[미국의 Beijing2022동계올림픽 잠재적외교보이콧(Potential Diplomatic Boycott)파장]

 

러시아가 미국이 주도하고 있는 Beijing2022동계올림픽 잠재적 외교 보이콧(potential diplomatic boycott)에 대하여 ‘허튼 소리’(nonsense)라고 묘사하였다.

 

미국 정치인들과 정부관료들은 지난 6월 미국 상원(the Senate)이 중국외교정책과 경제적 영향력에 태클을 거는 일련의 조치를 도입하는 법안을 통과시킴(passed a Bill that introduces a series of measures aimed at tackling Chinese foreign policy and economic influence)으로 Beijing2022동계올림픽 보이콧 움직임에 한발 더 다가선(moved a step closer) 바 있다.

동 법안은 미 하원(US House of Representatives)에 상정될 예정인데 만만치 않은 반대에 직면할(could face greater opposition) 수 있다.

 

미국대통령 Joe Biden은 하원 통과 시 법안(legislation)이 법(law) 효력을 발생하기 전 법률(the Act)에 서명할 필요가 생기게 된다

 

미국과 서방국들은 중국의 인권관련 기록(human rights record)에 대하여 비판하여 왔으며 중국이 신장 지역 위구르 무슬림에 대한 집단학살을 감행하고 있다(is carrying out a genocide on Uighur Muslims in Xinjiang)고 주장하고 있는 실정이다

 

중국이 비난 받고 있는 범죄행위로는 1)위구르노동력 강제 착취(using Uighur labor) 2)집단감시프로그램 운영(operating mass surveillance program), 3)포로수용소에 수 천명 억류(detaining thousands in internment camps), 4)강제불임자행(carrying out forced sterilizations) 및 5)위구르 유산 의도적 파괴(and intentionally destroying Uighur heritage) 등이다.

 

한편 베이징 당국은 포로수용소가 이슬람 극단주의자 및 분리주의자를 근절시키는 훈련소로 주장하면서 혐의를 부인(denies the charges laid against it)하고 있다.

 

미국이 외교적으로 Beijing2022동계올림픽을 보이콧할 수 있는 반면, 러시아는 Xi Jinping중국 국가주석으로부터 대회참석초청을 수락한 후 Vladimir Putin대통령이 대회에 참석하려는 움직임이다.

다음은 러시아 외무부 여성대변인 Maria Zakharova가 러시아국영뉴스매체인 TASS와의 인터뷰를 통해 밝힌 입장내용이다:

 

A.  "This is not the first time they have discussed boycotts in relation to China, other countries, in relation to other major events in general."(미국과 서방국들은 중국과 다른 국가들이 조직하는 다른 이벤트들과 관련하여 보이콧을 논의한 것은 이번이 처음은 아님)

 

B.  "It seems to me that we need to pay less attention to what they are discussing in their senates or Congresses. (미상원과 하원에서 논의 하는 것에 대하여 관심을 줄일 필요가 있는 듯함)

 

C.  "It is not the first and not the last time that we hear all this nonsense from there." (그들이 떠드는 이러한 모든 허튼소리를 듣는 것이 처음이 아니고 또 끝도 아님)

 

 

티벳과 홍콩을 포함한 중국의 인권관련기록문제는 Beijing2022동계올림픽과 함께 수면 위에 떠오르면서(with the Beijing 2022 Olympics on the horizon) 점점 정밀한 감시 하에 놓이고(come under increasing scrutiny)있는 실정이다

 

미국과 중국 간 긴장상태가 경직(tensions between the US and China are strained )되면서 신장지역 인권유린의혹에 대한 반응으로(in response to alleged abuses of human rights in Xinjiang) 미국 당국과 유럽연합, 캐나다, 영국 등이 2021년 초반 중국에 대하여 제재조치를 부과하고(imposing sanctions on China) 있는 형국이다

 

중국은 대응책으로 이에 대한 일련의 제재조치를 발표(China issued a series of sanctions in response)하고 나섰다.

 

정치인들과 인권관련 그룹들은 위구르에서의 집단억류의혹 와중에(amid the alleged mass internment of Uighurs) IOC로하여금 2022년동계올림픽을 Beijing으로부터 다른 곳으로 옮길 것을 촉구해 왔으며 또 다른 그룹에서는 Beijing2022동계올림픽을 보이콧 하자고 주장해 왔다.

 

IOC는 위구르의 이름을 거명하기를 거부해(refused to mention Uighurs by name)왔으며 일전에 인권에 대한 중국의 기록에 대하여 질문을 받았을 때 Bach IOC위원장은 IOC가 ‘수퍼 세계정부’(super world Government)가 아니라고 주장한 바 있다.
