Bach IOC위원장이 올림픽이 “세계에 모범사례를 세울 수 있다”(the Olympic Games could set an example to the world)라고 발언한 같은 날, Vladimir Putin 러시아대통령은 우크라이나 전쟁에 부분적인 군대 동원령(a partial mobilization of troops to fight in Ukraine)을 발표하였다고 합니다.

이러한 러시아의 부분적 군대 동원령 발표는 러시아선수들의 국제스포츠계 복귀를 위한 “통로”(pathway)가 논의된 것이 알려진 지 1주일이 채 되지 않은 상황에서 일어난 것입니다.
미국 올림픽 및 패럴림픽 위원회(USOPC)위원장 Susanne Lyons가 지난 주 IOC가 각국올림픽위원회들과 러시아선수들의 복귀 통로 길 허용여부에 대한 논의가 진행 중이라고 언급한 바 있습니다.

이에 대한 반응으로 IOC는 성명서를 통하여 해당 국제연맹들이 실행 중인 러시아 및 벨라루스 선수들의 국제대회출전금지관련 IOC의 지침이 “당분간 유지될 것”(remain in place for the time being)이지만 IOC는 “분란이 일고 있는 오늘날 세계에서 스포츠가 통합시키는 요인으로서 역할을 강조하고”(to emphasize the role of sport as a unifying factor in today’s much-divided world) 싶은 것으로 알려졌습니다
Putin러시아대통령이 TV방송연설(a televised address)을 통하여 약 30만명의 예비군동원을 촉구한(to call for the mobilisation of around 300,000 military reservists)이후 이러한 움직임은 주춤해 지는 모양새로 후퇴하는 것으로(Any moves in that direction appear to have suffered a setback)보인다고 합니다.
Putin은 “러시아영토의 온전 성을 확실히 하기 위한 필요한 조치”(a necessary step to ensure Russian territorial integrity)라고 묘사하였으며 러시아의 정치적, 경제적, 문화적 그리고 일반적으로 어떤 종류의 주권까지도 박탈 되어야 한다”(should be deprived of its political, economic, cultural, and in general, any kind of sovereignty)고 발언하는 서방국가들을 비난하였다고 합니다
Putin은 자신의 연설을 통하여 “만약 러시아의 영토적 완전성이 위협받는다면 우리는 여지 없이 모든 가능한 수단을 총 동원하여 러시아와 국민을 보호하는 조치를 사용할 것”(if the territorial integrity of our country is threatened, we will without question use all the means at our disposal to protect Russia and our people)이라고 언급하였다고 합니다.
9월21일 국제평화의 날(International Day of Peace)을 맞이하여 발표된 의견 난에서(in an opinion piece to mark International Day of Peace) Bach IOC위원장은 우크라이나의 상황을 “오늘날 우리는 우크라이나올림픽 공동체와 함께 연대하여 서 있음”(Today, we are standing together in solidarity with the Ukrainian Olympic community)라고. 표현하였다고 합니다.

현재 소수의 국제연맹들만이(only a handful of International Federations)러시아 선수들이 중립선수자격으로(as neutrals) 국제대회출전을 허용하고 있는 실정입니다.
그 중 하나가 국제유도연맹(IJF)인데 그럼에도 불구하고 러시아유도연맹은 9월20일 자국 유도선수들이 우즈베키스탄 수도 Tashkent에서 10월6일~13일 열리는 세계유도선수권대회에 출전하지 않을 것이라고 발표하였습니다.
