[영국복싱연맹 Rakhimov 국제복싱연맹(AIBA)회장 사퇴종용 압박서한 배경스케치]

 

 

IOC가 AIBA에 대한 진상규명조사에 착수하고 Tokyo2020올림픽관련 복싱의 계획들 동결시킨 후 영국복싱연맹(England Boxing)이 Gafur Rakhimov국제복싱연맹(AIBA)회장에게 자리에서 사임할 것을 촉구하고 나섰다고 12월7일 자 외신이 보도하였습니다.

Casper Hobbs영국복싱연맹회장은 Rakhimov회장에게 보낸 서한에서 “조직의 리더십에 대한 심사숙고가 필요하며("leadership of the organisation needs to be considered"), 개인적으로 Rakhimov가 IOC가 제기한 구체적인 우려요인을 간파하여 복싱이 직면한 이슈 해결에 도움을 줄 수 있는 행동이 무엇인지 생각할 시점에 봉착했다”("time for you personally to think about the actions you can take to help resolve the issues faced by the sport and address the specific concerns raised by the IOC")고 주장하였다고 합니다.

 

 

IOC는 12월초 처음으로 미국 재무부제재대상 리스트에 우즈베키스탄 핵심범죄인들 중 한 명으로(on a United States Treasury Department sanctions list as "one of Uzbekistan's leading criminals") 등재되어 있는Rakhimov가 AIBA에 대한 IOC의 주요 문젯거리들 중 하나(one of the major problems the organisation has with AIBA)라고 공공연하게 분명히 언급하였다(publicly stated for the first time)고 합니다.

 

 

Thomas Bach IOC 위원장은 Rakhimov가 리스트에 포함되어 있음으로 인해 몇 몇 나라 여행금지조치와 더불어(which prohibits travel to certain countries)AIBA회장으로서 자신의 역량발휘 불가함(his inability to "exercise his full function" as President of AIBA owing to his inclusion on the list) 이 핵심 우려사항(a key concern)임을 인정하였다고 합니다.

 

 

지난달 11월 모스크바 개최 AIBA총회에서 IOC의 소망에 반해서 회장으로 당선된(elected AIBA President against the wishes of the IOC) Rakhimov는 IOC와의 문제가 지속될 경우 자리에서 비켜날 수 있음을 얼마 전 시사한 바(previously hinted he could stand aside if the problems with the IOC continue) 있다고 합니다.

 

 

Rakhimov는 복싱의 올림픽에서의 미래를 위험에 빠뜨리지 않겠노라고 약속했지만(promised he will not jeopardise boxing's Olympic future) 회장자리에서 물러나려는 계획에 대한 징후는 보여주고 있지 않는(no indication that he plans to step down) 상황입니다.

 

 

AIBA에 보낸 서한에서 Hobbs영국복싱연맹회장은 “AIBA가 사태의 중차대함을 인정하고 IOC가 제기한 이슈들에 대해 대처할 폭 넓고, 세부적이며 투명한 개혁프로그램을 공공연하게 보여 줄 것”("publicly demonstrate that it recognises the gravity of the situation and has a wide-ranging, detailed and transparent programme of reform to address the issues raised by the IOC")을 촉구하고 있다고 합니다.

 

 

진퇴양난에 빠져 있는 기구(the embattled governing body) 인 AIBA는 성명서를 통해 Rakhimov가 2018년 1얼 임시회장이 된 이래로 AIBA는 지배구조, 심판판정 및 재정 등 IOC가 적시한 3가지 우려 쟁점분야에 대해 개선책(improvements in governance, judging and finances - three of the areas of concern outlined by the IOC)을 마련하였다고 주장하였다고 합니다

 

 

하지만 영국복싱연맹은 AIBA가 주장내용(assertions)에 대하여 이러한 조치가 뿌리 깊이 박힌 이슈들을 대처하는데 충분하지 못하여 온 것이 명백하다("clear that these measures have not been sufficient to address the deep-rooted issues that exist")고 주장하면서 의구심을 제기하고(cast doubt on the assertions made by AIBA) 있다고 합니다.

 

 

영국복싱연맹은 “조직 내의 신뢰회복을 하려면 AIBA가 운영하고 있는 방식에 대한 심층적이고 대대적인 검토가 요구된다” ("a far more detailed and wholesale review of the way the international governing body operates is required if we are ever to restore confidence in the organisation")고 주장하고 있다고 합니다

Hobbs영국복싱연맹회장은 “IOC가 AIBA의 주요 이슈들에 대해 명확하고 명시적이었으며, 지배구조, 리더십, 윤리 및 재정운영 상태를 의미심장한 우려영역으로 적시하여 왔으므로 본인은 귀하에게 편지하노니 AIBA가 이러한 우려 점을 불식시킬 자체 계획에 대하여 명확한 해결점을 제공해 줄 것을 요청하는 바임” ("The IOC has been clear and explicit about its major issues and has identified governance, leadership, ethics and financial management as significant areas of concern, so I am writing to you to ask for AIBA to provide clarity on its plans to address these,")이라고 덧붙였다고 합니다

 

 

동 촉구 편지내용에는 IOC가 Tokyo2020올림픽 복싱 토너먼트 동결계획결정(the IOC's decision to freeze planning for the 2020 Olympic boxing tournament was an "extremely worrying development")이 극심하게 걱정되는 판도로 발전하고 있으며 이는 복싱의 중장기 건전성과 올림픽출전의 꿈을 향해 수 년 간 땀 흘린 영국은 물론 전 세계 복싱선수들의 희망과 열망을 훼파시키는 영향력을 잠재적으로 발휘할 수 있음(the potential to have a "devastating impact on both the long-term health of the sport and the hopes and aspirations of boxers in England, and across the world, who have spent years working towards the dream of competing at the Olympic Games")에 대하여서도 적시하였다고 합니다.

 

 

Bach IOC위원장은 “올림픽복싱종목경기가 Tokyo2020에서 여전히 진행될 것임(an Olympic boxing competition will still take place at Tokyo 202)을 선수들에게 확신시켜 준 바(assured athletes) 있는데 그는 IOC가 Tokyo2020올림픽에 복싱종목을 실시하기를 원하며 우리는 그렇게 하기 위해 모든 노력을 경주하고 있다”(the IOC "wants to have a boxing tournament at the Games in Tokyo and we will make all efforts to have it")고 주장한 바 있다고 합니다.

 

 

하지만 12월1일 IOC집행위원회가 발표한 성명서내용을 보면 아마추어 복싱 세계에는 복싱이 올림픽 잔류여부와 누가 복싱종목을 조직 운영하는 지에 대한 최종 확인이 Tokyo2020올림픽을 1년 여 남겨둔 시점인2019년 6월 Lausanne개최 IOC총회 시까지 확정되지 않을지 모른다는 우려를 자아내고 있다(caused concern in the amateur boxing world as final confirmation on whether there will be an Olympic boxing event - and who will organise it - is not likely to be made until the Session in Lausanne next June, just over a year before the start of Tokyo 2020)고 합니다

 

 

아직 복싱선수들이 올림픽출전자격획득을 위한 통로가 아직 마련되고 있지 않는 상황(also not yet a qualification path in place for athletes )역시 현실이라고 합니다.

 

 

심사를 주도하도록 임무가 주어진 IOC진상조사위원회(a committee tasked with leading the inquiry)가 AIBA의 올림픽복싱토너먼트 주관 권을 상실할 수도 있는 결정을 내릴 수 있는데(could lead to AIBA losing the right to organise the Olympic boxing tournament), 동 조사위원회는 자체 진상조사 결과 보고를 IOC집행위원회에 하기 위하여 향후 몇 개월 간 조사에 착수할 것(conduct the investigation over the coming months before reporting its findings to the Executive Board)이라고 합니다.

 

 

Nenad Lalović IOC집행위원이 위원장으로 임명된 진상조사위원회의 조사(the inquiry)는 IOC가 제기한 우려에 대해 평가작업에 착수할 것(assess the concerns raised by the IOC)이라고 합니다.
