베이징 개최 평창2018 Debrief회의 토론 말미에(following a day of discussions on the matter here at the Pyeongchang 2018 debrief) Beijing2022조직위원회 Han Zirong사무총장은 IOC가 새로 정립한 대회조직위원회지향 신규범(New Norm)개혁내용의 중요성을 강조하였다고 합니다.
Han 조직위 사무총장은 “영감에 고취된 비전, 스마트 한 기획, 지속 가능한 지배구조, 통합된 협업 및 투명한 유산전략”이 Beijing2022로 하여금 오래 지속되는 긍정적 효과를 발휘하도록 도움을 주게 될 방식에 대한 전달을 취지로 열린(aimed to demonstrate how an inspired vision, smart planning, sustainable governance, integrated collaboration and a clear legacy strategy will help Beijing 2022 have a long-lasting, positive impact) Debrief회의 말미에 발언하였다고 합니다.
100개 이상의 개혁실행 안에 지난 2월 IOC에 의해 공개된 바 있는데 이는 올림픽대회 개최에 따른 운영비 절감 시도의 일환으로(February in an attempt to cut the operational costs of running the Olympic Games) 알려져 있습니다.
“The New Norm”이란 타이틀의 문건으로 발표된 118개 대책은 하계올림픽에서는 US$10억 불(약 1조 1천억원)을, 동계올림픽에선 US$5억불(약 5,500억원)가량의 경비절감을 할 수 있다(could cut as much as $1 billion (£748 million/€854 million) from the costs of staging a Summer Olympic Games and $500 million (£374 million/€427 million) for the Winter edition)는 취지의 조치로 주장되고 있는 셈입니다.
호주 IOC위원인 John Coates가 위원장을 맡고 있는 ‘올림픽 치르기 집행운영위원회’(an Olympic Games Delivery Executive Steering Committee)는 경기장, 에너지, 방송, 숙박, 수송, 기술 및 패럴림픽 대회를 포함한 모든 운영향방의 기능을 분석하였다 analysed "every function of operations", including venues, energy, broadcasting, accommodation, transport, technology and the Paralympic Games)고 합니다
IOC는 개최도시들과 올림픽이 여유롭게 알맞고, 혜택충만하고 지속 가능하도록 확고히 하는 길의 모든 단계 단계를 협업하기로 약속한 바(promised to work with cities "every step of the way to ensure that the Games are affordable, beneficial and sustainable") 있습니다.

6월4일 회의 초반 Juan Antonio Samaranch Beijing2022 IOC조정위원회임시위원장(interim chairman) 신규범 조처의 함축적 의미와 혜택들을 설명해 주는 전문 특집논의패널을 가동하였다(featured on a discussion panel that sought to explain the implications and benefits of the "New Norm")고 합니다

Beijing2022준비상황은 Samaranch IOC임시조정위원장이 지난 4월 베이징 방문 후 좋은 평가를 내린 바 있다고 합니다.
그는 그 당시 IOC의 Beijing2022 제4차 Project Review회의 진행 차 베이징에 왔다가 떠나면서 중국이 평창2018폐회식에서 올림픽깃발을 인수 인계한 이래 그의 첫 방문에서 지켜 본 것으로 평가할 때 인상적이었다고 주장한 바 있다고 합니다
Beijing은 동 하계올림을 모두 치르는 사상 첫 개최도시가 됨으로써 역사를 만들 것이라고 합니다
Beijing2008하계올림픽은 사치와 낭비를 대변해준 대회로 주목 받은 바 있는데 그것은 IOC가 이번에는 예민하게 피하고 싶은 대목(notable for their extravagance, something the IOC are keen to avoid on this occasion )이라고 합니다.
