8월7일 국제 패럴림픽위원회(IPC)는 러시아 패럴림픽선수단(Russian para-athletes)의 Rio2016 패럴림픽대회 출전금지 결정을 확인하였다고 합니다.

Sir Philip Craven IPC위원장은 러시아의 반 도핑 시스템에 대하여 “망가지고(broken) 부패하고(corrupted) 전적으로 면역 반응 등이 제대로 발휘되지 못하여 손상된(entirely compromised)”체계에 봉착되어 있는 것으로 묘사하였다고 합니다.

 

IOC위원이기도 한 Phil Craven IPC위원장은 러시아 정부에 대하여 자국 패럴림픽 선수들을 ‘괴멸적으로 실패로 몰고 간 주체세력으로 비난하면서 “도덕적인 관점에서 볼 때 대회에서 획득한 메달들로 인해 구역질이 날 정도다”(The medals over morals attitude disgusts me )라고 덧붙였다고 합니다

 

캐나다 교수 겸 변호사인 Richard McLaren보고서 배포 이후 IPC는 전체 러시아 팀에 대하여 오는 9월7일~18일 열리는 Rio2016 패럴림픽 출전 자격을 잠정적으로 정지시켰다고 합니다.

 

캐나다출신 McLaren변호사는 러시아 시스템 테두리 내에서 정부주도의 도핑 계획의 실재를 파헤쳤으며 추가로 양성샘플들(positive samples)이 깨끗한 것들(clean ones)로 바꿔 치기가 이루어진 “사라지고 있는 약물양성(반응) 방법론”(disappearing positive methodology)이라고 묘사한 것을 폭로하기도 한 바 있습니다.

IPC면제범위내에 이들 중 21 건이 포함되어 있긴 하였지만 McLaren보고서에 따르면 총35건의 “사라지고 있는 양성반응샘플들”(disappearing positives)이 페럴림픽 스포츠에서 발견되었다고 합니다.

 

하지만 그 시점이래 24시간 안에 또 다른 10건의 사례들이 속속 IPC에게 감지되었던 것으로 알려졌습니다.

 

IPC의 입장은 IPC집행위원회의 만장일치 투표에 도달하면서 IOC가 Rio2016올림픽 개막 전날 밤(on the eve of the Games)취한 결정과는 확연히 극명하게 대조가 된(contrasted starkly) 사태라고 보도하고 있습니다

 

IPC의 (대 러시아) 비난의 목소리 톤도 IOC와는 대조가 되었다고 합니다(As did the condemnatory tone)

 

 

2.  IPC위원장의 Rio 현지기자회견 질의응답 집중조명

 

Craven IPC위원장은 Rio현지 기자회견에서,

 

“러시아 패럴림픽 위원회가 도핑법규준수가 불가하고 따라서 그들의 해당의무이행을 할 수 없다는 강력한 견해를 견지하고 있습니다”(We were strongly of view that the Russian Paralympic Committee is unable to enforce compliance of the doping code and therefore cannot fulfil its duties.)라고 포문을 열었다고 합니다

 

“따라서 IPC는 러시아 패럴림픽위원회에 대하여 즉각적인 자격정지조치를 결정하였습니다.”(Therefore the IPC has decided to suspend the Russian Paralympic Committee with immediate effect.)

 

“이에 러시아 패럴림픽 위원회는 러시아 선수들을 Rio2016 패럴림픽 대회에 출전시킬 수 없을 것입니다.”(The Russian Paralympic Committee will not be able to enter its athletes into the 2016 Games.)

IPC자격 당연 직 IOC위원이기도 한 Phil Craven은 McLaren보고서 발표 이후 개별 국제연맹들로 하여금 러시아 선수들의 Rio2016출전허용여부를 규정하도록 하는 결정에 “정면으로 반대하는”(diametrically opposed)입장은 아니었었다고 언급하였다고 합니다.

 

“러시아 정부가 자국 패럴림픽 선수들 관리에 있어서 괴멸적으로 실패한 것으로 믿습니다.”(I believe the Russian Government has catastrophically failed their Para-athletes.)

 

“그들이 어떤 값을 치르고라도 쟁취하고픈 영예에 대한 갈증은 결국 모든 스포츠에 심각하게 피해를 입혔습니다.”(Their thirst for glory at all costs has significantly damaged all sport.) 

“이것이 바로 우리가 이런 행동을 취할 수 밖에 다른 선택의 여지가 없다고 느끼는 바입니다.”(This is why we feel we had no option but to take this action.)

 

“이러한 조치는 도핑시스템을 기만한 선수들에 관한 것이 아니라 선수들을 기만한 국가주도 시스템에 관한 것입니다.”(This is not about athletes cheating the system, but about a state-run system which is cheating the athletes.)

지난주 수요일(8월3일)독일 본에서 3시간 가량 IPC와의 협의회의 후 러시아 패럴림픽 위원회는 8월5일(금) Rio현지 기자회견 1시간 전에 있었던 회의에서 내려진 결정을 통보 받았다고 합니다.

 

러시아 패럴림픽 선수단의 Rio2016출전금지조치에 대하여 러시아 패럴림픽 위원회는 항소할 수 있는 시한이 21일이 남아있다(The Russian Paralympic Committee have 21 days to appeal.)고 Craven IPC위원장은 언급하였다고 합니다.

 

IPC는 “35개의 사라지고 있는 양성반응 의심 패럴림픽 스포츠대상 러시아 약물테스트”(35 disappearing positive Russian drug tests across Paralympic sport)내용을 명시한 McLaren보고서 발표 직후 즉각적으로 후속조치에 착수하였는데 2012~2015 해당분과 소치2014 패럴림픽도 샘플 바꿔 치기(switching)관련 혐의내용이 포함되었다고 합니다

 

 

Rio2016올림픽의 경우 러시아육상, 조정, 역도 및 카누 선수들만 심한 제재를 받았지만(taking a hard line) 그럼에도 불구하고 IOC의 관대한 조치덕분에 러시아 올림픽 선수단은 최종규모는 271명인것으로 발표된 바 있습니다.

 

그러면서도 Craven은 IOC가 IPC도 (러시아 선수단 출전 관련) IOC의 전례를 따르도록 종용하는 압력이 없었다고 주장하였다고 합니다.

"You will have to speak to the IOC on why they took their decision, but I can absolutely assure you, I told Thomas Bach about our decision on Friday and at no time did anyone from the IOC attempt to influence our decision and that is absolutely gospel truth," he said.

 

Craven은 소치2014 패럴림픽의 모든 약물검사 샘플들이 현재 재검사될 예정(All samples from the Sochi 2014 Paralympics are now going to be re-tested)이라고 언급하였다고 합니다.

 

기자회견 중 한 외신기자가 IOC집행위원회의 러시아 관련 결정공고 시 왜 반대하지 않았었는가를 묻는 질문에 대하여 Craven은 자신이 이곳이 있는 것은 IOC위원 자격으로 참석하고 있노라( I am here at the Olympic Games as a member of the IOC.)고 응대하면서

 

“IOC집행위원회가 굳건한 신념으로 내린 그들의 결정을 존중하여 받아드려야 하지 않겠냐”(That the IOC Executive Committee took their decision in good faith I have to accept.)고 덧붙였다고 합니다

"I was not diametrically opposed to their decision because it was taken for the best reasons for the IOC.(IOC나름대로 가장 좋은 이유로 내린 그들의 결정에 정면으로 반대하지 않았음)
