선수헌장은 선수기본권 및 책무에 대한 내용을 설정한 것이라고 합니다
전 세계를 대표하는 20명 선수로 구성된 운영위원회(a Steering Committee)가 IOC선수위원회(Athletes’ Commission)에 의해 소집되었는데 2018년 5월31일 부로 선수헌장(Athlete Charter)을 발표하였으며 그 내용에는 전 세계 선수들의 기본권 및 책무를 명시하고 보호할 수 있도록 초기구성요소가 포함되어 있다(the initial components of an Athlete Charter to address and protect the fundamental rights and responsibilities of athletes around the world)고 합니다.
선수헌장(Athlete Charter)의 현재 초안(current draft)은 전 세계 모든 대륙을 총 망라하여 대표하는 약 200명의 대표선수들의 의견이 입력됨으로 구체화되어(shaped by the input of almost 200 athlete representatives representing all continents across the globe) 온 바 있다고 합니다
이러한 주도권(initiative)은 IOC 선수위원회전략 실행의 또 다른 조치(another concrete step in the implementation of the IOC AC’s strategy)라고 합니다

BMX사이클종목 올림픽 금메달리스트인 Sarah Walker 20인 운영위원회 위원장(Chair of the 20-member Steering Committee)은 다음과 같이 발언하였다고 합니다:

목표는 기본원칙을 준수하는 몸체인데(The goal is a body of fundamental principles) 보편타당하고 융통성을 부여하여 폭 넓은 종목과 국가들에 걸쳐 선수들의 필요를 적합하도록 적용하는 것(to adapt to athletes’ needs across the full range of sports and countries)이 취지라고 합니다.
그것은 선수들을 위한 선수들이 전개하고 선수주도의 이니셔티브인데(an athlete-driven initiative, developed by athletes, for athletes) 동 프로젝트의 전개는 전 세계 선수들의 견해를 청취함으로써 선수헌장내용과 함께 모든 이해당사자들과 함께 단계 별 협업과정이 수반된다(a step-by-step and collaborative process with all stakeholders, with the content of the Athlete Charter driven by listening to athlete views worldwide)고 합니다
운영위원회는 전 세계 올림픽운동 관련 20명의 선수대표들로 구성되어 있는데 국제연맹대표 10명, 세계각국 올림픽위원회 총 연합회(ANOC)대표 5명, 국제 패럴림픽 위원회(IPC) 대표 1명, 세계 올림피언 협회(WOA)대표 1명 및 IOC선수위원회 대표 3명 등으로 편성되어 있다고 합니다
