Sheikh Ahmad Al-Fahad Al-Sabah는 11월28일~29일 Tokyo개최 ANOC총회에서 무경쟁 단일후보로 ANOC회장 재선이 사실상 확정된 상태였습니다.

 

 

비록 최근 스위스 검찰의 모종의 법적 기소로 인해 IOC위원 직을 잠정 사임한 상태였지만 Sheikh Ahmad는 누가 뭐라 해도 ANOC 회장자리는 경쟁자 없이 재선이 확실시 되어 있는 상태였습니다.

 

 

그러던 그가 ANOC총회를 불과 3일 앞 두고 돌연 ANOC회장 직을 사임하게 된 배경에는 Thomas Bach IOC위원장의 개인적 요청에 의한 것이라고 11월25일 자 한 외신이 보도하였습니다.

 

 

외신에 따르면 쿠웨이트의 막강한 파워브로커인 Sheikh Ahmad의 조작혐의 발표에 이어서 (following allegations of forgery against the Kuwaiti powerbroker) Thomas Bach IOC위원장이 개인적으로 ANOC회장 재선에 나서지 말아 달라는 요청이 있은 후(after IOC President Thomas Bach personally asked him not to stand for re-election) ANOC회장 직에서 물러나는 것을 발표하기로 되어 있다(set to announce he is stepping down as head of the Association of National Olympic Committees /ANOC)라는 보도 내용이었습니다

 

 

한 외신 보도에 따르면 Bach IOC위원장이 11월28일~29일 Tokyo개최 ANOC총회 기간 동안 ANOC회장으로 무경쟁 선출이 작정되어 있었던(set to be re-elected unopposed as President of the umbrella body during the General Assembly) Sheikh Ahmad에게 개인적으로 사퇴요청을 한 것(personally made the request to Sheikh Ahmad )으로 알려지게 되었습니다.

ANOC회장 선거는 이제 무기한 연기될 것(now set to be postponed indefinitely)으로 알려지고 있습니다.

 

 

그 동안 Fiji출신 Robin Mitchell ONOC회장이 ANOC수석부회장으로 선출되어 당분간 ANOC수장역할을 맡게 될 것으로 예상되고 있다(expected to be elected as ANOC first vice-president and assume leadership of the organisation on a temporary basis)고 보도되고 있습니다.

 

 

Sheikh Ahmad는 당초 ANOC회장선거 전, 후보 직 철회요청에 대해 내키지 않았던 입장이었던 것(initially been believed reluctant to step down before the election) 으로 알려지고 있습니다

Sheikh Ahmad는 Bach IOC위원장의 사퇴요구를 완강히 저항 할 것으로 생각되었는데(thought to be resisting the call from Bach) Bach IOC위원장으로서는 ANOC총회 직후 열리는 IOC집행위원회 회의에서 이 문제를 안건으로 삼게 되어 있었던 바(due to be presented to the IOC Executive Board) 그 배경에는 Pâquerette Girard Zappelli IOC윤리위원회 수장 겸 감사관이 11월25일 늦게 합류하기로 되어 있던 긴급비상 전화회의를 가질 것이었기(when it holds an emergency meeting by teleconference - which IOC chief ethics and compliance officer Pâquerette Girard Zappelli is expected to take part in) 때문 인 것으로 분석되고 있었던 것으로 알려지고 있었습니다.

 

하지만, Sheikh Ahmad는 ANOC중진들 및 ANOC대륙연합회 수장들과의 회동을 통한 논의 후(following discussions with senior colleagues at ANOC and leaders from the Olympic Continental Associations) 자신의 미래에 문제가 해결될 때까지 ANOC회장 직을 내려 놓기로 결단하였다(decided to step down until his future is resolved)고 합니다

범죄행위를 부인하고 있는 Sheikh Ahmad(55세)는 2021년 이래 ANOC회장 직을 줄 곳 맡아 온 바 있습니다

 

그가 비록 ANOC회장 직은 내려 놓기로 하였지만 1991년 이래 30년 가까이 붙들고 있는 OCA(Olympic Council of Asia)회장 직은 유지하고 있다고 합니다.

 

 

Sheikh Ahmad는 스위스에서 두 명의 쿠웨이트 정부관료가 국가전복음모 및 부패 죄가 성립된다고 증명하려는 허위 비디오 제작 혐의로 기소 당한 5명의 인물 중 한 명(one of five people accused in Switzerland of creating fake videos to prove two Kuwaiti Government officials were guilty of coup-plotting and corruption)으로 되어 있는 상태입니다.

 

그는 지난 주 동 소송 건이 해결될 때까지(until the case was resolved) IOC위원 직과 전 세계 NOCs들 대상 기금배분 기구인IOC올림픽 솔리다리티 위원장 직에서 잠정적으로 내려 놓겠다(temporarily stand aside)고 발표한 바 있었습니다.

 

 

동 소송관련 재판은 2019년 초 제네바에서 열릴 예정으로(A trial is expected to be held in Geneva early next year) 알려지고 있습니다.

 

 

2013년 IOC위원장 선거에서 Bach 후보의 선출을 위해 막강한 역할을 수행한 것(who played an influential role in Bach's election as IOC President in 2013)으로 알려진 Sheikh Ahmad는 동 소송 건 소식이 공개되게 되자(when news of the case became public) 자신에 대해 IOC윤리위원회에 의탁하였던 바(referred himself to the IOC Ethics Commission) 있습니다

프랑스 폭로기사 언론매체(investigative publication)인Mediapart가 보도한 11월25일 자 보도내용과 또 한편으로는 독일 잡지인 Der Spiegel보도에 따르면 Sheikh Ahmad는 카타르에 기반을 둔 국제 스포츠 안전센터(ICSS: International Centre for Sport Security)에 의해 자비로 자국의 위상을 확대하기 위해 은밀하게 진행된 것으로 보도된 바 있는 캠페인의 피해자(the victim of a covert campaign allegedly conducted by the Qatar-based International Centre for Sport Security (ICSS) to increase the country's standing within the Olympic Movement at his expense)라고 주장했다고 합니다.

 

 

Mediapart 는 스포츠에 있어서 부패척결을 기치로 내걸었다고 주장하는(claims to fight corruption in sport) ICSS가 “매 작전”이라고 명명된 프로그램의 일환으로(as part of a programme entitled "Operation Hawk") 비밀리에 Sheikh Ahmad와 그의 핵심세력의 한 명에 대하여 염탐한 것(secretly spied on Sheikh Ahmad and one of his key allies) 으로 보도하였다고 합니다.

 

 

두 명의 ICSS 조사탐정들(investigators)은 주장된 작전수행 기간 동안(during the alleged scheme) Sheikh Ahmad소유 노트북으로부터 정보를 탈취한 것으로 보도되었는데(reportedly stole information from laptops belonging to Sheikh Ahmad during the alleged scheme) 그 목적은 막강 파워를 과시하고 있는 Sheikh Ahmad가 좌지우지하는 해당 스포츠 직위에 카타르 관계자들을 임명하도록 하는 것(aimed at installing Qatari officials in sporting positions belonging to the powerful Kuwaiti)이었다고 합니다.

 

 

주장된 바 그들 2명은 스위스 Lausanne에 거주하고 있는 Sheikh Ahmad의 절친 측근들 중 한 명의 방으로 무단 침입하여(allegedly broke into the room of one of Sheikh Ahmad's confidantes) “수 천 건의 이 메일과 문건들”을 수집하였다(gathered "thousands of e-mails and documents")고 합니다.

 

그 정보는 필경 Footbll Leaks그룹들이 획득하고 일련의 폭로 성 배포대상과 공유된 문건들 속에 포함되어(supposedly in documents obtained by the Football Leaks groups and shared with a series of investigative outlets) 있었던 것으로 추측되고 있다고 합니다.

 

카타르 국왕(the Emir of Qatar)인Sheikh Tamim Bin Hamad Al-Thani는 2002년 이래로 IOC위원 직을 맡고 있습니다

 

ICSS는 혐의내용을 부인하는 반응을 보였으며(in response, the ICSS denied the allegations) 그러한 것에 대하려 “왜곡, 허위진술 및 허언”이라고 칭하였다(calling them "distortions, misrepresentations and falsehoods")고 합니다.

 

 

다음은 ICSS의 대응 성명서 내용입니다:

 

A.  "We say categorically that no crimes have been committed by any person working with, or for the ICSS undertaking sport integrity investigations." (우리는 스포츠 청렴 조사업무에 착수하는 일을 하고 있는ICSS와 함께 또는 위하여 함께 일한 어떤 사람도 범죄를 저지른 젓이 없음을 단정적으로 딱 잘라 말하는 바임)

 

B.  "This is an absolute falsehood." (이것은 절대적으로 허언임)

 

 

Sheikh Ahmad 역시 지난 4월 괌의 Richard Lai가 연루된 소송 건에서(in a case involving Guam's Richard Lai) 미 법무부 문건에서 식별하여 적시되었을 때(when he was identified in a United States Department of Justice document in April 자신은 잘못에 대하여 부인한 바(denied wrongdoing) 있다고 합니다.

 

 

Lai 의 경우 FIFA연관 뇌물(in bribes connected to FIFA) 연루 US$백만 불(약 12억원)수수 혐의에 대해 유죄판결(pleaded guilty to charges of receiving nearly $1 million )을 받은 바 있다고 합니다

 

 

Sheikh Ahmad는 여파로(as a result) FIFA이사회 구성원 직위를 포함하여 축구관련 직위를 모두 내려 놓은 바(stepped down from his footballing roles) 있다고 합니다.

 

 

2017년 체코 프라하 개최 ANOC총회에서 Sheikh Ahmad는 부패혐의에 따른 범죄로부터 소명된 후 총회참석대표들로부터 한 차례 박수를 받았지만(received a round of applause from delegates in Prague after being cleared of wrongdoing following the allegations of corruption) IOC윤리위원회는 필경 아직도 조사 중인 것으로 알려지고 있습니다.

 

 

Sheikh Ahmad에 대한 최근 스위스 검찰에서 제기한 가장 최근 혐의내용(the latest allegations against Sheikh Ahmad)은 금주 11월30일~12월1일 Tokyo에서 열리는 IOC집행위원회의 안건에서 최고점에 달하는 의제로 중요하게 다루어 질 것(set to dominate the agenda this week, culminating in a two-day IOC Executive Board meeting)으로 보인다고 합니다.
