[평창2018 제7차 IOC CoCom첫 날 회의 외신주요반응 요약정리]

 

10월6일 자 한 외신제목은 “평창2018 홍보 및 유산관련 계획 대회이미지 손상 피하기 위해 개선하도록 경고 받다”(Pyeongchang 2018 (was) warned promotion and legacy plans must improve to avoid harming "image of Games)라고 되어 있습니다

평창2018조직위원회 관계자들은 IOC조정위원회로부터 유산계획(legacy plans)과 소통(communications) 그리고 참여전략(engagement strategies)을 공히 조속히 개선하지 않을 경우 평창2018동계올림픽 이미지손상 위험에 직면하게 될 것임을 경고 받은 것(PyeongChang2018 organisers have been warned that they risk harming the image of their Olympic Games if they do not make swift improvements to both legacy plans and communications and engagement strategies.)으로 보도되었습니다

 

이러한 메시지는 Gunilla Lindberg IOC조정위원장이 본회의 서두 개회사에서 꺼낸 것인데 이러한 계기에 의례히 보여주었던 감정을 누그러뜨리는 언어사용을 포기한 내용(in an opening address which abandoned the usually anodyne language displayed on these occasions)이라고 표현하고 있습니다

 

Lindberg위원장은 진행 중인 경기장 건설진척에 대해 인상적(impressive)이라고 치하한 후 이희범 신임조직위원장이 이끄는 조직위원회 팀에게 경기장 완공(completing venues)은 “단지 업무의 한 부분일 뿐”(only one part of the job)이라고 경고하였다고 보도한 바 있습니다.

 

Lindberg위원장의 개회사 권고발언내용이 외신에 소개 되었습니다:

 

(1) "Concerning venues, it must also be a top priority for Pyeongchang 2018, Gangwon Province and the Central Government to confirm the legacy plan for each venue. (경기장에 대하여, 평창2018과 강원도와 중앙정부가 각 경기장 별로 유산계획에 대해 확정하는 것 역시 최고우선순위여야 함)

 

(2) "Decisions in this respect have been delayed for too long and decisions must be made. (이점에 있어서의 결정되어야 할 사안들이 너무 장기간 지체되어 왔으며 결단이 내려져야 하는 시점임)

 

(3) "The current lack of clarity in this respect is having a negative impact on pre-Games operations and signature of the necessary use agreements with venue owners, which are both significantly delayed. (이점에 대한 현재 명확성의 결여상황은 대회 전 단계 운영과 역시 지체상태에 놓여 있는 경기장소유주들과의 필요한 경기장 사용합의서 서명에 부정적 영향을 끼치고 있는 상태임)

 

(4) "Absence of clear legacy plans also reflects badly on the image of these Games for which legacy were already committed at bid time but never confirmed." (명백한 유산계획이 결여되어 있음으로 해서 유치단계에서 이미 공약되었던 유산계획이 이후 결코 확정되지 않고 있는 상황이 평창대회 이미지에 좋지 않게 반영되고 있음)

Lindberg 위원장은 소통과 참여(communications and engagement)이 “핵심 초점”(a key focus)이 되어야 한다고 경고하였다고 보도되었습니다.

 

Lindberg위원장의 추가 발언 보도내용은 다음과 같습니다:

 

(5) "Early indicators show that the level of interest from Koreans and stakeholders is low. (초기 예측지수들을 보면 한국인들과 이해당사자들의 관심수준이 저조한 것으로 나타나 있음)

 

(6) "It is essential to raise the profile of Pyeongchang 2018, both domestically and internationally, to generate more interest and enthusiasm. (평창2018대회 흥미와 열의를 불러일으키기 위하여 국내외 평창2018의 프로필을 고양시키는 것이 필수적임)

 

(7) "Failure in this area will lead to failure in many other areas, including ticket sales." (프로필 업그레이드가 잘못될 경우 입장권판매를 포함한 다른 많은 분야에도 그릇된 방향으로 몰고 가는 실패에 봉착할 수 있음)

 

(6)과 (7) 지적 사항은 10가지 특히 중대한 주제들 중 두 가지로써 2일 간 논의될 항목으로 간주 된다고 보도된 바 있습니다. (These were two of 10 themes considered "particularly important" to discuss over the next two days.)

 

기타 대회 제반 서비스에 대한 우려사항은 특히 수송(TRA), 숙박(ACM) 및 출 도착(AND)와 관련하여 ‘수행해야 할 업무가 산적해 있다’(there is a lot of work to be done)이라고 지적하였다고 보도 하였습니다

 

내년 완공예정인 신설고속철도에 의한 서울-평창 간 모든 올림픽관계자들의 이동(moving all stakeholders)문제를 “과소평가할 수 없는 복잡한 과업”(complex undertaking which cannot be underestimated)이라고 묘사하였다고 보도하였습니다.

 

(8) 28개에 달하는 금년 겨울시즌에 바쁘게 치르게 될 테스트이벤트(a busy winter of test events)에 대하여서는 “평창2018이 조직위원회 각 부서들 팀원들의 운영능력 테스트와 더불어 대회에 앞서 소중한 경험을 체득할 수 있는 독특한 기회부여계기일 뿐만 아니라(a unique opportunity to test your teams and gain precious experience ahead of the Games)동시에 2018년 동계올림픽 준비과정을 통하여 감동을 불러일으키고 치를 수 있음을 세계만방에 보여 줄 수 있는 평창의 시간”(your time to show the world that Pyeongchang 2018 can deliver and generate excitement for the Games)이 될 것이라고 언급하였다고 보도하였습니다. 

 

(9) 능력 있는 인력채용(recruiting the right workforce)은, 제대로 착수되지 않을 경우(if not undertaken) 성공적인 대회개최를 위협하는 요소가 될(risk their successful delivery) 각 경기장에 설치될 임시가설물 조달작업 (overlay procurement work)완수 숙제와 더불어, 또 다른 우선순위로 예시되었다(cited as another priority)고 보도되었습니다.

 

(10)            또 하나의 우선순위로는 “어떤 간격이 생길 경우 가능한 빠른 시간 내에 그 간극을 식별할 수 있으며 필요한 완화조치실행(necessary mitigation measures implemented )을 용이하게 하는 현실적인 예산확정”(confirming a "realistic...budget" ) 사안 역시 “강력한 입장권 프로그램실행 및 경기장 만석달성전략( implementing a "strong ticketing programme" and a "full stadia strategy”)과 더불어 우선순위로 분류되었다고 보도되었습니다.

 

 

(11)            효율적인 지배구조설정 및 실행(implementing an efficient governance)과 패럴림픽에서 각 경기장 접근 성 관련 명확한 전략확보(ensuring a clear strategy for venue accessibility at the Paralympic Games)는 최종 두 가지 제시내용이었다고 보도하였습니다

 

위에 열거한 10가지 분야 항목 들 중 많은 부분들은 지난 8월 Rio2016올림픽기간 동안 문젯거리로 감지되었던 분야로 알려 있습니다(Many of these 10 were areas perceived as problematic during the Olympic Games in Rio de Janeiro in August.)

따라서 IOC는 2년도 채 남지 않은 상황임을 감안하여(in order for them to be addressed with less than two years to go) 민간부문과 공공부문에 공히 그들의 우려감을 표명한 듯 보인다고 보도하였습니다

 

Rio2016올림픽 IOC조정위원회 일원이기도 하였던 Lindberg 평창2018 IOC조정위원장은 경기장 건설진척상황과 다른 요소들에 대해 열의를 가지고 다음과 같이 발언한 것으로 보도되었습니다:

 

(1) "We could see the positive progress that Pyeongchang 2018 has made with construction projects during our venue tours yesterday," (어제 경기장 시찰을 하는 동안 평창2018이 건축프로젝트를 완수하는 과정이 긍정적으로 진척되었음을 알 수 있었음)

(2) "It is impressive. (인상적임)

(3) "Pyeongchang 2018 is on course to deliver permanent venues on schedule.(평창2018은 일정에 맞추어 영구시설 경기장 건설에 박차를 가하고 있음

(4) "I also want to congratulate you on the success of your volunteer recruitment programme, and what appeared to be a very festive 500-days-to-go celebration.(또한 자원봉사자 모집 및 채용이 성공적으로 완수되었음에 축하하면서 G-500축하기념행사가 축제분위기를 창출한 것으로 보여 만족함)

(5) "We now have just 491 days to go, and every day that goes reduces our margin for error in this final stage of Games preparations."(오늘 부로 대회시작까지 491일이 남았는데 날마다 하루하루 대회준비의 마무리 단계에서 오차의 폭을 점차 줄여가는 나날이 될 것임)
