[Sheikh Ahmad IOC위원 직에 이어 ANOC회장 직 사임도 공식발표임박 신호탄으로 IOC윤리위원회감사관에게 사임입장표명 서한발송]
문서위조혐의에 이어(following allegations of forgery) Sheikh Ahmad Al-Fahad Al-Sabah가 드디어 장고 끝에 11월28일(수) ANOC총회 첫 날 ANOC회장 직에서 물러날 것(will officially stand down as President of the Association of National Olympic Committees/ANOC)이라고 11월26일 한 외신이 보도하였습니다.
Sheikh Ahmad는 Pâquerette Girard Zappelli IOC윤리위원회 책임간사 겸 감사관(chief ethics and compliance officer)에게 서한을 통하여 잠정적으로 ANOC회장 직에서 물러나기로 한 자신의 결정(his decision to temporarily step aside in a letter to chief ethics and compliance officer)을 IOC에 통보하였다고 합니다.
그는 ANOC총회 첫 날인 11월28일(수) ANOC총회 대표들에게 계획되었던 ANOC회장 등 임원산출 선거가 연기될 것임(the planned election will be postponed)을 선언 할 것(will announce it to the ANOC membership during the first day of the meeting)으로 알려지고 있습니다.
피지(Fiji) 출신 Robin Mitchell ONOC회장은 총회에서 ANOC수석부회장으로 선출되기로 되어 있는데 임시로 ANOC수장 직을 맡을 것(will assume leadership of the organisation on a temporary basis)이라고 합니다
11월26일 화상원격회의로 진행된 긴급 IOC집행위원회 후에(following an emergency Executive Board meeting held by teleconference) 발표된 성명서에 따르면 IOC는 “잠정적으로 ANOC와 관련된 자신의 역할과 책임에서 자격정지”("temporarily suspend himself from his role and responsibilities" with ANOC )하기로 한 Sheikh Ahmad가 내린 결정에 대해 주목하고 있다고 발표하였다고 합니다.
Thomas Bach IOC위원장은 Sheikh Ahmad가 쿠웨이트 정부관료 2명이 국가전복 및 부패 죄가 있다는 것을 증명하는 허위 비디오 날조 혐의로 기소된 5명 중 한 명으로 드러난(revealed as one of five people accused of creating fake videos to prove two Kuwaiti Government officials were guilty of coup-plotting and corruption) 후 개인적인 차원에서 2013년 IOC위원장 선거에서 핵심적 역할을 한 Sheikh Ahmad에게 사임할 것으로 요구한 바 있었다고 합니다.
IOC윤리위원회가 잘못을 부인하는 Sheikh Ahmad에 대하여 내린 결정사항으로 그가 “사법당국에 의해 형사법을 위반한 것으로 간주됨에 따라 올림픽운동과 IOC의 평판에 매우 심각한 피해를 입히고 있다” ("considered by a judicial authority as having violated a criminal law constitutes a very serious damage to the Olympic Movement and the IOC’s reputation")라는 사실에 대해 주장하고 있다고 합니다.
IOC윤리위원회는 또한 “ 이러한 피해는 올림픽운동에서 그의 다양한 책임적 지위의 중요성에 비례하고 있음("This damage is proportionate to the importance of his various responsibilities in the Olympic Movement): 책임이 클수록 평판에 미치는 영향 또한 더 커지는 것임” (the higher the responsibilities the higher the impact on the reputation")이라고 덧붙였다고 합니다
IOC윤리위원회는 Sheikh Ahmad가 IOC위원 및 IOC올림픽 솔리다리티 위원장 의 역할을 내려 놓은 것(stepping aside from his roles)은 “적절한 조처” (appropriate measure)라고 언급하였다고 합니다.
IOC윤리패널은 또한 만일 Sheikh Ahmad(55세)가 ANOC회장으로 자리를 지킬 경우 IOC위원들은 금주 Tokyo개최 ANOC총회회의에 참석하지 못하였을 것(IOC members would not have been able to participate in the meetings scheduled here this week if the 55-year-old remained ANOC President)이라고 언급하였다고 합니다.
아직까지 OCA회장 직을 고수하고(still President of the Olympic Council of Asia) 있는 Sheikh Ahmad는 오는 2019년 1월11일로 예정된 IOC윤리위원회 회의에 출석하도록 요구 받고 있는 것(asked to present his case to the Ethics Commission at its next meeting in Lausanne on January 11)으로 알려지고 있습니다.
IOC집행위원회 성명서에 따르면 “ 무죄추정의 원칙이 적용되고 있으며 Sheikh Ahmad는 올림픽운동과 관련하여 정확한 코스를 밟아 온 것으로 인정되고 있다”("The presumption of innocence prevails and recognises that Sheikh Ahmad Al-Fahad Al-Sabah has taken the correct course of action with regard to the Olympic Movement.")고 평가하고 있다고 합니다
