사상 최초, 유럽올림픽대회(European Games) 2015년 제1회 대회 성사단계?

5대륙 205개국은 IOC가 관장하고 4년 주기로 개최되는 동•하계올림픽에 모두 참가한다.

대륙 별로는 아시안 게임(Asian Games), 아프리카 대회(All-Africa Games), 팬 암 게임
(Pan American Games), 태평양 대회(South Pacific Games/Oceania Games) 역시 4년 주기로
개최되며 일명 ‘대륙 올림픽’으로도 지칭된다. 

   
올림픽을 관장하는 IOC를 비롯하여 각종 국제 스포츠기구본부가 운집되어 있는 세계스포츠의
본고장 유럽 대륙에는 아이러니하게도 아직까지 유럽만의 대륙 별 대회가 없었다.

물론 자크 로게 현 IOC위원장이 유럽올림픽위원회(EOC: European Olympic Committees)회장시절인
1991년 창설한 유럽 청소년 올림픽 페스티발(European Youth Olympic Festival/EYOF: 제1회 대회
브뤼셀개최)이 있지만 이는 본격적인 유럽대륙 올림픽과는 대회수준이나 역량 등에 있어서 차이가
있었다.

   
2009년 11월 포르투갈 국가 올림픽위원회(Portuguese Olympic Committee)창립 100주년을 기념하여
리스본에서 열린 제38차 EOC총회에서 재선에 성공한 Patrick Hickey EOC회장(아일랜드 NOC위원장
겸 IOC위원)은 드디어 야심만만한 유럽올림픽대회(European Games) 개최계획을 선포한 바 있다.

  
물론 그 당시에는 유럽대회 개최가능성 타진이었지만 이는 Hickey회장이 언급한 대로 ‘오랜 세월
동안 EOC차원의 가장 흥분되는 조직진화의 족적으로 판명 날 것’(It might prove to be one of the most exciting evolutions of our organization for many years.)으로 기대되어 왔다.

49개 회원국 NOCs들로 구성된 EOC는 유럽대회개최계획이 현실화되기를 기대하고 있으며 올림픽
유치희망 유럽도시들은 유럽대회를 올림픽개최 전 단계로 활용할 공산으로 적극 지지하는 입장인
것으로 알려졌다. 

물론 현존하는 각종 유럽 선수권대회 및 국제스포츠대회의 스케줄과의 겹치는 일정상의 애로사항이
도전과제인 점을 감안하여 유럽대회규모를 상대적으로 축소하여 추진할 계획인 것으로 알려졌다.

유럽대회개최 실현을 위하여 EOC는 특별위원회를 구성하여 유럽올림픽대회(European Games)개최를
본격화하여 왔다.

동 특별위원회는 동 제안의 ‘적합성’(suitability), ‘지속성’(sustainability), 그리고 아마도 ‘안정성
’(stability)등 ‘3 S’의 타당성을 검토 하였다고 한다.

한편 유럽 NOCs들은 Patrick Hickey EOC회장 겸 아일랜드 IOC위원의 혁신적인 동 계획제안에
대해 ‘조심스런 환영’(cautious welcome)을 견지하여 왔다.

자크 로게 IOC위원장도 유럽게임개최 아이디어를 지지한다고 한다.
유럽게임개최여부는 오는 11월 EOC총회에서 표결로 결정될 예정이다.
제1회 유럽대회개최도시로는 2012년 런던올림픽개최 후 시설활용도 면을 고려하여 런던이 유력후보도시로 거명되고 있다.

- 히키 위원장은 주요 올림픽 종목을 모두 포함하는 범유럽 경기대회를 제안했고, 컨설팅업체 딜로이트가 타당성 조사 진행 중

- 히키 위원장의 이 같은 제안은 EOC 위원장 출신인 자크 로게 IOC 위원장의 지지를 받고 있는 것으로 알려져 있으며 관련 결정 투표는 11월에 이루어질 예정

- 히키 위원장은 유럽의 49개 NOC 중 47개의 지지를 받고 있으며 후원사들의 관심도 “엄청나다”고 설명

- 또한 “올림픽 대회에서 유럽 국가들의 성적이 점점 떨어지고 있다”며 “범유럽 대회를 통해 올림픽 대회에서 유럽의 우위를 다시 찾을 수 있을 것이라고 생각”한다고 말해

- 미주, 아랍, 아시아 등 타 대륙은 자체 경기대회를 운영 중이며, 범유럽 경기대회 진행이 결정된다면 2012 올림픽 시설물을 갖춘 런던이 2015년으로 예상되는 제1회 대회의 유력 개최 후보지 

Hickey launches plan for European Games to join the sports calendar

The concept of a European, regional, sports championship is being revived by IOC member Patrick Hickey in his role as president of the European Olympic Committees.

At a time when uncertainty rumbles on over the financial value to television and sport of track and field, Hickey has proposed a European Games event which feature all the main Olympic sports. A feasibility study is being undertaken by Deloitte.

It is believed that Hickey's proposal has the support of Jacques Rogge, president of the International Olympic Commitee and a former leader of the European Olympic Committees. A vote is expected in November.

The Games could fight for its own place in the international calendar with events such as the European Athletics Championships and European Swimming Championships - whose organisers will have concerns for their own financial credibility - or even replace them.

Irishman Hickey said he had the support of 47 of the 49 European NOCs and described initial interest from sponsors as "colossal".

He added: "European results at Olympic Games are diminishing all the time. Whereas we used to win the most medals, we are now dropping out of that zone. We have a feeling that a European Games can be used to spark European supremacy again at the Olympic Games."

Other continents already have their own Games. Later this year the Pan American Games will be held in Mexico, the Pan Arab Games in Qatar and the All-Africa Games in Mozambique. The Asian Games took place last year in China.

 London, with its facilities fresh from the 2012 Olympics, would be a leading candidate for the first such Games which, if they went ahead, would probably launch in 2015.
