[IOC집행위원회 국제복싱연맹(AIBA)회장 선거관련 최후통첩 공개경고성명서채택 및 공표내용분석정리(2018년 10월3일부)]
제3회 청소년올림픽(YOG)개최도시인 아르헨티나 Buenos Aires에서 열리고 있는 IOC집행위원회(10.3~4) 첫날 IOC집행위원회는 성명서를 채택하여 발표하였습니다.
IOC집행위원회첫 날 회의 안건 심의 결과로 발표된 동 성명서 내용은 국제복싱연맹(AIBA: International Boxing Association)회장 선거를 앞두고 최후통첩 성 공개경고 메시지로 해석됩니다.
IOC는 그 동안 줄기차게(consistently) 미 재무 성(US Treasury)이 Rakhimov를 우즈베키스탄 대표 범죄인 중 하나로 지목하여 기술한 바(described by the US Treasury as "one of Uzbekistan's leading criminals")대로 Rakhimov의 회장선출이 복싱의 Tokyo2020올림픽 정식종목 프로그램 자리매김에 위험요소로 작용할 것임(would put the sport's place on the Olympic programme at Tokyo 2020 at risk)을 경고하여 온 것이라고 합니다.
Rakhimov자신은 어떠한 범죄혐의에 대하여서도 부인하고 있는(denies any allegation of wrongdoing) 가운데 Buenos Aires개최 IOC집행위원회에서는 10월3일 이 문제를 집중논의 하였으며 최후통첩 성 경고성명서를 채택하기에 이르렀습니다.
다음은 10월3일 IOC집행위원회가 채택하여 발표한 AIBA회장 선거 및 향후 복싱의 거취향방 관련한 성명서 내용입니다:
Statement of the IOC Executive Board
The Executive Board of the International Olympic Committee (IOC) today expressed its ongoing extreme concern with the grave situation within the International Boxing Association (AIBA) and its current governance. These include the circumstances of the establishment of the election list and the misleading communication within the AIBA membership regarding the IOC’s position. (IOC집행위원회는 10월3일 국제복싱연맹내부와 현 지배구조에서 심각한 상황을 직시하며 극도의 경계와 함께 우려를 표명하였음-이러한 상황에는 회장선거출마자 리스트 내용 및 IOC의 입장과 관련된 AIBA회원국 내부에서 오해를 불러일으키는 잘못된 소통으로 연유된 정황을 포함하고 있음)
Such behaviour is affecting not just the reputation of AIBA and boxing but of sport in general. (그러한 행태는 AIBA 및 복싱뿐만 아니라 스포츠 전반에 걸친 평판에도 영향을 끼치고 있는 와중에 있음)
Therefore, the IOC reiterates its clear position that if the governance issues are not properly addressed to the satisfaction of the IOC at the forthcoming AIBA Congress, the existence of boxing on the Olympic programme and even the recognition of AIBA as an International Federation recognised by the IOC are under threat. (따라서 IOC는 만일 다음달 AIBA총회에서 지배구조 이슈가 IOC가 흡족할 만큼 적절하게 반영되지 않을 경우, 복싱의 올림픽정식종목 프로그램 존속문제와 심지어 AIBA의 IOC인정단체와 직결되는 국제연맹자격인증 조차도 위험한 상황에 직면하고 있다라는 사실에 대하여 IOC의 분명한 입장을 재차 강조하는 바임)
At the same time, we would like to reassure the athletes that the IOC will - as it has always done in such situations and is currently doing at the Youth Olympic Games Buenos Aires 2018 - do its upmost to ensure that the athletes do not have to suffer under these circumstances and that we will protect their Olympic dream. Declaración de la Junta Directiva del COI
Hoy, la Junta Directiva del Comité Olímpico Internacional (COI) expresó su extrema preocupación por la grave situación que atraviesa la Asociación Internacional de Boxeo (AIBA) y su gobernanza actual. Esta situación incluye las circunstancias que rodean la definición de la lista de candidatos para las elecciones y la comunicación engañosa a los miembros de la AIBA respecto de la posición del COI.
Este comportamiento no sólo afecta la reputación de la AIBA y del boxeo sino también la de los deportes en general.
Por lo tanto, el COI reitera su clara posición acerca de que si las cuestiones de gobernanza no se resuelven a satisfacción del COI en el próximo Congreso de la AIBA, la existencia del boxeo en el programa Olímpico e incluso el reconocimiento de AIBA como Federación Internacional por parte del COI se verán amenazadas.
Al mismo tiempo, quisiéramos asegurarles a los deportistas que el COI, como siempre lo ha hecho en situaciones similares y como lo está haciendo actualmente en los Juegos Olímpicos de la Juventud Buenos Aires 2018, hará todo lo posible por garantizar que los atletas no se vean perjudicados por esta situación, y quisiéramos asegurarles también que protegeremos su sueño olímpico.
