[Bach IOC위원장의 강릉명예시민증 수여와 평창2018 빙상개최도시 강릉 시 "Olympic City"로 거듭나게된 스토리 현장스케치]

지난 3월10일(토) Thomas Bach IOC위원장이 평창2018 패럴림픽 개회식 참관차 방한 중 강릉시청을 방문하여 최명희 강릉시장르로부터 평창2018 성공개최에 대한 IOC의 그 간 전폭적인 지원에 대한 감사의 표시로(as a token of appreciation) 명예강릉시민증(Honorary Citizenship)을 수여한 바 있습니다.

Bach IOC위원장은 소감을 통하여 본인이 Montreal 1976올림픽에 독일국가대표선수로 출전하여 펜싱에서 금메달을 딴 이래 또 다른 금메달을 받게 되어 영광이라고 기쁨을 표명하였습니다.

그는 최명희 강릉시장에게 '나의 시장님' (My Mayor)라고 친밀감 넘치는 표현을 쓰면서 '올림픽 도시'(Olympic City)인 강릉 시가 원하면 언제든 달려와 최선을 다하겠다는 인사도 잊지 않았습니다.

그는 강릉시청 현관로비를 둘러보면서 일부  전시된 올림픽 뱃지(Olympic Pins)세트를 유심히 바라보았는데 동 뱃지 세트는 필자가 35년 간 수집하여 평산스포츠박물관에 10여 년간 전시하여 오다가 강릉시의 요청에 의하여 2015년 10월 강릉 시에 무상 기증 기념품 들중 극히 일부 라고 설명해 준 바 있습니다.

시청 로비 중앙에서 기념촬영을 하고 이어 방명록(Guest Book)과 향후 설치되어 운영될 강릉 올림픽 박물관 내에 비치 전시될 Bach IOC위원장 소감을 친필로 적어 주기도 하였습니다.

친필로 손수 써내려간 인사말에는 강릉시를 "올림픽 도시"(Olympic City)라고 호칭하면서 최명희시장과의 면담 및 오찬 환담 시 필자가 향후 평창2018 이후 유산계획으로 강릉시가 '평창2018빙상개최도시'의 호칭을 어떻게 쓰면 좋겠느냐고 묻자, 수식어 없이 그냥 "Olympic City" 쓰라고 답변하였습니다.

필자는 다시 농담 삼아 그러면 구두 승인 외에 문서승인도 가능하냐고 재차 묻자 배석한 Jochen Faerber IOC 올림픽 채널 로잔느 사무소 대표가 방명록에 공식적으로 "Olympic City"라고 쓴 것이 바로 공식문건을 대체한다고 확인시켜 주었습니다.

이로써 평창분만 아니라 강릉도 "Olympic City"라는 공식적인 명칭을 국내외적으로 사용할 수 있게 된 역사적 계기가 된 셈입니다.

또한 최명희 강릉시장이 로잔느 소제 올림픽박물관 방문 의향에 대하여 Bach IOC위원장은 흔쾌히 초대하면서 '내 도시'(My City)인 스위스 로잔느 방문을 환영하며 올림픽박물과 시찰은 물론 올림픽박물관과의 일종의 '협력 자매 올림픽박물관' 양해각서(MoU)도 가능하다고 적극 지원하는 발언으로 강릉시청 방문을 마무리 하였습니다.

토마스 바흐 국제올림픽위원회(IOC) 위원장이 평창올림픽과 패럴림픽 빙상경기 개최도시인 강릉의 명예시민이 됐다.

 

최명희 강릉시장은 지난 10일 시청 시민사랑방에서 바흐 위원장에게 명예 시민증과 흉배(胸背) 액자를 전달했다.

 

 

흉배는 조선시대 왕과 왕세자, 문무백관의 관복 가슴과 등에 수를 놓아 장식한 표장이다. 최 시장은 또 이날 바흐 위원장에게 강릉시 올림픽 스마일 시민운동 마스코트 인형세트인 스스와 마미, 이로도 전달했다. 최 시장은 “평창동계올림픽 성공개최와 빙상도시 강릉발전에 기여한 바흐 위원장께 깊이 감사 드린다”며 “올림픽을 계기로 강릉과 맺은 인연이 영원히 이어졌으면 좋겠다”는 바람을 나타냈다.

 

이에 대해 바흐 위원장은 “1976년 몬트리올 올림픽 펜싱에서 메달을 딴 뒤 오랜 만에 또 다른 메달을 받은 것 같아 무한한 영광”이라며 “올림픽에서 보여준 강릉시민의 환대는 전 세계인에게 잊지 못할 추억을 만들어줬다”고 화답했다. 그는 이어 “앞으로 강릉이 나를 필요로 하는 행사가 있다면 참석하겠다”고 덧붙였다.

 

이날 행사에는 샘 램사미 IOC 위원과 강희문 강릉시의회 부의장, 윤강로 올림픽조직위원장 보좌, 최길영 스마일 협의회장 등이 참석했다.

감동적인 평창2018 동계 패럴림픽 개회식이 3월9일  밤 성대하고 화려하게 펼쳐 졌습니다.

어제 Andrew Parsons IPC위원장의 환영사 소개에 이어 오늘을 이희범 평창2018조직위원회 위원장의 개회사 연설문(한영)내용을 소개해 드립니다.

우리는 지금 2018 평창 패럴림픽 대회 성화를 밝히는 역사적인 자리에 함께하고 있습니다.

이 성화는 저 멀리 패럴림픽의 발상지인 영국 Stoke Mandeville과 전국 주요 도시에서 채화된 성화를 모아 800여명의 주자들이 2018km를 달려 온 희망의 불빛입니다.

패럴림픽은 1948년 런던올림픽에서 2차 대전 후 상이군인들이 주축이 되어 치유의 스포츠제전으로 시작되었으나 올림픽과 동등한 반열에서 같은 장소, 같은 시기

에 개최한 것은 서울1988패럴림픽이 처음이었습니다.

대한민국은 이제 정치, 경제, 사회, 문화 등 모든 면에서 한 단계 더 성숙한 가운데 여러분들을 맞이하고 있습니다.

모든 사람은 동등합니다.

장애인도 스포츠뿐만 아니라 사회전반에 걸쳐 함께 참여할 수 있다는 인식도 보편화 되었습니다. 장애인 스포츠 인구도 폭발적으로 늘어났습니다.

패럴림픽 선수단 여러분!

우사인 볼트는 선천적 척추 측만 증을 넘은 육상영웅 우사인 볼트,

천제 물리학자 스티븐 호킹박사,

3중 장애를 극복한 헬렌 켈러,

국기대표 수영선수인 로봇다리 김세진,

한국최초이 장애인 의사 황연대,

장애인 인권 운동가 박은수 변호사,

이 같이 신체적인 장애를 극복하고 인간승리를 이룬 표상은 무한합니다

선수 여러분들이 평창에 오기까지 쏟은 땀과 눈물을 우리는 알고 있습니다. 평창의 무대에 오르신 여러분들은 이미 승리자이고 영웅입니다.

‘용기, 투지, 감화, 평등’의 패럴림픽 정신을 이곳 평창에서 마음껏 펼쳐 나가시기 바랍니다.

전 세계 패럴림픽 가족 여러분!

2018 평창 패럴림픽 대회는 사상최대규모의 선수단이 참가하고 있으며 전 세계와 함께하는 지구촌 최대의 패럴림픽 겨울 축제입니다.

이번 평창 패럴림픽이 평화와 화합, 감동과 환희를 넘어 차별과 편견이 없는 따뜻한 사회를 만드는 초석이 되길 기대합니다.

아울러 평창의 축제는 한반도를 넘어 동북아, 그리고 평화를 갈망하는 전 세계 모든 사람들에게 희망의 불빛이 될 것입니다.

이번 대회에 첫 발을 딛는 조지아, 타지키스탄, 그리고, 특히 북한 선수들을 뜨겁게 환영합니다.

1) Olympics(Olympics led national diplomacy)------>often the biggest political example of using sport for diplomatic means----->a remarkable increase in the number of countries having established diplomatic relations following the Seoul 1988 Olympics

2) Seoul 1988 Olympics----->an efficient channel for Korea to be best known to the world and catalyst to bring change in the process of its democratization

3) Seoul 1988 Olympics------->a stepping stone to end the cold war era------->German Reunification in 1990----->Commonweath Independent States from Soviet Union

4) PyeongChang2018---->Sport leads politics----->an optimal political stage to bring together South and North Koreas in peace through dialogues and exchange of communications both culturally and politically-------->consequently leading to a Summit meeting between South and North Koreas

4. Power of Sport and Legacy of PyeongChang 2018

1) In an often divided world, sport is a unique and important connective tissue that binds people together, both across and within societies

1) In PyeongChang2018, the South and North Korean Delegations are marching together behind a “unified Korea” flag in the opening and closing ceremonies.

2) They have trained together at a North Korean ski facility in the lead-up to the Games, and they will be supported by fans from both countries, as the North is sending hundreds of supporters to Pyeongchang.

3) Sport has once again proven to be an effective mechanism to break the impasse and get the countries not just talking but working together.

4) We all hope that the diplomatic momentum that is built in the Korean mountain community of Pyeongchang will continue after the Games end.

5) Any discussion of the power of sport has finally to include its importance as a vehicle to teach our youth – and the rest of us – the lessons of leadership, good health, teamwork, fair play, self-reliance and continuous improvement.

6) Sport is particularly powerful for young girls, and for both genders, studies have demonstrated that participating in sport can lead to better performance in school and better lives once students have graduated.

7) Sport isn’t just important because we can play it our whole lives, but also because the lessons we learn in sport stay with us.

8) I know we will all feel a sense of hope for one of our world’s most troubled regions when we see the unified Korean flag flying in PyeongChang2018.

9) Let’s not let this moment pass – not just on the Korean peninsula, but around the globe – and embrace the power of sport to connect us, ease tensions and help us realize we share much more than what divides us.
