1. 2018년도 신임 IOC위원 선출 Roadmap

 

차기 제133차 IOC총회는 2018년 10월8일~9일 아르헨티나 부에노스아이레스 개최 제3회 하계 청소년올림픽대회(YOG)에 맞추어 열릴 예정입니다(The next IOC Session is scheduled to take place in Buenos Aires (Argentina) from 8 to 9 October 2018)

 

금번 IOC총회에서는 신임 IOC위원 선출이 예견되어 있으며 오는 7월 열릴 예정인 IOC집행위원회에서 후보자 명단 최종확정(Short-List)되어 공표되면 Buenos Aires IOC총회에서 과반수 찬성투표를 얻으면 신임 IOC위원으로 확정 선출됩니다.

 

따라서 지금 시점이면 이미 이건희 IOC위원(개인자격)후임 후보에 대한 탐색 및 물색 작업이 마무리 단계로 진입하고 있을 타이밍입니다.

 

그래야 다음달 7월 열리는 IOC집행위원회 Short-List선별 및 결정 안건에 심의되도록 선별작업이 선행되어야 하는 수순 밟기 과정에 돌입하기 때문입니다.

 

이전에 IOC위원들의 추천에 의해 추진되었던 신임IOC위원선출절차는 Olympic Agenda2020 개혁규정에 의거 추천대신 채용 선택되는 과정을 통해 선출됩니다.

 

그 첫 번째 관문은 IOC위원선출위원회(IOC Members Election Commission)인데 이전 추천방식 당시 명칭인 IOC지명위원회(IOC Nominations Commission)가 발전적으로 개칭한 IOC핵심분과위원회입니다.

 

IOC위원 선출위원회 사명은 Olympic Agenda2020 제 38조 권고사항에 의거하여 새롭게 설정된 IOC위원 채용목표지향과정을 제안하고 실행하는 것(to propose and implement a new targeted recruitment process of IOC Members as per recommendation 38 of Olympic Agenda 2020)입니다.

 

이러한 과정을 통하여 IOC총회는 색다른 재능과 지식을 겸비한 인사들로 구성될 수 있는 것인데 이 경우 양성균형과 지리적 안배측면도 확고히 하려는 취지입니다.(This will enable the IOC Session to be composed of Members with different sets of skills and knowledge while ensuring the necessary balance in terms of gender and geography.)

 

 2. Olympic Agenda 2020 제38조 규정 상세분석

Olympic Agenda 2020 제38조 규정은 다음과 같습니다:

*IOC위원직은 신청방식에서 임용대상 채용 과정 진행방식으로 전환(Move from an application to a targeted recruitment process for IOC membership)

1) IOC 후보추천위원회(the Nomination Commission)는 IOC의 사명을 최적절하게 수행하게 하기 위한 목적으로 IOC위원공석을 채우는데(fill vacancies) 안성맞춤의 후보들(the right candidates)을 식별하는 데 좀 더 선 순환적인(proactive) 역할수행

2) 일련의 후보자 판단기준(a set of criteria) 요건에 맞는 적임 후보들의 프로필을 후보추천위원회가 IOC집행위원회에 승인을 위해 제출하게 되는데- 특히(inter alia):

(1) 특수기능(skills) 및 지식(knowledge) 분야 측면에서 IOC가 필요로 하는 부분 (예: 의료 전문가/medical expertise, 사회학 전문가/sociological expertise, 문화 전문가/cultural expertise, 정치 전문가/political expertise, 비즈니스 전문가/business expertise, 법률 전문가/legal expertise, 스포츠 경영관리 전문가.sports management expertise 등)

(2) 동일 국가로부터 대표되는 최대 허용 인원수(a maximum number of representatives from the same country)뿐만 아니라 지리적인 안배(geographic balance)

(3) 성비 균형(gender balance)

(4) IFs/NOCs 대표하는 위원들 소속 조직 내 선수위원회 존재여부

 

 

 3. IOC위원선출위원회 사명과 임무

 

다음은 IOC위원선출위원회(IOC Members Election Commission) 사명과 임무관련 규정입니다:

 

The mission of the IOC Members Election Commission (formerly the Nominations Commission) is to propose and implement a new targeted recruitment process of IOC Members as per recommendation 38 of Olympic Agenda 2020. (IOC위원 선출위원회 사명은 Olympic Agenda2020wp 38조 권고사항에 의거하여 새롭게 설정된 IOC위원 채용목표지향과정을 제안하고 실행하는 것)

 

This will enable the IOC Session to be composed of Members with different sets of skills and knowledge while ensuring the necessary balance in terms of gender and geography. (이러한 과정을 통하여 IOC총회는 색다른 재능과 지식을 겸비한 인사들로 구성될 수 있는 것인데 이 경우 양성균형과 지리적 안배측면도 확고히 하려는 취지임)

 

4.  IOC위원 선출위원회구성 세부현황

5. IOC위원선출위원회 책무 상세내역 분석

 

*The responsibilities of the IOC Members Election Commission are to: (IOC위원 선출위원회 책무)

 

1)   Propose a new targeted recruitment process to the IOC EB and IOC Session; (새롭게 목표지향적 임용과정을 통해 IOC집행위원회와 총회에 제안)

 

2)   Prepare profiles and propose candidates in order to achieve a diverse and balanced membership of the IOC; (다양하고 균형 잡힌 IOC위원 구성을 위해 IOC위원후보 프로필 준비 및 제안)

 

3)   For each candidature, provide a written report to the IOC Executive Board; (각각의 후보를 위하여 IOC집행위원회에 서면 보고서 제공)

 

4)   Gather all useful information on the candidates, including career and sports activities; (경력과 스포츠활동을 포함한 후보 별 모든 유용한 정보 수집)

 

5)   Verify the eligibility, origin and admissibility of each candidature and, if necessary, the candidate’s status as an active athlete or the function to which the candidature is linked; (각각의 후보관련 적격여부, 출신 및 인정가능성 검증 및 필요 시, 현역선수 또는 후보가 연결된 기능관련 후보의 신분지위 입증)

 

6)   In evaluating candidatures linked to a function within an IF or NOC, take into consideration whether a candidate’s respective IF or NOC has an athletes’ commission which is compliant with the applicable regulations of the IOC, and that such IF or NOC is compliant with the Olympic Charter and the World Anti-Doping Code.(국제연맹 또는 NOC기능과 연결된 후보 평가 시, IOC적용규정과 부합하는 규정인 후보자 소속 국제연맹 또는 NOC의 선수위원회 유무여부와 해당 국제연맹 또는 NOC가 올림픽헌장과 WADA도핑규정과 부합되는 지 여부 고려)

 

7)   The IOC Members Election Commission must include at least one representative of the IOC Ethics Commission and one representative of the IOC Athletes’ Commission, and is supported by the Director General’s Office. (IOC위원선출위원회는 IOC사무총장실에서 지지하는 IOC윤리위원회 대표 최소1명, IOC선수위원회 대표 최소1명이 포함되어야 함)

 

8)   Following approval of Olympic Agenda 2020, and in particular of its Recommendation 38: “Implement a targeted recruitment process”, the following principles for the new recruitment procedure are being implemented: (Olympic Agenda2020승인 및 동 규정 제38조 권고사항인 “목표지향 임용과정 실행에 준하여 신임임용절차를 위한 다음 원칙이 실행되고 있는 상태임)

 

 

(1)  The IOC Members Election Commission is to take a more proactive role in identifying the right candidates to fill vacancies in order to best fulfil the mission of the IOC. The Commission will identify the fields where there are or will be a lack of expertise in the Membership to then conduct a recruitment process, including interviews if required, to fill in the identified gaps. (IOC위원선출위원회는 보다 적극적인 선 순환적 역할을 감당하는바, IOC사명감당 최적대상자 물색을 위하여 공석을 채울 적재적소의 후보를 식별하여야 함—동 위원회는 필요 시 인터뷰를 포함하여 감별된 차이를 보충하기 위하여 IOC위원들 중 전문분야가 결여된 또는 결여될 소지가 있는 해당분야를 식별할 것)

 

 

(2)  The IOC Members Election Commission may be supported by recruitment agencies to identify suitable candidates in the required fields, as well as to conduct the necessary background checks to guarantee the ability of the potential candidates. (동 위원회는 잠재후보 군의 능력보증을 확보하기 위하여 필요한 배경검증 수행뿐만 아니라 필요분야에 있는 적재적소의 후보군 식별지향을 위하여 채용기관의 지원을 받을 수 있음)

 

(3)  The IOC Ethics Commission will be consulted on the integrity of the candidates (IOC윤리위원회와 후보자의 청렴성에 대한 협의 바람직함)

 

(4)  The IOC Members Election Commission will then proactively contact the identified potential candidates so they can formally take part in the recruitment procedure if interested.(동 위원회는 그리고 나서 선 순환적으로 식별된 잠재후보 대상과 접촉함으로써 관심후보가 생길 경우 임용 절차에 참가할 것임)

 

(5)  This new approach doesn’t prevent any spontaneous candidatures to be submitted to the IOC Members Election Commission. These candidatures will be examined against the same set of criteria as those proactively identified by the Commission. Background checks can also be conducted when required.(이러한 새로운 접근방식은 동 위원회에 제출될 후보의 자발적 영입을 방지하지는 않음—이러한 후보대상은 동 위원회에 의해 선 순환적으로 식별된 후보 군과 판단기준의 동일한 조건 세트에 준하여 검토될 것임)

 

(6)  The administrative procedure will be simplified: as for any recruitment procedure, all candidates will simply be requested to submit a complete CV and a motivation letter. Each candidature will also require three (3) sponsors within the current IOC Membership. (행정절차는 단수화될 것임—그 어떠한 임용절차의 경우라도 모든 후보대상은 단순히 완전한 이력서와 임용동기 서술 서한을 제출이 요구될 것임—각각의 후보대상은 현역 IOC위원 3명의 후원이 요구될 것임)

 

(7)  The Chair of the Commission, in consultation with the IOC President, is to conduct a first assessment of all candidates and submit a shortlist to the Commission. The procedure of election then follows the current procedure: the Commission will examine the shortlisted candidates and submit to the IOC EB the list of proposed candidates. The IOC EB will then further examine the candidates before submitting the final list of candidates to the IOC Session, which alone is competent to elect any IOC Member.(동 위원회 위원장은 IOC위원장과 협의하여 모든 후보대상에 대한 첫 번째 평가를 실시하여 동 위원회에 최종선발후보리스트를 제출함—선출절차는 이후 현행절차에 준함: 동 위원회는 최종선발후보리스트에 대한 검토 후 제안된 후보대상리스트를 IOC집행위원회로 제출함—이후 IOC집행위원회는 최종후보리스트를 IOC위원선출 유일소관기구인 IOC총회에 상정 제출하기 전 후보대상에 대해 심증 검토작업에 들어감)

 

(8)  For NOC and IF Candidates, the IOC President, after consultation with ANOC, ASOIF or AIWOF respectively would propose these members to the IOC Members Election Commission which will then follow up this proposal(s). They would check the eligibility. (NOC및 국제연맹대표 자격후보의 경우, IOC위원장이 ANOC, ASOIF 및 AIOWF와 각기 협의 후 해당 대상위원들을 IOC위원 선출위원회에 제안하여 이들에 대한 제안내용에 대한 후속조치를 취하게 되는데, 이들에 대한 적격여부를 점검하게 됨)

 

(9)  For Athletes candidates, which are proposed by the NOC, the eligibility is checked by the IOC Members Election Commission. Apart those that are elected by athletes, the President can propose 3 members to the IOC Members Election Commission, which will follow up this (these) proposal(s). The Commission would check the eligibility. (선수자격 후보들의 경우, 해당 NOC가 제안을 하게 되는데 적격여부는 IOC위원 선출위원회에서 검증에 들어감—선수들이 직접 선출한 선수자격 IOC위원들과는 별도로 IOC위원장은 3명의 선수자격 IOC위원후보대상을 IOC위원선출위원회에 제안할 수 있으며 동 위원회는 이들 제안에 대하여 후속조치를 취하게 됨—동 위원회는 이들의 적격여부를 점검하게 됨)

 

(10) The candidates proposed for election by the IOC Members Election Commission to the IOC EB and subsequently to the IOC Session shall ensure the geographical and gender balance of the membership. (IOC위원선출위원회가 선출대상으로 제안한 후보자들은 IOC집행위원회에 제출되며 후속으로 IOC총회에 상정되게 되는데 이 경우 IOC위원들의 지리적 안배와 양성 균형을 확고히 해야 함)

 

(11) The rules of eligibility as currently set by the Olympic Charter (Rule 16) remain in force. In particular, the maximum number (115) and the composition of the membership (up to 70 individual members, 15 athletes representatives, 15 IFs representatives and 15 NOCs representatives) are unchanged (Rule 16 1.1). (현행 올림픽헌장 규칙 제16조 1.1항에 명시된 적격여부 규칙이 존속되어 시행됨—특히 IOC위원 정원최대 115명과 개인자격 IOC위원 70명, 선수대표자격 IOC위원 15명, 국제연맹대표자격 IOC위원 15명 및 NOC대표자격 IOC위원15명 쿼터는 불변임)

 

(12) As per the Olympic Charter amendments adopted alongside Olympic Agenda 2020, within the framework of this new procedure, up to five exceptions for the nationality criteria can be granted (second member from the same country).(Olympic Agenda2020과 함께 채택된 올림픽헌장개정에 의거하여, 이러한 새로운 절차 테두리 안에서 최대 5명까지 국적 연계 판단기준예외 규정이 허용될 수 있은 관계로 같은 나라로부터 2번 째 IOC위원이 허용될 수 있음)

 

(13) Following approval of recommendation 37 of Olympic Agenda 2020, the age limit for IOC Members is set at 70. A one-time extension term of office for a maximum of four years beyond the age limit of 70 can be granted by the IOC Session upon recommendation of the IOC EB, in consultation with the IOC Members Election Commission, in a maximum of five cases at a given time. (Olympic Agenda 2020권고조항 37항이 승인됨에 따라, IOC위원 정년은 70세로 정해졌음—70세 정년을 넘어 단 한 차례 최대 4년 정년연장 사안은 주어진 시기에서 최대 5건에 한해 IOC위원선출위원회와의 협의를 거쳐 IOC집행위원회 권고에 따라 IOC총회에서 승인될 수 있음)

 

 6. 신임 IOC위원, 한국에선 누가 유력할까?

 

 

지난해 2017년 6월 20일자로 이기흥 KSOC대한체육회장이 NOC위원장 자격으로 IOC 위원 입후보 신청서를 제출한 바 있었지만 2017년도 선출 신임 IOC후보로 등재되지 못한 바 있습니다.

 

(좌로부터 이희범 POCOG위원장, 김일국 북한 체육상 겸 NOC위원장, Thomas Bach IOC위원장, 도종환 문체부장관, 이기흥 KSOC대한체육회장)

 

 

 

당시 이기흥 KSOC대한체육회장 명단이 IOC위원 선출위원회(IOC Members Election Commission)에 계류 중인 것으로 알려지고 있었습니다.

 

 

현재 유일한 개인자격 IOC위원이었던 이건희 삼성그룹회장의 경우 장기간 와병 중에 가족이 자진사퇴의지표명으로 면직되어 현재 IOC명예위원으로 등재되어 있는 상태입니다

 

 

개인자격 IOC위원 2명을 보유하고 있었던 한국 스포츠외교는 사상초유로 개인자격 IOC위원을 단 한 명도 보유하고 있지 못한 상태이며 그나마 Rio2016올림픽에서 선수출신 IOC위원에 선출된 유승민 IOC위원(2016~2024)이 간신히 IOC위원 명맥을 유지하고 있는 절박한 상황입니다.

 

 

김연아 (피겨 올림픽금메달리스트Vancouver2010/올림픽은메달리스트 Sochi2014)의 경우 IOC위원장이 사용할 수 있는 IOC위원장 직권상정 3명 선수에 포함될 수 있지만 1국1명 IOC선수위원 규정으로 인해 쉽지 않은 상태입니다.

 

 

따라서 김연아 피겨 퀸이 IOC위원이 될 수 있는 경우의 수는 이건희 전 IOC위원의 계보를 잇는 개인자격 IOC위원으로 발탁 및 임용되는 길입니다.

 

 

 

 

최근 첩보에 따르면 한국 기업총수 중 한 명이 정부 현재 스위스 Lausanne으로 가서 Thomas Bach IOC위원장과 면담을 겸한 면접 중이라는 이야기가 흘러 나오고 있습니다.

 

 

이 경우 IOC위원선출위원회 규정 8조6항(“어떠한 임용절차의 경우라도 모든 후보대상은 단순히 완전한 이력서와 임용동기 서술 서한을 제출이 요구되며 각각의 후보대상은 현역 IOC위원 3명의 후원이 요구될 것임) 에 의거 현역 IOC위원 3명의 후원(Sponsor)의지 표명 공식 임용후원추천장확보 형식의 수순을 밟아야 합니다.

 

 

또한 IOC위원선출위원회 책무규정 4조 “Gather all useful information on the candidates, including career and sports activities; (경력과 스포츠활동을 포함한 후보 별 모든 유용한 정보 수집)규정에 의거하여 가능한 스포츠활동 또는 기여도가 필요조건이 될 수 있습니다.

 

 

하지만 올림픽운동이 활발한 나라로 잘 알려진 한국의 경우 IOC위원선출위원회 책무규정 제8조5항 (“새로운 접근방식은 동 위원회에 제출될 후보의 자발적 영입을 방지하지는 않음—이러한 후보대상은 동 위원회에 의해 선 순환적으로 식별된 후보 군과 판단기준의 동일한 조건 세트에 준하여 검토될 것임”)에 근거하여 신임IOC위원 임용에 필요한 전문분야 해당자인 경우 스포츠경력에 상관 없이 발탁될 수도 있는 가능성도 배제할 수 없습니다.

 

 

*Olympic Agenda제38조2항 규정:

 

일련의 후보자 판단기준(a set of criteria) 요건에 맞는 적임 후보들의 프로필을 후보추천위원회가 IOC집행위원회에 승인을 위해 제출하게 되는데- 특히(inter alia):

(1) 특수기능(skills) 및 지식(knowledge) 분야 측면에서 IOC가 필요로 하는 부분 (예: 의료 전문가/medical expertise, 사회학 전문가/sociological expertise, 문화 전문가/cultural expertise, 정치 전문가/political expertise, 비즈니스 전문가/business expertise, 법률 전문가/legal expertise, 스포츠 경영관리 전문가.sports management expertise 등)에서 발탁가능성이 열려 있기도 합니다.

 

 

하지만 오는 10월8일~9일 아르헨티나 Buenos Aires개최 제133차 IOC총회 전인 7월에 열리는 IOC집행위원회에서 신임IOC위원 최종선발후보리스트에 한국인사 중 그 누군가가 포함되어 발표된다면 한국은 이건희 전 IOC위원에 이은 개인자격 IOC위원이 탄생될 수도 있습니다..
