1월19일 IOC는 Paris2024올림픽 기간 중에 참가선수들이 자신들의 의견을 발표할 수 있는 언론의 자유를 허용하되 약간의 제약조건이 따를 것(athletes' freedom of expression will be subject to certain restrictions)이며 의견 표출 장소와 금지된 토픽에 대하여 발표할 것(set out the places and forbidden topics where competitors will be able to express their opinions during the 2024 Olympic Games)이라고 합니다.
Paris2024올림픽에 참가하는 선수들은 5번에 해당하는 경우를 제외하고(free to express themselves freely in all but five moments) 자신들의 의견을 자유롭게 표현할 수 있게 되어 있는데 의견 표출 제약의 5가지 장소 및 경우는 다음과 같다고 합니다:
1)올림픽 개회식 (opening ceremonies)
2)올림픽 폐회식 (closing ceremonies)
3)메달 시상식 (medal ceremonies)
4)경기 시합 중(during competition)
5)올림픽 선수촌 체류 중 (during their stay in the Olympic Village)
올림픽 선수촌 시설내 선수들과 미디어와 소통하는(where they interact with the media) 혼합 지역(mixed areas), 프레스 센터와 기자회견과 팀 미팅과 전통적 또는 디지털 미디어, 소셜 네트워크 및 경기 전 틈새 시간(대기실/call room, 선수들 프레젠테이션 등)은 선수들이 자신들의 견해를 방어할 수 있는 적합한 장소(the appropriate places for athletes to defend their points of view)로 활용될 것이지만 아직도 어느 정도의 조건이 달려 있다(still under certain conditions)고 합니다.
IOC가 발행한 규칙에 의하면, 그러한 장소에서 선수들은 올림피즘의 근본적인 원칙을 존중하고 개인이나 조직이나 특정 국가에 대한 공격을 삼가하고, 자신들이 소속된 올림픽위원회나 연맹의 지시사항을 따라야 하며 분열/파괴를 초래하는 행위는 피해야 한다(respect the basic principles of Olympism, refrain from attacking individuals, organisations or countries, follow the instructions of their Olympic committee or federation, and avoid "disruptive behavior)고 합니다.
분열/파괴를 초래하는 행위에는 예를 들면 다른 선수들의 프레젠테이션이나 국가 연주 중에 코멘트를 하는 것이라든지 그 순간에 국기나 배너를 펼쳐 보이는 것(making comments during the presentation or anthem" of other athletes, or displaying a flag or banner at that moment) 등이 포함되어 있다고 합니다.
이러한 규칙을 위반할 경우 위반에 따른 적절한 처벌/징계조치가 뒤 따를 수 있다(Failure to comply with these rules may result in disciplinary action proportionate to the offence)고 합니다
이러한 제약조건은 Paris2024올림픽 기간 동안 표현의 자유와 존중과 경쟁 환경을 유지하는 사이에 균형을 이루고자 하는 목적이 담겨 있다(The restrictions aim to strike a balance between freedom of expression and maintaining a respectful and competitive environment during the Paris 2024 Olympic Games)고 합니다.
Tokyo2020올림픽에서는 이전 올림픽에서 전적으로 금지되었던 올림픽 환경에서의 표현에 대한 문호를 열은 바(opened the door to the expression in the Olympic environment, which had been completely banned at previous editions) 있다고 합니다.
영국, 칠레, 미국, 스웨덴 및 뉴질랜드의 여자축구 팀 출신 선수들은 몇몇 시합 전에 인종주의에 항의하는(before some matches to protest against racism) 취지로 경기장에서 무릎을 꿇은 바(knelt on the pitch)있다고 합니다.
