[평창유치, IOC경고 파장과 후유증 어찌해야하나?] (시리즈:23/동계올림픽유치경쟁)

평창2018유치관련 스폰서 파문이 일단락되었다.
평창2018유치위원회는 IOC윤리위원회가 조사한 후 발표한 경고와 관련하여 다음과 같은 요지의 내용을 IOC로 발송 하였다고 보도되고 있다.
"평창2018은 지금까지 IOC제반 규칙 및 규정을 충실히 준수하여왔으며 그러한 자세를 계속 견지하고 있다. 우리는 금번 IOC의 결정에 함축된 논리에 대해 수긍하며 감사한다. 이제 이 사안은 일단락되었으며 우리는 2018년 유치 캠페인의 다음 단계을 향하여 모두 함께 전진할 수 있을 것으로 믿는다."

IOC rules and regulations. We appreciate the logic of this decision at this time which has also been conveyed to the International Olympic Committee. We believe that this matter is now closed and we can all move forward into the next phase of the 2018 bid campaign.”)

한편 IOC는 금번 스폰서 파동과 관련된 IOC위원 2명에 대하여 아무런 경고나 주의조치도 하지 않은 것으로 알려졌다.
막강한 실세인 Denis Oswald IOC집행위원 겸 FISA회장에 대하여서는 FISA와 Oswald회장이 삼성전자와의 스폰서계약건을 "좋은 취지와 신념으로 처리하였다."(have acted in good faith)라고 정의하였다.
결국 Oswald IOC집행위원은 IOC로부터 "잘했다(?)"라는 평가와 본인이 회장 직을 맡고 있는 FISA와 삼성전자와의 4년짜리 스폰서계약을 살리는 실리를 모두 챙기는 성과(?)를 거둔 셈이다.
그러면서 차기 IOC위원장 강력후보이며 뮌헨2018 유치위원장인 독일 IOC부위원장 Thomas Bach에게 이해상충성 오해의소지를 불식시키는 일환으로 "투표권 행사 포기"의사를 표명하여 Bach와 뮌헨2018 그리고 프랑스 안시 2018에게도 적을 만들지 않음으로써 '꿩 먹고 알먹기'식의 절묘한 행보로 실익과 명분 모두를 성취한 격이다.

외신은 "Oswald가 삼성과의 스폰서계약을 지키는 댓가로 2018년 동계올림픽개최도시 선정 투표 기권을 선택하였다."(FISA's Oswald Opts not to Vote for 2018 Olympic Host as Price of Keeping Samsung Sponsorship)라는 기사를 타전하였다.
Cinquanta 이태리 IOC위원 겸 ISU회장도 아무런 흔들림 없이 미화1백만불(약11억원)짜리 대한항공과의 2년 스폰서계약 성사 상태를 그대로 유지시켰다.
물론 동 계약의 발효시기는 2018년 동계올림픽유치도시 선정 투표후니까 어쨋든 백만불짜리 스폰서는 선점 확보한 셈이된다.
그리고도 Cinquanta IOC위원은 IOC로부터 아무런 조치도 받지 않았다.
사실상 평창2018유치에 도움이 되도록 추진했던 2개의 스폰서계약 건은 남 좋은 일만 시켜 준 모양새가 되어 버리고 말았다.
문제는 동계올림픽유치 관련 IOC윤리위원회의 이번 판결로 인해 향후 국내 다국적 기업들이 평창2018을 측면지원할 수 있는 다각적이고 공식적인 국제스포츠행사지원 및 기타 후원 프로그램 추진계획( IOC위원 득표 전략 교두보 한쪽)이 송두리채 사라질 수 있다는 점이다. 
"이해상충"(Conflict of Interest), 광범위하고 포괄적인 의미를 함축하고 있는 이 단어는 향후 평창2018유치활동의 발목을 잡는 견제구 성격의 명분으로 불리하게 자주 사용될 수 있다.
유럽의 텃세, IOC윤리규정의 굴레, 스포츠외교파워 부재는 평창2018이 반드시 넘어서야 할 산(山)들이다.

"After indications last week of potential conflict of interests concerning partnership deals involving International Sports Federations and commercial partners, the IOC Ethics Commission has taken the following action.
The International Skating Federation (ISU) and Korean Air - a partner of the Pyeongchang 2018
bid committee - have agreed to postpone their partnership until after the vote on who will host the Olympic Winter Games in 2018. The election will take place in Durban on 6 July 2011. The Ethics Commission reminded Pyeongchang 2018 and its related organisations to fully respect the Rules of Conduct related to Candidate Cities and issued a warning.
The Ethics Commission also looked into the partnership deal between the International Rowing
Federation (FISA) and Samsung, a global (TOP) sponsor of the Olympic Movement. The agreement did not infringe IOC rules. FISA President and IOC member Denis Oswald decided to abstain from voting in Durban to avoid a perception of conflict of interests. The IOC Ethics Commission recognised that FISA and its President acted in good faith.”
