(2) Es un gran placer darles la bienvenida a la Sesión del COI en Lima.
(3) Este es un momento y un lugar muy especial.
(4) Por primera vez, celebramos una Sesión en Perú, este hermoso país con una gran historia, una amplia diversidad cultural y una gente muchísimo amable.
(5) También quisiera resaltar la gran capacidad de recuperación de los peruanos.
(6) No debemos olvidar que, hace tan solo unos meses, Perú sufrió unas terribles inundaciones.
(7) El hecho de que nos encontremos hoy aquí reunidos es una clara muestra del espíritu de determinación del pueblo peruano.
(8) Estamos muy agradecidos al Gobierno del Perú y a su presidente, Pedro Pablo Kuczynski, por haber mantenido firme su compromiso de celebrar la Sesión.

(21) We are living in a world of crises, and in some countries, in a world of mistrust and uncertainty.
(22) Studies like the Edelman Trust Barometer confirm that in a number of countries, public trust in governments, business, NGOs and the media is at an all-time low.
(23) With such mistrust and scepticism, there is less readiness for real dialogue.
(24) There is less willingness to listen, less incentive to engage with the other side.
(25) It is quite a paradox, that in our digital age when there are more opportunities for communication than ever before, there is also a growing tendency to think in silos and to shut yourself off from any real exchange of views.
(26) In these countries, we are seeing a worrying trend towards isolationism on many levels.
(27) It seems that there the answer to every problem is more isolation, and less dialogue. More separation, and less talking.
(28) Those who still want dialogue, who want to find common ground with others, are even under suspicion.
(29) They are under suspicion for sharing the opinion of the other side, simply because they are speaking with them.
(30) In such an atmosphere, a real dialogue is extremely difficult.
(31) This is worrying because it leads these people to believe that their way of thinking is the only truth.
(32) This is worrying because we must always recognise that the world is diverse.
(33) And what better country than Peru to demonstrate this.
(34) At the end of the day, we all depend on each other.
(35) There is not only one singular truth.
(36) These trends in these countries should give us reason for concern.
(37) After all, our Olympic Movement stands in stark contrast to this Zeitgeist.
(38) We stand for dialogue and understanding.
(39) We stand for peace, diversity, tolerance and respect.
(40) In sport, everyone is equal, regardless of background, belief or nationality.
(41) These trends are a call to action for us.

(80) Another recent example of our values in action was the participation of the first-ever Refugee Olympic Team at the Olympic Games Rio 2016.
(81) By creating this team, the IOC sent a message of hope and inclusion to all refugees in our world.
(82) The refugee athletes showed the world that we are all part of the same humanity.
(83) Their participation was a clear signal that refugees are our fellow human beings-that they are an enrichment to society just as they are an enrichment to our Olympic family.
(84) This expression of solidarity did not end after the Olympic Games Rio 2016.
(85) We are of course continuing to support these ten athletes in their sporting and professional careers, allowing them to pursue their dreams and build their lives.
(86) With no end in sight for the global refugee crisis, we see it as our responsibility to continue to play our part, to lend our support.
(87) Here in Lima we will present to the IOC Session another very important project which will bring our support for refugees to a new level.
(88) As the role and relevance of sport in society continues to grow, so do the expectations of the public vis-à-vis the integrity of sports organisations.
(89) We know that our ability to make a difference in the world rests on our credibility and integrity.
(90) This is why one of the pillars of Olympic Agenda 2020 is credibility, together with sustainability and youth.
(91) With Olympic Agenda 2020, the IOC is showing a sceptical world that we are making the Olympic Movement stronger, that we are living up to our values and responsibilities.
(92) For this reason, good governance is a central feature of Olympic Agenda 2020.
(93) The IOC has already implemented all good governance measures called for under Olympic Agenda 2020.
(94) We have reformed and we have changed.
(95) With our robust system, we now have stronger rules in place to prevent misconduct as well as to swiftly sanction such behaviour.
(96) We know on the other hand that these new rules do not make us immune.
(97) No organisation in this world is immune in this respect.
(98) At the same time, these reforms allow us also to better handle wrongdoing from before the reforms.
(99) Whenever such cases arise, we will take action and the necessary measures.
(100) It is in our own highest interest to protect the integrity of sport.
(101) In this way, we move to the future.
(102) Placing a strong emphasis on ethics goes hand in hand with strengthening our good governance.
(103) Among many other measures, we have appointed a Chief Ethics and Compliance Officer.
(104) We have a well-respected Ethics Commission, whose members are elected by the IOC Session.
(105) The fact that the former UN Secretary-General Ban Ki-moon has accepted to be proposed as the new chair for this Ethics Commission, shows the trust and standing this Commission enjoys also outside the world of sport.
(106) Protecting the clean athletes is another key commitment.
(107) In this respect, we have already made many proposals on how to strengthen and reform the worldwide anti-doping system, led by WADA.
(108) The changes are focused on strengthening the role of WADA and making it more efficient.
(109) As far as the responsibility of sports organisations is concerned, we want to make this system equally independent from sports organisations and national interests.
(110) We are taking a major step in this direction with the creation of the Independent Testing Agency, with the aim to create an international level playing field for all athletes.
(111) Also in this respect, we are cooperating closely with WADA.
(112) Starting in PyeongChang, the anti-doping system will be independent from the IOC.
(113) This will include testing and results management as well as sanctioning, as it already was the case during the Olympic Games Rio 2016.
(114) With regards to the follow-up to the McLaren report, we have two Commissions who are working closely on this.
(115) The Commission led by IOC Member Denis Oswald is examining the evidence against individual Russian athletes and their entourage during the Olympic Winter Games Sochi 2014.
(116) The Commission under the chairmanship of the former Swiss President Samuel Schmid is examining the systematic manipulation of the anti-doping system in Russia.
(117) Both Commissions will present their interim reports during this IOC Session.
(118) We must always remember that the success of the Olympic Movement depends on the success of the Olympic Games.
(119) With Olympic Agenda 2020, we are on the right track to keep the Olympic Games attractive and relevant.
(120) Half of the world’s population followed the coverage of the Olympic Games Rio 2016.
(121) This shows the continued global appeal of the Olympic Games and our Olympic Values.
(122) An international survey found that the association of the Olympic Games with terms, including the Olympic values of “excellence”, “friendship”, “respect”, as well as “diversity”, “inspirational”, “unity”, “universal” and “youthful”, has increased since London 2012.
(123) Everything we do ultimately depends on this global appeal of the Games.
(124) This is why we are undertaking the most comprehensive reform of the Olympic programme in our recent history.
(125) The Olympic Games Tokyo 2020 will be more youthful, more urban, and more female.
(126) We will have the highest-ever representation of female athletes in Olympic history.
(127) Already for the Youth Olympic Games Buenos Aires 2018, we will have the first sports programme with complete gender equality, a 50-50 balance, with the same number of girls and boys competing in the same number of sports and events.
(128) With the sustainability pillar of Olympic Agenda 2020, we are also addressing the organisation of the Olympic Games, making them more feasible and sustainable.
(129) Paris and Los Angeles, the Candidate Cities for the Olympic Games 2024 and 2028, are the first to fully benefit from Olympic Agenda 2020.
(130) Both cities, who will address us tomorrow, have really embraced this Agenda in a great way.
(131) We see this especially by the record number of existing and temporary facilities that are planned to be used.
(132) This is something we have not seen in this dimension in the history of the Olympic Games.
(133) Such proposals lead to significant cost reductions in the organisation of the Olympic Games.
(134) Olympic Agenda 2020 is also focused on engaging youth.
(135) Never before have there been more young people in the world.
(136) More than half the world’s population is under 30 years old and this number continues to increase.
(137) What does this mean for us?
(138) It means that we must engage with youth, making sure that the appeal of sport remains strong with young people, that the Olympic Games keep their relevance, and that the Olympic Values continue to resonate with the next generation.
(139) In this respect, the Olympic Channel is key to spread these values 365 days a year, reaching people everywhere around the world.
(140) This is another direct result from Olympic Agenda 2020.
(141) Only a few weeks ago, we celebrated the one-year anniversary of the Olympic Channel.
(142) It has already reached nearly 1 billion video views across all platforms.
(143) 77 per cent of the Channel’s followers on social media are under the age of 35, showing that the content resonates with our key target audience of young people.
(144) When we all voted Olympic Agenda 2020, the spirit we expressed at is: To change or to be changed.
(145) It continues to be as true today as it was when we first adopted it.
(146) In a world that is changing at an ever-faster pace, we cannot afford to stand still.
(147) We need to continue to lead the change to make a difference.
(148) The IOC cannot do this alone.
(149) This is why we are so grateful to all stakeholders of how they have embraced Olympic Agenda 2020.
(150) It is only this spirit of cooperation and partnership that has enabled the IOC to take a leadership role in promoting the role of sport in the world.
(151) This is in fact the best expression of our strength, of our unity in diversity.
(152) When we take everything together what I have just described – the increased relevance of sport in society, the importance of our values, the continued success and appeal of the Olympic Games, our unity in diversity – if we take all this together, we can see that the Olympic Movement is an anchor of stability in our troubled times.
(153) This stability is a key motivation for our partners, to demonstrate their trust in us through long-term agreements and commitments.
(154) Stability is perhaps the most valuable currency of our times.
(155) However, our success so far does not mean that we can lean back and be complacent.
(156) This is why the decisions at this IOC Session in Lima are so important: they will chart our course for the future.

올림픽 출전 자격 확보의 기회를 놓친다고 하더라도, 북한 NOC가 원한다면, IOC와 국제 스포츠 연맹은 함께 북한 선수의 올림픽 참가에 대한 해결책을 찾을 준비가 되어있습니다.

A. 불신의 시대와 올림픽 운동
(1) 불신과 불확실성이 팽배한 위기의 시대에 많은 국가가 고립주의와 단절을 선택하고, 대화와 소통을 부정하는 시대정신이 나타나고 있음.
(2) 이러한 시대정신과 반대되며 대화와 이해, 평화와 다양성을 지지하는 올림픽 운동과 올림픽가치가 그 어느 때 보다 절실히 필요함.
(3) 올림픽 대회가 현 시대에 희망의 상징이 될 수 있음. 평창 올림픽대회를 앞둔 지금이 올림픽 메시지를 전할 적기임.
B. 평창 올림픽대회에 대한 IOC의 입장: 한반도 정세 및 북한 참가
(1) IOC는 정치적 상황을 면밀히 예의주시하며, 관계 국가 및 NOC와 접촉하고 있음.
(2) 그 어떤 상황에서도 평창2018 동계올림픽에 대해 회의적인 시각을 가진 적이 한 번도 없음.
(3) 올림픽대회는 정치적인 긴장 상태를 넘어서며, 정치적 책략의 도구가 아니라 대화의 장이자 희망과 평화의 상징임.
(4) 이러한 노력의 일환으로, UN회원국이 11월 유엔총회에서 올림픽 휴전(Olympic Truce) 결의안을 채택할 예정임
(5) 현 상황에서 평창2018 동계올림픽대회에 대한 차선책(Plan B)에 대한 언급은 평화와 외교에 대한 IOC의 믿음에 배치되며 한반도 평화정착에 대한 외교적 노력을 약화시킴.
(6) 정치적 중립이라는 측면에서, 북한 NOC 선수들의 참가에 문을 열고 있으며 출전자격 확보기회를 놓치더라도 북한 NOC가 원할 경우, 해당 국제연맹(IF)과 함께 다른 대체방안을 모색할 수 있음.
(7) IOC와 평창 조직위원회(POCOG)는 긴밀히 협력하며 평창2018 동계올림픽의 성공을 기대하고 있음.
(8) 올림픽을 연이어 개최할 한·중·일 조직위원회들(OCOGs)의 긴밀한 교류는 고무적임.
(9) 한·중·일 3국은 체육부 장관 간 협정을 협력을 강화하고 있음.
C. 스포츠의 사회적 역할 증대와 IOC의 임무: UN/IOC 양해각서, 신앙과 스포츠에 관한 국제회의(Global Conference), 올림픽 난민 팀(Olympic Refugee Team)참여 등
(1) 스포츠의 사회적 역할의 증대는 Olympic Agenda 2020의 주된 원동력을 제공함.
(2) UN은 IOC와의 양해각서를 통해 IOC의 사회적 임무를 인정. UN은 스포츠가 UN 지속가능개발목표를 달성하기 위한 중요한 도구라고 강조.
(3) 평화로운 인간 개발의 촉진은 IOC의 임무. 프란치스코 교황이 반기문 UN 前 사무총장과 함께 신앙과 스포츠에 대한 국제 회의(Global Conference)를 발족함.
(4) Rio2016 올림픽대회에서 사상 처음으로 올림픽 난민 팀(Olympic Refugee Team)이 참가함.
(5) IOC는 지속적으로 난민 팀의 선수들을 지원할 것임.
(6) IOC 리마 총회에서 새로운 차원의 난민 지원을 가능하게 해줄 아주 중요한 프로젝트 소개 예정.
D. IOC의 개혁: 윤리위원회, 반도핑 시스템의 독립, 맥라렌(McLaren) 보고서 후속조치
(1) Olympic Agenda 2020에서 신뢰성을 중요한 가치로 제시함.
(2) IOC는 바람직한 지배구조(good governance)를 위한 모든 조치를 이행함.
(3) 강력한 규정 확립으로 위법행위 대응이 개선되었으며 스포츠 기관의 청렴결백성을 강화할 예정.
(4) 이러한 노력의 일환으로 반기문 UN 前 사무총장이 신임 IOC윤리위원장으로 임명됨.
(5) 정직한 선수 보호를 위해 세계 반 도핑기구(WADA)가 이끄는 세계 반 도핑 시스템을 국가의 이익과 스포츠 기관으로부터 독립된 시스템으로 보존하고자 하며, 이를 위해 독립 검사기관을 발족하였고, 평창2018을 시작으로 반 도핑 시스템은 IOC로부터 독립될 것임.
(6) 맥라렌(McLaren) 보고서의 후속조치로써, 두 개의 위원회가 개별 러시아 선수들 및 러시아 반 도핑 시스템의 조직적 조작여부에 대해 조사 중이며 IOC 리마 총회에서 중간보고 예정.
E. 양성평등, 지속가능성, 젊은이의 참여에 대한 IOC의 노력
(1) 올림픽대회가 전 세계에 타당성과 설득력을 보이는 것이 매우 중요함
(2) 이를 위해 IOC 역사에서 가장 포괄적인 성격의 개혁을 이행 중임
(3) Tokyo2020올림픽대회는 올림픽 역사상 가장 많은 여성 선수들이 출전 및 참가하는 대회가 될 예정이며 Buenosaires2018 유스올림픽대회(YOG)의 소년/소녀 경기 참가 비율을 50: 50으로 맞춤으로써 완전한 양성평등에 대한 계획 수립.
(4) Olympic Agenda 2020의 지속가능성(Sustainability)은, Paris와 LA가 기존 시설 및 임시시설활용비율을 높이는 등의 사례를 통해 실제로 구현되고 있음.
(5) 세계 30대 미만 인구의 비중을 고려할 때, 스포츠가 젊은이들에게 매력적이어야 함.
(6) Olympic Agenda 2020의 결과물인 올림픽 채널(Olympic Channel) 동영상 시청 10억뷰 달성 및 올림픽 채널 팔로워 중 77퍼센트가 35세 미만이라는 점을 볼 때 이러한 노력은 성공적임.
F. 올림픽 운동 (Olympic Movement) 에 대한 향후 노력
(1) 변화를 이끌 것인가 변화에 묻혀 당할 것인가 에 대하여 지속적으로 고민해야 함.
(2) 스포츠의 사회적 타당성 증대, 우리의 가치의 중요성, 올림픽대회의 지속적인 성공과 설득력의 제고, 다양성 속의 조화를 통해 올림픽 운동이 위기의 시대에 안전성의 원천이 될 수 있으며, 이를 통해 파트너들이 우리를 신뢰할 수 있음.
(3) 현재까지 잘해왔으나 아직 후반전이 남아있음.
(4) IOC 리마 총회 의제 중 하나인 2024 올림픽대회와 2028 올림픽대회 개최지 동시 배정 외에도 많은 중요한 결정들이 기다리고 있음.
(5) 함께 올림픽 가치(Olympic Values)를 전하며 앞으로 정진해야 함.
