Raja Randhir Singh OCA회장은 쿠웨이트 최근 방문기간동안 쿠웨이트가 OCA본부로서 그리고 아시아의 단결과 아시아 스포츠발전강화에 근본적인 역할수행(as the headquarters of the Council and its fundamental role in strengthening the unity and development of sport in Asia)에 중요성을 강조하였다고 합니다.
아시아스포츠계의 중요 인물인 Randhir Singh(77세/ 5차례 올림피안 출신) 신임 OCA회장은 방문기간동안 받은 따뜻한 환영에 아랍 오일 강국(Arab oil power)인 쿠웨이트 국가에 대한 감사의 뜻을 표명하였다고 합니다. 그는 His Highness Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah 와 쿠웨이트 황태자(the Crown Prince)인 His Highness Sheikh Sabah Al-Khaled Al-Sabah에게 환대(hospitality)에 감사하였다고 합니다.
쿠웨이트 황태자는 최근 OCA회장으로 선출된 데 대하여 축하하였으며 OCA의 아시아전역에 걸쳐 스포츠를 증진하는 사명에 대한 지지를 표명(congratulated him on his recent election and expressed his support for the OCA's mission to promote sport throughout Asia)하였다고 합니다. Singh은 1983년 당시 처음 방문한 쿠웨이트를 이후에도 열러 차례 방문한 적이 있으며 이러한 쿠웨이트 방문은 코로나19로 중단될 때까지 계속된 바 있음을 주목하였다(noted that these visits continued until they were interrupted by the COVID-19 pandemic)고 합니다.
이러한 합의내용(this agreement)은 지난 2024년 5월11일 45개국 회원국대표들이 참석한 OCA총회에 의해 만장일치로 승인된 바(unanimously approved by the General Assembly of the Council, which has 45 member countries, during its meeting on 11 May 2024) 있다고 합니다.
Singh OCA회장은 지난 40여년간 쿠웨이트의 지원은 아시아올림픽운동의 단합과 발전을 강화시켜 주는데 필수적 이었음(Kuwait's support over the past four decades has been essential in strengthening the unity and development of the Asian Olympic Movement)을 강조하였다고 합니다
이러한 협력관계는 최근 Paris2024올림픽에 아시아국가들의 참가는 물론 방콕, 뉴델리 총회 회의에서 명백히 드러났다(This cooperation was evident in recent meetings)고 합니다.
Singh은 OCA가 1913년 필리핀 마닐라에서 아시아에서 스포츠를 증진시키고 청소년들의 발전을 목적으로(with the aim of promoting sport and youth development in Asia) 창설되었음(founded in Manila in 1913)을 상기하면서 스포츠가 “스포츠 외교”를 통해 국가들 간에 외교관계를 강화시키는 중요한 역할을 할 수 있음을 확언하였다(affirmed that sport can play an important role in strengthening diplomatic relations between nations through "sports diplomacy")고 합니다.

1) 사실상 OCA는 1982년 12월5일 뉴델리에서 쿠웨이트 故 Sheikh Fahad A-Ahmad Al-Jaber Al-Sabah 세력의 오일 머니 파워로 인도의 협조를 받아 창설하기로 하고 창립 OCA총회를 개최하여 42년간 헤게모니를 잡아 왔음.(필자도 KOC회의대표로 참석한 바 있음)
2) 1982년부터 지금까지 OCA헤게모니 장악을 위하여 OCA본부를 쿠웨이트에 붙박이로 설치하였음
3) 1913년 마닐라 개최 아시아스포츠연합명칭은 1982년까지 AGF(Asian Games Federation)였음
이러한 컨셉은 스포츠이벤트를 통한 아시아인들간의 이해와 협력증진을 도모하는데 스포츠를 활용하는 것(This concept uses sporting events to promote understanding and cooperation among Asian peoples)이 추세입니다.
끝으로 Singh은 쿠웨이트 황태자에게 OCA본부를 유치하여 유지시켜 줌에 감사하며 향후에도 2025년 예정된 쿠웨이트에서의 OCA총회개최 계획과 함께 협업을 계속하고 싶은 마음을 표명하였다(expressed his desire to continue working together in the future, with plans for the General Assembly to be held in Kuwait in 2025)고 합니다.
