[IOC 동계올림픽유치 흥행위기설 극구 부인 배경 및  2026년 동계올림픽유치경쟁 최근실태 스케치]

 

 

7월12일 Christophe Dubi IOC올림픽 수석국장은5개 남은 후보도시들에 대한 계속 남아 있는 우려에도 불구하고(despite lingering concerns over all five remaining candidates) 2026년 동계올림픽 및 패럴림픽 유치경쟁 현 상태에 대해 확고하게 옹호하고 있다(staunchly defended the current state of the race for the 2026 Winter Olympic and Paralympic Games )고 합니다.

Dubi 수석국장은 또한 후보도시들이 해당주민투표 실패로 인해 결국 유치를 철회하고 있는 추세에 저항하기 위해 IOC가 공들여 만든 대회개최에 따른 혜택에 대한 홍보 소통에 더 한 층 박차를 가할 필요가 있음을 인정하였다(conceded the organisation need to better communicate the benefits of hosting the event to buck the trend of cities losing referendums and subsequently withdrawing their bid)고 합니다.

 

 

하지만 Dubi는 IOC가 결국 2026년 동계대회 실행가능 개최도시를 확보하게 될 것임을 아주 확신하고 있으며("super confident" the IOC would eventually secure a viable host for the 2026 Games) 5개 잔존 경쟁후보도시들이 완주할 파워를 보유하고 있음(the five cities in the running had the staying power to last the distance)을 주장하였다고 합니다.

 

 

캐나다의 Calgary, 스웨덴의 Stockholm, 터키의 Erzurum, 일본의 Sapporo 와 이태리 3개 도시들 중 미정인 한 개 도시(a yet-to-be confirmed Italian city)등 5개 후보도시들이 7월 초 오스트리아의 Graz가 중도 유치 철회 후 2026년 동계올림픽 및 패럴림픽 유치를 위하여 현재 경합 중(currently vying for the right to stage the 2026 event)이라고 합니다

 

 

그러나 상기 5개 후보도시들에게도 의문점은 아직 남아 있는데(questions remain over all five) 캐나다의 Calgary의 경우 2018년 후반기 국민투표를 직면하고 있으며(facing a plebiscite later this year) 스웨덴의 Stockholm역시 아직 전적인 정부지원이 결여된 상태(still lacking total support from the Government)라고 합니다.

 

 

일본의 Sapporo의 경우, 2026년 대회보다는 2030년 대회에 더 관심이 있는 것으로 생각되고 있으며(thought to be more interested in hosting the 2030) 이태리의 경우 오는 8월이나 9월까지 제안할 후보도시 선택을 지연시키려는 결정으로 인해 이미 유치과정이 늦어지고 있는 상황(already behind in the process due to a decision to delay the choice of their proposed city until August or September)인 것으로 알려지고 있습니다

 

 

이태리 NOC(CONI)는 Milan, Turin 및 Cortina d’Ampezzo 3개 도시 들 중 선택 와중에 있다고 합니다

 

 

따라서 이태리의 대표후보도시의 경우 IOC가 오는 10월 Buenos Aires개최 제133차 IOC총회에서 2026년 동계대회 유치경쟁에 참여할 공식후보도시 확정 투표를 단지 6주 남기고 확인될 수 있는(The city could be confirmed only six weeks before the IOC are due to vote on their official candidates for the 2026 race at their Session in Buenos Aires) 정황이라고 합니다.

 

 

터키의Erzurum의 경우 시리아국경과 상대적 인접성으로 인해(due to the relative proximity of the Syrian border) 안전상, 정치상황 상, 지리적 이유에서 무모한 선택이 될 것으로 간주되고(considered a risky choice for security, political and geographical reasons) 있다고 합니다

 

 

Dubi 수석국장은 그럼에도 불구하고 2016 유치경쟁에 관여된 도시들이 급속도로 강력해지고 있는 중(going from strength to strength)이라고 주장하였다고 합니다.

다음은 Tokyo2020동계올림픽 및 패럴림픽 IOC조정위원회 6번 째 방문 중인 Dubi 수석국장의 발언 내용입니다:

 

A.  "I am super-confident." (나는 아주 확신하고 신뢰함)

 

B.  "Look at the line-up we have. (현재 라인 업을 보라)

 

C.  "Out of the remaining five, four have done it before and you have an ambitious country [Turkey] which wants to develop winter sport so yes I am very confident. (남아 있는 5개 도시들 중 4개는 과거 동계올림픽을 개최한 바 있으며 한 게 도시는 터키라는 야심 찬 국가에서 나오는데 동계스포츠 발전을 원하고 있고 그래서 본인은 매우 확신에 차 있음)

 

D.  "We have created a shorter process and this dialogue is proving that some projects will naturally leave and there is no harm done there but the others are going from strength to strength. (우리는 이전보다 더 간경한 과정적용을 창출하였으며 이러한 대화는 몇 멸 프로젝트들을 당연히 남길 것이고 해가 될 것이 없지만 다른 도시들은 급속도로 강력해 지고 있음이 증명되고 있는 중임)

 

E.  "You see from being in Calgary and Stockholm, for example, that these projects are coming to greater maturity and this is also why we have this partnership where the IOC is contributing much more. (여러분이 보시다시피 Calgary와 Stockholm사례를 예로 들면 이러한 프로젝트들이 진일보되어 성숙되고 있으며 이것이 바로 IOC가 훨씬 더 많은 것을 기여하고 있는 이러한 파트너십이 진행되고 있는 이유임)

 

F.  "What I am saying is that I am following very closely all of these projects and they are going from strength to strength. (이야기인 즉, 나는 이러한 모든 프로젝트들을 매우 주도 면밀하게 지켜보고 확인 중이며 그들은 급속도로 강력해 지고 있다라는 것임)

 

G.  "Every time we have meetings, every time we have experts either going on the ground or them coming to us, we are reinforcing these projects and they do make sense." (매번 만나는 회의에서 매번 우리는 전문가들이 현장으로 가거나 그들이 우리에게 찾아오고 있는바 우리는 이러한 프로젝트들을 강화시키고 있으며 그들은 이치에 맞음) 

 

 

Dubi는 또한 ㄱ 동안 최근 몇 년간 여러 유럽후보도시들이 동계올림픽 및 패럴림픽 유치의 걸림돌이 되어왔으며 그로 인해 나머지 5개 후보도시들이 염려하던 대중투표에서 살아 남을 수 있을 것임을 확신하고 있다(the remaining candidates can survive the dreaded public vote, which has put paid to several European candidacies for the Winter Games in recent years )고 주장하였다고 합니다,

 

 

대중투표에 직면한 후보도시들은 종종 유치가 살아남을 것이라고 그들의 믿음을 표명하지만(Cities facing the public vote often express their belief that the bid can survive) 2013년 노르웨이 Oslo 이래 어느 도시도 주민투표에서 찬성표를 받지 못해(none have been given the green light in a referendum since Oslo in 2013) 궁극적으로 붕괴된 시도(an attempt which eventually collapsed anyway)로 그친 것으로 알려졌습니다.

 

 

그러한 운명에 처해 고통 받은 가장 최근 유치도시(the latest to suffer that fate)는 오스트리아의 Graz2026유치도시로써 주정부로부터 동계올림픽유치에 대한 지지부족으로 2026년 동계올림픽 및 패럴림픽 유치경쟁대열에서 철회한다고 오스트리아 NOC(the Austrian Olympic Committee /ÖOC)가 7월6일 자로 발표한 바 있습니다.  

 

 

스위스 유치후보도시인 Sion 역시 2018년 6월 주민투표 패배로 종결된 바(ended because of a referendum defeat in June) 있다고 합니다.

 

 

 

다음은 이어지는 Dubi 수석국장의 첨언 발언 내용입니다:

 

A.  "If they go to referendums or plebiscites, what I know is that the projects we have now are really very strong ones." (후보도시들이 주민투표나 신임투표에 임한다 할지라도, 내가 아는 바로는 우리가 진행하고 있는 프르젝트들은 정말 아주 강력한 것들임)

 

B.  "You don't have one venue which is not justified. (정당화로 입증 받지 못한 경기장은 한 군데도 없음)

 

C.  "If there is one to build, it has a legacy value and a long-term development plan which fits into a broader strategy. (건설해야 할 경기장이 하나 있다면, 그것은 유산으로써의 가치가 있으며 더 폭 넓은 전략에 안성맞춤인 장기개발계획이 있다라는 것임)

 

D.  "Bidding for an event like this is complicated, it touches every single walk of life; security, technology, finance, legal, legislation and sport.(이 같은 이벤트 유치는 복잡한 것인데 모든 부문이 총동원되게 되는데; 안전, 테크놀로지, 재정, 법률적인 것, 입법 및 스포츠를 모두 포함함)

 

E.   "Any walk of life is being impacted by a project like this.(어떠한 종류의 사회부문도 이 같은 프로젝트에 의해 영향을 받도록 되어 있음)

 

F.  "It will never be easy but it is the greatest project." (그것은 결코 쉬울 수 없지만 가장 위대한 프로젝트임)

올림픽개최에 따른 개최도시들이 누리게 될 혜택이 유치후보도시들로 하여금 주민투표성공 찬스를 더 좋은 방향으로 강화시키기 위해 혜택 관련 홍보 소통을 IOC가 해야 할지 여부를 묻는 질문에 대하여 Dubi 수석국장은 다음과 같이 답변하였다고 합니다:

 

A.  "I think so.(그렇다고 생각함)

 

B.  "The value proposition was, for a very long time, you organise the Games, it is super-positive, now you need to explain [the benefits].(가치함유 제안사항은 오랫동안 대회를 조직하면서 지극히 긍정적이며 그래서 그러한 혜택사항들에 대해 설명할 필요가 있는 것임)

 

C.  "You need to have proof points, documented cases that showed what worked, things that didn’t work and why and how they would do it differently. (여러분은 증명이 될 만한 점들과 실제로 작동이 되었고 되지 않았던 것을 보여주는 것들 그리고 어째서 그리고 어떻게 그것을 달리 처리할 것인지를 담은 서류화된 사례들을 나열할 필요가 있음)

 

D.  "You need a very simple, impactful message and yes, I think there is a duty from all of us to do that. (여러분은 아주 단순하고 매우 효과직인 메시지와 수긍함이 필요하며 생각하건대 우리 모두가 그것을 수행할 의무가 있다라는 것임)

 

E.  "We in common have one duty; to be very clear about the opportunity of hosting the Games and what it represents in economical, social and environmental terms. (우리는 공통적으로 한가지 위무사항이 있는데, 올림픽대회 개최 기회에 대하여 매우 명백해야 하며 그를 통해 경제적, 사회적 그이고 환경적 조건에서 대표되는 것들도 포함됨)  

 

F.  "We need to be very clear with that." (우리는 그런 것에 대해 아주 명백할 필요가 있음)

 

 

2026년 동계올림픽 및 패럴림픽 개최도시 최종선정은 현재로서는 2019년 이태리 밀라노에서 열릴 제134차 IOC총회가 될 예정입니다.
