[세계 태권도(World Taekwondo) 조직운영개선 시도 구조혁신 배경 스케치]
7월9일 자 한 외신보도에 따르면 세계태권도(연맹)<WT: World taekwondo)는 연맹 내 “효율성강화 촉진” 에 박차를 가하려는 의도에서( in a move designed to further strengthen the efficiencies within the Federation))구조개혁(structural changes)을 발표하였다고 합니다
WT조직기구운영은 이제 3개 부서로 나뉘어 재 구조조정이 되었는데(restructured into three departments) 다음과 같다고 합니다:
(1)스포츠 및 이벤트 관리(Sport & Event Management),
(2)회원국 단체 관계 및 개발(Member Relations & Development)
(3)행정 및 재정(Administration & Finance)
신설된 전략기획실(a new Strategic Planning office)는 WT의 “전략적 로드맵 기획 및 연맹소관 3개 전 부서에 걸친 이러한 로드맵 실행 감독”을 위하여(strategic roadmap and oversee the implementation of this roadmap across the Federation’s three departments) 설치되었다고 합니다
WT의 핵심 주요보직(most senior positions)을 한국임원들이 계속 맡게 됨에 따라 평창2018스포츠서비스 부장을 역임한 싱가포르출신 Jerry Ling이 전략기획실장으로 부임하게 될 것이라고 합니다.
Jerry Ling은 지난 2004년 11월~2009년 2월 WT 구성원이었다고 합니다.
김일철(Kim Eilchul)이 행정 및 재정부서장으로 재정(finance), 회계(accounting), 인력(human resources)및 한국 내 관계 업무(domestic relations in South Korea)를 총괄하게 될 것이라고 합니다.
Jay Lee는 스포츠 및 이벤트 관리부서장으로 모든 태권도 및 파라 태권도 관련 스포츠 업무를 관장하게(responsible for all taekwondo and Para taekwondo related sporting functions) 된다고 합니다.
동 부서는 이벤트 운영, 의무 및 반 도핑 그리고 방송관련 업무도 관장할 것이라고 합니다.
서정강은 WT회원국단체들 관계 및 개발부서장을 관장하게 되는데 회원국 가맹단체 및 대륙 별 연맹들을 조정하여 태권도 개발, 교육 및 생활체육 프로그램과 활동을 관장하게 될 것이라고 합니다.

WT총재비서실은 WT제반 활동 및 조정원 WT총재관련 행정업무를 계속하게 될 것이며 비서실장(serving as chief of staff )은 노희수가 맡게 될 것이라고 합니다.
다음은 조정원 WT총재의 발언내용입니다:
A. "We are constantly looking at ways of streamlining our organisation to ensure that we are operating as effectively as possible and can provide the best possible service to our athletes, our members and our fans (우리는 항시적으로 효율적 운영과 태권도 선수들과 회원경기단체들과 팬들에게 에게 최적의 서비스제공을 확고히 하기 위하여 우리 조직을 합리화하는 방법들을 모색하고 있음)
B. "After undertaking extensive consultation, we are confident that the new structure and re-profiling of roles will best serve the World Taekwondo family going forward. (광범위한 컨설팅 착수 후, 우리는 새로운 구조와 역할재정비(re-profiling of roles)가 WT가족들이 전진하는데 최적으로 기여할 것임을 확신하고 있음)
C. "By implementing evaluation criteria and new policies into our systems, we expect to deliver even better outcomes and perform our responsibilities more efficiently." (평가판단기준과 새로운 정책들을 우리 시스템에 실행함으로써, 우리는 훨씬 더 향상된 결실 창출과 우리의 맡은 바 책무들을 보다 더 효율적으로 수행할 것이라고 기대하고 있음)
WT의 상기 내용 보도자료 배포를 통한 조직개편 발표로 인하여 정책들 역시 훌륭한 지배구조 강화를 포함하여(including strengthening good governance) 구조조정과 더불어 실행될 것(also be implemented alongside the restructure)이라고 첨언하였다고 합니다
