[IOC집행위원회 쿠웨이트자격정지 2018년 아시아게임 맞추어 8월16일 잠정해제결정 배경스케치]
IOC가 2015년 10월27일부터 3년 동안 쿠웨이트에게 부과되어 왔던 자격정지 및 금지조치(a ban on Kuwait)를 Jakarta Palembang 2018 아시안게임개막(8월18일/토)에 맞추어(in time for them to compete under their own flag at the Asian Games) 이틀 앞두고 잠정 해제해 (lifted)줌으로써 쿠웨이트선수단이 금번 대회에서 자국기사용과 국가연주를 할 수 있게 되었다고 합니다.
아시아올림픽평의회(OCA: Olympic Council of Asia)는 8월16일 자 IOC집행위원회 회의 후 쿠웨이트 자격정지조치가 해제되었다(suspension lifted)고 발표하였다고 합니다.
쿠웨이트NOC(KOC)는 자국정부간섭과 스포츠 관련 법령에서 충돌소지 등으로 인해(due to Government interference and conflicts in the sports law) 지난 2015년 10월27일 이후 자격정지조치를 받아온 상태였습니다.
같은 이유로 쿠웨이트에 대한 IOC의 유사한 자격정지조치는 London2012올림픽 개최 바로 전에 해제되어(a similar ban was lifted just before London 2012 for the same reason) 쿠웨이트 선수단이 자국 기를 앞세우고 출전할 수 있었던 바 있다고 합니다
자격정지조치로 인해 쿠웨이트 선수단의 경우 Rio2016올림픽에 자국 기 대신 IOC기아래에서 중립적으로 자국 선수들이 출전할 수 밖에 없었는데(forced to participate neutrally and under the IOC flag) 쿠웨이트 사격선수 Fehaid Al-Deehani는 사격 double-trap종목에서 독립선수자격으로 금메달을 획득한 바(won a gold medal as an Independent Olympic Athlete in the double trap) 있었다고 합니다.
인도네시아Jakarta와 Palembang공동개최 2018년 아시안게임(8.18~9.2)에는 Sheikh Talal Fahd Al Sabah KOC위원장 인솔 하에 총40명으로 구성된 선수임원들이 출전할 것이라고 합니다.
쿠웨이트가 자국 기를 앞세우고 출전하도록 내려진 결정에 대하여 쿠웨이트 출신인 Sheikh Ahmad Al-Fahad Al-Sabah OCA회장은 반색을 표하였다고 합니다
국제축구연맹 FIFA의 경우 2017년 12월 쿠웨이트에 대한 자격정지조치를 해제해 줌으로써 쿠웨이트가 중동지역 국가 축구대회(the Gulf Cup of Nations)에 출전할 수 있었다고 합니다
쿠웨이트 정부는 지난 18개월 동안 논란의 대상이었던 자국 스포츠관련 법령을 올림픽헌장 규정과 부합하는 방향으로 개정하기 위해(to amend its controversial sports law so it is line with the Olympic Charter) 애썼던 것으로 알려졌습니다.

지난 7월18일~20일 Lausanne에서 열린 IOC집행위원회에서 쿠웨이트에서 진척노력이 엿보인다 주장한 바 있었던(claimed "progress" was being made) 논의에 따라 금번 자격정지조치해제결정이 내려진 것(The decision by the IOC to lift Kuwait's ban follows discussions)이라고 합니다.
다음은 8월16일자 IOC성명서의 핵심내용입니다:
A. "In the interest of Kuwaiti athletes and as a gesture of goodwill to recognise the progress accomplished, the IOC Executive Board has decided to provisionally lift the suspension of the KOC with immediate effect." (쿠웨이트 선수들의 이익을 감안하며 쿠웨이트의 진척노력이 달성된 것을 인식하기 위한 선의의 제스처로써, IOC집행위원회는 즉시효력발생의 KOC자격정지조치에 대하여 잠정적 해제를 결정하였음)
이에 따라 쿠웨이트는 이제 쿠웨이트 내 모든 경기단체 및 스포츠 기구들이 새롭게 임원산출선거에 돌입하는 로드맵을 충실히 이행할 것으로 예상되고 있으며(expected to follow a roadmap for fresh elections of all sports organisations in Kuwait) 쿠웨이트 정부는 올림픽헌장 하에서 NOC로서 기본적 책무를 이행하는 KOC의 업무에 방해하지 않기로 약속한 것을 지켜야 할 것(the Government has to promise not to obstruct the work of the KOC while it is fulfilling its basic responsibilities and duties under the Olympic Charter)으로 알려졌습니다.
쿠웨이트 정부는 또한 자국 스포츠관련법령개정을 적극적으로 지원할 것과 IOC와 지속적으로 협업하여 동 법령개정작업이 올림픽헌장 규정에 부합되도록 노력할 것으로 예상된다(also be expected to actively support amendments to the sports law and to cooperate with the IOC to ensure it continues to be drafted so it is in line with the Olympic Charter)고 합니다.
쿠웨이트의 경우 1974년 테헤란 개최 아시안게임에 처음 출전하였으며(made its Asian Games debut in Teheran in 1974), 은메달 1개를 획득한 바 있다고 합니다.
첫 참가 이후 총 85개 메달(금 23, 은 29, 동 33)울 획득하였다고 합니다.
IOC로부터 자격정지처분 받기 전 마지막 대회인 4년 전 2014년 인천아시안게임에서 총 12개 메달(금3, 은5, 동 4)을 기록한 바 있다고 합니다.
금메달 4개중 2개가 사격종목에서 나왔는데 Abdullah Al-Rashidi선수가 남자Skeet종목에서, 그리고 Al-Muzayen선수가 남자 Singles에서 획득하였다고 합니다
또 다른 금메달은 Rashed Al-Mutairi 선수가 가라데 84kg이상급 남자kumite종목에서였다고 합니다
다음은 IOC가 6월16일 자로 발표한 성명서 영문 원본내용입니다. 주요 세부사항은 상기 내용과 동일합니다:
The IOC Executive Board met today(16 August) and took the following decision:
- The reasons for which the IOC-recognised Kuwait Olympic Committee (KOC) was suspended by decision of the IOC Executive Board on 27 October 2015 remain valid, in particular the need to protect the Olympic Movement in Kuwait from undue government interference.
- However, the IOC Executive Board acknowledged the progress accomplished to date and the positive discussions with the Government of Kuwait in order to resolve the situation, particularly:
- The agreement on the principles regarding the process and roadmap for fresh elections of all sports organisations in Kuwait, including, in the meantime, the clear undertaking from the Government of Kuwait not to obstruct the work of the KOC while it is fulfilling its basic responsibilities and duties under the Olympic Charter; and
- The agreement to actively support amendments to the Sports Law and/or to issue additional explanatory notes or bye-laws to clarify pending issues, where necessary.
- In the interest of Kuwaiti athletes and as a gesture of goodwill to recognise the progress accomplished, the IOC Executive Board has decided to provisionally lift the suspension of the KOC with immediate effect.
- At its next meeting (3 and 4 October 2018 at the latest), the IOC Executive Board will review the situation of the KOC and the progress in the implementation of the above-mentioned agreements and roadmap and will consider, at its entire discretion, whether to maintain the gesture of goodwill towards the KOC.
