립개시(간헐적 자전거 이용자 및 보행자 영향을 끼치는 구간 통행 부분적 개방) (“end of June (June 26): start of assembly on the high platforms/partially impacted area open to traffic with occasional cyclist or pedestrian bypasses);
● 7월8일: Debilly 보행자 전용 교량과 더불어 교량조립작업시작(7월8일 자동차 통행이 개방되는 첫 번째 교량 조립 작업)(“July 8: start of assembly on the bridges with the Debilly pedestrian bridge/assembly of the first bridge usually open to motorized traffic begins on July 8);
● 7월14일 이후: 지역적 접근 유지 및 ERP접근유지와 함께 상단 부두 및 하단 부두 대중 접근 폐쇄(구조설치물은 대중에 개방) (“after July 14: closure of the high quays and low quays to the general public with maintenance of local access and maintenance of access to ERPs /establishments open to the public);
● 7월27일~8월2일(July 27-August 2): 올림픽기간동안 작업 없이 Seine강둑을 놔두기 위하여 공간 부분적 개방 및 모든 사람들에게 부두 및 일상활동재개 (release of part of the spaces in order to leave the banks of the Seine without work during the Olympic Games and so that everyone can reclaim the quays and their activities);
●7월29일: 상단 플랫폼의 교통 부분 재개(부분적으로 영향 받는 지역을 자전거이용자들 또는 보행자에게 통행 허용) (“July 29: partial reopening to traffic of the high platforms /partially impacted area open to traffic with occasional cyclist or pedestrian bypasses);
● 8월4일(August 4): 상단 플랫폼 해체작업 종료(“August 4: end of dismantling on the high platforms.”)
Seine강변지역은8월28일 시작되는 패럴림픽에 앞서 8월12일~25일사이에는 전면 재 개방(The area will be fully-reopened between 12-25 August, in advance of the Paralympic Games, which open on 28 August.)된다고 합니다
Seine강을 가로지르는 18개 교량 가운데 접근가능범위는 개회식당일날(7월26일)에는 6개 교량만 통행이 축수 개방되며 7월22일까지는 더 많은 수의 교량이 차단될 것(Of the 18 bridges across the river, access will narrow to only six on the day of the ceremony, and will be blocked for many by the 22nd.)이라고 합니다.
Seine강 인접지역 안전 계획 역시 개방적으로 논의되었는데 2015년 11월 당시 일련의 이슬람 테러리스트공격을 시사하면서(The security plan close to the river was also discussed quite frankly, referencing the series of Islamist terrorist attacks in Paris in November 2015) 다음과 같이 언급되었다고 합니다:
A.“2015년 이슬람 테러리스트공격이래 SILT(내부안전대책강화 및 테러리즘과의 전쟁)로 불리는 주변외곽경계시스템이 주요 이벤트 동안 정규적으로 실행되고 있음. 그 결과로 많은 지역의 접근을 중립화 시키는 것임”(Since the attacks of 2015, perimeters called ‘SILT’ ['Strengthening Internal Security and the Fight Against Terrorism'] are regularly implemented during major events. They result in the neutralization of numerous accesses.
B.“이러한 SILT(내부안전대책강화 및 테러리즘과의 전쟁)시스템은 스포츠경기 특성 별로 지속적으로 활성화되고 있음(이것은 스포츠경기 특성에 따라 불연속적으로 작동되는 경기장지역에 적용되는 SILT외곽경계시스템과는 다름”(This SILT perimeter is activated continuously (unlike the SILT perimeters established around competition sites which are activated discontinuously depending on the sports sessions).
C.“본래 테러방지가 주 목적인 SILT는 올림픽개회식장인 Seine강 인접 주변지역을 보호하는 것임. 따라서 해당지역의 안전조치를 확고히 하기 위해 강변지역접근은 엄격하게 제한되며 밀접하게 통제되고 있음”(Anti-terrorist in nature, its main objective is to secure the immediate surroundings of the Seine, which becomes an Olympic site for the opening ceremony. Access to the riverside is therefore limited to what is strictly necessary and is closely controlled, in order to ensure the safety of the place.)
D.“이 지역에 접근하려면, 발급기간이 며칠 소요되는 통행증을 교부 받아야 함. 통행증을 교부 받으려면, 이 지역 거주 모든 주민과 전문직업종사자들은 5월10일 오픈 되는 경시청 플랫폼에 등록해야 할 것임. 해당주변지역 접근은 통제하에 소지한 가방이나 물품과 함께 옷을 더듬어 무기소지유뮤를 살피는 신체 검사를 받게 될 것이며 차량의 트렁크개방조치도 필수적임”(To access this area, you will need a pass which may take several days to be issued. To obtain it, all residents and professionals in the area will have to register on the Police Prefecture platform which will be open on May 10. Access to the perimeter will also be subject to control and pat-down measures and searches of bags and luggage, as well as the opening of trunks for vehicles.)
외관경계지역을 통과하는 보행자나 자전거 이용자들의 통행은 허용될 것이지만 차량은 대부분의 경우, 통행이 허용되지 않을 것(While pedestrian and bicycle access to the security perimeter will be allowed, vehicles will – for the most part – not be allowed)이라고 합니다.
대회 3개월전부터 이러한 안전관련 정보는 프랑스 관광 사이트에 게재되고 (French tourism sites are now carrying this information, three months ahead of the Games)있다고 합니다
