[평창2018 폐회식에서만 러시아올림픽위원회(ROC)자격정지유지 결정관련 IOC발표내용 집중조명 및 현장 스케치]
평창2018 폐회식 전날인 2월24일 오후 속개된 IOC집행위원회의 핵심논의 사항 및 결정대상사항은 ‘러시아 출신 올림픽선수’(OAR: Olympic Athletes from Russia)인 것으로 알려졌습니다.

러시아가 평창2018 동계올림픽 폐회식 참가관련 여부에 대한 회의가 2월24일 밤 결론도출을 내지 못한 채 다음날인 2월25일 아침 다시 모이기로 하고 산회 되었던 것(broke out)으로 알려졌습니다.
따라서 Bach IOC위원장이 주재하는 IOC집행위원회는 2월25일 아침 08:00시 관련 논의를 계속하기 위하여 다시 모이기로 하였었다고 합니다.
러시아에게 부과된 바 있는 자격정지조치해제여부(whether to lift suspension on Russia)와 러시아 출신 선수들의 평창2018 폐회식 참가허용여부에 대한 토의 회의시간이 당초 2시간 정도 걸릴 것으로 일정이 잡혀 있었었지만 예정보다 2배 정도의 시간이 소요되었던(scheduled to last two hours but lasted nearly as twice as long as that) 것으로 알려졌습니다.
하지만 왜 그렇게 시간이 지연 되었는 지와 정확하게 어떤 논의 점에서 결렬되었는지에 대하여서는 명확하지 않다(not clear why the delay took place or where precisely the disagreement lay)고 합니다
2월24일 밤 추후 발표된 IOC측 성명서에 따르면 다음과 같다고 합니다:
A. “The IOC Executive Board today heard the report of the Olympic Athlete from Russia Implementation Group.” (IOC집행위원회는 오늘 러시아 출신 올림픽선수 실행그룹’<OARIG>으로부터 보고내용을 청취하였음)
B. "Members discussed the report which was presented by the chair of the Olympic Athletes from Russia Implementation Group, Nicole Hoevertsz.” (IOC 집행위원들은 OARIG위원장겸 아루바 출신 IOC집행위원인 Nicole Hoevertsz가 설명한 보고서를 놓고 논의 하였음)
C. "The IOC will continue its deliberations tomorrow.” (IOC는 심의를 내일 계속 연장하여 진행할 것임)
D. "The EB will meet again tomorrow morning.” (IOC집행위원회는 내일 아침 다시 모임)
2월25일 아침 속개된 IOC집행위원회에게 할당된 시간은 단 1시간인데 그 이유는 제132차 IOC총회 결산회의 속개가 아침 9시에 열리게 되어있기 때문이었고(due to resume the 132nd Session at 9am) IOC총회에서는 러시아의 폐회식참가관련 그 어떤 결정사항이라도 요식행위로 결정될 예정(expected to be rubber-stamped )이었었다고 보도 된 바 있습니다.

2월24일 IOC집행위웡회 회의 종료 후 발표된 성명서 내용에는 ‘러시아 출신 올림픽선수들’ 수장 격인 Stanislav Pozdnyakov 및 OAR여자 평창2018피겨 은메달리스인 Evgenia Medvedeva로부터의 프레젠테이션이 있었다는 언급이 들어 있지 않았다고 합니다.

Sochi2014동계올림픽에서 러시아 측에 의하여 감행된 도핑 샘플 조직적 조작에 대한 유죄 판명(found guilty of the "systematic manipulation" of doping samples at Sochi 2014) 이후, 그들 OAR선수들은 IOC집행위원회에 지난 2017년 12월 러시아올림픽위원회에 부과된 금지조치해제에 대하여 호소한(pleaded with the IOC Executive Board to lift the ban on the Russian Olympic Committee imposed in December) 바 있습니다.
다음은 내용에는 ‘러시아 출신 올림픽선수들’ 수장 격인 Stanislav Pozdnyakov의 발언 내용입니다:
A. "We spent about 10 minutes at this session." (우리는 IOC집행위원회 회의장에서 10분 정도 시간을 보냈음)

Pozdnyakov는 평창2018 OAR컬링선수인 Aleksandr Krushelnitckii가 연루된 도핑 양성반응 결과로 컬링 2인조 혼성종목(mixed double)에서 획득했던 동메달을 반납할 수 밖에 없었던 케이스와 OAR봅슬레이 선수로 출전했던 Nadezhda Sergeeva가 러시아의 명분에 도움이 안되는 행동을 저질렀었다는 것을 인정하였다고 다음과 같이 발언을 이어갔습니다:
A. "I apologised to all athletes and members of ours and other delegations for these ADRVs (anti-doping rule violations)." (본인은 반 도핑 규칙 위반행위에 대하여 우리 측 모든 선수들 및 멤버들과 다른 선수단 관계자들에게 사과하였음)
B. "We are fully cognisant <we>are not systemic in nature as you surely understand – we hope the IOC understand that. (우리는 여러분이 확실하게 이해하고 있는 바와 같이 우리가 사실상 조직적이지 않음을 충분히 인식하고 있으며 IOC가 그러한 것을 이해하고 있다고 희망하고 있음)

- Not to lift the suspension of the Russian Olympic Committee (ROC) for the Closing Ceremony of the Olympic Winter Games PyeongChang 2018. (평창2018 폐회식에서의 러시아올림픽위원회 자격정지조치 현상유지)
Therefore, no delegation of the ROC will have taken part in these Olympic Winter Games. (따라서 ROC대표단 평창2018동계올림픽 참가불허)
The IOC would have considered lifting the suspension because the Olympic Athlete from Russia (OAR) delegation as such respected the decision of the IOC EB taken on 5 December 2017. (IOC는 OAR선수들이 지난 2017년 12월5일 자 IOC집행위원회 결정내용을 그와 같이 존중하였으므로 자격정지조치를 해제할 것을 고려하려고 한 바 있었음)
However, two Olympic Athletes from Russia failed doping tests here in PyeongChang. (하지만 2명의 OAR선수가 이곳 평창2018에서 도핑테스트에서 적발된 바 있음)
This was hugely disappointing and, in addition to other considerations, prevented the IOC from even considering lifting the suspension for the Closing Ceremony. (이것은 심히 실망스러운 작태이며 다른 고려사항들에 추가하여 IOC로 하여금 폐회식에서 자격정지조치 해제를 고려하는 것 조차 금하도록 한 것임)
