[올림픽방송서비스(OBS) Rio2016에서 방송장비 압수당한 망신살 풀리려나]

 

 

11월1일 자 한 외신보도 제목은 “브라질 노동청과 합의 후 (Rio2016대회 후부터)압수 보관되어 있던 올림픽방송서비스(OBS)자산, 브라질에서 해제 조치되다”(Olympic Broadcasting Services assets lifted in Brazil following agreement with Public Ministry of Labour)였습니다.

위세 당당한 OBS 팀이 보유하고 Rio2016올림픽 및 패럴림픽 동안 사용했던 방송자산이 대회 직후 1달 이상 브라질 당국에 의해 압수 보관 조치되었다가 브라질 공공노동청(the Public Ministry of Labour)과의 합의 중재 후(following the brokering of an agreement)에 해제 되었다고 합니다.

 

OBS 자산은 지난 9월18일 Rio2016패럴림픽 폐회식 직전에 브라질 사법당국에 의해 압류조치 된 바 있습니다

 

압류결정은 “OBS가 고용한 브라질 고용자들에 대한 가능한 피해”(possible damages to workers hired by OBS)에 대한 보상책 확보개념으로 도입된 것입니다.

 

이러한 압류결정의 여파로 Rio2016올림픽 및 패럴림픽에서 사용되었던 “재정자산, 트럭, 장비와 집기 류”(financial resources, trucks, equipment and furniture)에 영향을 끼쳤다고 합니다.

 

다음은 브라질 노동청과 OBS가 발표한 공동성명서 내용입니다:

(1) "The Brazilian Public Ministry of Labour (MPT) and Olympic Broadcasting Services (OBS) would like to announce through this joint release that they have reached an agreement to end the blocking of OBS assets in Brazil decided the day before the closing of the Rio 2016 Paralympic Games," (브라질 공공노동청/MPT과 OBS는 동 공동배포 문건을 통해 Rio2016패럴림픽폐회식 전날 결정된 OBS자산압류조치를 해제하기로 합의하였음을 발표하는 바임)

 

(2) "The MPT analysed all the information supplied by OBS during the process as well as the assurances provided by the company to comply with any potential judicial decisions resulting from legitimate claims that might be raised in the future by the professionals who offered their services for the world broadcast of the Rio Games. (MPT는 OBS가 Rio2016대회의 세계방송서비스를 제공한 전문직들에 의해 향후 제기될 가능성이 있는 합법적 주장으로부터 야기되는 어떠한 잠재적인 사법적 결정사항들을 준수하겠다고 제시한 보증내용뿐만 아니라 압류과정 기간 중 제공한 모든 정보를 분석하였음)

 

(3) "From such analysis, at the request of the MPT, OBS has committed to keep an account open in Brazil as guarantee for any future payment due to the workers, in the eventuality there were judicial decisions around this matter." (그러한 분석결과 MPT의 요청에 의거하여 OBS는 동건과 관련한 사법적 결정이 내려질 만일의 경우 그들이 고용한 고용인들에게 대한 향후 지급할 금액에 대한 보증으로써 브라질 내에 은행계좌를 개설하여 유지하겠다고 약속하였음)

OBS는 또한 “사회적으로 노출된 그룹집단들에 있어서 위기상황에 처한 청년들을 대상으로 고용기회를 창출하고 해당교육 및 전문지식 개발 촉진(creating employment opportunities and promote education and professional development among young people in risk situations in socially exposed groups)에 집중하는 Rio에 근거지를 둔 비 정부기구(NGO)인 “RioSolidario”에게 기부할 것으로 알려졌습니다.  

 

OBS 대변인은 MPT가 국제방송산업에 있어서 “최선의 근무관례”(best work practices)를 따를 것임을 재천명하면서 아울러 “브라질 고용인들의 제반 권리와 근무조건들을 감독하고자 하는 헌신적 노력을 전적으로 존중한다”(fully respect the great dedication with which MPT monitors the rights and working conditions of Brazilian workers )고 덧붙였다고 합니다

 

OBS관계자들은 Rio2016대회의 방송운영기간 동안 그 어떠한 불법행위(illegality)나 변칙행위(irregularity) 등에 대해 부인하였다고 합니다

 

스페인 마드리드에 본부를 둔OBS는 2001년 IOC가 창설하였으며 동 하계올림픽을 비롯하여 동 하게 청소년올림픽(Youth Olympic Games)을 위한 주방송사(Host Broadcaster)역할을 하고 있습니다.

 

Rio2016대회 기간 동안 70개국으로부터 7,000명이 넘는 기술진(technicians)들이 OBS에 고용되어 근무한 바 있는 것으로 알려졌습니다.

 

OBS는 Rio2016 올림픽 마지막 날인 2016년 8월21일 새로운 올림픽 채널(Olympic Channel)을 개설하여 운영하고 있습니다.
