[프랑스검찰 일본 IOC위원 Takeda 부패혐의 기소전말과 향후 추이]

 

 

2019년 1월15일 일본올림픽위원회(JOC: Japanese OIympic Committee) 위원장 겸 IOC위원인 Tsunekazu Takeda가 프랑스 검찰당국으로부터 부패혐의로 기소 당한(indicted by French prosecutors on charges of corruption) 이래 Tokyo에서 첫 공식 기자회견을 통해 자신의 잘못을 재차 부인하였다고 합니다

 

 

영향력 있는 일본 대표 스포츠외교관이며 존경을 한 몸에 받고 있는Takeda IOC위원(an influential and well-respected member of the International Olympic Committee )은 Tokyo2020이 지난 2013년Buenos Aires 개최 IOC총회에서 올림픽개최권을 부여 받기 전 싱가포르 업체인 Black Tidings에게 지불했던 US$2맥말 불(약 24억원)과 관련된 결정과정에서 어떠한 방식으로도 관여된 바가 결단코 없음("never involved in any decision-making process" relating to payments worth $2 million) 을 주장하였다고 합니다.

 

 

싱가포르 대행사에게 지불된 계좌 소유주는 현재 프랑스에서 부패혐의에 직면하고 있는(facing corruption charges) 가운데 억류되어 있는 국제육상경기연맹(IAAF)회장 겸 세네갈 IOC위원이었던 Lamine Diack의 아들 Papa Massato Diack과 밀접하게 연관되어(closely tied) 있는 것으로 알려지고 있습니다

 

혐의 내용은 Tokyo2020유치위원회 측이 지불한 돈이 부패와 제3자를 통한 돈 세탁이 의심된다고 추정되어(suspecting corruption or money laundering by an unknown person) 프랑스 검찰당국이 지목하여 수사 받고 있는 Diack전 회장과 연루되어 있다(the payments were directed to the elder Diack)라는 것입니다.

 

 

Takeda(71세)는 이와 관련 대행사에게 지불된 건은 적법하게 승인된 절차를 통해 체결된 단순히 컨설팅 계약에 불과(merely a "consultancy contract signed through appropriate approval procedures")하다고 주장하였다고 합니다

 

 

Takeda는 10분도 안되어 끝난 기자회견에서(at the press conference, which lasted less than 10 minutes) 이러한 문제로 인해 올림픽운동에 영향을 끼치게 될 수 있음에 사과의 뜻을 표명하였으며(also offered an apology "that this trouble could possibly affect the Olympic Movement") 관계당국에 협조하겠다는 그의 다짐이 나오면서(as he vowed to cooperate with the authorities) 그 자리에 있던 일본 측 관계자들은 어떠한 질문도 하지 않았다고 합니다

 

 

IOC마케팅분과위원장 직도 맡고 있는Takeda는 Tokyo가 올림픽 및 패럴림픽 개최권확보에 도움이 되도록 하기 위하여 뇌물성 돈 지불을 허락한 것으로 의심을 받고 있는 정황(suspected of authorising the payment of bribes in order to help the Japanese capital secure the hosting rights for the Olympic and Paralympic Games)이라고 합니다

 

Tokyo2020은 성명을 통하여 이러한 스캔들이 조직위원회 차원이라기 보다는 유치 당시 차원의 일임을 주장하면서 거리를 두려고 시도하고 있는 것(attempted to distance themselves from the scandal, claiming it arose when they were a Bid rather than an Organising Committee)으로 알려졌습니다.

다음은 Tokyo2020성명서 내용입니다:

 

A.  "The Tokyo 2020 Organising Committee has no means of knowing the details of the Bid Committee's activities, as the Organising Committee was established after Tokyo was selected as the host city." (Tokyo2020조직위원회는 Tokyo가 개최도시로 선출된 후 설립되었으므로 유치위원회의 활동에 대해 알 수 없음)

 

B.  "We believe that the Games were awarded to Tokyo because the city presented the best bid.(우리는 올림픽이 Tokyo로 온 것은 가장 훌륭한 유치후보도시로 입증되었기 때문임을 믿고 있음)

 

C.  "There are just 18 months to go until the Tokyo 2020 Games and we intend to carry on preparing for them." (이제 대회까지 딱 18개월이 남은 시점에서 우리는 대회성공개최준비에 차질 없이 임무를 수행하려고 함)

 

지난 주 IOC윤리위원회는 Takeda 건 조사파일이 공개되었다고 확인(confirmed a file had been opened on Takeda)하였지만 무죄추정의 원칙을 견지하고 있음을 강조하였다(but stressed he retained the "presumption of innocence")고 합니다.

 

Takeda건은 지난 2019년 1월11일(금) IOC윤리위원회 회의 날 논의 되었다(discussed by the Ethics Commission )고 합니다.

 

 

Takeda 지난 2018년 12월 파리소재 프랑스 국립 재정담당 검찰청에 의해 기소되었는데(charged by the national financial prosecutor's office in Paris) 현재 활동되고 있는 부정행위로 조사 중(being investigated for "active corruption")이라고 합니다

 

Takeda에 대한 기소혐의 건은 당장 재판에 회부될 사안은 아니지만(charges against him do not immediately trigger a trial) 담당검사들은 자신들이 Takeda의비리혐의에 대한 강력한 증거를 가지고 있는 것으로 믿고 있다(prosecutors believe they have strong evidence of wrongdoing against him.)고 합니다.

 

Takeda는 Prince Tsuneyoshi Takeda왕자의 3남으로 1867년부터 1912년 죽을 때까지 일본을 통치했던 Meiji천황 증손자라고 합니다

 

Takeda는 2014년 이래 IOC마케팅분과위원장 직을 맡아 왔으며 2017년 IOC총회에서 2018년 만 70세 연령제한을 넘어 예외적으로 4년 연장이 인정되어 IOC위원 직이 연임되어(granted an age limit exemption to remain a member beyond his 70th birthday last year) 있는 상태입니다.

 

따라서 Takeda의 경우 Tokyo2020대회 후에도 IOC위원(2017~2021)으로 활동하게 되어있습니다

 

한편 2019년 1월16일 자 외신은 프랑스 검찰에 비리혐의로 기소된 이후 Takeda가 자신이 위원장으로 있고 금주(1월19일) 개최되는 IOC마케팅분과위원회 회의에 “개인적인 사유”로 불참한다(absent from the meeting in Lausanne for “personal reasons”)고 IOC대변인이 확인하였다고 합니다.
