1.  Dick Pound IOC원로위원의 IOC지도력 부족 질타

Dick Pound 캐나다 IOC위원은 러시아 도핑위기를 놓고 IOC가 ‘도덕적 지도력’(moral leadership) 이 결여되어 있다고 IOC를 비판하고 있다고 합니다.

원로 급 IOC위원인 Richard Pound는 러시아 도핑 위기에 대처하는 IOC의 대응력에 대하여 비판의 강도를 높여가고 있다고 합니다.

 

그는 IOC 지도부의 ‘대책마련 미흡’(lack of resolve)과 ‘도덕적 지도력’(moral leadership)표출 실패를 질타하고 있다고 보도되고 있습니다.

 

최근(7월6일) 발행된 the Globe and Mail지의 가혹한 사설에서(in a bruising editorial) 전 IOC부위원장 과 WADA회장을 역임한 Pound IOC원로 위원은 IOC가 ‘도핑 무 관용주의’(a zero-tolerance approach towards doping)를 옹호할 때 ‘IOC가 말하고 있는 것에 대한 의미부여’를 시작할 필요가 있다고 주장하였다고 합니다.

 

Pound는 Thomas Bach 현 IOC위원장과는 숙적관계(a longtime critic )로 보인다고 전하고 있습니다

 

Pound는 사설을 통하여 IOC가 개선해야 할 자세 등 가능한 반응들을 제안하고 있는 것으로 보도되고 있습니다.

 

그는 IOC가 취할 자세 내용에 내부고발자들(whistleblowers)에 대한 보다 철저한 보호방법 소개와 정밀조사검증이행을 위한 IOC의 WADA에 대한 더 많은 재정기금과 힘 부여방안 등을 제시하고 있다고 합니다.

 

IOC는 국가주도 도핑 혐의에 이어 러시아에 대하여 Rio2016올림픽 전면출전금지조치를 선택하지 않은 바 있습니다

 

 

2.  Pound위원의 The Globe and Mail지 사설 기고문내용 집중조명

 

다음 내용은 Pound가 the Globe and Mail지 사설에 쓴 내용 중 요약 정리한 것입니다:

"Like it or not, the IOC has decided to absolve Russia for designing and operating a doping programme that enabled its athletes to cheat other competitors and to ensure that doped Russian athletes at the Sochi Games in 2014 would not get caught." (싫든 좋든 IOC는 러시아 선수들이 타국 경쟁선수들을 속일 수 있도록 소치2014동계올림픽에서 약물 복용한 러시아선수들이 검사에 걸리지 않도록 하는 도핑 프로그램을 디자인하고 운영한 행위에 대하여 면제 부를 주기로 결정하였음)

 

"I, for one, am hugely disappointed by the IOC’s lack of resolve in dealing with proven Government-sponsored cheating.(난 우선 검증된 정부주도 속임수 대처에 대한 IOC의 대책마련 결여에 대하여 엄청나게 실망하였음)

Pound는 Rio 개최 IOC총회기간동안 IOC의 접근방식에 대한 우려를 집중조명하였다고 합니다.

 

하지만 영국의 Adam Penguilly IOC위원을 제외하고 모든 IOC위원들과 별반 다름 없이 IOC집행위원회의 결정에 대한 신임표명여부 투표에서 Pound역시 찬성표를 던진 바 있습니다.

 

Pound는 그가 찬성표를 던진 것은 올림픽참가와 관련하여 ‘화살이 시위를 이미 떠나버렸기 때문’ (because the “arrow had left the bow”)이라고 설명하였다고 합니다

 

그럼에도 불구하고 Pound는 계속해서 소신 성 비판을 함으로써 IOC가 내년에 도핑문제를 토의하기 위한 임시총회를 소집할 것을 요구할 것임을 다짐하였다고 합니다.

 

Pound는 WADA가 검증조사를 실행할 수 있도록 힘을 실어주고 보다 많은 재정지원을 하도록 촉구하고 있으며 공공당국이 재 때 효과적인 지원을 해 줄 것과 조사대상이 검증 성 조사비용을 충당하도록 하되 제대로 조사가 이루어지지 못할 경우 조사대상이 잠정 제재조치를 받게 되도록 하는 방안을 제안하고 있는 것으로 알려지고 있습니다.(now urging greater funding for WADA as well as the power to "conduct investigations, to call on public authorities to provide timely and effective assistance and to require the target of any investigation to contribute to the costs of the investigation, failing any of which, the target may be provisionally sanctioned")

 

그는 또한 WADA가 도핑규정 불이행(non-compliant)행위에 대한 단순보고행위 보다는 잠정 제재조치를 부과할 수 있는 권리를 부여해 주어야 한다고 주장하고 있는 것으로 알려지고 있습니다.

 

내부고발자들(whistleblowers) 또한 당연히 “격려 받고, 보호되고 그들의 용기에 대한 인정”(encouraged, protected and given recognition for their courage)이 선행되어야 함은 그들이야말로 종종 “최고의 정보통” (best sources of information)이기 때문이라고 사설에 썼다고 합니다.

 

후반부 언급의 주인공은 러시아도핑대상에서 내부고발자로 변신한(Russian doping cheat turned whistleblower) Yuliya Stepanova를 두고 한 말인데 그녀는 다른 모든 국제육상대회에 출전이 허용되었음에도 불구하고 이곳 Rio2016올림픽에서는 출전이 허락되지 않았다고 합니다.

Bach IOC위원장을 위시하여 다른 IOC인사들(IOC figures) 역시 러시아 도핑적발 실패의 비난을 WADA에 전가하려고 시도하여 왔다(attempted to shift blame onto WADA for the failure to spot Russian doping)고 합니다.

WADA는 자체조사과정이 지지부진하였었지만 2015년 꼼짝달싹할 수 없는 2편의 보고서(two damning reports)를 생산하여 왔으며, IOC와는 달리 (러시아에 대하여) Rio2016올림픽 출전 전면금지(a blanket ban) 요구를 했었습니다.

"I hope that it can and that the public, including athletes, spectators and supporters, will be willing to forgive the 2016 lapse - if they can see a genuine and uncompromising commitment to delivery of doping-free sport, in which actions match the rhetoric."(희망컨대 선수들, 관중들 및 지지자들을 모두 포함한 일반 대중이 보건대 만일 그들의 실천행동이 미사여구를 나열한 수사법과 언행이 일치하는 가운데 도핑이 없는 스포츠 구현을 진짜로 그리고 타협하지 않는 약속을 긍정적으로 평가할 수 있다면 2016년 의 잘못(the 2016 lapse)은 기꺼이 용서해 주시기를 희망함)

3.  Thomas Bach IOC위원장 Rio IOC총회 연설문에 부분적으로 표현된 러시아 국가주도 도핑파문관련 내용

 

1)  러시아 국가주도 도핑파문 경과약식보고

 

In the weeks and days before coming to Rio de Janeiro, the IOC had to address the difficult situation regarding the recent allegations and revelations about doping in Russia.

The findings in the McLaren report are very serious, in particular with regards to a system of doping allegedly orchestrated by the Russian Ministry of Sport. If proven true, such a contemptuous system of doping is an unprecedented attack on the integrity of sport and on the Olympic Games. Just after the report findings were made public a couple of days ago, the IOC addressed this matter immediately. With the Olympic Games just a few days away, we had to take action even though the McLaren report is not yet finished and the Russian side has not been heard yet.

 

2)  IOC집행위의 러시아 선수단 Rio2016 출전을 위한 대승적 통 큰 결단

 

The decision of the IOC Executive Board was unanimous and it followed the principles of the Olympic Summit, which were also unanimously agreed by all stakeholders.

We took immediate measures to shed full light on the allegations and more actions and sanctions will follow if necessary.

With regard to the participation of Russian athletes at these Olympic Games, we had to take the necessary decisions.

Because of the seriousness of the allegations we could not uphold the presumption of innocence for Russian athletes.

On the other hand, we cannot deprive an athlete of the human right to be given the opportunity to prove his or her innocence.

You cannot punish a human being for the failures of his or her government if he or she is not implicated.

These principles are now being implemented.

This decision is about justice.

Justice has to be independent from politics.

Whoever responds to a violation of the law with another violation of the law is destroying justice.
