올림픽유치파일작성 그리고 프레젠테이션 5대 노하우, 과연 어찌하면 될까?(시리즈:29/동계올림픽유치경쟁)

올림픽유치는 전 세계국가들이 추구하는 고부가가치 최첨단 국제행사로써 이미 단순한 스포츠 이벤트개최 차원이 아니다.
국격을 높히고 국가홍보는 물론 경제적 실리도 함께 챙길 수 있는 일석 다조, 효과만점의 "황금알 낳는 거위"(A goose that lays golden eggs)다.
이러한 범 국가적 프로젝트인 올림픽유치를 성공적으로 수행하기 위환 방법론은 어디에도 찾아보기 힘들다. 그저 단편적이고 이론적인 설명만 떠 돌 뿐이다.
IOC평가위원(IOC Evaluatoin Commission Member)자격으로 2008년 올림픽유치 후보도시들의 유치파일(Bid File)을 검토해 보고 실제로 결선에 진출한 5개 후보도시들(베이징, 오사카, 토론토, 이스탄불 및 파리)을 실사 방문하여 평가하고 최종 보고서를 작성해 본 경험과 2010년 및 2014년 평창동계올림픽유치위원회 국제사무총장으로 올림픽유치위원회의 애로사항과 고민을 현장에서 직접 참여하면서 느끼고 투표권자들인 IOC위원들을 명문과 실리로써 설득시키기 위한 나름대로의 생각과 아이디어 등을 요약 및 축약하여 영어로 정리해 보았다.

근 30년 간의 국제적 현장경험을 토대로 어떻게 하면 올림픽유치를 훌륭히 준비 할 수 있을까에 대한 "간단 단순 명료"한(brief, simple, and clear) 비결을 소개 하고자 한다.
모든 국제회의에서 질문과 답변 공히 "간단, 단순, 명료"(Simplicity, Brevity, Clarity)할수록 점수가 높다. 물론 여유와 유머가 가미된다면 "금상첨화"("adding flowers to embroidery")다.

Five(5) Key Elements to a Successful Olympic Bid File
(올림픽 유치파일작성 및 프레젠테이션 성공 5대 노하우)

In order to ensure a successful bid and organization of the Games, 5 essential strategic plans need to be drafted and fulfilled.

1. Good Organization(훌륭한 각 부문 별 조직 및 운영체계:선수중심, 경기중심, 관중친화, 경기장 등 시설 완비, 편리한 접근성, 통신, 수송, 숙박 등의 최적여건 마련):

It means the Games should be athlete-friendly, competition-friendly, and spectator-friendly. It would have comprise a compact Games plan including an ideal location of Games-related venues and facilities, and a convenient access to all of these facilities, plus a comfortable stay during the whole length of the Games period.

2. Good Technology & Logistics(훌륭한 기술력과 상세 조달계획:글로벌 수준의 기술력과 최적수준의 조달, 수송, 숙박, 통신, 경기장시설, 제반 인프라, 인적 자원, 안전, 교통, 관중, 미디어, 방송, 비상대책 등):

In compliance with fast-advancing global standards of technology, and needs of optimal level of logistics, cutting-edge technology and logistics system should be smoothly functioning and provided for all sectors of the Games-related infrastructure.

3. Good Public Support(뛰어난 대중적 지지: 각급 정부 등 공공지원 및 범국가적 범국민적 그리고 열정적 성원):
It means not only all 8 levels of strong Government support but a passionate support from across the nation.

4. Good Environment(훌륭한 환경대책: 환경친화, 생태친화, 설계단계부터 치밀하고 안전한 실행계획에 의거한 지속발전가능 환경컨셉):

Environmentally-friendly and eco-friendly Games plan would have to be made available based on environmentally sustainable Games concept and related action-plans from the designing stage.

5. Good Legacy(훌륭한 유산전파:대회 후 도시, 지역, 범국가적 범주의 경제적,사회적, 정치적차원의 긍정적이고 발전지향적 파급효과 거양/다음세대에 대한 올림픽운동의 비전과 사명, 스포츠를 통한 올림픽가치의 확산 등등):

Development plans and post-Games legacy for a local, regional, and national level would have to be in place not only economically but also socially and even politically, if applicable, after the Games. Good legacy plans of the Games would provide the next generation with what the vision and mission of the Olympic Movement are all about as well as the dissemination and universality of the Olympic values (Excellence, Friendship, Respect) through sport.
It would bring together peace and harmony of mankind through the Games.
